MEMORANDUM

SUBJECT : Explanation

1. References:
a) PRO6 Memorandum Circular No.2019-00911 “ ON THE SPOT CORRECTION
SYSTEM POLICY GUIDELINESS” ;and
b) Memorandum from C,CARMU dated May 6,2021 reiterating the said
memorandum circular.
c) Memorandum from C,COMU dated May 8,2021 with same subject as above.

2. The above references pertains to the conduct of PEMS Grace T Eran, duty OD
at 9:11PM of May 8,2021 Murcia-Mansilingan Border Control Point, Purok Manayao-
sayao,Brgy.Mansilingan,Bacolod City wherein she allegedly caught the undersigned
dozed off while on duty.

3. The undersigned verily refute such claims against me for the following
circumstances and as may be corroborated by my teams.The reasons,for your
considerations are as follows:

4. The undersigned,humbly submits that on May 8,2021, I was on duty and as

Team Leader at Murcia-Mansilingan Border Control Point with Patrolman Vallen Adrian
T Lopena and Juan Rex Ella, both are Pre-Bisoc. As team leader,I took charge of the
operation therein on the said duty.

5. I recalled that I reported on duty at 8:00am of that day.As usual,we performed

our duties and responsibilities as directed to us by our superiors such as reminding the
travelers to observe health protocols ,keeping on alert at all times especially in times
when there is a call for emergencies.We barely entered our established post after
conducted police visibility at our border,leaving patrolman Lopena on our makeshift
Desk,in front of our established canopy/post while I and Patrolman Ella continued at
the back position of the post to take a seat as this is the customary,the established area
for us after our operations.

6. When PEMS Grace T Eran and team came,I heard her calling for formation and
I presumed that she even sees me even though we have few lights considering that
most of the bulb were already busted.We have requested the same from Barangay
Mansilingan but at present it was not granted.Out of hustle and bustle brought by the
tense of her call,I decided to get a face shield inside the U-Box of my motorcycle since
the one I’ m using was already worn-out which I later realized that it took me some time
to get the same.

7. I have no intention to disregard,disobey the higher office’s order nor its

personnel but that,I am humbly praying that you may take a look with my justifications
and you find merit on my side.
