In medieval England, frankpledge was a system of law enforcement and policing in which members of
society were mutually responsible for the behaviour of their peers. The system included everyone in the
community except the highest nobility and their households. A frankpledge group was responsible for
making sure that any criminal in their group was brought to court or group itself was fined. With origins
in the Anglo-Saxon period, the system became regularized under the reign of Canute (1016-1035).
a) Continental Theory – police officers are considered servants of the higher authorities and the
people have little or no share at all in their duties, nor any direct connection with them. This
theory prevails among continental countries, like France, Italy, Spain, where the government
structure follows the centralized pattern.
b) Home-Rule Theory – Police officers are considered as servants of the community who defend for
the effectiveness of their functions upon the express wishes of the people. In this theory, police
officers are civil employees whose primarily duty is the preservation of the public peace and
security. This is practiced in England and in United States of America, where the government
structure is decentralized.
