SCHEDULE - A
1 The Site
1.1 Site of the Four Lane Project Highway shall include the land, buildings, structures and
road works as described in Annex-I of this Schedule-A.
1.2 The dates of handing over the Right of Way to the Contractor are specified in Annex-II of
this Schedule-A.
1.3 An inventory of the Site including the land, buildings, structures, road works, trees and
any other immovable property on, or attached to the Site shall be prepared jointly by the
Authority Representative and the Contractor, and such inventory shall form part of the
memorandum referred to in Clause 8.2.1 of this Agreement.
1.4 The alignment plans of the Project Highway are specified in Annex-III of this Schedule-
A. The proposed levels (FRL) as indicated in the alignment plan shall be treated as an
approximate assessment. The Contractor shall design the Road Profile of the Project
Highway based on the site / design requirement mentioned in Schedule-D. However, for
Greenfield Alignment the Finished Road Level shall be minimum 1.50 m above
existing ground level.
1.5 The status of the environment clearances obtained or awaited is given in Annex-IV of
this Schedule-A.

(Schedule-A)
1 Site
The Site of the Project Highway comprises the greenfield alignment from New Tarn
Taran Road from Design km. 0+750 (Design Chainage at junction with New Tarn Taran
Road is km. 0+000) to Design km. 43+750 (Design Chainage at junction with Ajnala
Road is km. 43+900) [Design Length: 43.0 kms] and section of National Highway NH-
354 commencing from junction near Aima Kalan on Amritsar - Khemkaran Road (End of
Package-II) at existing km. 16+300 and ends at intersection of proposed Amritsar
Bypass at existing km. 9+356 (Design Length: 6.944 kms) [Total Design Length: 49.944
kms] in the State of Punjab. The land, carriageway and structures comprising the site are
described below:

Annex - III
(Schedule-A)
Alignment Plans
The alignment plan of the Project Highway is enclosed in alignment plan. Finished Road Level
(FRL) indicated in the alignment plan shall be treated as an approximate assessment. The
Contractor shall design the Road Profile of the Project Highway based on site / design
requirement mentioned in Schedule-D within right of way available. However, for greenfield
alignment the Finished Road Level shall be minimum 1.50 m above existing ground level.
Annex - IV
(Schedule-A)
Environment Clearances
• Environmental Clearance is not required as per new Notification of MoEF S.O. 2259 (E)
dated 22/08/2013.
SCHEDULE - B
Development of the Project Highway shall include design and construction of the Project
Highway as described in this Schedule-B and in Schedule-C. The alignment plan of the
Project Highway is specified in Annexure-III of Schedule A. The proposed profile of the
Project Highway as indicated in the Annexure-III of Schedule-A shall be treated as an
approximate assessment. However, for greenfield alignment the Finished Road
Level shall be minimum 1.50 m above existing ground level. Contractor shall design
the alignment plans and profiles of the Project Highway based on site / design
requirement mentioned in Schedule-D with approval from Authority’s Engineer within the
available Right of Way.
The Project Highway shall be designed and constructed in conformity with the
Specifications and Standards specified in Annex-I of Schedule-D.
Annex-I
(Schedule-B)
Construction of Four Laning of Amritsar Bypass from New Tarn Taran Road to Ajnala
Road from Design km. 0+750 to Design km. 43+750 (Design Length: 43.00 kms) and
Upgradation of existing Amritsar - Khemkaran Road (NH-354) to Four Lane Configuration
from Design km. 71+496 to Design km. 78+440 (Design Length: 6.944 kms) [Total Design
Length: 49.944 kms] in the State of Punjab on EPC mode under Bharatmala Pariyojana
The Project Highway shall follow the horizontal alignment shown in the plan and profile specified
in Annexure-III of Schedule-A, unless otherwise specified by the Authority. Notwithstanding
anything to the contrary contained in this Agreement or IRC:SP:84-2019, the proposed profile of
the Project Highway as indicated in the Annexure-III of Schedule-A shall be treated as an
approximate assessment. Contractor shall design the alignment plans and profiles of the Project
Highway based on site / design requirement mentioned in Schedule-D with approval from
Authority’s Engineer within the available Right of Way. However, for greenfield alignment the
Finished Road Level shall be minimum 1.50 m above existing ground level. The same shall
not constitute a change of scope, save and except any variations arising out of a change of
scope expressly undertaken in accordance with the provision of Article 13.
1. Width of Carriageway
1.1 Four Laning with paved shoulders shall be undertaken. The paved carriageway shall be
provided as indicated below and referred to in paragraph 2.10 of this Schedule-B and
Annexure-I of Schedule-D.
1.2 Except as otherwise provided in this Agreement, the width shall be adjusted to fit into
appropriate plans and cross sections developed in accordance with TCS enclosed.
1.3 Except as otherwise provided in this Agreement, but subject to provisions of Annexure-I
of this Schedule-B, the width of the paved carriageway shall confirm to Section 1.1 of
Schedule-B.
2.1 General
Geometric design and general features of the Project Highway shall be in accordance
with Section 2 of IRC:SP:84-2019.
The design speed shall be the ruling / minimum design speed specified in Clause 2.2 of
IRC:SP:84-2019.
2.3 Improvement of existing road geometrics
In the following sections, where improvement of the existing road geometrics to the
prescribed standards is not possible, the existing road geometrics shall be improved to
the extent possible within the given right of way and proper road signs and safety
measures shall be provided.

2.5 Median
A. Greenfield Alignment
The median specification shall be as per Clause 2.5 of IRC:SP:84-2019. The median
shall be depressed. The width of the median shall be 7.0 m throughout the greenfield
alignment.
New Jersey type concrete barrier (Both side face) in median shall be provided along
with anti-glare screen (Referred from MoRTH Circular RW/NH-29023/02/2019-
S&R(P&B) dated 01-Jan-2020). The flushed median specification shall be as per
Clause 5.9 of IRC:119-2015. The width of the median shall be 0.610 m for
upgradation of existing NH-354.
Service roads / slip roads / connecting roads shall be constructed at the locations and for
the lengths indicated below:

Grade separated structures shall be provided as per paragraph 2.13 of the IRC:SP:84-

Schedule-B shall not constitute change of scope, save and except any variations arising
out of a change of scope expressly undertaken in accordance with the provisions of
Article 13.
3. Intersections and Grade Separators
All Intersections and grade separators shall be as per Section 3 of the IRC:SP:84-2019.
Existing intersections which are deficient shall be improved to the prescribed standards.
Properly designed intersections shall be provided at the locations and of types and
features given in the tables below:

5. Pavement Design
5.1 Pavement design shall be carried out in accordance with Section 5 of the IRC:SP:84-
2019 and IRC:37-2018.
a. The type of the pavement for the entire stretch shall be of flexible type except at
proposed toll plaza including taper portion on both sides.

5.3 Design requirements
a. Flexible pavement shall be constructed for the entire length of the Project Highway
including paved shoulders. Pavement shall be designed for a minimum design period
of 20 years and minimum subgrade CBR of 8%.
b. Rigid pavement shall be constructed at proposed toll plaza location including taper
portion on both sides. Pavement shall be designed for a minimum design period of
30 years.
The following stretches of the existing road shall be raised / reconstructed including
Subgrade. These shall be designed as new pavement.

6. Built-up Areas
The details of the stretches where the Project Highway is passing through the built-up
area are as given below.

7. Median Openings
Median openings shall be provided by the Contractor as per Clause 2.14 of the
IRC:SP:84-2019. The locations of the median openings are as given below.
8. Roadside Drainage
Drainage system including surface and subsurface drains for the Project Highway shall
be provided as per section 6 of the IRC:SP:84-2019. Unlined / lined drains (except at
built-up location) shall be provided in the entire project length.
RCC drains with footpath shall be provided at the following built-up locations:

9. Retaining Structures
10.1 General
10.1.1 All bridges, culverts and structures shall be designed and constructed in accordance with
Section 7 of the IRC:SP:84-2019 and shall confirm to the cross-sectional features and
other details specified herein. The project Highway is proposed to be constructed to four
lane configuration.
10.1.2 Width of the carriageway of new bridges and structures more than 60.0 m length having
carriageway width less than 7.5 m shall be as follows:

10.2 Culverts
10.2.1 Overall width of all culverts shall be equal to the roadway width of the approaches.
The existing culverts at the following locations shall be reconstructed as new culverts to
the roadway width of the Project Highway as per typical cross section given in the TCS
specified in Para 2.10 and alignment plan.
a. Greenfield Alignment
Note: The height of the culvert shall be proposed as per designed FRL.
The existing culverts at the following locations shall be widened to the roadway width of the Project Highway as per typical cross section
given in the TCS specified in Para 2.10 and alignment plan. Repairs and strengthening of existing structures where required shall be carried
out.
a. Greenfield Alignment
New culverts shall be constructed for width equal to the roadway width of the Project Highway as per typical cross section given in the TCS
specified in Para 2.10 and alignment plan. The details are given as under:

1. The overall width of the above culverts shall be equal to roadway width. Any additional barrel length required as per site conditions
shall not constitute as change of scope, save and except any variations arising out of change of scope expressly undertaken in
accordance with the provisions of Article 13.
2. Locations of the above culverts are indicative. Span arrangement, height and length are minimum specified. Exact locations of these
culverts shall be decided in consultation with Authority’s Engineer. The actual ventway / span arrangements of culverts shall be
determined on the basis of detailed investigations by the Contractor in accordance with Specifications and Standards. Any variation in
ventway / span arrangements specified in this Schedule-B shall not constitute change of scope, save and except any variations in the
length arising out of a change of scope expressly undertaken in accordance with the provisions of Article 13.
10.2.5 Repairs / replacement of railing / parapets, flooring and protection works of the existing culverts shall be undertaken as follows:
10.2.6 Floor protection works shall be as specified in the relevant IRC codes and specifications.
10.2.7 In case of culverts proposed for widening / repair as per details in Clause 10.2.3 above, the same shall be re-constructed if the design
shows that these are unsafe for design loads. No change of scope shall be considered in such cases.
10.2.8 Utility ducts in form of NP-4 hume pipe dia 0.6 m shall be provided across the Project Highway and along with inspection chamber for
crossing of underground utilities in built-up areas as per IRC:SP:84-2019 requirements. Locations for such utility shall be finalized in
consultation with Authority’s Engineer.

11.1 Traffic control devices and road safety works shall be provided in accordance with
Section 9 of the IRC:SP:84-2019.
a. Traffic Signs:
Traffic signs include roadside signs, overhead signs and kerb mounted signs along
the entire Project Highway.
b. Pavement Marking
Pavement marking shall cover road marking for the entire Project Highway.
12.1 Roadside furniture like km. / hectometer stones, railings, traffic impact attenuators,
delineators shall be provided in accordance with the provisions of Section 12 of the
IRC:SP:84-2019.
12.2 RCC boundary stones shall be provided along the entire length of the Project Highway
on either side.
12.3 The locations of the traffic signages shall be determined by the Contractor in accordance
with the IRC:SP:84-2019 requirements with approval from Authority’s Engineer.
13. Compulsory Afforestation
Landscaping and tree plantation shall be provided as per the IRC:SP:84-2019 keeping in
view IRC:SP:21-2009 and as given in this Schedule-C.
Safety barriers shall be provided at hazardous locations in consultation with the NHAI /
Authority’s Engineer.

PROJECT FACILITIES
1 Project Facilities
1.1 The Contractor shall construct the Project Facilities in accordance with the provisions
of this Agreement. Such Project Facilities shall include:

PROJECT FACILITIES
1 Project Facilities
The Contractor shall construct the Project Facilities described in this Annex-I to form
part of the four lane Project Highway. The Project facilities shall include:
(a) Toll plaza[s]
a) Toll Plaza:
No. of toll lanes specified above are minimum indicative. The contractor shall
design and provide toll lane as per IRC:SP:84-2019 subject to minimum
specified above. Any increase in no. of toll lane shall not be treated as change
of scope, save and except any variations arising out of a Change of Scope
expressly undertaken in accordance with the provisions of Article 13.
b) Roadside furniture:
The roadside furniture shall be as per the manual and shall include
i. Traffic signs: Traffic signs include roadside signs, overhead signs and
kerb mounted signs etc. along the entire Project Highway to be provided
as per Manual of Specifications and Standards as referred in Schedule-D,
the location of these facilities shall be finalized in consultation with
Authority’s Engineer / NHAI as per site requirement.
ii. Overhead traffic signs: Excluding overhead signs and other signs at toll
plaza location which are to be provided as per Manual of Specifications
and Standards as referred in Schedule-D, the location of these facilities
shall be finalized in consultation with Authority’s Engineer / NHAI as per
site requirement.
a. Greenfield Alignment
iii. Pavement marking: Pavement marking shall cover road marking for the
entire Project Highway as per Manual of Specifications and Standards as
referred in Schedule-D.
iv. LED traffic blinkers: These shall be provided on the Project Highway as
per Manual of Specifications and Standards as referred in Schedule-D.
v. Crash barrier: W-beam crash barrier shall be provided as per Manual of
Specifications and Standards as referred in Schedule-D.
vi. Reflective pavement markers and road studs: The reflective pavement
markers and road studs shall be provided along the entire Project
Highway as per Manual of Specifications and Standards as referred in
Schedule-D.
c) Pedestrian Facilities:
Additionally, the Contractor shall provide Foot Over Bridge (FOB) near the
following locations. However, the location shall be finalized as per suitability
and site requirement in consultation with Authority’s Engineer / NHAI.

The Contractor shall maintain the trees and shrubs in good condition during
maintenance period as per the maintenance schedule.

The Contractor shall comply with the Specifications and Standards set forth in Annex-I
of this Schedule-D for construction of the Project Highway.
2 Design Standards
The Project Highway including Project Facilities shall conform to design requirements
set out in the following documents:

Four laning of the Project Highway shall confirm to the “Manual of Specifications and
Standards for four-laning of Highways” published as IRC:SP:84-2019 with all
amendments and additions till date (Referred to as “Manuals” in this Schedule) and
MORTH Specifications for Road and Bridge Works (5th revision). Where the
specification for a work is not given, Good Industry Practice shall be adopted to the
specification of the Authority’s Engineer / Independent Engineer.
2.2 Notwithstanding anything to the contrary contained in the aforesaid Manual, the
Specifications and Standards shall apply to the Project Highway, and for purposes of
this Agreement, the aforesaid manual shall be deemed to be amended to the extent
set forth below:
