“BarFreeM Project” that is focused on Inclusive education specifically on our Learners with

Special Needs.

The Inclusive Education (IE) is considered as the core of the K to
Rationale
12 Basic Education Program and it promotes the right of every
Filipino to quality, equitable, culture-based, and complete
education (DepEd, 2020). It is anchored to several legal bases like
the 1987 Philippine Constitution that declares “The State shall
protect and promote the right of all citizens to quality education at
all levels and shall take appropriate steps to make such education
accessible to all”; Republic Act (RA) No. 10533- ; The Enhance
Basic Education Act of 2013 that states that mandates the State to
establish, maintain and support a complete, adequate, and
integrated system of education relevant to the needs of the people,
the country and society-at-large; the Kindergarten Garten Act; RA
9155 or the Governance Basic Education Actof 2001; RA 8371 for
the Indegenous Peoples Rights; RA 7610, the Special Protection
of Children against Child Abuse; RA 9344, the Juvenile Justice
and Welfare Act of 2006; RA 9442 amending RA 7277, the
Magna Carta for Disabled Persons; and RA 10361, the Domestic
Workers Act.
The policy has evolved to a wider scope of policy
framework – guiding all formal and non- formal education
programs and support systems that enable their implementation.
Its key dimensions involve Learners; K to 12 Curriculum;
Development of Learning Resources; Learning Delivery;
Educational Assessment; Learning Environment; Teacher
professional Development; School Leadership and Management;
Partnerships; and Governance Support (Dino, L., 2017).

Eventhough the IE is focused on diverse filipino learners, this
project proposal is in response to Inclusive Education for Learners
with Disabilities. This is anchored to the law that President
Duterte signed in March 11, 2022, the RA 11650 mandating all
schools in the country to ensure inclusive education for learners
with disabilities. According to the law, the Implementing Rules
and Regulations (IRR) must be included in the admission systems
and policies of all schools. The IRR shall include the provision of
assistive devices, facilities and infrastructure in the admission
process, and other forms of reasonable accommodation. The law
also mandates public and private schools to provide services and
reasonable accommodation based on the Individualized Education
Plan (IEP) to all learners with disabilities. Through this, learners
with special needs can avail appropriate support and whatever
related services (OfficialGazette, 2022). Through this law, all
schools must be ready to implement programs that give access to
relevant education, assist and mainstream learners with special
needs.

This BarFreeM project aims to:


1) create a barrier- free school environment;
