SITE OF THE PROJECT

1 The Site

1.1. Site of the Four Lane divided Project Highway with paved shoulder and two lane
service roads on both sides of the highways shall include the land, buildings, structures
and road works as described in Annex-I of this Schedule-A.
1.2. The dates of handing over of the Right of way to the Contractor are specified in Annex-
II of this Schedule-A.
1.3. Additional land required for toll plaza, Traffic Aid post, medical aid post and vehicle
rescue post, wayside amenities or for construction/scope of works specified in the
Schedule B, &C shall be acquired in accordance with the provisions of this Agreement
and containing the Plan & Profile drawing of this agreement. Upon acquisition, such
land shall form part of the Site and vest in Authority
1.4. An inventory of the Site shall include the vacant and unencumbered land, buildings,
structures, road works, trees and any other immovable property on or attached to the
Site shall be prepared jointly by the Authority Representative and the Contractor, and
such inventory shall form part of the memorandum referred to in Clause 8.2.1 of this
Agreement.
1.5. The alignment plans of the Project Highway are specified in Annex-III. The proposed
profile of the Project Highways shall be followed by the contractor as minimum FRL
as indicated in the alignment plan. The Contractor, however, improve/upgrade the
Road Profile as indicated in Annex-III based on site/design requirement and in
consultation with AE/Authority.
1.6. The Status of Environment Clearance is given in Annex-IV.

Site for Four-Laning Project


1. Site

The project of Prayagraj Inner Ring Road - Phase I- Package-2 is a green field project for
four lane divided carriageway with paved shoulder and two lane service roads on both
sides of the carriageway.
The Proposed Project Highway alignment starts at Mahuwari village at design chainage
Km 43+200 and connecting/crosses existing NH-76 Mirzapur road and ends after Ganga
Sangam at Nababa Urf Nibi Kala Uparhar at design chainage Km 50+860 which
comprising total design length 7.660 km including 3200 m proposed Major Bridge on
Ganga River (Sangam location).
The Index Map of Project Highway given in Annex- V.
The land, carriageway and stretches comprising the site are described below.

Annex –III

Alignment Plan
The alignment plan of the Project Highway is enclosed in digital form in CD.

The proposed alignment of the project highway shall be as per enclosed plan. The proposed
profile of the project highway as indicated in this Annex shall be followed by the contractor
with minimum FRL, based on site/design requirement, the contractor may, however,
improve/upgrade the profiles as indicated in this Annex and raise the finished roadway
level (FRL) in consultation with the Authority Engineer/Authority within available
Proposed Right of way.

Environmental Clearances

As per MOEF notification F. No. 21-270/2008-1A.III (dated 22 august 2013) for New National
Highway Bypass (Green Field), since the project highway passes through as Green Field
alignment involve land acquisition 60 m & more for Prayagraj Bypass on southern side as
Environmental Clearance is required & same is in progress.

Development of the Project Highway

1 Development of the Project Highway

Development of the Project Highway shall include design and construction of the Project
Highway as described in this Schedule-B and in Schedule-C.

2 Four-Laning

Four-Lanning shall include the Four-Lane divided Highway with paved shoulder and two lane
service roads on both sides of the carriageway as described in Annex-I of this Schedule-B and
Annex-I of Schedule-C conforming to Schedule-D.

3 Specifications and Standards

Four-Lane divided carriageway with paved shoulder and two lane service roads on both sides
of the carriageway shall be completed by the Contractor in conformity with the Specifications
and Standards set forth in Annex-I of Schedule-D.

Annex - I
(Schedule-B)
Description of Four-Laning

Construction of new proposed 4 Lane Prayagraj Greenfield By-pass alignment starts at


Mahuwari village at design chainage Km 43+200 and connecting/crosses existing NH-76
Mirzapur road and ends after Ganga Sangam at Nababa Urf Nibi Kala Uparhar village at design
chainage Km 50+860 which comprising total design length 7.660 km including 3200 m
proposed Major Bridge on Ganga River (Sangam location), in the state of Uttar Pradesh under
NH (O) on EPC mode. (Satrt-25°20'20.49"N, 81°53'19.79"E; End-25°23'8.84"N,
81°56'25.50"E).
1 WIDENING OF THE EXISTING HIGHWAY
1.1 There is no existing highway. However, the plan & profile of the project road shall be developed
as per specified in Annexure – III of Schedule-A. The proposed profile of the Project Highways
shall be followed by the contractor as minimum FRL as indicated in the alignment plan. The
Contractor, however, improve/upgrade the Road Profile as indicated in Annex-III based on
site/design requirement and in consultation with AE/Authority. Geometric deficiencies if any, in
the horizontal and vertical profiles shall be corrected as per the prescribed standards for
(plain/rolling) terrain to the extent land is available.

1.2 WIDTH OF CARRIAGEWAY


1.2.1 Four-lane divided carriageway with paved shoulders & both side 2-lane service/slip road shall
be undertaken. The paved carriageway shall be provided in accordance with Clause 2.6 of this
Annex–I of Schedule - B.
1.2.2 Provided that in the built-up areas the carriageway width shall be in accordance with Clause
2.6 of this Annex – I of Schedule – B.
1.2.3 Except as otherwise provided in this Agreement, the width of the paved carriage way shall
confirm to clause 1.2.1 & 1.2.2 above.
1.2.4 The entire cross sectional elements shall be accommodated in the available/proposed ROW. If
required, suitable retaining structures/guide walls shall be provided to accommodate the
highway cross section within the available/ proposed ROW and the same shall be not constitute
as Change of Scope.
1.2.5 The cross-section shall be developed as per Schedule D as applicable for Built-up Section/
Plain/Rolling terrains (typical cross section Type A-3- Fig 2.4, Type B- Fig 2.6, Fig-7.2B for
minor bridges with service road, Fig 7.3 for Major Bridges, Fig-7.8 for grade separated
structures excluding ROB of the Manual of Manual specified shall be followed. These shall be
as per the manual refer to in Schedule-D (Herein separated after called ‘Manual’) unless
otherwise specified in this Schedule-B & Schedule-D.

2 GEOMETRIC DESIGN AND GENERAL FEATURES

2.1 General
Geometric design and general features of the Project Highway shall be in accordance with
Section 2 of the Manual.

2.2 Design speed


The design speed shall be as per Manual of specifications (IRC: SP: 84-2019) for the plain/
rolling terrain.

2.3 Improvement of the existing road geometrics

In the following sections, where improvement of the existing road geometrics to the prescribed
standards is not possible, the existing road geometrics shall be improved to the extent possible
within the given right of way and proper road signs and safety measures shall be provided:

3 INTERSECTIONS AND GRADE SEPARATORS

All intersections and grade separators shall be as per Section 3 of the Manual. Existing
intersections which are deficient shall be improved to the prescribed standards.

4 ROAD EMBANKMENT AND CUT SECTION

4.1 Widening and improvement of the existing road embankment/cuttings and construction of
new road embankment/ cuttings shall conform to the Specifications and Standards given in
section 4 of the Manual and the specified cross sectional details. Deficiencies in the plan and
profile shall be corrected.

4.2 Raising of the existing road

Height of the embankment shall be in accordance with section 4 of the Manual, However,
embankment in normal section other than Grade separated location top of subgrade shall be
1.0m above the ground level in any case, where the HFL/water table data not available along
the project alignment.
Raising of road due to geometric improvement should be done as per the Manual & relevant
IRC specification.

5 PAVEMENT DESIGN

The flexible pavement shall be designed for Entire length of project highway except at Toll
Plaza location. The design of pavement shall be as per section 5 of Manual and in conformity
with the IRC: 37-2018 for the minimum design life of 20 years with minimum effective
subgrade CBR of 10%. Stage construction shall not be permitted.
On bridge / Structures/Flyovers wearing coat of mastic /concrete as per MoRTH
Specification to be provided.

5.1 Type of pavement

The Contractor is required to adopt flexible pavement for 4 lane divided carriageway with
paved shoulder and also for two lane service roads/slip roads on both sides of the
carriageway. The following given thicknesses shall be followed as minimum for respective

carriageway pavement:
i. Minimum crust thickness for 4 lane divided carriageway with paved shoulder be
provided with Bituminous Concrete (BC) - 40mm, Dense Bituminous Macadam(DBM)-
90 mm, (AIL)-100 mm, Cement Treated Base (CTB) - 200 mm, Granular Sub Base
(GSB)-200, Sub Grade-500 mm with minimum CBR 10%.
ii. Minimum crust thickness for service road/slip road shall be Bituminous Concrete (BC)-
30 mm, Dense Bituminous Macadam (DBM)- 50 mm, Aggregate Intra Layer(AIL)-100
mm, Cement Treated Base (CTB) - 150 mm, Granular Sub Base (GSB)-200, Sub Grade-
500 mm with minimum CBR 10%.
iii. Toll Plaza Pavement shall be designed for Rigid Pavement as per IRC: 58-2015, with
minimum thickness of PQC=300 mm, DLC=150 mm, GSB=200mm, SG=500mm
i. De-bonding interlayer separation layer between DLC and PQC of polythene sheet
minimum thickness 125 micron shall be provided.
iv. Flexible pavement shall also be provided for merging/diverging ramps, Loop Ramps of
Interchange, Bus bays, truck-lay bye, and service roads/slip roads and for improvement
of the cross roads.

5.2 Design requirements

The design of pavement shall be as per section 5 of Manual and in conformity with the IRC:
37-2018 for the minimum design life of 20 years, and Toll Plaza Pavement shall be designed
Rigid Pavement as per IRC: 58-2015 for the minimum design life of 30 years.

5.2.1 Design Period and strategy

 Flexible Pavement shall be designed for a minimum design period of 20 years. Stage
construction shall not be permitted.
 Any increase in the thickness of crust layer mentioned above due to design/traffic
volume shall not be constitute as change of scope.
 As per Ministry circular no. RW/NH-35072/05/2018-S&R (P&B) dated 24.08.2018,
only VG-40 Grade of bitumen shall be used for DBM layers and modified bitumen
(using polymer/crumbed rubber/natural rubber) or VG-40 grade of bitumen shall be
used for wearing coat of BC layer.

5.2.2 Design Traffic

Flexible Pavement for main carriageway shall be designed for min. 89 MSA traffic and
service road for 10 MSA traffic with pavement composition as mentioned under section 5.1
& 5.2 above.

5.3 Reconstruction of stretches

The entire project length is a new construction.

6 ROADSIDE DRAINAGE

Drainage system including surface and subsurface drains for the Project Highway shall

be provided as per Section 6 of the Manual.


The following measures shall be adopted conforming to IRC: SP: 84-2019 & IRC: SP: 42-
2014:
(i) Side ditches of required cross section for area drainage on both side of carriageway
in rural section as per IRC: SP: 42:2014 shall be constructed by contractor.
(ii) Chute drains along with shoulder drains in high embankment section (3m and
above) as per IRC: SP: 42:2014 shall be constructed by contractor
(iii) Median drains at super elevated sections with proper outfall connections; and
(iv) Covered RCC lined drains underneath the sidewalk of proposed facility (bus bays,
truck lay bays, etc.) in built up/rural section shall be as per shown in TCS drawings
& constructed by contractor.
(v) In all built up areas RCC covered drains with Footpath shall be provided. Suitable
crossing/depressed slab shall be provided at approaches to properties etc. invert
levels and height of drains shall be decided based on ground slopes of adjoining
properties and open grounds and as per calculated runoff but not less than as shown
in TCS of Schedule-B.
(vi) In cutting portions RCC open drain of suitable size shall be constructed in
consultation with Authority Engineer.
(vii) Inspection Chamber for the maintenance of Drain shall be constructed by contractor
as per IRC: SP: 42:2014 in consultation with AE.
(viii) Implementation of drainage plan on entire project highway other than shown in
TCS shall be carried out in accordance with the NHAI policy guideline issued vide
circular reference NHAI/Policy guideline/Miscellaneous/2020 No. 18.48 dated
08.07.2020, which shall be incidental to scope of work and no change of scope shall
be considered.

6.1 Slope Protection Measures


The following measures shall be adopted conforming to IRC: SP: 84-2019, latest provision
of IRC: 56-1974& IRC: SP: 42-2014 and schedule “D”:
(i) Side slope of embankments 3m high or more shall be protected by block pitching or
geo-green or geo-nets or geo-grids or geo synthetics & with a provision of safety steel
barrier on shoulder as per shown in TCS of Schedule-B & on all other required location
as per IRC: SP: 84-2019, MoRTH in consultation with the Authority Engineer.
(ii) Embankments up to 3m height shall be turfed as per MoRTH specification.
(iii) Embankments of height more than 3m, and the slope of embankment passing
through/adjacent a water tank shall be protected for slopes by protection measures and
restricted with provisions of Toe wall/Retaining wall as per site requirement and in
consultation with Client/Authority Engineer.

7 DESIGN OF STRUCTURES

7.1 General

7.1.1 All bridges, culverts and structures shall be designed and constructed in accordance with
section 7 of the Manual and shall conform to the cross-sectional features and other details
specified therein.

7.1.2 All bridges shall be high-level bridges.

7.1.3 The major/minor bridges shall be designed to carry utility services.

7.1.4 Cross-section of the new culverts and bridges at deck level for the Project Highway
shall be constructed for width equal to the roadway width as per applicable typical
cross-section given in Schedule-B & in conformity with section 7 of the manual.

7.2 Culverts

7.2.1 Overall width of all culverts shall be equal to the roadway width of the approaches.

7.2.2 Reconstruction of existing culverts - NIL

8 TRAFFIC CONTROL DEVICES AND ROAD SAFETY WORKS

Traffic control devices and road safety works shall be provided in accordance with
Schedule-C and Section 9 of the Manual.

a) Traffic Signs:
Providing and fixing of Traffic road signs include roadside signs, overhead signs and
kerb mounted signs along the entire Project Highway as specified in IRC: 67 -2022.
b) Road Marking:
Road markings shall cover road marking for the entire Project Highway as specified in
IRC: 35 - 2015.
c) Retro-reflective sheeting:
Retro-reflective sheet shall be pasted on road side / median crash barriers. Reflective
Traffic Safety Products/Round tree reflectors shall be provided on tree for high
visibility during night. Reflective sheeting shall be provided in accordance with section
9.2.3 of the Manual and in conformity with the IRC: 67:2022.
d) Specifications of the reflecting sheeting Retro reflective sheeting should be of high
intensity grade with encapsulated lens or with micro prismatic retro reflective element
in accordance with ASTM Standard D 4956-04.

10 Safety during Construction


The arrangement of traffic during construction and maintenance shall conform to the
requirements of IRC: SP: 55, Clause 112 of MoRTH specifications and provisions of
the Concession Agreement. During the Construction period, the Concessionaire shall
maintain at its cost, the existing lane(s) of the Project Highway or divert the traffic on
to an alternative route-diversion road so that the operating width and safety Standards
shall be equal to those of existing lanes for each direction. The Contractor shall also
prepare and submit to Authority Engineer detailed construction methodology to meet
aforesaid requirement including temporary drainage plan of existing road &
construction zone at both interchange locations.

11 Use of Fly Ash: Supply & use of Fly Ash to end users by the Power Plants to increase

12 CHANGE OF SCOPE
The length of Structures and bridges specified hereinabove shall be treated as an
approximate assessment. The actual lengths as required on the basis of detailed
investigations shall be determined by the Contractor in accordance with the
Specifications and Standards. Any variations in the lengths specified in this Schedule- B
shall not constitute a Change of Scope, save and except any variations in the length
arising out of a Change of Scope expressly undertaken in accordance with the provisions
of Article 13.

Notes:-
i. All the utilities mentioned above and brought out in Schedule-A shall be considered as scope
of work and are to be shifted by the Contractor. The type/spacing/size/specifications of
poles/towers/lines/cables to be used in shifting work are as per the guidelines of utility owning
department and it is solely between the contractor and utility owning department. No change of
scope shall be eligible or no cost shall be paid for using different type/spacing/size/specification
in shifted work in comparison to those in the existing or for making any overhead crossings to

Owning Entity as and when contractor furnishing a demand of utility owning department along
with a copy of sanctioned estimate.

iii. The credit of dismantled materials has been accounted for in the estimated cost. The dismantled
material/scrap of utility existing to be shifted/dismantled shall belong to the
contractor/concessionaire who would be free to dispose-off the dismantled material as deemed
fit by them. If the contractor is forced to deposit the dismantled material to utility owning
department then the amount of credit for dismantled material indicated in the sanctioned
estimates of utility owning department will be reimbursed to the contractor after submitting the
duly authenticated receipt of the dismantled material from utility owning department to the
Authority.

iv. The utilities shall be handed over after shifting work is completed to utility owning department
up to their entire satisfaction. The maintenance liability shall rest with the utility owning
department after handing over process is complete as far as utility shifting works are concerned.

v. Filling of Existing Irrigation wells along the highway with in ROW Irrigation wells encountered
along the project Highway (with in the Right of Way) shall be filled up with Sand as directed by
Authority Engineer / Client in accordance with IRC specifications.

vi. Shifting of obstructing utilities to an appropriate location in accordance with standards and
specifications of concern Utility Departments is a part of scope of work for the contractor.

Typical Cross Section as indicated for the project highway is as follows:

The cross-section shall be developed as per Schedule D as applicable for Built-up Section/
Plain/Rolling terrains (typical cross section Type A-3- Fig 2.4, Type B- Fig 2.6, Fig-7.2B for
minor bridges with service road, Fig-7.8 for grade separated structures excluding ROB of the
Manual of Manual specified shall be followed. These shall be as per the manual refer to in
Schedule-D (Herein separated after called ‘Manual’) unless otherwise specified in this
Schedule-B & Schedule-D.

2. DESCRIPTION OF PROJECT FACILITIES


Each of the Project Facilities is described below:
(a) Toll Plaza[s];
Lay out & construction of Toll Plaza shall be provided per the NHAI issued policy
guideline, Policy Circular No. 17.5.82 dated 24.05.2021 and other facilities as stipulated in
Section 10 of Manual of Four–Laning of Highways IRC:SP:84-2019. Weigh Bridge, along
with HTMS, Hybrid ETC system as per fig. 10.2 and their minimum technical
specifications as per Annexure-A, & Annexure-B of IRC: SP: 84-2019 shall be provided

(i) Amendments in the provisions of Toll Plaza consequent upon implementation of
Electronic (ETC)/FASTag on all lanes as per the NHAI issued policy guideline,
Policy Circular No. 17.5.82 on dated 24.05.2021.

(ii) Solar panels shall be erected over the Toll Plaza Canopy to generate the green
energy. The same shall be utilized for toll plaza lighting with LED lights and other
energy requirement within toll plaza area. In addition to solar panels conventional
lighting shall be equipped/installed by EPC contractor.

(iii) All Toll Lanes to be equipped with Hybrid ETC equipment’s as per NHAI circular
no. NHAI/13013/2016-17/CO/Hybrid ETC/112716 dated 08-02-2018.

(iv) Point of sale (POS) with card swapping machines shall be provided.

(v) Weigh in Motion (WIM) devices shall be equipped/installed in all toll lanes at Toll
Plaza Location. In addition to WIM, Static Weigh Bridge (SWB’s) shall be install on
each direction as per manual.

(vi) The collection of User Fees by Electronic Toll Collection (ETC) through FAS Tags
has been mandated at Toll Plaza on all lanes. Therefore, it has been felt that the
provisions and specifications of Toll Plazas need to be amended keeping in view
ETC penetration.

(vii) The Toll Plazas shall be designed and constructed for project peak hour traffic of 10
years as mentioned at Para-10.3 of Policy Circular No. 17.5.82 on dated 24.05.2021.

(viii) No stage construction of toll lanes shall be allowed. All toll lanes in both directions
of traffic shall be ETC/FASTag lanes. Not less than 2 middle toll lanes shall be
capable of being used as reversible lane to meet the demand of tidal flow.

(ix) For purpose of design of toll plaza/determining number of Toll Lanes capacity of
individual toll lane (ETC/FASTag enabled) shall be taken as 400 veh/hour.

(b) Roadside Furniture;


Providing & fixing of Road side furniture shall be in accordance with the Manual of
Specifications and Standards as referred in Schedule D.

i. Traffic Signs: Providing & fixing of traffic signs include roadside signs, overhead &
cantilever signs and kerb mounted signs along the entire Project Highway in
accordance with the provision of IRC:SP: 84-2019 and in conformity with the IRC:67-
2022. The detailed signage plan indicating places, direction, distances and other
features marked on the chainage plan shall be prepared as per the manual requirements
by EPC contractor and the same shall be finalized in consultation with Authority
Engineer/Safety consultant/Client as per site and safety requirement.
ii. Overhead/Cantilever signs: Providing & fixing of Overhead sign boards, excluding
those provided at Toll Plaza location, should be as per Manual of Specifications and
Standards as referred in Schedule D. However, 04 no’s Cantilever signs and 03 no’s
of Overhead Gantry signs shall be fixed on project highway. Informatory, facility
information, mandatory/regulatory, cautionary/warning signs shall be provided and
fixed on project highway in accordance with the provision of manual & IRC: 67-2022.
iii. Pavement Markings: Pavement Markings shall cover road marking for the entire
Project Highway as per manual IRC: SP: 84-2019 and in conformity with the IRC: 35-
2015.
iv. Solar lights blinkers/flashing warning beacons: Providing & fixing of LED Traffic
Beacons on the entire Project Highway as per manual requirements but not limited to;
near pedestrian crossings, public gathering places (Educational Institutions, Hospitals,
Worshipping Places, etc.), major/minor junctions, cross roads & median openings.
v. Cat’s Eye / Road Studs: Providing & fixing of Road Studs shall be at Horizontal
Curve, median opening, intersections, Cross roads & Built-up areas and other
identified locations. Road Studs shall be provided to improve the visibility in night
time and wet weather condition and Road Studs shall be Provided & fixed as per
manual of IRC: SP: 84-2019 and in conformity with the IRC: 35-2015.
vi. Delineators: Providing & fixing of Delineators shall be as per IRC: 79-2019 and
requirements & specifications as per schedule D.
vii. Hectometer/Kilometer/5th KM stones: Providing & fixing of Hectometer,
Kilometer&5th Km stones for the entire Project Highway as per provision of IRC: 8 &
IRC: 26.

viii. Safety Barrier: Providing & fixing of W – beam metal Crash Barrier along the
project highway shall be as per Typical Cross Sections, on high embankments, sharp
curves where radius is up to 450m, approach to the bridges and built-up locations in
accordance with IRC:SP:84-2019. In addition to this, Providing & fixing of MS
railings shall be as per Typical Cross Sections and as per manual requirements. Any
increase in the length specified in this Clause of Schedule-C shall not constitute a
change of scope, save and except any variations in the length arising out of a change
of scope expressly undertaken in accordance with the provisions of Article 13.
(c) Boundary Wall: 1.5 mtr high (above the adjoining ground level) boundary wall along
with suitable foundation shall be provided as per the Ministry Circular RW/NH-
24036/27/2010-PPP, dated 04.02.2019 at the outer edge of the ROW on either side of the
entire project length except at ingress & egress points.

(d) Pedestrian Facilities


Pedestrian Facilities shall be fixed & constructed on project highway required locations as
per the provision of Section 9.8 of IRC: SP: 84-2019 & IRC: 103: 2012.
i. Pedestrian Guard Rail - Providing & fixing of Guard Rail conforming to IRC: SP: 84-
2019.
ii. Pedestrian Crossing – shall be Provide it in accordance with IRC: SP: 84-2019.
iii. The additional pedestrian facilities in the form of guardrails, footpath, flared kerb
ramp, tactile pavers on the surface of footpath, audible crossing signal & zebra
crossing etc. shall be constructed wherever required in consultation with Authority/AE
in accordance with IRC: 103 and NHAI issued policy guideline dated 17.06.2015.
iv. For proper approaches to adjoining agricultural fields along excavated drains, 900mm
dia. NP4 pipes for adequate length with adequate cushion over pipe at an approx.
interval of 500m on both sides wherever required as per site requirements in
consultation with Authority Engineer shall be provided.
(e) Landscaping and tree plantation;
The tree plantation and landscaping of required number and type at appropriate locations
within the ROW and in the land earmarked by the authority on the project highway for
afforestation keeping in view the IRC: SP: 21: 2009 and as per Section 11 of the Manual of
IRC: SP: 84-2019. Landscaping and tree plantation of the highway shall be provided on
the project highway, but not limited to the following:
 Median & Avenue plantation
 Grade Separated intersections at ground level where land is available.
 At grade islands of intersection locations
 Entry and Exit ramp
 Toll Plaza/Rest Area
 Wayside Amenities
 Top of Tank bunds

 Any other locations as per requirements of Clause 11.3 of the IRC SP: 84-2019.
 Median and Avenue side plantation shall be provided in accordance with the Manual
of Specifications and Standards as referred in Schedule B and D. Contractor Shall be
responsible for implementation of Environment Management Plan (EMP) on the
project. The cost of EMP shall be Bourne by the Contractor.
In addition to above as per the suggestions given in “Green Highways Convention” held at
Bhopal during 26thto 28th December, 2018, the EPC Contractor shall provide landscaping
and tree plantation as per guidelines from National Green Highway Policy 2015.
It is further clarified that the Contractor shall be responsible to plant and maintain trees
along with protecting iron fence tree guard, Species of plant/sapling and number of rows to
be planted on avenue and median shall be as per IRC: SP: 21-2009 & NHAI Policy
Guideline No. 7.4.8/2022 dated 06.10.2022.
(f) Bus-Bays and Bus shelters:
Locations for Bus Bays and Bus shelters are indicated in the table given below. The
number indicated below shall be minimum specified and any additional
requirement/shifting shall not be treated as change of scope, save and except any variations
arising out of a Change of Scope expressly undertaken in accordance with the provisions
of Article 13. However, the same shall be finalized as per suitability of location and site
requirement in consultation with Authority Engineer / Client.

(h) Rest Areas and wayside amenities:


Comprehensive Rest Area (way side amenities) shall be construct & operate by contractor
with provision for food court/ restaurant, retail arcade, toilet facilities, drinking water
kiosk, car parking, bus/ truck parking and emergency health care facilities for accident
victims. The Facilities at Rest Area shall be as per Section 12.9 of IRC SP: 84-2019 and
finalized in consultation with Authority Engineer /Authority, NHAI. Land required for rest
area shall be minimum of 2Ha.

(i) Highway Nest

Highway Nest Mini. consisting of food and beverages kiosk, water ATM, separate toilet
facility under Swachh Bharat along with parking facility for road users shall be provided
on each direction (LHS & RHS) near Toll Plaza. Suitable advance signs as per NHAI latest
letter no. NHAI/GM (T) HO/Highway Nest (mini)/2017/111993 dated 24-01-2018 shall be
provided. However, the sign boards shall be retro reflective Type XI. The Masonry Toilet
facilities (2 Nos) must be constructed with international standards layout and 24 hours
functionality including operation and maintenance. The toilet facilities shall follow CPWD
specifications including sanitary ware items and fitting. The number of persons that shall
be deployed at each Nest Mini and Toilet complex shall be, at a minimum of 3 persons (1
in each 8 hour shift) for mini, 3 Safai wale (1 in each 8 hour shift) and one watchman in
each shift. Each side (LHS/RHS) shall be treated as one Mini and Toilet complex. The
operation and maintenance of the Nest mini and toilet complex is in the scope of contractor
for the entire contract period of both construction and maintenance period.

(j) Highway lighting/High Mast/Street lighting:

Highway lighting (LED) shall be provided as per section 12.5 of Manual at the following
locations:
(i) At Toll Plazas, Bus bays and shelter as given in this Schedule–C, Interchange with
all Ramps, Grade separators including approaches along with Slip/service roads,
built up sections, ROB, Major Bridge, and at Major/minor Junctions at locations
given in Schedule–B &C of contract agreement.
(ii) Solar lighting/flashing beacons shall be fixed & provided near minor junctions,
interchanges and at toll plaza locations. Solar Panels also to be established at any
other preferred locations along with Conventional lighting as per suitability of site
conditions.
(iii) 25m height High Mast Lighting Tower system with min. 12 Luminaries of 6 nos
shall be provided on required location.

(iv) Minimum 6 nos. High Mast with Lantern carriage shall be provided with 12 nos.
Luminaries of 400 W flood light LED as per site requirement and in consultation
with Authority Engineer where the illumination area/length to be required.
The locations mentioned above are not limited to and any other required locations shall be
finalized in consultation with Authority Engineer.
(k) Highway Patrol Units (1 no)

Highway Patrol unit shall be provided as per Clause 12.10 of IRC SP: 84-2019.
Patrolling should be conducted through Mobile Patrol Team in accordance with Schedule
D of Specifications and Standards with provision of latest available mobile handset with
unlimited talk time replaceable after 2 years. It shall also have a light on its top and a siren
on board. It shall also be filled with a GPS based. The patrol vehicles shall be as per
Annexure-I of NHAI/policy guidelines/strengthening the Incident Management
services/2018, Policy No.12.19 dated the 20th March 2018, along with manpower and
shall be maintained throughout the contract period. Vehicle Tracking System to monitor its
movement on 24 hrs x 7 days of a week basis.
(l) Mobile Patrol Units (1 no)

Patrolling should be conducted through Mobile Patrol Team in accordance with Section
12.10 of the IRC SP: 84-2019 and Schedule D of Specifications and Standards with
provision of latest available mobile handset with unlimited talk time replaceable after 2
years.

(m) Traffic Aid Posts

Traffic aid post shall be constructed at the toll plaza in consultation with the Authority
Engineer/Project Director, NHAI, not exceeding 25 (twenty-five) square meter of plinth
area.
(n) Advance Traffic Management Systems (ATMS)

The EPC contractor is required to design, install, operate and maintain Highway Traffic
Management System (HTMS) / Advanced Traffic Management System (ATMS) as part of
the project facilities. Advanced Traffic Management System shall be provided as specified
in clause 12.14 of the manual refereed in Schedule-D.
Power supplies for field equipment: working on Mains power supported with back-up
(largely on renewable energy) to facilitate 24 X 7 operation and for the ATMS Control
Centre working on Mains power supported by UPS and Diesel generator set of adequate
capacities, to facilitate 24 x 7operational by EPC contractor.
Traffic Management System (HTMS) / Advanced Traffic Management System (ATMS) as
part of the project facilities. Advanced Traffic Management System shall be provided as
specified in the manual and as per NHAI circular No.11014/218/2007-Admin Dated 15-
09-2016: Policy Matter – Technical (214/2016) and shall be maintained throughout the
contract period including of Bridge section.

(o) Emergency Medical Services/Medical Aid Post

These services shall include setting up medical aid posts by the Concessionaire. The
Concessionaire shall provide “Two Patient Capacity” rescue ambulance(s) at the Toll Plaza
location(s). Specifications of “Two Patient Capacity” rescue ambulance along with
medical devices, on-board equipment’s, medicines and man power shall be provided on
project highway as per provisions of Clause 12.11 of IRC:SP:84 2019.
(p) Blinkers at median openings:

Solar blinkers/flashing beacons shall be provided at all median openings on both end of
median openings.
(q) Vehicle Rescue Posts (1 no’s)

Vehicle Rescue post shall be constructed in consultation with the Authority


Engineer/Project Director, NHAI and 1 nos. of crane services to tow away the
disabled/accidented vehicles to be provided at these locations along with necessary man
power/ driver/ operator. Specification and requirements shall be strictly as per contract
agreement and Clause 12.12 of IRC: SP: 84 2019.
(r) Communication System
The Concessionaire shall provide a suitable Communication System as per Clause 12.13 of
the IRC SP: 84-2019 with all necessary equipment for meeting his O&M obligations.

(s) Utility Crossings

Provisions contained in IRC: 98-2011 shall be followed to accommodate utility services in


built-up areas, Bridge location of Project Highway. Utility ducts in the form of 600mm
diameter NP-4 Pipe at a spacing of 500 m across the Project Highway along with
inspection box/chamber shall be provided for crossing of underground utilities in built up
areas.
(t) Operation & Maintenance Centre

Operation & maintenance center shall be provided as specified in clause 12.15 of manual
referred in Schedule-D.
i. Main Control center and Administrative block.
ii. Equipment for operation and maintenance and storage space for them.
iii. Storage space for equipment and material for traffic sign and markings.
iv. Workshop.
v. General garage and repair shop.
vi. Testing laboratory.

vii. Parking space for minimum 4 number of large vehicles and for other
expected vehicle during peak hours including those for working staff and
visitors.
(u) Rain Water Harvesting
As per Ministry of Environment and Forests Notification, New Delhi dated 14.01.1997 (as
amended on 13.01.1998, 05.01.1999 & 6.11.2000), the construction of rain water harvesting
structure is mandatory in and around Water Crisis area, notified by the Central Ground Water
Board. The provision of rainwater harvesting be executed as per requirement of IRC SP: 42-2014
and IRC SP: 50-2013 and in conformity with the provision specified vide MoRTH circular
RW/NH-33044/14/2003-S&R(R) dated 03.09.2019.
i. The locations shall be finalize / decided in consultation with the AE/Authority and same
shall not be constitute as change of scope.
ii.Rainwater Harvesting and artificial recharging shall be provided on all the buildings and
structures such as Toll Plaza building, Way-side amenities, Grade separated structures etc.
which are to be developed as a part of project corridor.

Note: - In case of any discrepancy in numbers or locations of any of the project facilities
mentioned in this Schedule C to that of minimum specified, as per Standards &
Specifications of Manual & other relevant IRC Codes shall be followed to construct the
facilities provision on project highway and in consultation with the Authority Engineer and

SPECIFICATIONS AND STANDARDS

1. Construction
The EPC contractor shall comply with the Specifications and Standards set forth in Annex- I
of this Schedule-D for construction of the Project Highway.
2. Design Standards
The Project Highway including Project Facilities shall conform to design requirements set out
in the following documents:
Manual of Specifications and Standards for four laning of Highways IRC: SP: 84-2019
referred to herein as the Manual and any Circular/Guidelines revised by MORTH/NHAI at
least 60 days prior to the last date of bid submission.
3. As regards, the work of utility shifting, the relevant specifications, relevant rules,
regulations and acts of Utility owning department/agencies shall be applicable.

Specifications and Standards for Four-Laning

1. Specifications and Standards


All Materials, works and construction operations shall conform to the Manual of
Specifications and Standards for Four-Laning of Highways (IRC: SP: 84-2019),
referred to as the Manual, and MORTH Specifications for Road and Bridge Works (fifth
Revision). Wherein the specification for a work is not given, Good Industry Practice shall
be adopted to the satisfaction of the Authority’s Engineer/Client.

2. Deviations from the Specifications and Standards


2.1. The terms “EPC contractor”, “Independent Engineer” and “Concession Agreement”
used in the Manual shall deemed to be substituted by the terms “Contractor”,
“Authority’s Engineer” and “Agreement” respectively.
2.2. Notwithstanding anything to the contrary contained in Paragraph 1 above, the
following Specifications and Standards shall apply to the Project Highway, and for
purposes of this Agreement, the aforesaid Specifications and Standards shall deemed
to be amended to the extent set forth below:
2.3. The structures on roads viz. Bridges, ROBs (Road Over Bridges and Flyovers),
RUBs (Road under Bridges) etc. including approaches comprising of retaining
structures shall be 4-Lane as MOR&TH policy no. NH-15017/21/2018 – P&M
dated 10.05.2018
2.4. Use of manufactured aggregates in National Highway Works refer Ministry Circular
RW/NH-34066/09/2017-S&R (B) dated 21.07.2020.
2.5. Implementation of drainage plan on entire project highway other than shown in TCS
shall be carried out in accordance with the NHAI policy guideline issued vide
circular reference NHAI/Policy guideline/Miscellaneous/2020 No. 18.48 dated
08.07.2020
2.6. Instrumentation in the Railway superstructure across railway bridge portion related to
construction of ROBs/ RUBs shall be in accordance with NHAI policy circular no.
NHAI/GM/ROB-RUB/2020/07 dated 30.09.2020.
