Background/IRC Summary:

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria -
more than half of the country's population - are in need of humanitarian assistance with needs increasingly being exacerbated by economic
decline. Of these, 6.8 million are refugees and asylum-seekers who have �ed the country. This is no short-term humanitarian episode. The
devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities,
livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria
Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the �elds of
health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food
distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging
settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security,
funding and coordination.

Job Overview/Summary:

The Health Manager will be responsible for the quality and control of the IRC health implementation in North West Syria. S/he will oversee all
aspects of coordination, monitoring and capacity building for direct and partner led activities in Idleb and Aleppo Governorates. S/he will
ensure that collaboration and integration between health activities. Under supervision and technical support of the Senior Health Manager.
The Health Manager will ensure harmonization of health programming across Syria within partner and direct implemented activities.

Responsibilities:

Technical Program Management:

1. Review the IRC’s partner and direct led program implementation ensuring technical aspects are followed based on the WHO
guidelines, IRC, and Sphere standards.

2. Build stronger relationships with partner organizations to facilitate strong collaboration and provide capacity building based
on the assessment.
3. Follow up with the �eld and partners’ team to ensure health guidance are appropriately implemented and monitored.
4. Collaborate with the Health O�cers, the Community Health O�cer, the Pharmacy Manager, and the Senior MHPSS O�cer to
ensure one IRC approach is followed for the health implementation.
5. Work in close collaboration with �eld management teams and other sector departments to ensure proper coordination and
implementation of integrated approaches; attend regular site-speci�c �eld coordination meetings; provide regular reports as
it relates to health activities.
�. Conduct and oversee needs assessment for health activities to plan and add health activities in the �eld.
7. Develop and maintain working relationships with other health actors in shared implementation areas for effective
coordination; assist and represent IRC in any relevant health coordination meetings.
�. Liaise with partners and key staff to ensure effective planning and implementation of the health activities.
9. Identify, strengthen and promote partnerships, dialogue and exchanges.
10. Train and provide capacity building for partners’ staff, partners’ �eld staff, health facilities’ staff, and health direct staff
based on the completed assessment for each health activity, measure and monitor the improvement throughout the
implementation.

1. Ensure proper and quality implementation of current health projects.


2. Write and submit quality monthly reports with inputs from the �eld-based health teams.

3. Inform design processes that ensure new or adapted programming for the health program focuses on maximizing
e�ciencies, impact and integrated approaches.

Program Quality Assurance:

1. Oversee quality of care provided in health clinics while developing and implementing quality assurance and routine
monitoring activities in support with the direct report.

2. Manage health assessments and periodic surveys to identify health gaps in the affected communities and make proposals
according with �ndings.
3. Actively participate with other health actors and organizations representatives inside Syria.

Staff Performance Management, Learning & Development

1. Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
2. Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual
performance objectives, providing regular and timely positive and constructive performance feedback, and providing
documented semi-annual performance reviews.

3. Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and
guidance to enable staff to successfully perform in their positions.
4. Approve and manage time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly,
accurate timesheet submission and carry out probationary reviews.
5. As required, identify staff performance issues and work with Human Resources to document and address these in
accordance with the National Staff Employment Policies.
�. Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions
in response to identi�ed staff care needs of both national and international staff.

7. Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and
nationalization goals, identify, train and develop capability and capacity of national staff to successfully transition role and
responsibilities, by the end of assignment.

Required Experience/quali�cation/Skills:

1. Medical Doctor with minimum of 4 years of professional experience in health program management, including health in
con�ict and/or emergencies—INGO experience is an asset.
2. Understanding of Syrian context and health care system.

�. Highly collaborative and resourceful; ability to establish positive working relationships with senior level management and all
other partners to maximize cooperation and productivity.
7. Curiosity, a desire to continually learn and develop and a sense of humor is a must.
�. Analytical ability in creating effective solutions to complex matters while adhering to labor laws and internal policies.

Language/Travel:

1. Fluency in Arabic is required; reasonable command of English is preferable.

2. Travel: Up to 50% to �eld sites in Idleb and Aleppo Governorates as well as attending regional and global workshops and
meetings when needed.
