Thisistheprocessofidentifyingpotentialpolicyoptionsthatcouldaddresssocialproblemsandthencomparingt
hoseoptionstochoosethemosteffective,efficientandfeasibleonessoastoimprovehumanwell-being.
Socialpoliciesfocusonareasofemployer'sresponsibilities,Individualinvestmentandprivateinsurance.Examp
lesofthesesocialpoliciesinUgandainclude;PublicServicePensionsScheme(PSPS),NationalSocialSecurityFun
dandParliamentaryPensionScheme.
Therefore,Socialpolicyaimsatbringingsocialchange,introducingfundamentalchangeinthesociety,minimizin
gsufferingsandmaximizingofwelfare,improvingqualityoflifeofpeopleandmanyothers.
Socialdevelopmentontheotherhandisaboutimprovingthewell-
beingofindividualsinthesocietysoastheycanreachtheirfullpotential.Thesuccessofasocietyislinkedtothewell
-beingofeachandeverycitizen.
Whileconductingapolicyanalysis,Governmentensurestogothroughasystematicprocesstochoosethepolicyo
ptionthatmaybebestforanysituation.
Socialpolicyanalysisasaveryimportantexercisetowardsachievingdevelopmentinacountryinitsdifferentsect
orsthroughgoodpoliciestoadevelopingcountrylikeUganda,playsanimportantrolewhichcannotbeignoredb
ecauseofthefollowingreasonsasdiscussedbelow,
Socialpolicyanalysishelpspublicofficialsunderstandhowsocial,economicandpoliticalconditionschangeandh
owpublicpoliciesmustevolveinordertomeetthechangingneedsofachangingsociety.Forinstance,duringthec
ovid19lockdowninterventionsweremadebythegovernmenttoimprovethestateofwell-
beingofeverycitizenthroughin-
kindandcashsafetynetsthatenhancedthelivelihoodofcitizensindifferentpartsofthecountrysoastoenablepe
opleactivelyparticipateindifferentdevelopmentalactivitiessuchasagriculture,industrializationamongother

Socialpolicyanalysisenablesintheidentificationandfindingdifferentwaysofreducinginequalitiessuchasacces
stoservicesandsupportbetweensocialgroups,definedbysocio-
economicstatus,race,ethnicity,migrationstatus,gender,sexualorientation,disability,ageandbetweencount
ries,whichenablecitizenstosave,investandgeneratemoreincomewhichimprovesontheirwelfare.
Socialpolicyanalysisfacilitatesinthequickprovisionofsafetynetssuchasfoodbasedprogram,feewaivers,casht
ransferstothosewhoneedsupportduetopressingsituationssuchaspoorhealth,poverty,unemployment,disa
bilityorothercircumstancesthatsocietyhasdeemedasacceptable.Thesesafetynetssuchascashtransfersenab
leindividualstostartupprojectsthatwouldenablethemselvestosustainthemselvesandtheirhouseholds.
Socialpolicyanalysisenablesthesolvingofsomesocialproblemsandissuessuchasilliteracythroughtheintrodu
ctionofUniversalPrimaryEducationthatgivesanopportunityforeveryonetoattainaffordableeducationandinr
eturn,itenablesindividualstomakeinformeddecisionsandhaveabilitytopositivelymakeadifferenceintheeco
nomyandparticipateindemocracy.Thisqualityofeducationempowerschildrenandyoungpeople,safeguardst
heirhealthandwell-
beingandalsobreakspovertycyclesprovidingthemwithfoundationalskillsthatpreparethemforlife,workanda
ctivecitizenship.
Socialpolicyanalysisenablesthemeetingofhumanneedssuchassecurity,food,health,forinstancesocialassist
ancegrantfortheelderlywhichaimsatprovidingfinancialsupporttotheelderlyfromthestatefortheirsurvivalan
dthisreducesoverdependenceonthefewwhoareworkingandgivesthemopportunitytosavemoreandinvestin
developmentalprojects.
Socialpolicyanalysisguidesgovernmentdecisionmakerstodevelopagreaterunderstandingofpolicies,proble
msandpossiblesolutions.Throughpolicyanalysis,aclearunderstandingontheprojectcostsandbenefitsisachie
vedthatwillcomefromtheadoptedpolicyandhelpsdecisionmakerstousethelimitedavailableresourceseffec
tivelyandefficientlytoachievetheaimedgoals.
Socialpolicyanalysisenablesmoreinvolvementwiththesocietyandgettingtoknowwhatproblemssocietyisfac
ingwiththeinfluenceofthegovernmentinordertogetpossibleandbestsolutionsfromthesocietyconcerningth
esocialproblemspeoplearefacing.
Socialpolicyanalysisassistsindeterminingwhetherpoliciesputinplacehaveachievedtheirdesiredgoalssuchas
duringpolicyevaluation,policymakersareabletodeterminetheextenttowhichthesepolicieshaveachievedthe
needstheywereputinplacefor.
Socialpolicyanalysisdefinesandoutlinesgoalsofaproposedpolicyaswellasidentifyingsimilaritiesanddifferen
cesinexpectedoutcomesandestimatedcostswithcompetingalternativepoliciesthusattemptingtoforecastfu
tureneedsbasedonpastandpresentconditions.Thishelpstheanalyststodeterminewhichpolicyalternativesw
illbestmeetpresentandfutureneeds.
Socialpolicyanalysishelpsindescribingtheproblemthatnecessitatesthepolicy.Thisincludesthenatureofthep
roblem,howbigisit,thenumberofpeopleaffectedbyit,andthecausesoftheproblemwhichenablesintheknowi
ngwhetherthepolicytobeputinplacewillbeofgreatimportanceornotinallitscapacitytohandleandsolveasocia
lproblem.
Social policy analysis creates a field for developmental planning which in most cases is sustainable. This
is through facilitating the implementation of those development plans by identifying and addressing the
problems created in implementation of those plans and programs thus enabling social planners to be
able to determine and use easy and most effective ways to achieve developmental goals and be able to
improve people's well-being in the country.
Social policy analysis helps in determining both current and future problems together with the needs of
the population. This helps policy makers to come up with policies aimed at addressing these needs of
the population such as poverty which is among the commonest problems facing Ugandans, HIV/AIDS,
road accidents and many others.
In conclusion, Social policy is very vital in the development of a developing country like Ugandan
because it relates and considers the interests of every particular class and group of people in response
to their needs.
