1. INTRODUCTION

1.1 Scope of Specification


The purpose of this document is to provide the scope, objective, requirement and design
basis for fire and gas system of Ichthys Onshore LNG Facilities to be constructed at Blaydin
Point, to the southeast of Darwin in the Northern Territory (NT).
This document aims to specify the general principles and requirements for designing a
suitable FGS for all onshore facilities, i.e. LNG Train-1/2 area, common utility area, offsite
area, jetty, and offices, etc. It also intends to provide key information for the
designer/engineer in developing relevant design details during the FEED stage as well as in
EPC stage.
This document covers the field fire and gas equipment, such as gas detector, flame
detectors, manual call point, and building FAP, however, doesn’t cover the FGS device
inside of package equipment which has own FGS, such as gas turbine enclosure etc..

1.2 Definition

1.3 Applicable Specification and Standards


The project shall be designed in accordance with the requirements of codes and standards
defined in this section.
The following shall be used, in order of decreasing precedence:
1. Applicable Commonwealth and Northern Territory regulatory/statutory requirements;
2. International laws and regulations where they do not conflict with item 1;
3. Client corporate standards and project standards where they do not conflict with items 1
or 2; and,
4. Recognised local and international codes, standards and guidelines where they do not
conflict with 1, 2 or 3.

The following reference shall be applied to the extent specified herein this specification.

2. TECHNICAL REQUIREMENTS

2.1 Overall System Design

2.1.1 System Overview


Fire and Gas System (FGS) as well as Safety Instrumented System (SIS) shall be an integral
part of the Integrated Control and Safety System (ICSS). Although they form part of the
integrated system and will use similar hardware, the input and output and functionality will be
totally segregated and independent.
The FGS System Cabinet shall be provided in the Control Instrument Room (CIR) of Central
Control Building (CCB) and Local Instrument Rooms (LIR) located in the following areas :
- LIRs in LNG Train-1 area
- LIRs in LNG Train-2 area
- LIR in Offsite, Boil Off Gas area

All FGS system cabinets shall be connected via optic fibre cables in a redundant
configuration with separate routes to ensure the overall reliability and integrity of the system.
The FGS system cabinets will receive signals from field detection devices in the related
monitoring areas, and to/from protection devices for remote automatic actuation of local
protection systems, and transfer the received signals to the ICSS.
A Fire Alarm Panel (FAP) shall be provided in each building where indoor fire detection and
alarm system are required. Common fire alarms and fault signals of FAPs for each building
shall be sent to the FGS system cabinet using hard-wired connection. A FAP for buildings
shall be of addressable type and shall raise local alarms..
The main FGS operation interfaces, including the remote operation of all outdoor automatic
or remote operated fire protection systems and fire water pump systems on the plant, shall
be provided at the ICSS Auxiliary Consoles furnished with hardwired backlit push buttons,
switches and indicating lamps for FGS and hard-wired to the FGS system cabinets in the
CIR. Outdoor fire protection systems may include fixed water spray/water curtain systems,
fixed deluge systems, and fixed low/high expansion foam systems, etc. The ICSS Auxiliary
Consoles are split into the operator groups for LNG Train-1, Train-2, and utility/offsite/inlet
area.
The information from FGS shall be provided in the ICSS Operator Workstations (OWS) via
ICSS network. The ICSS OWS for LNG Train-1 and Train-2 operation groups shall display
the FGS information in the assigned area, and that for Utility/Offsite/Inlet operation group
shall display the FGS information for all the areas in the Onshore Facilities. Any OWS shall
be able to be assigned for FGS display.
The back-up FGS Human Machine Interface which is directly connected to FGS network
shall be provided to Utility/Offsite/Inlet Operation Group for redundancy.
In addition, ICSS large displays for each operation group in the CCR shall indicate common
or group fire/spill/gas alarms for the plant. FGS screens on ICSS large displays shall consist
of a plot-plan based graphics showing the alarm locations for easy identification of the
incident location in relation to the assigned area or entire plant layout.
The configuration and the installation of FGS shall be according to AS 1670.1, Fire detection,
warning, control and intercom systems-system design, installation and commissioning, 2004.
Building air intake gas detectors (where required) will be connected to the related FGS
system cabinets from which a signal will be sent to HVAC control panel.

FGS BLOCK FLOW DIAGRAM.
Refer to L290-AJ-SPC-0005 (S-290-1371-003), SPECIFICATION FOR FIRE AND GAS
SYSTEM (FGS), for the detailed requirements of the FGS.

2.2 Electrical Power Supply Requirements


FGS cabinets shall be provided with two (2) independent and reliable power supplies, one
primary and the other secondary as follows.

2.2.1 Main FGS system

2.3 Instrumental Requirements

2.3.1 Fire Protection for power and control cable


Field cables for Field Fire and Gas Detection Device from/to FGS Cabinets and Power
Supply Cables to FGS Cabinets shall be fire resistant per IEC 60331.
Internal power and control wires inside FGS System and Marshalling Cabinets in CIR and
LIR shall be flame retardant in accordance with fireproofing philosophy, L790-AF-PHI-0003
(S-790-1241-003).
FGS cabinets will be safe by location, i.e. inside of building.

2.3.2 Type of Circuit inside FGS cabinet


Type of circuits inside FGS cabinet shall be designed as follows:
Input : DC24V normally open, close to alarm
Output : DC24V normally de-energized, energized to alarm, trip and actuation
Gas Detectors : DC24V nominal 4-20mA or 0-20mA with HART communication
Flame Detectors: DC24V nominal 4-20mA or 0-20mA with HART communication

2.3.3 Line Monitoring


The FGS wiring between the control units, and between the field devices and the control
units shall be continuously monitored, so that the occurrence of a fault condition, i.e. a single
open, wire-to-wire or a single ground-fault condition, in a circuit automatically produces a
fault alarm.

2.3.4 Enclosure of Field Device


The enclosure of all field devices shall be provided with IP65 or higher degree of protection in
accordance with AS 60529 (equivalent to IEC 60529).

2.3.5 Ex Protection for Field Devices


Field devices installed in electrical hazardous area shall be suitable for the use in hazardous
area classification and designed according to the Ex schemes, in accordance with AS
2681.1, as follows:

In this Ichthys LNG Onshore Facilities, the selection of apparatus shall comply with the
following type of protection.
(1) Flame Proof Enclosure (Ex “d”) for Zone 2 and Zone 1 area
(2) Intrinsically Safe (Ex “ia”) for Zone 0 area

2.4 Field Devices

2.4.1 Manual Call Points


Manual call points shall actuate a local alarm automatically to alert personnel near the MAC.
The MACs shall be located along the periphery road around LNG Train-1/2 area, LNG Tank
area, LPG Tank area, Condensate Tank area, Boil off Gas area, storage area, jetty area,
each building, and Common Utilities. LNG Train-1/2 area is particularly hazardous and
congested, therefore, the MACs shall be located closer than the other areas. Spacing
requirement between the manual call points shall be according to the following table. :

For the main pipe rack of process area/utility area, one (1) MACs shall be located at each
edge of main pipe rack for emergency evacuation.
One MAC will be provided at the exit of each Jetty head and at the entrance from the site to
the main jetty trestle.
The MACs shall be designed, installed, and inspected according to AS 1603.5, “Automatic
fire detection and alarm systems Part 5: Manual call point, 1996”.

2.4.2 Heat Sensitive Cable


Heat sensitive cable should be used for the automatic activation of fire fighting equipment.
Heat sensitive cable for the automatic actuation of spray system shall be installed along the
bottom header of spray system.
Some heat sensitive cables should activate fire fighting equipment in fire zone with 2 oo N (N
≧2) voting if the installation of multi-spectrum infrared (hereinafter called MS-IR) flame
detectors is unsuitable.
The classification and the sensitivity of heat sensitive cable shall be selected and complied
with AS 1603.1 “Automatic fire detection and alarm systems Part 1: Heat Detector, 1997”.
For executive action of the detectors per the area, please refer to Fire and Gas detection
philosophy, L790-AF-PHI-0002 (S-790-1241-002).

2.4.3 Flame Detector


Flame detectors should be of MS-IR flame detectors according to FIRE AND GAS
DETECTION PHILOSOPHY (S-790-1241-002).
MS-IR flame detectors should be used for area monitoring and the specified equipment
monitoring.
Some flame detectors would also activate fire fighting equipment in fire zone with 2 oo N (N
≧2) voting if required.
The flame detectors for monitoring the area including the specified equipment shall be
provided at least with the area including the equipment as per the following table to have a
potential leak source e.g. pump and compressor seals, of combustible/flammable gas and/or
liquid or potential fire hazard:

The equipment to be served in the list above are required to be monitored at the minimum.
The equipment to be served are summarized in Consolidated hazardous equipment list,
L790-AF-LIS-0001(S-790-1241-201).
Several flame detectors shall be provided for area monitoring around the equipment
containing flammable liquid or gas. For area coverage of each fire zone, two (2) ~four (4)
MS-IR flame detectors shall be provided in one fire zone. If MS-IR flame detector for the
specified equipment monitoring can be combined with that for area monitoring, it can be used
in common. The number of flame detectors to be provided will be shown in F&G system
layout for each area. The location and number of flame detector will be confirmed by fire and
gas mapping study in EPC stage. If the result of fire and gas mapping study requires
additional detector, detectors shall be added.

2.4.4 Flammable Gas Detector


Flammable gas detectors should be of infrared (hereinafter called IR) point type or beam IR
type according to “FIRE AND GAS DETECTION PHILOSOPHY” (L790-AF-SPC-0002).
For the specified equipment monitoring, IR type detectors should be used because they have
good detection sensitivity and low operational expense. For area monitoring, beam-type IR
detectors should be used because wider coverage relative to point type.
Flammable gas modules should have an indication of measured gas concentrations in %
lower explosive limit (LEL) and shall have low alarm and high alarm settings as follows:
For point-type IR detector

z Low : 10% LEL


z High : 50% LEL
For beam-type IR detector

z Low : 1 LELm
z High : 3 LELm

IR Point type flammable gas detectors shall be provided at least with the equipment as per
the following table to potential leak source, e.g. pump and compressor seals, of
combustible/flammable gas and/or liquid or monitor initial shutdown through FGS:

2.4.5 H2S Gas Detector


H2S gas detectors should be of semi-conductor type according to FIRE AND GAS
DETECTION PHILOSOPHY (S-790-1241-002). H2S gas detector shall be used for the
specified equipment monitoring.
The H2S gas detector shall alarm at two(2) levels of the H2S concentration in the atmosphere
as follows:

z Low alarm: 10 ppm for 8-hour exposure


z High alarm: 15 ppm for 15-minute exposure
H2S gas detectors shall be installed in acid gas treatment units in process train areas where
equipment handling 500ppm or more of H2S is located. H2S detector shall be located near to
potential leak source, e.g. at pump or compressor seal, and along logical entrance routes to
acid gas treatment units in process train areas strategically.
Where point type flammable gas detectors are located, additional H2S detectors need not be
provided there. Prevailing wind directions shall be taken into account in selecting locations
for H2S gas detectors.

2.4.6 LNG Spill Detector


Low temperature (cryogenic) spill detectors should be of RTD thermal element type.
Low temperature (cryogenic) spill detectors shall be used to detect LNG/mixed refrigerant
(MR)/LPG spills. At least two (2) spill detectors shall be provided in each LNG impounding
basin and LPG impounding basin. 2oo2 voting signal automatically initiate the high
expansion foam system for LNG impounding basins only, for LPG impounding basins
detection will alarm only.

2.4.7 Outdoor Alarm Notification Device – beacon, horn, and siren


Alarm device to alert personnel should be of visual warning devices, i.e. beacon, and audible
alarm, i.e. horn and siren. These devices shall be initiated simultaneously in alarm
notification zone, i.e. F&G zone. The configuration of these devices will not be according to
AS 1670.1, “Fire detection, warning, control and intercom systems – system design,
installation and commissioning” because they are warning devices for open area.
Visual warning devices (VWD) for fire detection in the field shall be installed in the field
where audible alarm is unable to be heard. VWD for gas detection in the field shall be
installed at the route which personnel will entry to or evacuate from the alarm notification
zone during gas leakage. These detectors shall be distributed per each alarm notification
zone. To distinguish each alarm, the color and flushing pattern shall be assigned for following
alarm.
(1) Fire detection alarm : 1~3 kHz, Red (HOLD10)
(2) Gas detection alarm (flammable/ H2S) : 1~3 kHz, Green (HOLD10)
For detail design, AS 1603.11 “Automatic fire detection and alarm systems Part 11: Visual
warning device, 2001” shall be applied.
Audible warning devices (AWD) for fire and gas detection in the field shall be installed so that
the audio level shall be higher than the normal background noise from all locations within
Fire and Gas. These detectors shall be distributed per each Fire and Gas zone. Operating
tones to distinguish each alarm shall be assigned for following alarm.
(1) Fire detection alarm : 1000 Hz, 10 seconds on 5 seconds off

(2) Gas detection alarm (flammable/ H2S) : 1000 Hz, 2 seconds on 2 seconds off
(HOLD10)
(3) Evacuation alarm : 1000 Hz and 800 Hz, Oscillating tone
(HOLD10)
(4) All clear alarm : 1000 Hz, Continuous tone for two minutes
(HOLD10)

2.5 Indoor Device

2.5.1 Manual call point


Manual alarm initiating device shall be located at entrance of each building and inside
buildings so that maximum spacing be satisfied according to AS 1670.1 and relevant
International Standard.

2.5.2 Smoke detector


Ionization-type, photoelectric type, or beam-type shall be used for buildings such as offices,
utility substation, local instrument rooms, local electrical rooms, maintenance building,
workshop, warehouse, administration building etc.
Beam-type smoke detector shall be provided for open space or long corridor where fire may
occur.
Ionization-type smoke detector shall be generally provided in room where fire may occur and
have no HSSD or beam-type smoke detector.
The provision of smoke detector shall meet the requirement of relevant Australian standard.

2.5.3 High sensitivity smoke detector


High sensitivity smoke detection system (HSSD) shall be provided for fire detection in very
early stage. In addition, it shall be considered instead of providing a fixed gas extinguishing
system because the actuation of total flooding system may be dangerous to operators.
Air-aspirating or laser type HSSD is typically used for the following locations:
- Room space and under raised floor void smoke detection in instrument room and UPS
room of LIR
- Electrical room space of LER/Utility Substation

2.5.4 Heat detector


This type of detector shall be used where smoke detector is not appropriate such as kitchen,
shower, etc.
The provision of heat detector shall meet the requirement of relevant Australian standard.

2.5.5 Flammable Gas detector


Flammable gas detector shall be provided for air intake for HVAC and air-lock of the
pressurized building inside plant. At least 3 units each of flammable gas detector with 2 oo N
(N≧3) at air intake shall be provided if they executes HVAC damper close.

2.5.6 Horn
Horns shall be positioned so that audio level be higher than relevant Australian standard
required. Operating tones to distinguish each alarm shall be same as field notification as
section 2.4.7.

3. INSTALLATION

3.1.1 Flame detector


Flame detector shall be installed to be free from vibration and prevent mechanical damage.
Flame detector sensor heads shall have safe access for maintenance from grade or platform.
Access shall be possible without the need for temporary scaffolding.
The flame detector shall be fitted with guards to minimize the effect of sand, dust, water
spray, direct rain, or strong wind.
Manufacturer data, such as the opening angle and the range, etc., should be taken into
account in siting the IR detector.
The detailed location of IR flame detector shall be determined by fire and gas mapping study
in EPC stage.

3.1.2 Gas detector


Gas detector shall be installed to be free from vibration and prevent mechanical damage.
Gas detector sensor heads shall have safe access for maintenance from grade or platform.
Access shall be possible without the need for temporary scaffolding.
Gas detector shall be fitted with guards to minimize the effect of sand, dust, water spray,
direct rain, or strong wind.
The detailed location of flammable gas detector shall be determined by fire and gas mapping
study in EPC stage.

3.1.3 Manual Call Point


Manual call point shall be installed so that they are conspicuous, unobstructed, and
accessible.
The operable part of manual call point shall be less than 1.1 m and not more than 1.37 m
above floor level.

3.1.4 Alarm Notification Device


Alarm notification device shall be installed to be free from vibration and prevent mechanical
damage.
Audible alarm device shall be installed at the location where its loud will not damage to
personnel, e.g. high elevation etc.

4. TEST AND INSPECTION

SUPPLIER shall develop an Inspection and Test Plan and submit to CONTRACTOR for
review and approval.
Factory Acceptance Test (FAT) shall be executed with adequate personnel, test facilities and
test equipment.
Adequate final documentation shall be demonstrating the full requirements of FAT and
obtained results.
FAT procedure shall include at least followings:
- Schedule of the test
- Individual test procedure

FAT shall also include visual checks on workmanship, insulation test and a compete test to
demonstrate that the system is fully functional by utilising the stimulated signals or real
condition.
Site Acceptance Test (SAT) shall be performed by adequate personnel, test facilities and test
equipment. All SAT results shall be recorded prior the loop test from field.
For test and inspecition of FGS, please refer to specification of Fire and Gas system (FGS) ,
(L290-AJ-SPC-0005) S-290-1371-003.
Ex Certification shall be conducted as follows:
- SUPPLIER shall submit Ex certification of their proposal pressure instruments.
- Marking of Ex certification on the pressure instruments shall be checked visually during
inspection to confirm the coincidence with SUPPLIER’s submitted Ex certification.
