TITLE
Ms. Soli, a Dishonest School Head

INTRODUCTION
This case study mainly focus on the honesty of one of the school heads of Langiden
District. This school head is known in her dishonesty especially in managing the school
MOOE. Others also call her Ms. Soli because she is good in soliciting.

BACKGROUND OF THE STUDY


The focus of this study is the dishonesty of one of the school heads of Langiden
District. The school head is dishonest in terms of handling the MOOE of one of the schools
of Langiden District wherein it is situated in the farthest barangay of the municipality.
Whenever the school’s MOOE is downloaded, she doesn’t even tell her teachers the exact
amount of it and as of now, the teachers have to guest the amount of the MOOE. She always
tell the teachers in the said school that the MOOE was used in paying the credits of the
school. She also tells them that the MOOE is not enough for the expenses of the school. The
teachers could not do anything but to believe what she is telling. There was also an incident
where the school’s CR was destroyed due to a typhoon. She told the teachers that she will be
using the MOOE in repairing the CR but it is just a lie. Instead of buying new materials
needed to repair the CR, especially for the roofing, she used the old roofs of the Marcos Type
building. Many times she buys four reams of colored paper to be divided by the eight
teachers. She also buys some school supplies but it is not distributed to the teachers. But
instead, the supplies will be put in the office and the teachers have to get what they need in
the office but with limited number. She has a list on how many supplies every teacher gets.
She even asked the teachers on where they’ll be using the supplies. In the liquidation, she’ll
took a picture of the supplies she bought before and use it in the new liquidation. The
teachers then have no choice but to sign the liquidation. Because when the teachers will not
sign the liquidation she’ll get angry to the teachers. The pandemic came and the teachers need
to reproduce modules/worksheets to be distributed for the learners. The teachers were hassled
because the resources were limited. There is only one printer to be used in printing out copies
of modules/worksheets that’s why the teachers were late in distributing them. When the
teachers told their queries, she told them to buy later on because there are some important
things to be bought. Whenever there are school-based in-service trainings, she’ll buy meals
and snacks for teachers that is cheaper in price but in the training matrix, the budget of per
teacher is with higher amount. When there are school activities just like Brigada Eskwela,
Clean and Green, etc., she’ll buy pancit miki noodles for snacks for those who extended their
help. It is habitually happening and sometimes the pancit miki is not enough for those who
helped. She doesn’t even tried to buy other snacks for them. There was also an incident
wherein she bought a new laptop for herself using the MOOE and she realigned this with
school supplies. She can realigned the laptop with school supplies but she can’t do the same
with the printer that is mostly needed in the school especially this time of pandemic.
This school head is also known with the screen name Ms. Soli because she is good in
soliciting. Though there were lots of projects she made in the school with her solicitations,
some of the money she solicited were used to buy her personal stuffs such as cosmetics. She
is not also presenting to the teachers the amount of what she solicited, where it was used, and
sometimes who the donors are. Worst, when she is soliciting, she is somewhat demanding
because when the donor gave a small amount, she will complain saying it is not enough.

EVALUATION OF THE CASE


Most forms of human organization rely on individual honesty. When individuals
engage in dishonest or otherwise illicit forms of behavior, costs of rule monitoring and
enforcement increase, common resources can be depleted, and patterns of cooperation and
trust can break down. One fruitful attempt to measure and understand honesty is to develop
standardized and validated behavioral measures individual – and group – level dishonesty
(Bellé and Cantarelli 2017; Fischbacher and Föllmi-Heusi 2013; Shalvi et al. 2011).
In the case presented, Ms. Soli really showed dishonesty although it is stated that she
has projects done in their school. There were projects made because I believe that it is just to
cover up the anomalies that she is doing in the school where she is managing especially when
it talks about MOOE so the teachers will not question her. MOOE is a fund to support the
needs of every department in the government so it should be used in a rightful manner so a
strong relationship will be built in an organization.
DepEd strongly implies to the minds of the youth the saying “Honesty is the Best
Policy” so this saying should start from the administration. How could it be possible for the
youth to be honest when they are witnessing dishonesty in the school? Sometimes dishonesty
can lead misunderstanding in an organization and worst, it causes disrespect. So the
administrators should be extra careful in managing the school and especially the human in an
organization. Because once trust is broken, it is harder for them to ask favors from the
employees.

PROPOSED SOLUTIONS/CHANGES
From the case presented, here are some proposed solutions/changes:
❖ The employees should attend seminars/trainings on financial management;
❖ Teachers should confront the head when there is an issue in a rightful manner;
❖ The school head should be transparent in all the MOOE expenses;
❖ The school head should be open to feedback from the teachers;
❖ Teachers should be asking on what they are signing in the liquidation;
❖ The school head should be thankful enough to the donors and not to ask for more
donations; and
❖ Communicate to solve any discordance.
