1. General
This section of the specification describes the technical requirements for the
Fire Fighting System for the Gas Regulation System (GRS) system
providing fuel gas to the Yanbu Power & Desalination Plant Phase 3
Project, further the Project, and covers the minimum requirements for
design, engineering, manufacture, erection and inspection and testing. The
sections of this specification also include technical requirements that are
applicable to the Fire Fighting System covered by this section of the
specification. In the event of any conflict between the project requirements
and the requirements of this section the latter shall have precedence.

The Fire Fighting System consists of Fire Protection System and Fire
Detection System.

The Fire Protection System equipment shall be complete in every respect


and suitable for safe and reliable operation.

Preferably, the whole firefighting system of the entire plant would be one
unified system of the same make and type, which would ideally be sub-
contracted as a whole to a single reputable company subject to Employer’s
approval.

However, installation and testing of equipment shall remain under the scope
of the individual packages.

This specification does not enumerate or describe all the materials and
equipment to be supplied and all the services to be performed. All materials
and equipment shall be provided as are required to make a complete,
properly functioning installation and shall conform to the highest standards
of engineering design and workmanship.

Firefighting system covers the whole area of Replacement of Technologies


and ended lifetime assets of Yanbu Desalination Plant Phase 1 Project,
where required duty has to be performed.

Fire protection system shall cater for all potential risks from fire and provide
correct response to any fire detected.

2. Fire Safety Philosophy


The GRS shall be designed and built with provision of a safe operating
environment for equipment and personnel and shall be connected to the
existing Plant’s corresponding systems. This shall be achieved by separation
and segregation of equipment with sufficient distances and by selection of
suitable equipment and materials.

Hazardous areas shall be identified, and suitable equipment shall be selected


for use in such areas. Different firefighting systems shall be adopted
according to the operational characteristics of the particular plant areas and
buildings to be protected.

The firefighting protection and detection systems for the GRS shall be
designed in accordance with NFPA codes and Saudi Building code 801.
The fire protection system design shall comply with “Safety and Fire
Protection Directives for Industrial Facilities (HCIS), Ministry of Interior,
KSA.

Where implementation of a requirement is unsuitable or impractical, where


other equivalent company or internationally recognized Standards and
Codes are followed, or where any conflict exists between this Directive and
other company Standards and Codes, the deviations shall be resolved by the
General Secretariat of the HCIS.

Deviations lower than the requirements of this Directive shall be listed and
submitted in a report of non-compliance, with justification and rationale for
not following the requirement, and approval shall be received from the
General Secretariat of HCIS prior to implementation. The documents shall
be retained by the company in its permanent engineering files.

Directives, SAF-1 through SAF-19 as included under reference of Clause


3.0 of SAF-01 shall be followed in the fire protection system design.

The Contractor has to sub-contract a HCIS approved Company to prepare a


Front -End -Engineering Design according to the SAF Directives as design
basis for the fire fighting, detection and alarm system. The fire fighting
study must also show the capability to connect the new fire fighting system
to the existing one; that the fire water storage capacity is sufficient and that
the control equipment for the system is compatible with the existing fire
detection and alarm system of Yanbu 3.

3. Firefighting and Detection System Description

3.1 General
Onsite fire protection systems shall be provided for the plant as described
herein. The fire protection system shall follow SAF-04 and codes referenced
under Clause 3 of SAF-04. The fire protection system shall generally follow
the NFPA codes.

The following main areas are considered to be protected; as applicable for


the plant are:
· Gas regulation station
· Gas metering station
· Water bath heating station, if needed
· Gas pressure regulation station (close to boilers)
· Control and Electrical Buildings,
· All other buildings and areas.

Any building or area which is protected by a “wet” firefighting installation


must in addition be provided with an “external fire brigade connection”.

The “Siamese Breaching inlets” shall be housed in stainless steel cabinets


with “wire glass” doors, located around the perimeter of the protected area.

They must be so placed as to allow ready access by the fire brigade tanker.
Upstream of the above fire brigade connection, suitable non-return valves in
the main and branch line must be provided, in order to facilitate
pressurization of the “installation” from the 2 different sources.

Extinguishers shall be sized, rated and spaced in accordance with NFPA 10.
Local buildings fire alarms, automatic fire detectors and the fire signaling
panel shall be in accordance with NFPA 72.

It shall be assured that a dedicated two (2) hour fire water supply to cover
the system design flow rate is available for the facility in accordance with
NFPA.

· The fire water distribution system shall incorporate sectionalizing valves


so that a failure in any part of the system can be isolated while allowing
the remainder of the system to function properly. Sufficient
sectionalizing valves shall be installed to allow sectionalized flushing of
the water distribution system (e.g. after use of seawater). A sufficient
number of drain valves at low areas, which allow a sectionalized

flushing/drainage of main fire header shall be installed. Contractor’s


concept needs to be agreed by E/E.
· Local Fire Alarm Panels (LFAP) shall be provided in each building to be
protected by smoke detectors and or active fire protection system. The
LFAP shall annunciate alarm, trouble, and supervisory for each of the
fire protection/detection systems to be designed per NFPA 72.
· The fire detection, fire alarm, firefighting system for the entire plants and
facilities must be uniform from one supplier and the same type to
facilitate the sequence of binding process and interface, the fire alarm
and detection shall be connected and interface with existing main fire
alarm panel in the main CCR within the contractor scope.
· Interconnection cables among Fire detection/protection systems and
Local Fire Control Panels in buildings and interconnection cable between
the local fire control panels located in the buildings and the central FAAP
located in the existing CCR shall be provided. The CCR shall
communicate with the Fire Fighting station.
· All stand-alone major electrical enclosed panels, MCCs shall be
protected by smoke detectors and or active fire protection system. The
LFAP shall annunciate alarm, trouble, and supervisory for each of the
fire protection/detection systems to be designed per NFPA 72.

3.2 Fire Water Demand Calculation


The water demand of the GRS shall be calculated and stated in the offer
considering a worst-case scenario. A safety factor of approximately 1.15
shall be added. The firefighting pumps, if needed, and distribution system
shall be designed and installed accordingly.

3.3 Fire Water Distribution System


All the required pumps and pipework sizing is based on the fire water
requirements for the GRS. The pipework distribution system feeds hydrants,
, monitors, hose reels, sprinkler systems, deluge systems and foam systems
(where applicable).

The water distribution system is mainly an underground system and


comprises of different circuits. Shut-off valves shall be foreseen to isolate
parts of the system, if and when required; however, these valves have to be
‘kept normally open’.

Fire water supply to the building shall be isolated by PIV per NFPA
recommendation.

3.4 Sprinkler System


Each system, connected to the water distribution, network starts delivering
water automatically when the high temperature causes breaking of the
sprinkler bulb and stops by closing the relevant valve.

3.5 Spray Water System


High temperature causes breaking of one or more of the sprinkler circuit
bulbs; as the sprinkler circuit, which operates as control circuit, is normally
under pressure. As a result, pressure in this circuit falls, causing the pilot
valve to open and consequently the water is delivered from the nozzles. This
continues until the valve is closed. The water output may also be actuated
by operating the manual emergency release.

3.6 Aboveground Hydrants and Hose Reels


All water connections and valve controls shall be accessible from above
ground. The water delivery shall be actuated by operating the nozzle control
valve.

3.7 Clean Agent System (Total Flooding Fire Suppression System)


Each clean agent system consists mainly of:

Standard storage rechargeable cylinders as required based on system design


which shall be safety rated for the maximum ambient temperature.
· Distribution and discharge manifolds and nozzles
· Pressure switches for signaling
· Local Control panel

The system is either automatically or manually actuated. The automatic


intervention takes place upon receipt of the actuating signal from the fire
detectors. All fire detectors shall be addressable with on-line self-diagnostic
facilities which should be capable of detecting fault, open circuit, short
circuit and give the appropriate alarm in VDU of DCS system.

The manual intervention shall be performed by pressing the release


pushbutton on the local panel. The manual release shall override the
automatic condition but not the lock-off. Audible and visual pre-alarm and
alarm warning panels shall be provided alerting the personnel of a
dangerous condition.

The access to the clean agent protected areas is allowed only if the system is
switched off.
Indications about the clean agent systems status are given by means of
signal lamps fitted on the local panels.

3.8 Portable and Mobile Extinguishers


Portable and mobile extinguishers shall be as provided for the GRS.

The following are typical and not necessarily the limit of those required:

1. Portable extinguishers
The following types of portable extinguishers shall be considered:
· Powder BC fire extinguishers, capacity 6/9/12 kg
· Foam spray AFF fire extinguisher, capacity 10 lt
· Carbon dioxide fire extinguisher, capacity 5 kg

Where extinguishers are mounted externally, or in other areas where they


may be subjected to the weather, they shall be contained inside a protective
cabinet.

The extinguishers shall be operated by means of a lever provided with a


safety pin, which allows for the partial discharge.

2. Mobile extinguishers
The following types of wheeled extinguishers shall be considered:
· Powder ABC fire extinguisher, capacity 75 kg
· Carbon dioxide fire extinguisher, capacity 30 kg
· Foam spray fire extinguisher capacity 130 lt

Each powder unit consists of a powder container to which a carbon dioxide


cylinder operating as propellant gas is attached; shall be provided with a 6 m
hose with controlled nozzle. The powder unit shall be mounted on a metal
frame with two wheels and a driving handle.

Each carbon dioxide unit consists of a carbon dioxide cylinder, a hose, a


control valve and a discharge nozzle. The cylinder and discharging devices
shall be mounted on a metal frame with two wheels and a driving handle.

4. Scope of Supply and Services


This clause sets out the scope of equipment and services as well as specially
requested supplies and services but does not exclude other necessary
components and services not specifically mentioned herein.
The Contractor shall extend the related existing systems to the new GRS.
The Contractor shall provide and supply all necessary Fire Protection
System equipment, as applicable to this plant, complete with all necessary
components, spare parts and services to guarantee the fire safety of the
Project.
Scope of supply and services shall include the design, obtaining authorities
approval, manufacture, construction, factory testing, packing for transport,
transport and delivery to site, unloading at site, storing, complete erection,
testing at site, painting, commissioning, putting into normal operation, tie-in
with other existing firefighting installation to be provided, reliability and
performance testing of firefighting system and associated equipment
including but not limited to the following:

Sub-systems:
· Water pumping station, if applicable,
· Water distribution systems,
· Sprinkler and spray water systems,
· Clean Agent System (Total flooding fire suppression system),
· Underground fire piping,
· Fire water storage tank, if applicable
· Aboveground hydrants and hose reels,
· Portable and mobile extinguishers.

Components and others:


· Pipework and valves, anchor bolts and supports.
· All supply and services at tie-in points.
· Coordination with other plant Contractors, where applicable.
· Control and monitoring.
· Complete detail labeling of all installation.
· Consumables such as first fill and any additional required.
· Set of special tools and equipment for maintenance, inspection and
repair.
· All standard equipment and accessories which are normally included in
the supply schedule, but which are not separately listed.
· Participation in all implementation discussions.
· Compiling and local collection of required data
training, inspection and supervision services by the Manufacturer.
· Spare parts and wear-and-tear parts for two years operation after the end
of warranty period shall be provided by Contractor.

5. Particular Technical Requirements

5.1 General
The GRS shall be designed to provide a safe operating environment for
equipment and personnel. This shall be achieved by providing equipment
with sufficient separation and segregation to minimize the risks from fire
and explosion, and by selection of suitable equipment and materials.

An automatic fire detection and alarm system shall be provided, with


detection devices selected to suit particular risks, and with a local control
system which is connected to the related existing system designed to
provide operating staff with sufficient information to identify and respond
correctly to any fire detected.

Gas detection shall be provided for toxic and flammable gases.

Gas detection shall also be provided where appropriate to detect gas


leakage.

Automatic and manual extinguishing systems shall be provided to limit the


consequences of fires in major items of plant and minimize resulting
reductions in generating capacity.

Water based firefighting systems shall be supplied from the existing fire
fighting water storage tank and the seawater pumping station of the main
plant. The system shall be provided with sectional isolating valves to allow
the maximum supply in the event of a fault. Hydrants shall be provided at
strategic locations, with hoses and nozzles kept in suitable cabinets.

For oil-filled transformers an automatic spray water system shall be


supplied and connected to the existing system of the main plant, whilst clean
agent system shall be provided for dry type transformers.

For cable tunnel, fire barrier doors as well as wet pipe sprinkler system shall
be provided.

Portable fire extinguishers shall be provided throughout the site, with larger
capacity mobile units located at increased risk areas.

Hose reels and internal hydrants shall be provided within buildings where
appropriate.

All the equipment and escape routes shall be clearly marked.

For fire protection and detection purposes the overall site shall be divided
into separate fire zones and the alarms and control requirements for each
zone shall be actioned through the new local control and alarm panel.

Generally, all equipment installed shall comply with the local regulations in
respect of supplier, installer and system approval.

All the fire protection and detection systems are to be designed to National
Fire Protection Association Codes and other internationally accepted codes
of practice subject to the Engineer's approval.

In addition, the design criteria shall be based on the documents fire load
evaluation, fire risk evaluation and conceptual design. The documents shall
be prepared by a reputable, independent fire expert to be approved by the
Engineer.

5.2 Design Standards and Codes


The Contractor's tender shall be based upon the Standards named in this
specification. The Contractor may propose equipment in accordance with
other relevant published standards, as optional alternatives. The Contractor
shall submit copies of such alternative Standards with his proposal.

Unless stipulated otherwise in this specification all fire safety facilities shall
be provided in accordance with the international (i.e. ICE, CEE, EN),
British (i.e. BS, BSI), German (i.e. DIN, VDS, VDE) and American (i.e.
NFPA) Standards, latest edition, and shall conform to SAF regulations as
well as Saudi Building Code 801.

If it is proposed to use fire safety facilities and systems for which no


suitable standard exists, the Contractor shall submit full technical details and
the use of such facilities and systems shall be subject to the approval of the
Engineer.

5.3 Fire Safety Equipment


All fire protection equipment shall be of types approved and listed by
recognized relevant authorities or approved by the Engineer.

Acceptable authorities are national standards organizations, official testing


laboratories, testing laboratories of the fire insurers, licensed private testing
laboratories with specialized experience of fire protection, and recognized
marine classification societies.

5.4 Designation of Fire Safety Equipment


Generally, the designation of fire safety equipment shall be in line with the
requirements stated in Annexure in Volume XI “SWCC Project
Procedure Manual”.

Adopted KKS system for plant and equipment identification schedules


showing the name and number of each item shall be submitted to the
Engineer for approval prior to proceeding with production of identification
labels.

The proposed types of labels, their size, the exact label inscriptions, as well
as proposals for the arrangement of the labels shall be submitted to the
Engineer for approval before they are procured.

All the installed labels shall be of stainless steel with engraved inscriptions,
properly filled in with black paint displaying the following information:
· The words "Fire Safety Equipment" in the Arabic and English languages.
· The words "Fire Safety Zone" in the English language followed by the
zone number.
· An alpha-numeric KKS code denoting the type of equipment.
· A serial number associated with a register of fire safety equipment.

Purpose-built stainless-steel fixtures shall be used for proper fixings.


Fixed fire protection equipment shall be marked by attaching the
designation label to it or affixing the label firmly screwed of screws to an
adjacent wall.

The normal location of portable equipment shall be marked by means of a


designation label showing only details (a), (b) and (c) above. Such
designation labels shall be firmly screwed to a wall.

Mobile equipment shall be marked by affixing a designation label to it


firmly by means of screws. The label shall show only details (a), (c) and (d).
Portable items of equipment shall be marked by a designation label showing
only details (a), (c) and (d) above. Such labels shall be securely affixed to
the item of equipment by screws.

5.5 HVAC/ Fire Protection Interface


Though Fire Protection, HVAC are all under the umbrella of the scope of
the EPC contractor, the following is elaborated to facilitate understanding of
the HVAC/Fire protection interface.

The HVAC supplier will indicate the quantity and location of smoke
detectors in accordance with NFPA 90A and local codes. Duct-mounted
smoke detectors shall be furnished by the fire protection Contractor and will
be installed by the HVAC supplier. The air conditioning system shall be
capable of monitoring contacts in a junction box (normally closed, opened
to alarm) from the fire protection system. The number of contacts required
will be determined by the HVAC engineer (i.e. 1 contact for each HVAC
system, 1 contact for the entire building, etc.). Upon receiving the signal
from the fire protection system, the air handling unit(s)/air conditioning
unit(s) shall be de-energized by the TCPL. An alarm shall be provided at the
TCPL to indicate system shutdown due to a signal from the fire protection
system. Startup and testing of the fire protection system shall be provided by
the fire protection Contractor in accordance with NFPA 72. The HVAC
supplier will provide startup and testing services to support the interface
with the fire protection system and ensure that the HVAC is de-energized as
designed. Refer to the Sketch below for scope split for duct detection:

5.6 Fire Preventive Measures


Access to equipment and facilities
All plant and equipment shall be so arranged as to give ease of access to all
areas of firefighting using first strike and second-strike fire extinguishing
equipment conforming to NFPA codes.

Equipment and buildings shall be so arranged that access to any major item
of plant is possible without passing within 3 m of another major item of
plant.

It shall be possible to approach all major plant and equipment from at least
two directions one of which shall conform to the 3 m requirement.

Classification of hazardous areas


All the electrical equipment provided shall be suitable for the area in which
it is installed, in accordance with requirements of IEC 60079, BS 5345, Part
2, the National Electrical Code and the Institute of Petroleum Model Code
of Safe Practice for Electrical Equipment in Hazardous Areas. NFPA
standard will also be accepted.

National code IEC 79-10 does not apply.

Such equipment shall be UL-listed, FM approved.

The extent and classification of hazardous areas will depend on the type,
construction, size and layout of the plant.

Structural fire protection


Non-combustible or fire-resistant components shall be used in the
construction of the station unless another material is approved by the
Engineer for a particular purpose.

To provide resistance to the collapse of the structure in the event of a fire all
structural elements of the buildings shall have, as a minimum, the fire
resistance as mentioned in the HCIS.

To restrict the spread of fire certain walls and all floors shall be designated
as fire compartment barriers. Fire compartment barriers shall provide a
complete barrier to the spread of smoke heat and other products of
combustion.

Fire compartment walls in single story buildings shall have one-hour fire
resistance and fire compartment barriers in buildings of two or more stories
shall have two-hour fire resistance.

Barriers around critical areas such as plant rooms, battery rooms and switch-
rooms shall have two-hour fire resistance.

Fire compartment barriers shall provide enclosures for all staircases and
corridors forming escape routes.

All cable flats, cable risers, switchgear rooms shall also be enclosed within
fire compartment barriers.

All doors shall have a minimum fire resistance of half that associated with
the walls in which they are located. In the case of doors through fire
compartment walls the door shall have a fire resistance at least equal to that
of the fire compartment barrier.

All personnel access doors required to be fire resistant shall be fitted with
self-closing devices and wired glass viewing panels.

Equipment access doors such as rolling shutters or folding doors shall be


made of non-combustible material shall resist the distorting effect of heat
and shall remain effective as a barrier to the spread of smoke for the
required period of fire resistance.

Fire stopping
Where cables, pipes or air duct work pass through fire compartment barriers
any space left in passageways for services shall be closed by using an
approved sealing to ensure a complete stop to fire, having fire resistance at
least equal to that of the barrier itself.

All fire stopping methods employed shall allow for the movement of the
services to which they are associated (vibration or thermal movement) and
resist misuse or abuse while remaining effective as a barrier to heat, smoke
and other products of combustion.

The use of brittle materials such as plaster or cement mortar shall not be
acceptable. The Contractor shall show that the fire stops provided are
completely suitable and will remain effective for the extended periods
without maintenance or supervision.

Fire retardant coatings


In order to prevent the spread of fire by cables in floor voids and other
enclosed space not protected with fire extinguishing systems, such cables
shall be completely coated with a water resistant and fire-retardant coating
which will not affect the current rating of the cables.

The coating shall be suitable for application by brush by unskilled personnel


to provide a minimum of ten minutes fire resistance protection when tested
in accordance with BS 476 Part 8, ISO 834 and ASTM E 119.

The fire-retardant coating shall prevent the propagation of fire along cables
for a minimum of sixty minutes when the cables are on vertical trays when a
furnace of 800°C is placed beneath them. The Contractor shall submit test
results to show the effectiveness of the fire-retardant coating.

The coating shall be weather resistant, shall not change its fire resistance
with age and shall not use solvents which are toxic or provide a fire hazard
during application.

When dry it shall be flexible and tough with good impact resistance but
have poor tear strength in order to allow for the removal and addition of
cables.

Fire dampers
Where air ductwork passes through a fire compartment barrier it shall
contain a fire damper.

Air ductwork shall be strengthened at fire compartment barriers to resist


buckling and shall be securely fixed to the barrier to prevent the spread of
fire around the air duct. Within the duct a heat actuated multi or single blade
fire damper which shall provide a resistance to fire at least equal to the fire
compartment barrier. Smoke detectors shall also be provided to detect
smoke within the air ductwork, initiate a level 1 alarm of fire and close all
the fire dampers associated with the fire compartment in which smoke is
detected.

Pressure release dampers


Where gaseous fire extinguishing system in buildings is designed, the
building integrity has to be secured by pressure release dampers. The
contractor shall provide during the design phase the calculation for the
pressure release dampers together with the calculation for the amount of
released gas and the holding time and concentration in the room.

Escape routes
Adequate escape routes shall be provided for all personnel per NFPA codes.

The escape routes shall be clearly marked and provided with emergency
lighting. They shall be routed away from hazardous areas and protected,
floors and doors to allow safe escape for personnel, and safe access for
firefighting personnel. Where possible, more than one significantly different

escape route shall be provided. Staircases on escape routes shall, where


appropriate, be provided with smoke vents.
The Contractor shall provide the drawings depicting Evacuation
Routes/Escape Routes and Fire Exit Doors for all areas, all floors and all
buildings under the contract. These drawings shall be displayed in
appropriate locations as per Loss Prevention Councils Guidelines.

5.7 Pipes, Valves, Hydrants and Fire Hoses


All piping and valves shall comply with the General Technical
Requirements, Volume VII of the specification. Hydrant couplings,
fittings, and connections for the firefighting system of the Desalination Plant
must be compatible with the existing by way of sizing and types.

Sizing of the main pipes shall be designed to supply the maximum


anticipated demand, including hydrants, at any part of the site, with the
shortest route isolated for maintenance.

For the purpose of routine hydraulic testing of the main pipes, the
Contractor shall install tee connections adjacent to fire main sectionalizing
valves, which shall be accessible from ground level which can be used for
the connection of a hydraulic test pump. The tee connection shall be
provided with a flanged isolating valve.

Flanges shall conform to ANSI B16.5 and shall be Class 150 Raised Face
Type.

Thrust Blocks and Anchoring Blocks shall be provided at all changes in


direction and branches in accordance with NFPA 24 and the pipe
manufacturer's instructions, and to suit the soil conditions.

Underground fire service main


Underground fire service main shall be designed in form of supply rings
around and throughout the GRS like the entire Plant complexes to serve
outdoor hydrants, standpipes and extinguishing systems per NFPA codes.
This system shall also be connected to the main plant’s similar system.

All excavation, installation and backfilling works for the main shall be
included and specified requirements hereto shall be considered.

The mains shall be filled with permeate water and constantly pressurized by
the firefighting pump installations.

The underground ring shall have two (2) water supply points, one from the
main fire station and one from the SW firefighting pumping station.

Generally, all post indicators and outdoor hydrants shall be protected with
crash barriers against mechanical damages.

The material of the main shall be GRP for underground installation:


· Working pressure: 12.5 bar
· Test pressure: 16 bar
· Design pressure: 16 bar
· Nominal diameter of main, minimum DN 250 (to be confirmed by
contractor)

NFPA requirements for maximum water velocity shall be considered.


· Branches to outdoor hydrants DN 150 (to be confirmed by contractor)
· Branches to standpipes and extinguishing system, minimum DN 100 (to
be confirmed by contractor)

The fire water main pipes shall be installed in accordance with NFPA 13
and 24 and applicable national standards and shall also follow guidelines in
SAF

The pipework shall be complete with all supports, fittings, reducers, bends
T-pieces, flanges to hydrants, valves and branch connections, etc. required
for the complete and reliable operation of the systems.

Branch connections from the pipework to standpipes and extinguishing


systems shall be flanged approx. 300-500 mm above ground.

The standpipe and hose system shall be designed, installed and tested as
Class II systems in accordance with NFPA No. 14, latest edition.

The standpipe systems shall be of the wet pipe type and water pressure
maintained at all times.

The pipes shall be of GRP for underground. Above ground pipes always full
of water for wet sprinkler system, automatic spray water, deluge system
shall be seamless hot dip galvanized carbon steel.

Isolating valves shall be located along the mains to enable it to be closed


down in sections so that the other parts of the main can remain in service
when parts of the main require repair or maintenance. The valves shall be of
the Post Indicator type.

All valves in the firefighting system shall be wheel operated gate valves
with rising system.

Facilities shall be provided to flush the entire piping system with potable
water after the use of seawater.

Piping Joints
All joints shall be Rubber Seal Lock Joints (RSLJ), and all the connections
to the main shall be either prefabricated tee pieces or factory-made outlets.
All joints other than RSLJ joints, bends, tees and fittings shall be installed
with epoxy resin cement. All hydrant connections shall be flanged in
accordance with manufacturer’s instructions.

All underground flange joints, if any, shall be provided with access pit and
rubber seal lock joint adjacent to flanges for easy maintenance.

Outdoor hydrants
Outdoor hydrants shall be of the self-draining dry barrel type with two (2)
upper outlets DN 65 (2½ “) and one (1) lower outlet DN 100 (4”) for hose
connections and designed as follows:
· Working pressure 8–10 bar
· Design pressure 16 bar
· Diameter of connection to main DN 150 (to be confirmed)

Each outlet shall have an instantaneous coupling with cap and chain.

A hydrants valve DN 65 (2½”) shall be installed at each individual outlet


between the hydrant barrel and the instantaneous coupling.

Outdoor hydrants shall be provided in all areas of buildings and equipment


relevant to be protected and the distances between hydrants shall not exceed
50 meters.

Hose cabinets for outdoor hydrants


Next to each outdoor hydrant, a weather resistant, proper ventilated and red
painted hose cabinet shall be provided, containing the following equipment:
· Two (2) fire hoses DN 65 (2½”), 20 m length, with instantaneous
couplings and hose straps
· Four (4) fire hoses DN 50 (2”), 30 m length, with instantaneous
couplings and hose straps
· Two (2) jet/spray nozzles DN 50 (2”0, with instantaneous couplings the
nozzle shall be AWG type with facility to change different diameter of
changeable threaded nozzles by fire fighters according to demand during
firefighting.
· One (1) dividing breeching DN 65 (2½”) / DN 50 (2”) – DN 65 (2½”)
/DN 50 (2”). The dividing breeching male/female coupling shall be of
British standard pattern.
· One (1) fire axe of the electrically insulated type.

· One (1) crowbar of the fire brigade type.


· Extra hydrant wrench.
· Brackets for all the equipment.
The instantaneous coupling must be compatible with the couplings of the
outdoor hydrants.
The hose cabinets shall be constructed of stainless steel (1.2 mm thickness)
or be made of laminated glass reinforced plastic provided with marine
plywood reinforcement as necessary.

The fire hoses with couplings shall be of the highest quality, the hose reels
shall be original DURALINE Type III.

The cabinets shall be lockable with hasp and staple.

Lock to be provided shall be anti-corrosion treated/coated and shall have


facility to open with Master Key. 6 Nos. of Master Keys to be provided in
addition to individual lock keys. (1 set of individual lock key and all master
keys shall be handed over to Fire Station).

Vents, drains provision shall be in place.

Proper brackets and shelf shall be provided inside the cabinet to store the
nozzles crowbar, axe, etc.

Enough space shall be available for removing or storing the equipment


safely and easily.

5.8 Firefighting Pumps, If Needed


The pump design shall be in accordance with the General Technical
Requirements and be compliant with NFPA 20.

The main Fire Fighting station considers the following pumps:


· Two (2) 100% electric jockey pumps (1 set)
· One (1) 100% diesel engine driven main pump
· One (1) expansion tank arrangement
· One (1) 100% electric driven seawater fire fighting pump at the seawater
pumping station
The jockey pumps shall be of the horizontal multi-stage type with sufficient
capacity to supply and maintain the required firefighting system pressure
according to NFPA.

The electric motors shall be totally enclosed fan cooled motors equipped
with sleeve bearings. All the motor details shall be as specified in the
General Technical Requirements in this tender document.

The diesel engine shall be a self-contained unit complete with automatic


starting mechanism, storage batteries, closed circuit cooling system,
governor over-speed shut-down device, tachometer, oil pressure gauge,
temperature gauge and instrument panel.

The diesel engine shall be provided with a complete and independent diesel
system. Flexible diesel hoses connected to the engine shall be flame
resistant.

The diesel tank must be of sufficient capacity for the diesel pump to operate
at 100% capacity for 12 hours minimum.

A complete exhaust system including silencer and sufficient pipework to


discharge exhaust gases outside the pump house shall be provided for the
engine, flexible or corrugated connections shall be used between the engine
and the exhaust pipework.

Controllers for the starting of the electric and diesel pump sets shall be
designed and installed in accordance with the General Technical
Requirements the existing system and NFPA 20.
The controller shall have visible and audible alarms.

It must include a “trickle-charging circuit” to maintain the batteries in peak


conditions at all times.

The firefighting pumps shall be designed, installed and tested in accordance


to all relevant NFPA codes and standards.
· The potable water fire pumps shall be of vertical type and shall be
complete with mating flanges, drain connection and base plate with
sufficient capacity to supply Exposure Protection System at the highest
anticipated demand and shall be subject to approval by the Engineer. The
wetted materials of the pumps shall be IAISI 316-L.

The pump installations shall be located within the FF pumping station,


which shall be of fire-resistant construction with single compartments for
the electrical and the diesel fire fighting pump, accessible from the outside
and consist in this context of the following equipment:
· One (1) set of stationary cranes for the firefighting pumps.
· All loading and unloading facility for the diesel should be included.

· The pump shall each take suction from the re-mineralized water tank and
supply potable water as firefighting water to the discharge header of the
firefighting pumps.

The delivery pressure of the firefighting pumps shall be such that the
operating pressure at the most remote outdoor hydrant or indoor hose station
shall not be below five (5) bar while the largest water based extinguishing
system is under operation.

The pump shall have its own controller and the pump unit shall be complete
with all accessories as per NFPA-requirements.

The diesel storage tank for the diesel engine shall have a capacity for
(twelve 12) hours continuous operation at full load. The storage tank shall
be located at the firefighting pump station nearby but in sufficient safety
distance to the Fire Fighting Pumps. A filling connection with a locally
mounted semi-rotary hand pump shall be provided.

The pumps shall start automatically upon pressure drop in the discharge
main at different and adjustable set points, after failure of the main Fire
Pumps.

Remote start of the firefighting pumps from the control room shall also be
possible. For each pump, the following remote indications shall be
displayed in the central control room:
· Pump in stand-by condition
· Pump in operation
· Pump failed start

All valves, gages, test lines, flowmeters, etc. shall be provided as per all
relevant NFPA codes and standards. Refer also to Main Fire Pumps for all
other accessories.

5.9 Fixed Fire Extinguishing Systems


Unless otherwise agreed, the fixed fire extinguishing systems shall be
provided in accordance with the Project Information and General
Requirements.

Water sprinkler systems


Water sprinkler systems shall be provided in accordance with NFPA Code
No. 13. The design density and area of operation shall be determined to suit
the risk.
The sprinkler systems will normally be "wet" installations.

The Contractor shall supply data to show that system piping has been
hydraulically calculated and sized to the satisfaction of the relevant
Authority in KSA.

Sprinkler heads shall either be fusible or quartzoid bulb type.

The operating temperature shall be at least 30°C above the maximum


anticipated ambient temperature. Higher temperature ratings shall be used
where flammable liquids are present.

Wax covered sprinklers shall be used in areas with a corrosive atmosphere;


in office spaces, etc. epoxy coated sprinklers shall be used.

Flushing connections shall be provided on all sprinkler systems located on


the ends of cross mains.

An inspector’s test connection shall be provided. Its discharge shall be


directed at a safe place; its control valve shall be located less than 2 m
(6.6 ft) above ground level, wherever possible.

A nameplate shall be provided for each system installed and shall be located
on the riser nominally 500 mm (2.4 ft.) above the alarm valve.

The following information shall be displayed on the nameplate:


· the type of system, i.e. wet sprinkler.
· the number of the system.
· the classification of the system, i.e. hydraulically calculated, extra hazard
piping schedule, etc.
· the area protected.
· the capability of the system i.e. design density/discharge area.
· the date of installation.

A local alarm shall be provided by a water motor alarm gong connected to


the sprinkler system alarm check valve.
All piping and fittings shall be so installed that the systems may be drained.

Drainage shall be via the main drain valves or auxiliary drains where piping
is trapped, e.g. mezzanine piping. Sprinkler system piping shall be installed
at the level under the mezzanine areas and pitched to drain under the roof
areas.

50 mm drainpipes and valves shall be provided on all system risers. 25 mm


auxiliary drains shall be provided in areas where piping cannot drain
through the main drain valve and shall be located not to cause an obstruction
to personnel etc.

Drainpipes from main drain valves and auxiliary drains shall exit the
building horizontally and so direct water discharge away from areas
immediately above building foundations.

Spray water systems


Spray and water systems shall be provided and extended from the existing
system in accordance with NFPA Code No.15, latest edition.

The Contractor shall supply data to show that system piping has been
hydraulically calculated and sized.

The system shall be initiated either upon receipt of an electrical signal from
the fire detection and alarm system control unit for that Fire Safety Section
or by means of fusible bulb detection.

Means for manual initiation shall be provided adjacent to the deluge valve
for the system.

The system shall be provided with a pair of voltage free changeover


contacts, operated by a pressure or flow switch in the discharge pipework to
indicate successful operation of the system to the fire detection and alarm
control unit for that Fire Safety Section.

Each main component shall be provided with a separate system.

Foam/ water spray systems


Foam water sprinkler systems shall be provided and extended from the
existing system if required in accordance with NFPA Code No.16.

The foam system provided under this Contract (if required) shall be a
complete system with all necessary valves, in line inductors and pipework
etc. being supplied as required.

The Contractor shall supply data to show that system piping has been
hydraulically calculated and sized in accordance with NFPA Code No. 13
for the Installation of Sprinkler Systems.

Means for manual initiation shall be provided adjacent to the deluge valve
for the system. All foam concentrate pipework shall be made of stainless
steel. Open spray nozzles shall be protected with plastic caps to prevent
plugging and corrosion.
The system shall be provided with a pair of voltage free changeover
contacts, operated by a pressure or flow switch in the discharge pipework to
indicate successful operation of the system to the fire detection and alarm
control unit for that Fire Safety Section.

Clean Agent system


Clean agent fire extinguishing system for protection by total flooding shall
comply with the requirements of NFPA 2001.

Clean agent system per NFPA-2001 shall be complete with cylinders,


alarms, controls, local control panels, piping, nozzles, wiring, conduit, fire
detection devices and instrumentation and as required for complete fire
suppression systems.

Individual modular systems, each protecting only one risk, shall be


provided. A centralized supply of extinguishant to protect a number of
independent risks, are NOT acceptable.

The quantity of cylinders supplied for each risk shall be sufficient for the
initial discharge and extended discharge with 100% reserve for both
discharges.

In addition, charged clean agent cylinders in quantity equaling that provided


for the largest fire risk shall be supplied as spare.

The total flooding system shall be capable of being actuated automatically.


Manual actuation in case of emergency shall also be provided. The system
shall be capable of a manually released second discharge to the same
concentration as the first without alteration to pipework or the provision of
new gas containers.

The automatic release signal shall originate from fire detection system. The
system shall incorporate a gas release delay feature variable within the range
of 0-30 second.

Manual release of the system shall also be provided by a Release Unit


located at the entry to the protected enclosure. When operated, the unit shall
either release the first discharge of clean agent, if not already released
automatically, or release a second discharge. The manual release of the
system shall initiate a Level 2 Alarm of Fire on the Local Fire Panel for the
Fire Safety Zone protected by the clean agent system, by voltage free
changeover contacts.

The Manual Release Unit shall be of the type requiring two distinct and
separate actions for their operation (e.g. break glass and pull handle) and
shall be colored yellow. On or adjacent to the unit shall be the wording
"Total Flooding Fire Extinguishing System - Manual Release".

An abort switch shall be installed at all escape routes

Each system shall be provided with a Lock-off Unit located adjacent to the
main entrance to the protected area. The unit shall include a lock and key
arrangement to ensure that the door into the protected area may not be
opened without the clean agent system being locked off first. The key for
locking off the system shall be the same as the key for entering the protected
area and when the clean agent system is operational the key shall be retained
in the Lock-off Unit. It shall be necessary to lock-off the system and remove
the key before access can be gained to the protected area. It shall not be
possible to remove the key from the door lock unless the door is closed.

Visual system status indication shall be provided adjacent to the lock-off

The illuminated indications shall be readable under all natural and artificial
lighting conditions in the location. At least two lamps or other luminaries
per indication shall be provided. Each of the visual indications shall be
provided with a pair of voltage free changeover contacts to facilitate repeat
indication to the Local Fire Panel for that Fire Safety Zone.

A "Gas Extinguishing Discharge" sounder having a sound output of


minimum 65 dB(A) or at least more than 5 dB(A) as any background noise
level at 1 meter and a sound distinctive from any other in the location, shall
be provided in the protected area.

During the first year of installation, the Contractor shall provide two (2)
inspections as part of scope of services.

Fire hydrants
Hydrants shall be of the wet barrel type with DN 150. Each hydrant shall be
equipped with two 65 mm instantaneous coupling with caps and chains to
suit local fire brigade requirements.
Each hydrant shall be fitted with a stop valve in the supply pipe from the
main.

Fire hose reels and equipment cabinets


Indoor hydrants for instant intervention shall be provided for all buildings
where required, but at least as listed under chapter firefighting system
description. It shall be provided in such a number that all portions of each
floor can be reached by a hose stream.

Hose reels shall normally be located on each floor adjacent to the exit routes
from the buildings. It should be possible to reach any point using a 30 meter
hose, allowing for
6 meters jet length after running the hose around any obstruction. The hose
shall be

25 mm diameter, non-kink hose in accordance with BS 3169 and BS 5274,


with a maximum length of 30 m and fitted with a jet/spray nozzle controlled
by a screw control.

Each indoor hydrant shall be enclosed in a wall mounted cabinet. The


material of the cabinet shall be stainless steel coated with fibre glass.

Each cabinet shall be painted red and contain the following:

One (1) suitable landing valve with reducer, instantaneous coupling and fire
hose readily attached. Proper hose guide shall be provided.

One (1) swiveling hose reel with a 30 m length, DN 25 (1”) non collapsible
fire hose with jet/spray nozzle with tail piece readily attached.

The fire hoses with couplings shall be of the highest quality, the hose reels
shall be original DURALINE Type III.
· The hose reel shall be automatic type.
· The hose reel shall be semi-rigid non kinking type hose.
· The nozzle of the screw type to change control during firefighting.
· There should be enough space available to remove the hose, open-close
valves, recoiling hoses etc.

Signs shall be provided saying 'FIRE HOSE REEL" and "WARNING -


NOT FOR USE ON ELECTRICAL EQUIPMENT".
The wordings shall be in English and Arabic. Each cabinet shall have a
contents list, of all the equipment stored therein, attached to the door. Inside
located equipment cabinet shall be equipped in minimum with:
· Suitable landing valve with coupling,
· 30 m of 25 mm diameter non kinking hoses, jet/spray nozzles,
connections and valves,
· One portable extinguisher, and
· One axe.

5.10 Portable Fire Extinguishing Equipment


Portable fire extinguishers shall be provided as stated in this Tender
Documents. Extinguishers shall be manufactured in accordance with NFPA
10 and operated by means of a lever operated valve provided with a safety
pin, which shall allow controlled partial discharge. Extinguishers shall carry
instructions for use in English and Arabic.

Fire extinguishers shall be selected to suit the hazard. Extinguishers having


a gross weight not exceeding 18.4 kg shall be wall mounted, such that the
top of fire extinguishers shall be not more than 1.20-meter height from the
floor level.

They shall be of a size and number to match the possible initial fire. In
workshops and areas subject to oil spillage extinguishers shall be provided
in pairs.

No point within a building shall be more than 30 metres from an


extinguisher. In high risk areas the maximum distance will be 15 metres.
Where extinguishers are provided externally or other areas where they may
be subjected to weather they shall be hung inside protective cabinets.

The protective cabinets shall be red in color and marked with the words

"FIRE EXTINGUISHER" in Arabic and English in white lettering.

Cabinets shall provide protection from rain and wind-blown dust and have a
pull off front cover allowing ease of access to the extinguisher.

All portable extinguishers shall have a filled weight of not more than 12 kg,
except in areas of difficult access (e.g. where access may be via a ladder,
stair or narrow passage) where the extinguishers provided shall have a filled
weight of not more than

6 kg. The quantity and distribution of extinguishers shall, as a minimum, be


in accordance with NFPA 10.
All mobile units shall be painted and marked in accordance with NFPA 10,
Appendix B, and shall be marked in the Arabic and English languages with
clear instructions for use.

The foam units shall be marked with the words "NOT FOR USE ON
ELECTRICAL FIRES".

Fire blankets and further rescue equipment shall be provided as required.

Dry chemical extinguishers


Wheeled dry chemical extinguisher shall be provided and shall consist of a
powder container to which shall be attached a cylinder or nitrogen gas for
use as the propellant of the extinguisher. The powder shall be fed from the
container to the discharge nozzle through a flexible hose. This equipment
shall be mounted on a metal frame with wheels and handle to make it
mobile and maneuverable.

The dry chemical container shall be of steel construction and shall have
been pressure tested to at least twice its operating pressure. The container
shall hold 50 kg of foam compatible chemical dry powder of ABC rating.

The pressurizing cylinder shall be externally attached to the powder


container. The hose conducting powder to the discharge nozzle shall be 10
m long and made of braided synthetic flexible hose which shall be
permanently connected to the dry powder container and shall be stored in a
manner allowing easy removal for use. The unit shall have two wheels
which shall have rubber or synthetic tyres and a minimum overall diameter
of 300 mm. The overall width of the unit shall not exceed 800 mm.

The controls shall be a single, easily accessible, valve used to release the
pressurizing gas into the powder container. The nozzle shall control the
discharge of powder and shall be designed for controlled delivery. The unit
shall be capable of discharging the full contents in 60 seconds.

Foam extinguishers
Mobile foam extinguishers shall consist of one container of fluoreoprotein
foam liquid to which shall be attached a cylinder of nitrogen gas for use as
the propellant. The foam making liquid shall be fed to a discharge nozzle
through a flexible hose. The equipment shall be mounted on a metal frame
with wheels and handle. The foam agent container shall be of steel
construction and shall have been tested to at least twice the operating
pressure. The container shall hold at least 130 liters of foam making liquid.

The unit shall have at least two wheels which shall have rubber or synthetic
tyres and a minimum overall diameter of 300 mm. All steel components of
the extinguisher shall be galvanized or protected against corrosion by an
equally effective method.

The hose conducting the extinguishing foam to the discharge nozzle shall be
15 m long and shall be permanently connected to the foam container. The
pressurized cylinder shall be externally attached to the foam container.

The hose shall be stored in a manner allowing easy removal for use. The
nozzle shall be such that foam making liquid is released in a jet. A single

easily accessible valve shall be used to release the pressurized gas into the
container.
The unit shall be capable of discharging the complete contents in 60
seconds.

Carbon dioxide extinguishers


Wheeled carbon dioxide extinguishers shall be provided where stated in the
Tender Documents for electrical risks. The container(s) shall be of steel
construction and provided with a siphon tube, valve and pressure relief
device, a suitably rated discharge hose and a horn. Is should be ensured that
complete discharge of such extinguishers within the space protected will not
produce a concentration dangerous to personnel.

For the switchgear building, mobile fire extinguishers with 30 kg CO2 shall
be provided.

For all other buildings, rooms, equipment and relevant plant areas of the
power station, portable 5 kg CO2 fire extinguishers, shall be provided.

5.11 Fire Detection and Alarm Systems


The primary purpose of the system is to give an early warning of dangerous
conditions to occupants enabling them to evacuate the building or area
safely.

A combined manual and automatic Fire and Gas Detection and Alarm
System shall be provided in all fire zones where applicable and also shall be
connected via the local fire alarm control panel to the similar system of the
existing plant.

The system shall be built as an addressable digital protocolled Class A


System with polling interruption.

Gas and fire detectors shall in principle be provided wherever a fire hazard
exists (such as cable run locations, in flammable material stores, etc.).
The entire plant shall be divided into individual fire zones.

Loop Maintenance override has to be provided for each single zone and has
to be visible on the workstation.

All equipment and devices shall be approved and listed by recognized


relevant authorities such as Civil Defence Authority, National Standard
Organization, testing laboratories of the fire insurer.

A complete system shall be provided with all components required for


automatic operation. For central system supervision, programming or
configuration, remote HMI shall be installed at Fire brigade building of
existing plant. The project’s fire and gas alarm panels (FGPA) shall be
located in the central electronics room, control and monitoring HMI for the
FGPA shall be installed in the CCR.

The purpose of the fire detection system is to guarantee a reliable and fault
free warning of dangerous conditions to occupants, enabling them to
evacuate the building or area safely and to guide fire fighting crews in
response to such conditions. The detection shall activate the closing of air
ducts and switching off the HVAC units in the event of fire.

All fire alarm systems provide for early detection of fire by means of
automatically activated detectors of appropriate type, e. g. infrared type,
smoke type, heat type. All elements of the gas and fire detection systems are
of the self-diagnostic, digital addressable type. Humidity shall not affect the
characteristics of the detectors. They shall indicate abnormal conditions as
short, ground or open circuits.

Manual push-button actuation shall be provided for manually operated fire


alarms in staircases, nearby exits and on all escape routes.

The whole plant areas to be monitored shall each be divided into individual
alarm sections; the latter being so arranged as to enable rapid and positive
identification of the location of a fire.

The distributed digital fire and gas detection and alarm system shall
comprise of distributed digital fire and gas alarm panels (FGAPs) and fire
and gas detection system for each protected area. The fire and gas alarm
system shall be digital microprocessor-based system with on-line diagnostic
system and digital addressable detection system. The system shall be
capable to locate the faulty detector and shall be capable to distinguish
between false condition of fire and true condition of fire.

Each of the FGAP shall be designed redundant with redundant CPUs and
fault tolerant such that a single fault/failure will not cause a trip to the unit
and/or will not invalidate the protection system. It shall also be designed
fail-safe in such a manner that any kind of failures in the system will not
release the extinguishing agent.
The power supply modules inside the FGAP shall be provided redundant.
Hence, The power supply to the FGAP shall be redundant from the
redundant safe AC 230V sources through an automatic changeover switch,
which shall be provided for this purpose.

24V DC back- up battery shall be provided inside each FGAP. The battery
shall have sufficient capacity for 24 hours system operation plus 15 minutes
operation of the audible and visible alarm devices and 20% reserve in
accordance with NFPA standard.
Each of the gas detection system and fire detection system of each protected
area shall be designed and built at two separate inputs for each loop. At least
two detectors shall be connected to each loop at each location of the
protected area to make a redundant configuration for each location.
The operation of one detector on any one loop at a protected area shall
initiate a pre-alarm condition with the following actions:
· Trip of ventilation/HVAC systems and operation of fire dampers to seal
openings.
· Automatic closing of the cable room and cable tunnel fire barrier doors

Whether a second detector is operated at the same zone an alarm has to be


initiated with the following’s actions:
· Trip of the protected unit.
· Automatic release of the extinguishing agent within the protected
area.

The aforementioned actions shall be actuated and controlled by the FGAP


of the protected area.

Alarm level 1 and alarm level 2 shall be annunciated with the appropriate
message in the FGAP, in the VDUs of the main central fire alarm operator
stations and on the central fire alarm panel in CCR and in the VDUs of the
repeater operator stations in the fire station. It shall also be displayed in the
DCS monitors in CCR. Any other actions deemed necessary at the
discretion of the Employer/Engineer and not specified above shall also be
included.

Gas detection and alarm system shall be provided with the same make and
type of system as of the fire detection and alarm system. Both gas and fire
detection and alarm systems shall be provided in the same FGAP of the
protected area whenever gas detection is applicable. The gas detection
system shall also be designed and built in three loops same as of the fire
detection system as described above.
Level 1 shall be for alarm at 25% LEL. Level 2 alarm shall be at 60% LEL.
If tripping action is required such, the tripping action shall be at level 2 and
as a result of 2-out-of-3 voting logic from two loops at the same location.
Level 2 shall not release the extinguishing agent.

The whole fire and gas detection and alarm system of the entire plant shall
be one unified system of the same make and type and shall be sub-
contracted as a whole to a single reputable company subject to the

Employer’s approval. Different contracts and/or different suppliers will not


be acceptable. Type and model of detectors and other equipment/devices,
their quantity and location shall be subject to the Employer/Engineer’s
approval. Each building or group of smaller buildings shall have a separate
FGAP.

The scope shall also include complete installations with mimic fire zone
panel, operator desk, printer, operator chair, etc. according to the
manufacturer’s standard. The auxiliary power supply shall be from the safe
AC system.

Area group alarm signals for fire and gas alarm and system troubles shall be
connected to the DCS system for monitoring and logging.

5.11.1 Fire and gas alarm panels (FGAP)


The Fire and Gas Alarm Panels (FGAP) shall be digital microprocessor-
based system and shall be designed and manufactured fault tolerant and
redundant. Each FGAP shall have its own VDU and alarm printer. All the
FGAPs, like the rest of the whole plant shall communicate with two
redundant central computerized operator stations to be located in the
existing CCR at the shift supervisor desk. All information such as status and
alarms from all the FGAP shall be displayed in the monitors of these
operator stations. The operator stations in CCR shall have serial interface
link to the DCS for status and alarm display in the DCS monitors. All
functions of detection, alarm, control, protection and release of the
extinguishing agent shall be performed by the FGAP of each unit/protected
area separately. The FGAPs shall be synchronized with the master clock
system.

The existing operator workstations shall have graphical representation of


each addressable fire and gas detectors with different levels and zones
representation, alarm real time stamping, different level of login authority,
colour graphical representation of alarm and trouble states, diagnostics of all
FGAP’s and communication networks.
Local annunciator mimic panels shall be installed at the main entrance of
each major building, complex or area providing detailed LED - annunciation
of each detection, alarm and release function for all relevant floor levels of
this building, complex or area.

The local annunciator mimic panels shall be made of engraved stainless


steel and be housed in a wall-mounted, red painted steel cabinet with glass
front. A visible alarm device outside the entrance shall be activated if an
alarm occurs.

Any other FGAP and equipment not mentioned above but deemed to be
necessary at the discretion of the Employer/Engineer shall also be provided.

Each panel shall have 20% spare loop capacity and each loop shall have
20% spare device capacity.

Redundant communication network shall be implemented for the fire alarm


system (Class A type).

5.11.2 Manual call points


Internal manual call points shall be provided in all areas to allow the manual
initiation of an alarm of fire.

Manual fire alarm stations shall be of the break glass, key resettable push
button operated type and individual addressable and displayable on the
central fire alarm control panel if activated.

The boxes shall be painted red with white or black lettering in the local
language and in English.

When operating the manual station, the pushed button shall remain down
and the alarm contacts closed until the station is reset by opening the front,
replacing the break-glass and closing the front again.

Inside buildings, manual fire alarm stations shall be located on floors and at
building exits following the normal exit paths. At least one manual station
shall be provided on each floor or exit.

For outdoor areas, the manual fire alarm stations shall be wall- or post-
mounted and located in distances not exceeding 100 m, preferably at yard
hydrant location. They shall be suitable for installation in areas with dust
laden or high humidity environments. As a minimum the enclosure shall be
classified as IP 55W in conformity with IEC 60529.

At least one manual station shall be provided on each floor and each exit.
Flammable/intrinsically safe manual call points shall be provided for ex-gas
hazardous areas.

Where manual Call points are used outdoor, they shall be solar blind and
weatherproof.

5.11.3 Automatic fire and gas detectors


Automatic detectors shall be of the fixed temperature and/or rate-of-rise
heat detectors, optical smoke detectors, ultraviolet and/or infrared flame
detectors as well as gas detectors, suitable to detect the properties of the
used fuel gas.

Selection of kind of detectors is subject to approval and standards.

Rate-of-rise heat detectors shall be designed for a sensibility of 5°C/min.


temperature rise and a fixed initiation temperature of +57°C +/-3°C or at
least 30 °C higher than the maximum ambient temperature.

In addition to the fixed mounted gas detectors to be installed, portable gas


detectors shall be provided suitable for the use in various hazardous areas.

Each automatic detector shall be addressable. Actuation of any detector


shall be displayed individually on the central fire alarm control panel. Each
automatic detector shall have continuous condition supervision as Drift
Compensation/ Maintenance Alert and adjustable Sensitivity or equivalent
system techniques.
The detector spacing on smooth surfaces shall not exceed the distance
recommended by the approving authorities. In areas, where irregularities
occur, the detector spacing shall be reduced in such a way as to obtain
approved spacing.

Detectors generally shall be connected in groups to the central fire alarm


control panel. The number of detectors installed on any one signalling line
shall be limited as recommended by the manufacturer. Signalling-lines shall
be designed as loop connections unless otherwise approved.

Line heat detectors shall have easy annunciation of the affected zone e.g.
Laser Line Heat Detectors.
Where detectors are used outdoors, they shall be solar blind and
weatherproof.

Ex-proof/intrinsically safe smoke detectors hall be provided in the explosive


gas hazardous areas.
Line heat detectors shall be of the Laser type and shall be limited to detect
fire in cable trays and fuel storage areas (rim seal). The detector is to run on
top of all power / control cables in each tray in a sine wave pattern. The
distance between two fixing clips on one side of the tray will be 1.8m
maximum.

Remote response indicators shall be provided for the detectors above false
ceiling and below false floor.
The location of the detector below the false floor shall be marked on the
floor.

5.11.4 Highly Sensitive Smoke Detection System (HSSD)


An air sampling smoke detection system shall give early warning of any
possible fire in the protected area. Each system, as a minimum, shall consist
of detector unit, air sampling network, and control unit and shall be
integrated into the related FGAP. The system shall have a blow off unit for
easy cleaning of the aspirating piping system.

The aspirated air has to be back routed to the room from where it is taken to
avoid any false alarm condition.

The system equipment shall be new and shall be the latest equipment
manufactured for air sampling smoke detection. The system shall meet the
requirements of NFPA 70 and 72 and shall be UL listed and/or FM
approved for the purpose intended.
As a minimum, the installation drawings are to be approved by the
equipment MANUFACTURER/VENDOR prior to installation. Installation
and testing are to be in accordance with the
MANUFACTURER/VENDOR’S recommendations.

5.11.5 Alarm sounders


Alarm sounders with stripe lights shall be installed inside and outside all
buildings. They shall have a minimum noise level of 110 dB(A) at a
distance of 1 m. All alarm sounders shall be capable of maintaining a
minimum sound level of 70 dBA and a maximum of 100 dBA at any point
in any zone as the warning of fire. The sound produced shall be distinctive
and unlike any other sound produced by any other equipment contained in
the buildings.

In areas where the ambient background noise level is greater than 60 dBA
the sounders shall be augmented by alarm signal lamps, which shall be
firmly affixed to the body of the sounders. The sounders shall be capable of
maintaining a minimum sound level of ambient plus 10 dBA in all areas. An
absolute maximum sound level of 125 dBA shall be observed in areas of
high ambient noise.

Where required, flameproof sounders and lamps meeting the requirements


of IEC 60079-1 (BS 5501, Part 5, sd equipment - zone 0, group 1, T2) shall
be provided.

All sounders shall be capable of giving both the FIRE ALERT signal and
the FIRE EVACUATE signal. The FIRE ALERT signal shall be ONE
SECOND ON, ONE SECOND OFF, ±20% of the FIRE EVACUATE
sound. The FIRE EVACUATE signal shall be continuous sound.
Where alarm sounders are used outdoors, they shall be solar blind and
weatherproof. As a minimum the enclosure shall be classified as IP 65W in
conformity with IEC 60529.

The CCR/fire station mimic panels shall be connected with audible and
visual alarm which will be activated in case of fire indicating the fire zone
and shall also be provided with a acknowledge facility of audible and visual
alarm.

5.11.6 Alarm signal lamps


Red flashlights shall be installed inside the buildings and outside at main
entrances. The lights shall have a frequency of 60 or 90 flashes per minute
with an ample light energy. Where alarm signal lamps are used outdoors,
they shall be solar blind and weatherproof. As a minimum the enclosure
shall be classified as IP 55W in conformity with IEC 60529.

5.11.7 Manual release push buttons


Push buttons for manual release of fixed extinguishing systems shall be
designed as specified above for manual fire alarm stations, however, colored
in yellow or blue. Where manual release push buttons are used outdoors
they shall be solar blind and weatherproof. As a minimum the enclosure
shall be classified as IP 55W in conformity with IEC 60529.

5.11.8 Fire emergency sirens


Sirens shall be provided to give in all parts of the site a general alarm of fire
for the purpose of alerting the fire station crew.

Sirens shall be mains driven and controlled from the fire control center or
alternatively from the central control room.

When operated, the sirens shall provide a minimum sound level of 65 dBA
in all parts of the site. The sound level at ground level shall not exceed
105 dBA.

The sirens shall be of the type that emits a rising and falling tone with a time
frame of 10 seconds ±5 seconds.

Where fire emergency sirens are used outdoors, they shall be solar blind and
weatherproof. As a minimum the enclosure shall be classified as IP 55W in
conformity with IEC 60529.

5.11.9 Cabling and communication network


Communication cable between FGAPs and with the alarm station in the
CCR/ Fire Station shall be designed as ring (Class A type) or a bus system.
In case of breakdown in any FGAP it should not affect the function of the
FGAPs and communication with the central station in CCR/Fire Station.

Signalling and release lines shall be designed as ring- or bus-systems,


marked as "fire alarm cable" and be laid in conduits. Minimum wire size
shall be 0.8 mm. Further requirements for cabling and wiring as specified
shall be considered.

Fire alarm cables shall be twisted pair, screened FRLS cables with
minimum size of 16 AWG.

However, for certain applications their types can be accepted, provided that
they are suitable for the environment of application and subject to the
Employer/Engineer’s approval.

All fire system cabling shall be fully segregated and run on separate routes
to other cables and the conductors shall be continuously electrically
monitored.

5.11.10 Portable gas detectors


Hand-held gas detectors suitable for use in hazardous areas shall be supplied
to detect combustible gases as hydrogen or chlorine gas. The following
number of portable gas detectors shall be supplied:
· combustible gas/hydrogen detectors 2
· chlorine gas detector 1

The gas detectors shall, when switched on continuously sample the air, give
a digital read out and provide an audible alarm when a gas concentration
exceeding a pre-set level is detected. The detectors shall contain their own
rechargeable power supply.

Each detector shall provide a digital readout which shall be readable in


direct sunlight. The combustible gas detectors shall give a read out
graduated as a percentage of lower explosive limit. The dangerous gas
detectors shall have a read out graduated in parts per million.

The combustible gas detectors shall give an alarm when the gas
concentration exceeds 25% of the lower explosive limit. The chlorinate
detector shall give an alarm when the gas concentration exceeds 3 ppm.

The detector casing shall be robust and have a strong spring-loaded clip
allowing the detector to be slipped securely into a pocket.

The detector shall contain its own rechargeable power supply consisting of a
sealed nickel cadmium battery. When fully charged the battery shall operate
the detector for ten hours.

A recharge and float charge unit, capable of recharging some or all of the
detectors supplied simultaneously shall be supplied.

The charge unit shall securely hold in position all the detectors placed on
charge. There shall be no adverse effect when the unit is required to
recharge some units while float charging others.

6. Inspection and Testing


Inspection and testing of fire fighting equipment, piping, valves and fittings
shall comply with relevant clauses of the respective NFPA regulations and
Volume VI, Part A5 unless otherwise specified in the Equipment
Requirements.

All instruments used for the purpose of carrying out reliability, function or
certification tests must have an in-date test/calibration certificate. All
instruments must be recalibrated and certified in the time period regulated
by the relevant standards, but not less than every six months.

6.1 Acceptance Tests


Water based Systems
The Contractor shall perform all required acceptance tests and complete the
"Contractor's Material and Test Certificate" as specified in NFPA. Visual
and performance aspects of the acceptance tests shall be to the satisfaction
of the Engineer and shall be done in the presence of the Inspector.

Before commissioning the system, the entire lines shall be flushed


thoroughly under pressure through hydrants and other outlets.
Therefore, sufficient vents on high points and drains on pipe low points and
system low points has to be installed.

· The flushing rates shall be as specified in NFPA


· For purposes of flushing, suitable temporary connections may be made
from a firewater tank.
· A "Contractors Material and Test Certificate" as specified in NFPA shall
be supplied to the Engineer for each section of pipe tested/flushed.

The pipework shall be hydrostatically tested before trenches have been


backfilled.

The allowable leakage rates shall be measured at specific test pressure


points by pumping from a calibrated container.

For purposes of testing, suitable temporary connections may be installed,


and test pump provided.

After successful hydrostatic testing and flushing of the pipes any temporary
connections to the (sub-) system tested shall be removed, permanent
connection shall be installed, and the pipe shall be buried.

6.2 Performance Tests


Each fire fighting pump and other fire fighting equipment shall be
Performance tested to demonstrate that the operation complies with the
Guaranteed Performance and to provide base data for the assessment of
Performance throughout the operating life of the equipment. The extent of
and procedures for performance tests shall be to the approval of the
Engineer.

Unless otherwise specified in the Equipment Requirements the program of


performance test shall include at least the following:
· determination of maximum continuous rating;
· determination of normally operation rating data and performances;
· Leak test
· Tests as recommended within NFPA 25
