Terms of Reference
1. The Contractor must be
PhilGEPS Registered
2. The Contractor shall conduct
site survey, review the Design,
Cost Estimate, Technical
Specifications and Scope of
Work prior submission of
quotation.
3. The Contractor shall strictly
follow the drawings,
specification and BOQs of the
contract documents
4. The Contractor shall process
and secure all the necessary
permits as required by
authorities for the preparation,
execution and upon completion
of the contract.
5. The Contractor shall assign a
Full-time Project Engineer to
oversee the construction
activities
6. The Contractor shall submit
Weekly Accomplishment Report
7. Construction Works
The Contactor shall perform the
following activities during

a. Mobilization/Demolition
Mobilization shall include the
obtaining and transporting to
jobsite of equipment, materials,
tools, personnel and all
necessary items for the
execution and completion of the

b. Temporary Facilities
The Contractor shall provide
sub-meters for water and power
supplies
c. Demobilization
Shall include dismantling and
removal from the site of the
Contractor’s materials and
equipment and all temporary
facilities. It also include a clean-
up of the site after completion of
the contract as well as
transportation from the site of
the Contractor’s personnel
d. Site Clearing and Proper
Waste Disposal
Clearing operations include the
removal of demolished materials
and objectionable matter,
protection of existing
structures/facilities left
functional and clearing to allow
for new construction protection
necessary to prevent damage to
existing structures and facilities.
Likewise, disposal of materials,
trash and debris in a safe and
acceptable manner in
accordance with applicable laws
and ordinances.
8. The Contractor shall provide
adequate signage and safety
precautions in the entire
proximity of the Project site.
9. The Contractor shall strictly
observe the sanitation, safety
and security rules and
regulations of the PLM in the
execution of this project.
10. Any damage to the system,
facilities and equipment of the
PLM due to negligence, theft or
pilferage, directly or indirectly
caused by the Contractor
personnel shall be immediately
repaired, restored or replaced by
the Contractor for its account.
Any repair, restoration made by
PLM for the same purpose shall
be deducted from any payable
account of the Contractor.
11. The Contractor shall be
responsible for all injury to
persons or damage to PLM and
other property caused by the
execution of the works and shall
be liable for any claims against
PLM on account of such injury

and/or damage.
12. The Contractor shall turn-
