2. According to the report, one weakness of the Filipino character is lack of analysis and emphasis
on form (porma). The report states that this lack of analysis and emphasis on formed are
reinforced by an educational system that is more form than substance.

 What is meant by an educational system that is more form than the substance?

Educational system that is more form than the substance means that it is made on rules
and acknowledge program but it is not substantial. Our educational system must be
outcome based, which may focus on the skills of the teacher and effectiveness of their
strategies in teaching students.

 Do you agree that the Philippines education system is more form than substance? If yes,
why not?

Yes, because Philippine education system is more form than substance because
nowadays, we are more engage in technology which helps students to their academics
especially, that we are amidst of pandemic. Despite of that, there are some students are
having conflicts towards their studies in the form of online class and modular learning.
Some students are not gaining knowledge because of many distractions that lead to
them to be not motivated to their studies.
