AVIATION HISTORY

OF THE

PHILIPPINES
To spearhead policymaking for the
passenger airline industry, the Philippine
Government passed the Civil Aeronautics
Act (Republic Act 776) in 1952. It gave the
Civil Aeronautics Board (CAB) and the Air
Transportation Office (ATO)- now known as
CAAP the authority to promote adequate,
economical, and efficient passenger airline
service

and those of other carriers at reasonable
charges and promote healthy competition
between passenger airlines and other
carriers necessary in order to ensure the
development of the Philippine air
transportation system.

Furthermore, the Civil Aviation
Authority of the Philippines, formerly
Air Transportation Office,
abbreviated as CAAP, is an agency
of the Philippine government under the
Department of Transportation
Free Template from www.brainybetty.com 2/9/2021 8
It is the national aviation authority of the
Philippines, responsible for implementing policies
on civil aviation to assure safe, economic and
efficient air travel. The agency also investigates
aviation accidents via its Aircraft Accident
Investigation and Inquiry Board. The agency's
main office is in Pasay City.

CAB administers the economic regulation of
the industry while ATO (CAAP) supervises the
technical aspect. The government liberalized
the airline industry in 1995 under Executive
Order (EO) 219.

UNDER A GOVERNMENT AUTHORIZED MONOPOLY
•IN1995,THE PHILIPPINE GOVERNMENT LIBERALIZED THE
COUNTRY'S DOMESTIC AIRLINE INDUSTRY IN 1995 UNDER
EXECUTIVE ORDER (EO) 219, REDUCING REGULATIONS ON
TARIFFS AND FARES, AS WELL AS REGULATIONS ON THE
ENTRY INTO AND EXIT FROM THE AIRLINE INDUSTRY. THE
PAL WAS PARTNERED BY GRAND AIR (NATIONAL
OPERATOR) & SEA AIR (REGIONAL OPERATOR)

With the entry of South East Asian Airlines (SEAir) in
the scheduled airline sector in 2003, three airlines
now compete in major
markets (PAL, Cebu Pacific, and Air
Philippines) while two airlines serve
short-distance routes (Asian Spirit and
SEAir), giving passengers at least two
choices in some markets, offering them a range of
fares, departure frequency, and service quality.

•AIR CHARTER MEANS FLYING NON-STOP AND ARRIVE MUCH

NEARER TO THE FINAL DESTINATION THAN WITH AN AIRLINE.
THE PHILIPPINES HAVE OVER A HUNDRED COMMUNITY
AIRPORTS AND AIRSTRIPS, WHERE ONLY A SMALL CHARTERED
PLANE CAN LAND. ON A SIGHTSEEING TOUR YOU MAY
DISCOVER THE BREATHTAKING BEAUTY OF OUR 7,107
ISLANDS FROM THE AIR!
• HAVE 360 DEGREES VIEW OF THE TROPICAL PARADISE BELOW AND FLY
TO THE BEACH OF YOUR DREAMS. RENTING AN AIRCRAFT IS NOT SO
EXPENSIVE IN THE PHILIPPINES. YOU CUT THE LAYOVER EXPENSES AND
WIN AT LEAST ONE FULL DAY AT YOUR DESTINATION. ITS REALLY A
FUNNY WAY TO TRAVEL AND TO DISCOVER.
• IMPORTANT: FOR SAFETY REASONS, WE STRONGLY RECOMMEND TO
FLY ONLY WITH COMPANIES THAT HAVE A VALID AIR OPERATOR'S
CERTIFICATE (AOC). THESE COMPANIES ARE MARKED IN THIS PAGE BY THE
"CERTIFIED" STAMP. THE OTHER COMPANIES MAY ALSO BE SAFE BUT
HAVE NOT YET SENT A COPY OF THEIR AOC. INVITATIONS TO SUBMIT
THEIR AOC ARE PENDING.

IMPORTANT REMARKS:
• THERE ARE SOME MORE AIR CHARTER COMPANIES IN THE PHILIPPINES. WE DO NOT LIST THEM FOR TWO
REASONS.
• REASON 1:
THE STATUS OF THE COMPANY IS NOT CLEAR. WE DO NOT KNOW WHETHER THEY ARE STILL
OPERATIONAL OR NOT.
• REASON 2:
SOME COMPANIES ARE SIMPLY NOT SAFE. IF A COMPANY COUNTS 2 MAJOR ACCIDENTS WITH 6
FATALITIES IN ONE YEAR, WE CANNOT RECOMMEND THEM ANYMORE.
•
• ALL AIR CHARTER COMPANIES LISTED ON THIS PAGE HAD NO ACCIDENTS IN THE PAST. THEIR PILOTS DO
HAVE THE NEEDED LICENSES, ARE FULLY CERTIFIED AND DO HAVE ENOUGH HOURS IN THE AIR. FOR
COMPANY AOC PLEASE READ BELOW THEIR AIRCRAFT ARE WELL MAINTAINED. SOME OF THE PLANES
MIGHT BE ANTIQUE, BUT IF THEY ARE MAINTAINED WITH KNOWLEDGE, EXPERIENCE AND LOVE, THEY STILL
HAVE FULL AIRWORTHINESS.
An air operator's certificate (AOC) is the approval granted from a national aviation authority (NAA) to
an aircraft operator to allow it to use aircraft for commercial purposes. This requires the operator to
have personnel, assets and a system in place to ensure the safety of its employees and the general
public. The certificate lists the aircraft types and registrations to be used, for what purpose and in
what area.

The requirements for obtaining an AOC vary from country to country, but are generally defined as:
•Sufficient personnel with the required experience for the type of operations requested,
•Airworthy aircraft, suitable for the type of operations requested,
•Acceptable systems for the training of crew and the operation of the aircraft (Operations Manual)
•A quality system to ensure that all applicable regulations are followed,
•The appointment of key accountable staff, who are responsible for specific safety critical functions
such as training, maintenance and operations,
•Carriers Liability Insurance (for Airlines) - Operators are to have sufficient insurance to cover the
injury or death of any passenger carried.
•Proof that the operator has sufficient finances to fund the operation
•The operator has sufficient ground infrastructure, or arrangements for the supply of sufficient
infrastructure, to support its operations into the ports requested.
•The certificate is held by a legal person who resides in the country or region of application

EVOLUTION OR STAGES OF
WATER TRANSPORTATION
O Stage 1 – simple rafts, dug-outs and
canoes
O Stage 2 – boats with oars
O Stage 3 - Sailing ships
O Stage 4 - Paddlewheelers/
steamboats
O Latest – METAL SHIPS POWERED BY

BENEFITS OF WATER
TRANSPORTATION
O A solution for traffic congestion
O Can carry large amount of
cargoes and people
O Less pollution/ environmental
problems
O Less energy consumption
What is the importance of
transportation?
Transportation is important
because it facilities trade,
exchange and travel. Without
effective transportation, regions
are largely isolated from each
other. Effective, affordable
transportation also plays a role in
letting people move to new areas.
The Importance of Water
Transportation
1. It plays a vital role in
stabilizing the economy of any
country and boost trade
standard.
The Importance of Water
Transportation
2. Better and improved water
transportation is one of the key
factor to prosper and increase
the GDP of any country as it is a
major way of trading and
supplying goods from country
to country.
The Importance of Water
Transportation
3. Can you imagine how
difficult it would be to carry
hundreds and thousands of
tons if there is no water
transport to carry it? You
can’t.
The Importance of Water
Transportation
4. You can use other means
of travelling if there is no
water transport in a country
but you can’t find an
alternative to the trades and
supplies being with the
water transport.
The Importance of Water
Transportation
5. Water transport is one of the
pillar stone of the economy and
trading for any country and if
you remove it, the country’s
economy will face huge loss and
it may not be able to survive for
a while after that.
Water transport was
historically the fastest mode to
get around. The world’s most
successful cities were all
founded on navigable bodies
of water
Today, it’s still relevant because
barge transport along rivers is more
efficient (specially for bulk good
like grain or coal) than other freight
modes such as trains of trucks.
Maritime transport moves the vast
majority of intercontinental trade,
and it would be impractical (and
extremely inefficient) to switch the
traffic to aircraft.
