GUIDELINES FOR EXTEMPORANEOUS SPEAKING AND DAGLIANG TALUMPATI

COLLEGE OF EDUCATION DAYS 2022

1. Each program shall send one (1) participant per medium only.
2. The topic shall be given by the event coordinator on the spot.
• The contestants shall draw different topics in a form of interrogative sentences
answerable by yes or no with the same level of difficulty. Topics included social issues
in the Philippines on education, politics, legislation, among others.
3. The contestants shall be given five (5) minutes preparation that would start upon opening the
drawn paper containing the topic; and shall be given three (3) to five (5) minutes speaking
time. After the contestant’s allocated time arrives at its fifth minute, automatically the
contestant shall stop.
4. The contestants shall only be allowed to have an index card or a paper with a common size
and a ballpoint pen only; use of gadgets such as mobile phones, tablets nor laptops shall be
prohibited.
5. In case of undertime, one (1) point per 15 seconds shall be deducted to the contestant’s final
score. For overtime, refer to #3.
6. A timer accessible to the eye of both the contestants and the judges shall be provided. They
shall be alarmed at remaining one (1) minute and at the remaining 30 seconds.
7. The delivery style shall be conversational, oratorical or a combination of both. Dramatic style
of delivery is highly discouraged; and may be considered for disqualification.
8. The contestants shall be in business attire.
9. Disqualification shall be sanctioned to contestants who might use sound effects, poppers,
and other props.
10. The contestants shall be judged according to the following criteria:
Content 45%
(Relevance to the topic, Points,
Organization)
Delivery 35%
(Conviction, Pronunciation, Enunciation,
Diction)
Stage Presence 15%
(Eye contact, Poise, Personality)
Overall Impact 5%
TOTAL 100%
11. The decision of the judges shall be final and irrevocable.
