1 THE SITE
1.1 Site of the Project Highway shall include the land, buildings, structures, and road works
as described in Annex-I of this Schedule-A.
1.2 The dates of handing over the Right of Way to the Contractor are specified in Annex-II
of this Schedule-A.
1.3 An inventory of the Site including the land, buildings, structures, road works, trees and
any other immovable property on, or attach to, the Site shall be prepared jointly by the
Authority Representative and the Contractor, and such inventory shall form part of the
memorandum referred to in Clause 8.2 (i) of the Agreement.
1.4 The alignment plans of the Project Highway are specified in Annex-III of this Schedule-
A. The proposed levels (FRL) as indicated in the alignment plan shall be treated as an
approximate assessment. The Contractor, however, improve / upgrade the Road Profile
as indicated in Annex-III based on site / design requirement.
1.5 The status of the environment clearances obtained or awaited is given in Annex-IV of
this Schedule-A.

Annex - I
(Schedule-A)
1. The Site
The Site of the Project Highway comprises the section of National Highway NH-527C
commencing near Katra Village at existing km. 16+500 and ends near Khangura Village
at km. 21+500. The Project Highway lies in Muzaffarpur District in the State of Bihar. The
land, carriageway and structures comprising the site are described below.

2. Land
The site of the project highway comprises the land (sum total of land already in possession
and land to be possessed) as described in Annex–II of Schedule A.
3. Carriageway
The existing carriageway of the project highway is a single / intermediate lane. The type
of existing pavement is flexible / rigid. The type of the pavement is as tabulated below.

Note: The shifting of existing utilities within ROW is in the scope of existing Contractor.
The same are shifted / being shifted by the existing Contractor. Hence, the same is

Alignment Plans
The alignment plan of the project highway is enclosed in the alignment plan. Finished Road Level
(FRL) indicated in the alignment plan shall be treated as an approximate assessment. The
Contractor shall design the Road Profile of the project highway based on site / design requirement
mentioned in Schedule-D within right of way available.
The Contractor shall match the horizontal and vertical geometry of existing road at start
and end of the project highway.

SCHEDULE - B
(See Clause 2.1)
Development of the project highway shall include design and construction of the project
highway as described in this Schedule-B and in Schedule-C. The alignment plan of the
project highway is specified in Annexure-III of Schedule-A. The proposed profile of the
project highway as indicated in Annexure-III of Schedule-A shall be treated as an
approximate assessment. The Contractor shall design the alignment plans and profiles of
the project highway based on site / design requirement mentioned in Schedule-D with
approval from Authority’s Engineer within the available Right of Way.
The Contractor shall match the horizontal and vertical geometry of existing road at
start and end of the project highway.
The project highway shall be designed and constructed in conformity with the
Specifications and Standards specified in Annex-I of Schedule-D.

ANNEX - I
(Schedule-B)
Construction of New Major Bridge over Baghmati and Lakhandei river along with
approaches from Design km. 16+500 to km. 21+500 on NH-527C in the State of Bihar
The project highway shall follow the horizontal alignment shown in the plan and profile specified
in Annexure-III of Schedule-A, unless otherwise specified by the Authority. Notwithstanding
anything to the contrary contained in this Agreement or IRC:SP:73-2018, the proposed profile of
the project highway as indicated in Annexure-III of Schedule-A shall be treated as an approximate
assessment. The Contractor shall design the alignment plans and profiles of the project highway
based on site / design requirement mentioned in Schedule-D with approval from Authority’s
Engineer within the available Right of Way. The same shall not constitute a change of scope, save
and except any variations arising out of a change of scope expressly undertaken in accordance
with the provision of Article 13.
The Contractor shall match the horizontal and vertical geometry of existing road at start
and end of the project highway.
1. Width of carriageway
1.1 Two-lane with paved shoulder shall be undertaken. The paved carriageway shall be
provided as indicated below and as referred in paragraph 2.9 of this Schedule-B and
Annex-I of Schedule-D.
1.2 Except as otherwise provided in this Agreement, the width shall be adjusted to fit into
appropriate plans and cross sections developed in accordance with TCS enclosed.
1.3 Except as otherwise provided in this Agreement, but subject to provisions of Annexure-I of
this Schedule-B, the width of the paved carriageway shall conform to Section 1.1 of
Schedule-B.
1.4 In addition to width of paved carriageway mentioned in clauses above, additional lane /
lanes shall be given as acceleration / deceleration lane and taper to the required length
shall be provided at grade separated structure locations / slip road locations as per
specifications.
1.5 In addition to width of paved carriageway mentioned in clause above, at retaining wall
locations, the width of paved carriageway including paved shoulder and edge strip shall
be as given in the corresponding TCS.
1.6 The entire cross-sectional elements shall be accommodated in the available ROW. If
required, suitable retaining structures shall be provided to accommodate the highway
cross section within the available ROW and the same shall not constitute a change of
scope, save and except any variations in the design length arising out of a change of scope
expressly undertaken in accordance with provision of Article 13.
2.1. General
The geometric design and general features of the project highway shall be in accordance

The design speed shall be the ruling design speed specified in Clause 2.2 of the manual.
In the following sections, where improvement of the existing road geometrics to the
prescribed standards is not possible, the existing road geometrics shall be improved to the
extent possible within the given right of way and proper road signs and safety measures
shall be provided.
The shoulder specification shall be as per Section 2 and Section 5.10 of the manual. The
shoulder on the outer side shall be 1.5 m wide paved + 2.0 m earthen.
a. The composition and specification of the paved shoulder and edge strip shall be as
that of the main carriageway.
b. The earthen shoulder shall be provided with 150 mm thick layer of granular material
for protection against erosion.
Slip roads shall be constructed at the locations and for the lengths indicated below:

2. Length of acceleration lane / deceleration lane / taper portion and length across project
road for proper connectivity of crossroad on either side of project highway is not
included in above length and shall be provided as per design.
Grade separated structures shall be provided as per paragraph 2.13 of the manual.
Proposed levels at structure locations as shown in plan and profile specified in Annexure-
III of Schedule-A are only for guidance and any changes in levels shall not constitute any
change of scope. The requisite particulars are given below:

increase in length of structure shall not constitute change of scope, save and except

with the provisions of Article 13.
2. Any structures falling within acceleration / deceleration lane / taper shall be constructed
to the required width. These changes shall not be treated as change of scope.
3. The span mentioned above is in square direction only. The locations, orientation of the

above-mentioned structures is for reference and may vary as per the actual site
condition.
4. The exact location of structures shall be finalized in consultation with the Authority’s
Engineer and any change in location shall not be construed as change in the scope of
work.
Road Over-bridge (ROB) / Road Under-bridge (RUB) shall be provided as per paragraph
7.18 of the manual. The requisite particulars are given below:
The project highway shall be constructed to 2-lane with paved shoulder configuration.

Notes:
(i) TCS schedule as given above shall be treated as an approximate assessment. Actual
length of the TCS schedule shall be prepared by the Contractor based on detailed
investigation and site requirement. Any variation in length of respective TCS specified
in Schedule-B shall not constitute change of scope, save and except any variations
arising out of a change of scope expressly undertaken in accordance with the provisions
of Article 13.
(ii) Lengths mentioned in the above list for cross section types concerned to structures are
inclusive of structure length.
(iii) If the paved carriageway width of structure is more than the carriageway width given in
TCS, then proper tapering of carriageway (as per manual) shall be provided.
(iv) The provision of suitable measures for safe and efficient traffic diversion during
construction works is part of Scope of Works.

1. Type of junction shall be improved as per the manual and MOST type design for
intersection on National Highways, 1992.
2. Any other junction not mentioned above but observed during construction of the

3. The Contractor shall take up ‘Detailed Engineering Study’ to ascertain further
details of all intersections and treatment of the intersections shall be designed in

out of a change of scope expressly undertaken in accordance with the provisions
of Article 13.

5. Pavement Design
5.1 Pavement design shall be carried out in accordance with Section 5 of the manual.
b) The pavement type for entry / exit / tapering with the main carriageway shall be
matched with the pavement type of the main carriageway.
Pavement design shall be carried out as per IRC:58-2015 and relevant IRC codes.
Rigid Pavement:
Notwithstanding anything to the contrary contained in this Agreement or the manual, the
Contractor shall design the pavement for design traffic of minimum 3200 CVPD or as per
the traffic at the time of construction whichever is higher. The pavement shall be designed
for minimum effective subgrade CBR of 8%. The minimum pavement composition to be
adopted for new pavement shall be as detailed below.

Note:
(i) De-bonding interlayer of polythene sheet having a minimum thickness of 150 micron
shall be provided as separation layer between DLC and PQC.
(ii) The Contractor shall match the drainage layer of the proposed road with the existing
drainage layer.
6. Built-up Areas
The details of the stretches where the project highway is passing through the built-up area
are as given below.
7. Roadside Drainage
Drainage system including surface and sub-surface drains for the project highway shall be
provided as per Section 6 of the manual. Unlined / lined drains shall be provided as per
site / design requirements specified in Schedule-D.
RCC Retaining Wall shall be provided to accommodate the highway cross section within
the available ROW and as provided in TCS schedule in Paragraph 2.9 of Schedule-B.

9. Design of Structures
9.1 General
9.1.1 All bridges, culverts and structures shall be designed and constructed in accordance with
Section 7 of the manual and shall conform to the cross-sectional features and other details
specified in this Schedule.
9.1.2 All bridges shall be high-level bridges. All bridges, culverts and structures shall be
designed and constructed for IRC class special vehicle (SV) loading & congestion factor
as per IRC:6-2017.
9.1.3 The following structures shall be designed to carry utility services specified in table below:
9.2 Culverts
9.2.2 The existing culverts at the following locations shall be reconstructed as new culverts to
the roadway width of the project highway as per typical cross section given in the TCS
specified in Paragraph 2.9 and alignment plan.

The existing culverts at the following locations shall be widened to the roadway width of the project highway as per typical cross section given
in the TCS specified in Paragraph 2.9 and alignment plan. Repairs and strengthening of existing structures where required shall be carried
out.
New culverts shall be constructed for width equal to the roadway width of the project highway as per typical cross section given in the TCS
specified in Paragraph 2.9 and alignment plan. The details are given as under:
2. The overall width of the above culverts shall be equal to roadway width, the gap between main carriageway and slip road, in case if there
is any slip road. Any additional barrel length required as per site conditions shall not constitute as change of scope, save and except any
variations arising out of change of scope expressly undertaken in accordance with the provisions of Article 13.

3. Locations and span arrangements of the above culverts are indicative. Exact locations of these culverts shall be decided in consultation
with Authority’s Engineer. Span arrangement, height and length are minimum specified. The actual ventway / span arrangements of
culverts shall be determined on the basis of detailed investigations by the Contractor in accordance with Specifications and Standards.
Any increase in ventway / span arrangements specified in this Schedule-B shall not constitute change of scope, save and except any
variations in the length arising out of a change of scope expressly undertaken in accordance with the provisions of Article 13.

change of scope, save and except any variations arising out of a change of scope expressly undertaken in accordance with the provisions
of Article 13.
5. The span mentioned above is in square direction only. The location and orientation of the above-mentioned structures is for reference
and may vary as per the actual site condition.
6. In case of culverts proposed for widening / repair as per details in Paragraph 9.2.3, the same shall be re-constructed if the design shows
that these are unsafe for design loads. No change of scope shall be considered in such cases.
7. Repair and rehabilitation of all existing culverts proposed to be retained shall include but not limited to general cleaning of culvert and
area around culvert, restoration of slopes and protective works, removal and relaying of existing wearing coat, apron and quadrilateral
pitching to be done for all existing culverts, cracks to be sealed in head walls and return walls and repair and rehabilitation of damaged
concrete if any etc. to the complete satisfaction of Authority’s Engineer. All the repairs and rehabilitation works shall be carried out as per
standards and manuals.
8. Floor protection works shall be as specified in the relevant IRC Codes and Specifications.

5. The exact location of structures shall be finalized in consultation with the Authority’s Engineer and any change in location shall not be
construed as change in the scope of work.
6. Special vehicle loading shall be considered in design of structures.
7. Congestion factor shall be considered as per IRC:6-2017.
8. Minimum 5.5 m vertical clearance shall be provided over cross roads and existing earthen bunds which are crossing below the proposed
structures. The same cross roads shall be developed by the Contractor within available ROW.
9.3.4 The railing of existing bridges shall be replaced by crash barriers at the following locations: Nil
9.3.5 Repair / replacements of railings / parapets of the existing bridges shall be undertaken as follows: Nil
9.3.6 Drainage system for bridge decks: An effective drainage system for bridge decks shall be provided as specified in clause 6.8 and 7.20 of the
manual.

9.4.1 Design, construction and detailing of ROB / RUB shall be as specified in Section 7 of the
Manual.
9.4.2 Details of ROBs / RUBs are given in Paragraph 2.8 of Annex-I of Schedule-B.
The grade separated structures shall be provided as specified in paragraph 2.7 of Annex-
I of Schedule-B.
The existing bridges and structures to be repaired / strengthened, and the nature and
extent of repairs / strengthening required are given below:

(i) Traffic control devices and road safety works shall be provided in accordance with
Section 9 of the manual as well as latest available MoRTH / NHAI guidelines.
(ii) Specification of the Reflective Sheeting shall be in accordance with Section 9 of the
manual as well as latest available MoRTH / NHAI guidelines.
(i) Roadside furniture like kilometer / hectometer stones, railings, traffic impact
attenuators, delineators shall be provided in accordance with the provisions of Section
9 and Section 12 of the manual and as identified by Safety Auditor.
(ii) The locations of the traffic signages shall be determined by the Contractor in
accordance with the manual requirements with approval from Authority’s Engineer.
(iii) RCC boundary stones shall be provided along the entire length of the project highway
on either side as per Schedule-C.

The safety measures shall be provided at hazardous locations as per latest IRC:119 &
IRC:SP:73 as directed by AE / Authority.
The installation of the safety barrier shall meet all codal provisions with appropriate end
terminals.

The side slopes shall be protected by using suitable slope protection measures in
accordance with manual.
Ground Improvement, wherever required, shall be done as per manual and the same shall
not constitute a Change of Scope.
The length of structures and bridges specified hereinabove shall be treated as a minimum
assessment. The proposed span arrangement of above structures may be changed
(keeping overall length same) based on innovative design of structure, latest construction
techniques and aesthetics of structures and the actual lengths of structures and bridges
as required on the basis of detailed investigations shall be determined by the Contractor
in accordance with the Specifications and Standards. Any increase in the length specified
in this Schedule-B shall not constitute a change of scope, save and except any variations
in the length arising out of a change of scope expressly undertaken in accordance with the
provisions of Article 13.

Annexure-I to Schedule-B
Utility Shifting
Note I:
A. The type / spacing / size / specifications of poles / towers / lines / cables to be used in shifting
work are as per the guidelines of Utility Owing Department and it is to be agreed solely between
the Contractor and the Utility Owing Department. No change of scope shall be admissible, or no
cost shall be paid for using different type / spacing / size / specifications in shifted work in
comparison to those in the existing work or for making any overhead crossings to underground as
per requirement of Utility Owing Department and / or construction of project highway. The
Contractor shall carry out joint inspection with Utility Owing Department and get the estimates
from Utility Owning Department. The assistance of the Authority is limited to giving forwarding
letter on the proposal of Contractor to Utility Owing Department whenever asked by the
Contractor. The decision / approval of Utility Owing Department shall be binding on the
Contractor.
B. The supervision charges at the rates / charges applicable of utility owning department shall be
paid directly by the Authority to the Utility Owing Department as and when Contractor furnishes a
demand of Utility Owning Department along with a copy of estimated cost given by latter.
C. The dismantled material / scrap of existing Utility to be shifted / dismantled shall belong to the
Contractor who would be free to dispose-off the dismantled material as deemed fit by them unless
the Contractor is required to deposit the dismantled material to Utility Owing Department as per
the norms and practice and, in that case the amount of credit for dismantled material may be
availed by the Contractor as per the estimate agreed between them.
D. The utilities shall be handed over after shifting work is completed to Utility Owing Department to
their entire satisfaction. The maintenance liability shall rest with the Utility Owing Department after
handing over process is complete as far as utility shifting works are concerned.

PROJECT FACILITIES
1. Project Facilities
The Contractor shall construct the Project Facilities described in this Annex-I to form part
of the Project Highway. The Project facilities shall include:
The Toll Plaza shall be developed at location as given below as stipulated in Manual
of Specifications and Standards for Two Laning with Paved Shoulder (IRC:SP:73-
2018).
The roadside furniture shall be as per the manual and shall include,
i. Traffic signs: Traffic signs include roadside signs, overhead signs and kerb
mounted signs etc. along the entire project highway to be provided as per Manual
of Specifications and Standards as referred in Schedule-D, the location of these
facilities shall be finalized in consultation with Authority’s Engineer / Authority as
per site requirement.
ii. Road marking: Pavement marking shall cover road marking for the entire project
highway as per Manual of Specifications and Standards as referred in Schedule-
D.

vi. Safety barrier: Thrie beam crash barrier and concrete crash barrier shall be
provided as shown in TCS drawings in Schedule-B and as per Manual of
Specifications and Standards as referred in Schedule-D.
The Contractor shall plant trees and shrubs of required numbers and types at the
appropriate locations within the right of way and in the land earmarked for afforestation
as per Schedule-D and as directed by AE / Authority.
The beautification of side slope of project highway to be proposed using tiles, turfing,
etc. as directed by AE / Authority.
The Contractor shall maintain the trees and shrubs in good condition during
maintenance period as per the maintenance schedule.
Kilometer stones and 200 m stones shall be provided as per Manual of Specifications
and Standards as referred in Schedule-D.
iv. Pedestrian Crossing: Pedestrian crossings facilities shall be provided at Bus Bay
locations as specified in the manual.
The Contractor shall provide lighting at locations as per Manual of Specifications and
Standards as referred in Schedule-D at following locations.

iii. Built-up Area

(o) Utilities:
Provision of accommodating utilities shall be made within utility corridor on either side
of project highway.
As per Ministry of Environment and Forests Notification, New Delhi dated 14.01.1997
(as amended on 13.01.1998, 05.01.1999 & 06.11.2000), the construction of Rainwater
Harvesting Structure is mandatory in and around Water Crisis Area, notified by the
Central Ground Water Board.

1 Construction
The Contractor shall comply with the Specifications and Standards set forth in Annex-I of
this Schedule-D for construction of the project highway.
2 Design Standards
The project highway including project facilities shall conform to design requirements set

Annex - I
(Schedule-D)
Two Laning of the project highway shall conform to the “Manual of Specifications and
Standards for Two Laning of Highways with Paved Shoulder” published as IRC:SP:73-2018
with all amendments and additions till date (Referred to as “Manuals” in this Schedule) and
MORTH Specifications for Road and Bridge Works (5th revision). Where the specification for
a work is not given, Good Industry Practice shall be adopted to the satisfaction of the
Authority’s Engineer.
As safety is paramount and to provide latest safety appurtenances the latest codes, manuals,
and circulars of IRC/ NHAI / MoRTH etc. shall be applicable for safety related issues / works.
(i) The term “Concessionaire”, ”Independent Engineer” and “Concession agreement” used in
the manual shall be deemed to be substituted by the terms “Contractor” , “Authority’s
Engineer” and “Agreement” respectively.
(ii) Notwithstanding anything to the contrary contained in the aforesaid Manual, the
Specifications and Standards shall apply to the project highway, and for purposes of this
Agreement, the aforesaid manual shall be deemed to be amended to the extent set forth
below:
