Introduction

Barangay Butong is part of the eighteen (18) urbanized barangays in the City of Cabuyao,
Laguna. It is situated in the northern portion of the city. Despite being urbanized, vehicles will pass
several rice fields and path of trees as they enter the barangay and arrive to their destinated subdivision.
The Barangay presents the image of simple and harmonious life which is reflected to its institution’s
slogan, “Nagkakaisang Komunidad Tungo sa Mapayapa, Maunlad, at Matiwasay na Barangay” (A United
Community Working Towards to a Peaceful, Prosperous, and Tranquil Barangay).

Social Issues
Due to circumstances, the data for this part was not acquired. The only reviews that can be
gained were positive reviews from the Barangay’s official Facebook page and, in addition, an interview
with a barangay official did not come through due to the current pandemic.

Statement of the Problem


Online data gathering and observation was performed to be able to identify the problems of the
current Barangay Hall. The most noticeable problem would be the lack of open space. The Barangay
Officials performs their flag ceremony outside of the building, on the road, which was seen in a
photograph. Another problem would be ventilation. From the exterior, there are only few windows that
can be seen considering the scale of the building which indicates small amount of natural lighting and air
flow. Also, for a considerably small lot for a Barangay Hall, a waste of space can be identified as a
problem. This is because the building’s balcony can only be seen used for the flag ceremony, as it is
where their flagpole is located, and nothing more showed up.

Rationale
The problems cited, as observed, affects the people who use the building. It includes the
Barangay Officials and its visitors. A proposed proper design is needed to be able to have a solution or
an alternative for these problems.

Objectives
General Objective
To design a Barangay Hall that provides a zero to least hindrance in tasks performed by the
Officials and an easy visit for the public.

Specific Objectives
To provide a proper open space in the design of the Barangay Hall.
To design a space with many sources of natural ventilation.

To provide appropriate spaces and working stations for the people who use the Barangay Hall.

To reflect the characteristics of the Barangay for the concept and utilize its strengths for the
design.

Concept Translation
The location of the Barangay Hall can be found in between of private and public roads of the
Barangay which makes it accessible for everyone who lives in the area. An abundant number of trees
and plants can also be seen surrounding the location of the Barangay Hall. Moreover, anyone who will
go to the Barangay Hall will encounter several rice fields in the way. From these, it will reflect the design
of the building which will incorporate the sense of openness, peacefulness, and security.

Scope and Delimitation


The scope of the study focuses on the construction of a design for the Butong Barangay Hall in
the City of Cabuyao. The space to be used will only come from the lot area of the current Barangay Hall.
The Philippines’ National Building Code, Fire Code, and Green Building code will be applied in
consideration of the design. Also, the location’s surroundings will be considered.

Analysis
The Barangay Hall is situated where it can be easily accessed by people who live in the Barangay.
However, it is located along a narrow road which do not have a lot of space for people and vehicles to
circulate considering that the street’s sidewalks are same-leveled with the main road. Also, the Barangay
performs their flag ceremony outside which congests the road and might be a bother for the vehicles
and people passing the Barangay Hall. Incorporating a proper setback or open space for the building will
decongest the road and would separate the building to the public roads in able to lessen distractions
and accidents.

Location of the Barangay is situated approximately 14.2869, 121.1363, in the island of Luzon.
Elevation from these coordinates is estimated to be 3.3 meters above sea level.
Analysis
The Barangay’s location is mostly composed of fairly flat surfaces and rice fields which makes
the leveling of a building easier to do. On the other hand, bodies of water like Cabuyao River and Laguna
de Bay is located near the Barangay which can make the area flood prone. A proper drainage system and
elevating the Barangay Hall will help avoid and be able to be resilient from the issue.

Geologic Survey
Based on the Hydrological Atlas of Laguna de Bay (2012), four soil types can be indicated in the
City of Cabuyao. For Barangay Butong, among those are Loam Type, which covers the soils of the plains
in the urban barangays and agricultural areas of the city, and Clay Type which are suitable for paddy rice,
tree crops, and diversified crops.

Guadalupe Series - Level to nearly level, very poorly drained on flat areas, a major lowland soil
for rice; cracks when dry and shrinks when wet.

Ground Rupture
The nearest active fault trace to Barangay Butong is the Valley Fault System (West Valley Fault)
which is 10.3 kilometers away.

Analysis
Soil types found in the Barangay makes it great for agriculture throughout the area as rice fields,
different plants, and trees are found as evidence of it. This can be incorporated into the design to blend
in the surroundings and help in maintaining agriculture alive in the area.

On the other hand, the area is highly susceptible to Earthquakes as shown in the map. Structural
aspects of the Barangay Hall should be prioritized to be able to withstand it. Steel-Reinforced Concrete is
one way to improve the structure.

Analysis
The area has a low susceptibility to flood as indicated in the map. As it is also near bodies of
water like Cabuyao River and Laguna de Bay, again, elevating the building and a proper drainage system
is required to maintain resiliency from floods.

Analysis
As observed, it is fairly hot and humid throughout a year in the Barangay. To combat the hot
weather, ventilation of the building was one of the things the design focused on. Precipitation also likely
happen due to the hot, sunny weather. This will help in the growth of plants of the site. The sun’s path
was considered in the placement of the green areas of the site. As the sun sets at the back of the
building, it makes it an ideal place to grow plants that are sensitive to direct sunlight.

Flora
Series of common household potted plants, like nardo and palm plant, can be found outside
and, specially, inside of various subdivisions in front of the house. Also, trees are very common in the
area which provide shade on roads whenever it is sunny; an example would be a Mango and Santol tree
which are the most commonly seen. Also, a variety of vegetable plants, like ampalaya, okra, sitaw,
kalabasa, eggplant, malunggay, etc., and fruits, like tomato and calamansi, can be found within the
Barangay.

Fauna
Common livestock that the Barangay has are chickens and pigs. A lot of pets and stray dogs and
cats can be seen especially inside subdivisions. Moreover, a few goats and a lot of frogs can be seen
roaming around grass fields. The barangay also has insects and pests such as mosquitos, bees,
butterflies, flies, termites, cockroaches, and rats.

Analysis
Planting spaces for the site was considered for the design as to reflect the Barangay’s image of
greenery. Moreover, this can also help in pest control. Planting of citronella plant will help reduce
mosquitos. However, spaces for planting should be limited as plants are homes for insects, pests, and
termites in wood. That is why not using of wood as a material for the construction for the building was
considered. The only materials that would be used are concrete, metal for roofing, steel, and fiberglass
for doors.

Water
No specific data gathered but, based on observation, several water tanks for water supply can
be located as the Barangay is composed of many subdivisions.

Solid Waste
Solid waste disposal of the City of Cabuyao is done at the sanitary landfill operated by the City of
Calamba. In Calamba City, 81% of the wastes of the total population are collected and disposed daily in
San Pedro, Laguna.
Analysis
The given utilities should be utilized in the construction of the Barangay Hall.
Transportation
As Barangay Butong is almost composed of subdivisions, private vehicles are very common types
of transportation. Tricycles are the only used public vehicles by the commuters to get inside and outside
of the area of the barangay. From the Barangay Hall, below are the nearest facilities that are accessible
to the public. Distance and travel time via vehicle and walking, and the kind/s of transportation are
provided.

Analysis
The Barangay have an access to public infrastructures that can provide the people’s necessities.
For the Barangay Hall, several public buildings can be found near it which makes it a good location.
Specially for transportation, a tricycle terminal is found next to it which is good for the commuters and
visitors of the Barangay who happens to be in the area.

Population
The Barangay’s population, as determined by the 2015 Census, was 13,442. This represented
4.35% of the total population of Cabuyao. The population of Butong grew from 2,358 in 1990 to 13,442
in 2015, an increase of 11,084 people. The latest census figures in 2015 denote a positive growth rate of
1.61%, or an increase of 1,082 people, from the previous population of 12,360 in 2010.

Using Growth Rate and Future Growth Rate Formulas, these are the data gathered:
Computed population for 2020 is 14660 with 1.81% growth rate. While, projected population for
2025 would be 16037 with 1.87% growth rate.

Analysis
From age groups, it can be seen in the chart that the Barangay is compromised mainly by 15 to
64 which consists of teenagers, young adults, and working adults. It is followed by year 14 and under
which makes a Daycare center for the Barangay a necessity.
History and Culture
Barangay Butong was incorporated as settlement in the year 1571 and was established as a
barangay in the year 1997. The Barangay’s feast day is celebrated every 19 th of March. They have a
slogan of “Nagkakaisang Komunidad Tungo sa Mapayapa, Maunlad, at Matiwasay na Barangay” which
suggests an aim to have a peaceful, prosperous, and tranquil Barangay.

Dreams and Ambitions of the People


Due to circumstances, interview with a Barangay Official was not acquired. Inferred from the
data gathered online, to always have a better service for the people may be the main goal. From reviews
of the Barangay Official Facebook Page, people want to continue to have a clean Barangay and have a
great regard for Agriculture; also, to function harmoniously as a community.

SWOT Analysis
Strengths
- The location of the Barangay Hall is accessible for the people living in the area or Barangay.
- It is surrounded by several plants and trees that provide fresh air and shade during sunny days.
- There is already an existing parking space provided for the Barangay Hall.

Weaknesses
- It is mainly hot and sunny days throughout the year.
- Presence of insects and pests such as mosquitos, termites, cockroaches, and rats in the area.

Opportunities
- The types of soil present provide the Barangay a vast collection of different types of Agriculture.
- Public buildings can be found near the location of the Barangay Hall.
- There is a Tricycle Terminal right next to the Barangay Hall which is the main public
transportation of the Barangay making it easy for commuters to travel.

Threats
- Located along a one-meter sidewalk and five-meter main road that is taken by tricycles and
private vehicles which makes it prone to accidents specially for children.
- The location is prone to floods.
- The location is prone to earthquakes.
Solutions for Weaknesses
- Sunny days will be used as a variable to provide natural lighting inside the building. For hot days,
central air-conditioning per floors will be provided.
- To control insects, spaces for planting will be limited and plants like citronella can be planted to
combat mosquitos. Ideally, no wood materials will be used in the construction of the building to
avoid termites. Fiberglass doors will be used to avoid wood.

Solutions for Threats


- To avoid making people walk outside or take a step on a ramp to pass the street since the
sidewalk is leveled with the road, the lot will not be elevated.
- Instead of the lot, the main building will be the one elevated to combat flood.
- Structure of the building should be prioritized as it is prone to earthquakes. Steel-Reinforced
Concrete will be applied to increase the material’s ductility (Harris, 2011).

Proof of Proponent’s Motivation


An attempt for a personal interview with a Barangay Official did not succeed due circumstances.
However, searching online and looking through the Barangay’s Official Facebook Page helped in
completing the design of the Barangay Hall. Also, asking for required rooms and spaces to people who
have successfully interviewed a Barangay Official was also performed. People’s reviews towards the
Barangay and photographs of the interior of the existing Barangay Hall was also considered in designing
the spaces.

Proof of User’s Acceptance


There is no certain data for user’s acceptance regarding the proposed design of the building.
However, the plan for the design of the building was made in accordance to the Barangay’s need of
spaces. A proper open space was made priority for the design as it was earlier seen that Barangay
Officials hold their flag ceremony on the road which is dangerous and bothersome.
Proof of Sustainability
The design will use sustainable materials such as concrete, metal, and fiberglass in regards to
the construction of the building. Also, steel-reinforced concrete will be applied for the structure to
provide security of the building.

Proof of Ecological Neutrality


The location of the Barangay Hall is surrounded by a vast majority of plants and trees. In the
proposed design, planting spaces was considered and provided within the lot. By providing plant spaces,
this will reflect the image of the area and will blend into its surroundings to not look out of place.

Engineering Design Concept
The location of the Barangay is highly susceptible to Earthquakes. Therefore, the use of Steel
Reinforced Concrete for columns, footings, and beams is recommended. It is a method that can improve
the building’s structure. This is because concrete has low ductility and the reinforcement of steel into it
will improve its ductility (Harris, 2011). This will allow the building to bend and stay intact when Steel-
Reinforced Concrete is applied to columns, footings, and beams.
