QUALITY SPECIFICATIONS

Authority and Responsibility:

Persons performing the quality control functions must have well-defined responsibility and
authority.

Organization:

The establishment of an organization chart is necessary and the relationship between different
departments such as management, purchasing, construction, quality control, etc. must be
determined. This chart will identify each group's function and its related responsibility to quality
control.

Drawing:

The quality control system of construction contractors must establish some procedures to
ensure that the latest drawings are used for construction and examination processes.

Material Control:

The quality control system of construction contractors must establish a process to ensure
incoming material, receiving in construction site, control and identification and storage properly
are done and are based on the codes and standards requirement.

Examination and Inspection Program:

The plant owner or end-user normally provides an inspection and test plan and identifies in
which construction stages an inspector will attend for witnessing a specific test or inspection.

The construction contractor quality control department must provide a project quality control
plan based on the received inspection and test plan and coordinate with the plant owner
inspector in due time for witnessing the tests and inspections.

A process must be defined to a develop project quality control plan before the start of
construction work.

Correction of Non-Conformities:
The construction contractor quality control system must identify a process for corrective action
for all non-conformities found by the plant owner or end-user inspector or the contractor's own
quality control personnel.

Quality Control Manual for Contractors - Construction:

The construction contractor quality control system must provide a process that ensures all
construction activities such as fit-up, welding, assembly, erection, etc. are done based on the
codes and standards requirement.

Codes and standards Required Examination and Tests:

It is necessary that the construction contractor prepare and submit a Construction Quality
Control Plan for each project and identify all required inspections and tests which are necessary
to be done by codes and standards.

The construction contractor quality control system needs to generate some procedures for the
proper execution of all required examinations and tests such as non-destructive testing,
hydrostatic testing, performance test, and run-out test.

Calibration of Measuring Tools:

The construction contractor's quality control system needs to provide a system to properly
calibrate measuring, inspection, testing, and examination equipment.

Record Retention:

The construction contractor's quality control system requires defining a system to maintain and
retain the quality control records.

Quality Control Manual for Contractors - Sample Forms

The sample Quality Control Forms used in the quality control system and detailed procedures
for use of them need to be included in the quality control system.

The quality control manual does not have to be provided to the clients, as it might be a
confidential document, but the quality control plan requires it to be available to the plant owner
or end-user to show them all of the routine tests and examinations in the production process.

To realize the task of the quality control system in construction projects, review the Contractor
Quality Control Plan articles.
