B.2 Rationale:
According to the Bangko Sentral ng Pilipinas' 2019 Financial Inclusion (FI) survey,
only 55% of Filipino adults understand how and why inflation directly affects the prices of
goods and services, while only 33% knew the correct interest rate answers.
Moreover, it is concerning that public schools in the Philippines have been plagued
by borrowings for decades. The most notable example occurred in 2016, when over 26,000
teachers were unable to access their retirement benefits due to unpaid loans.
Why are teachers in so much debt? Are their salary delays the main reason? Many
teachers complain that their pay is inadequate. They must also pay for classroom supplies
and equipment such as a laptop, paper, and chalk. Is their take-home pay truly insufficient,
forcing them to borrow? Also, do we blame the private and lending institutions for having
easy access to a system that pays them conveniently through payroll deductions?
Whatever the reasons, loans have remained a popular option among teachers. But it
must come to a halt and be addressed as soon as possible. How can we change teachers'
attitudes and behaviors toward borrowing money? Can they be a reliable and powerful
source of financial information because they are mandated to teach financial literacy? Can
they really teach this to their students when they themselves struggle to manage their
personal finances?
Many factors could be driving public school teachers to borrow. For the time being,
we could teach them financial literacy. "This is the essence of financial literacy. It is about

Thus, this financial literacy in-service training is being conceptualized to enhance the
financial literacy and financial capability of Guadalupe NHS teachers, and personnel to
make sound financial decisions that lead to financial health and financial inclusion.
Teachers in the Financial Literacy and Training Course will participate in a variety of
workshops covering topics such as budgeting, saving, investing, retirement, and much
more. Furthermore, teachers will be taught the skills required to effectively communicate
and present course material to others.

This course supports the DepEd’s goal on continuous upskilling and reskilling of
teachers and school leaders that would result in better learning outcomes under the domain
1 which recognizes the importance of teachers’ mastery of content knowledge and its
interconnectedness within and across curriculum areas, coupled with a sound and critical
understanding of the application of theories and principles of teaching and learning.
B.6 Target Participant Profile (Career Stage, Grade Level, Learning Area, PQF Level, Sex)
The participants of this course will be the 24 proficient Junior and Senior high
school teachers of Guadalupe NHS.
B.7 Number of Hours (face to face instruction and/or online learning, and classroom application (if
applicable)
This course will be conducted via Learning Action Cell (LAC) Sessions.
Face to Face instruction as delivery flat form is the most convenient mode for the
participants.
The schedule for this course to be conduct will be on February 8 – 10, 2023.
C. 1 Objective/s or Outcome/s
General Objectives:
At the end of this course, the teachers will be able to:
• Explain the concepts of finance, money scripts, goal setting, budgeting.
• Value the importance of saving, investing and debt management.
• Understand the principles of Entrepreneurship, planning for retirement and
home ownership.
Specific Objectives:
• Prepare and deliver Lessons/presentations on the subject matter.
• Draft budget and management plan

Assessment Plan
The end purpose of this course is to help teachers become more motivated, self-
directed, and evaluative in their financial decisions. They may be performance-based and
related to the individuals' personal financial difficulties and activities.
Per Total Cost of Activity, the estimated cost of activity per participant is
Php 270.00 . No registration fee shall be collected from the participant.
The fund will source-out from the PTA and School IGP Fund.
Participants will be required to present their budget plan and Debt Management
Plan as their output.
