A. LOGICAL FRAMEWORK

Activity 2.1.2. Mentoring and implementing non gender bias in schools and

B. BACKGROUND
School is an educational institution specifically designed to educate students so that
they become qualified and useful individuals for themselves and their environment, including
the nation and state. School provides opportunities for students to develop their potential
skills, knowledge, and attitudes through the teaching and learning process carried out.
Statistics of West Sumba (Sumba Barat) in 2019 (Kabupaten Sumba Barat dalam
Angka 2020, p. 48 dan p. 74-86) show the number of people between 5-19 years old
amounted to approximately 45,081 people with the number of men: 23,083 people and
women: 21. 998 people. Of this total, 39,955 are students who go to the formal education at
kindergarten to SLTA level. At the elementary/MI level there are approximately 20,157
students, while the remaining 19,798 are at the level of kindergarten/RA, Junior high school
(SMP)/MTs and Senior high school (SMA)/SMK/MA.
Ever since Save the Children implemented its program in 2013, there have been a
range of issues that risks the future of Sumba children, one of the particularly noticeable issue
is the issue of gender equality as women have less access to education and health services,
and fewer opportunities to participate in institutional and decision-making. In addition,
according to data from the West Sumba Women's Empowerment and Child Protection Office
(Dinas Pemberdayaan perempuan dan Perlindungan Anak Sumba Barat) in 2020, it was
recorded that in 2019 there were 28 cases of violence against women and 32 cases of violence
against children. Only a few of these cases have been reported. This is because (a) society
considers violence to be a natural thing in everyday life, not to be reported; (b) they are afraid
and ashamed to report it; (c) they do not understand the reporting mechanisms; and (d) they
have limited knowledge of violence and gender-based violence.
Responding to the above issues, since 2020, Save the Children in collaboration with
the West Sumba Regional Government began implementing the “Setara Sejak Dini” Gender
program by intervening in 20 villages and 20 elementary schools in West Sumba. This
Gender Program aims to strengthen the capacity of parents in families to apply gender non-
biased values in their homes and environments, strengthen child protection systems in schools
and communities and raise awareness of core community groups towards the practice of
gender equality.
Some of the activities that have been carried out by Save the Children include
increasing gender awareness to parents, teachers, villages and local governments, as well as
child care groups through gender training, parenting group mentoring, child group mentoring,
provision of gender-themed storybooks, and case transfer programs for single mothers who
are the heads of families who are severely affected during this covid-19 period.
In this regard, Save the Children will carry out integrated monitoring together with
PDAK, especially related to Gender-Based Violence in schools and Non Gender Bias in
schools and communities. The hope is that through this integrated monitoring activity, every
school and community is able to provide a community cultural environment that is responsive
to the specific needs of boys and girls in a balanced manner and is able to reduce the number
of gender-based violence in children.

A coordination meeting was held with the PDAK party in this case the Education Office, P3A
Office, Social Service, DP2KB, PPA Unit, Health Office, and other relevant agencies to
discuss the schedule for implementing a series of school and community reviews related to
the implementation of non-gender bias in schools and in communities.

For non-gender biased mentoring in schools, supervisors will conduct Focus Group
Discussions with teachers and school principals who have received gender training. To ensure
that the information obtained from the discussion is valid, a focus group discussion will also
be conducted with representatives of 6-10 students.
The number of teachers involved in the focus group discussions ranged from 6-10 people,
adjusted for the number of teachers involved in the training in each school.
As for non-gender biased mentoring in the community, the team will conduct document
reviews and focus group discussions with village stakeholders, such as village government
representatives, Child Care Groups, True Father Volunteers, and Gender Interpreters. The
number of FGD participants ranged from 6-10 people.
The various monitoring findings will be discussed together by the supervisor together with the
target participants of monitoring internally to discuss various good practices that have been
carried out, challenges, and identify various alternative solutions for problem solving and
formulate a follow-up plan before the second monitoring is carried out both at school and in
the community.
 Discussion of monitoring results
The results of joint monitoring in schools and in the community will be discussed at a
meeting to discuss the results of integrated monitoring which will be carried out after the joint
monitoring is implemented. At this meeting the team will discuss the results of observations
and interviews that have been conducted in each school and village. The discussion is not
only limited to the results of monitoring, but will also discuss follow-up plans on the findings
of supervision from each sector so that the mechanism for handling cases of gender-based
violence in children in schools and communities can run well.

Coordination is carried out with the Education Office, in this case with supervisors who have
received gender training, to discuss the schedule for monitoring implementation in schools
related to the implementation of prevention, risk reduction, and prevention of violence against
children in schools carried out by the PAS team.

Some of the methods that will be used in this monitoring are interviews, observations, and
reviewing documents related to the reporting flow mechanism formed in schools.
 Discussion of monitoring results
The results of the joint monitoring in schools will be discussed at a meeting to discuss the
results of the integrated monitoring that will be carried out after the joint monitoring is
implemented. At this meeting the team will discuss the results of observations and interviews
that have been conducted in each school. The discussion is not only limited to the results of
monitoring, but will also discuss follow-up plans on the findings of supervision from each
sector so that the mechanism for handling cases of gender-based violence in children in
schools and communities can run well.
