CRIMINAL JUSTICE EDUCATION

The Criminal Justice Education faculty and students have attended the 2 nd annual
Conference of Criminology and Political Science students of the Philippines at the AFP theatre
Camp Aguinaldo, Quezon City last September 20, 2009 with the theme “Ethical Investigative
Procedure and Administration Criminal Justice” it was sponsored by the COMGUILD.

The conference was participated in by the different colleges and Universities of the
Philippines. The registration have started at exactly 6:00 to 8:00 in the morning. At 8:00 am the
program have started by an invocation and then the singing of National Anthem that was
conducted by Officer Bo (Robocop) and PNP Bulilit. It was followed by welcome remarks that
was given by Ms. Jennifer Cruz, COMGUILD President & CEO. The recap of COMGUILD
conference was delivered by Ma. Cristina Zhandra Norte, Conference Chairman. Afterwards,
Mr. Raffy Tima & Ms. Bernadette Reyes of GMA 7, the host of morning session/conference had
acknowledged the presence of the different participating schools,

At exactly 8:55 in the morning Professor Marilou Perez of Cagayan State University
introduce the first lecturer. At 9:05 P/Supt Ruby Grace Sabino Diangson, Chief, Medico Legal of
PNP Crime Laboratory delivered her topic “ Forensic Awareness”. In her topic she discussed the
importance of forensic medicine in solving the different cases though DNA, Dactyloscopy,
Ballistics, Anthropology, Odontology, Polygraphy, Questioned Document, Chemistry and other
related science. She emphasized that the main objective of investigation is to know the truth
through ethical investigative procedure, she also shared her personal experiences on
conducting post mortem examinations with several illustrations of the cases she handled like
the cases of Julia Campbel, Ruby Rose Barrameda and other important personalities in the
country. After the lecture different questions was answered by the speaker.

At 10:05 in the morning after a short break Professor Janenovelle Cuenca of Divine
Word College of Calapan introduced the second speaker, in the name of Mr. Jiggy D. Manicad
GMA 7 Correspondent. The speaker discussed the “Role of Media in Crime Investigation and he
also shared his personal experience in conducting rescue operation of kidnapped victims.

Around 11:05 in the morning when Hon. Ernesto L Pineda DOJ Undersecretary was
introduced by professor Swaggert Tacio of saint Louis University – Baguio City “A phase of
Criminal Justice System in the Philippines was the topic discussed by the speaker. In his lecture
he mentioned the 5 pillars of Criminal Justice System its functions and obligations, he also
suggest that the Philippines should have the Jury system like what is in US, UK, Canada and
Australia in order to have a speedy administration of justice, different issues and concerns was
also answered by the speaker during the open forum.

The afternoon program was started at 1:15 in the afternoon with an intermission
number given by Ms. Faith Cuneta, Afterwards new host Joey Villarama & Cecille Lardizabal of
ABS-CBN formally opened the program. Atty. Joseph Capistrano, Ombudsman Assistant Special
Prosecutor II, delivered his topic “Criminal Investigation” he stress on the good characteristics
of an investigator that should be developed while the students is still on school.

Around 2:40 in the afternoon when Mr. Gus G. Abelgas ABS-CBN SOCO host delivered his topic
ethical standard of a News reporter, as he discuss he also shared his personal experience in
handling sensational cases after the lecture it was followed by question and answer. The
awarding of plaque of appreciation to the lecturer was done by Dean, Clariber Gaspar Cagayan
State University & Dean, Junar I. Nachor, University of Saint Anthony.

Right after the short break Atty. Angelito D. Magno, Chief NBI Special Action Unit,
delivered his topic “The role of NBI in Law Enforcement and Administration of Justice”, in his
talk he emphasized the essence of TAFIS (Integrated Automated Fingerprint Identification
System) in the crime detection and investigation he also discussed the different technical
divisions of NBI and its roles & responsibilities. After the lecture questions of the participants
was entertained.

Around 4:55 Pm when Director General Jesus Verzosa Chief Philippine National Police
delivered his lecture. The discussion was more on current issues specifically the crime
incidence. He also gives some insights on how join the PNP force and finally a words of
encouragement, motivation and guidance to the Criminology students.

Dean, Gerardo Marinay of Pamantasan ng Lunsod ng Muntinlupa and Dean, Iluminada


Martin of Abada College Orriental Mindoro awarded the plaque of appreciation to the Guest of
Honor.

Around 5:45pm when the certificates was awarded to the participants followed by
picture taking with the Guest of Honor and the CEO of COMGUILD.

It was really a successful conference both Faculty and students of USANT went back
home with full of knowledge about the Ethical Investigative Procedure and Administration of
Criminal Justice, to be imparted to the colleagues especially to the Department of Criminology.

FACULTY MEETING MINUTES


For the Month of September 2009
On September 09, 2009 another Faculty Meeting was conducted at the Criminalistics
Laboratory, the agenda of the meeting were Re- Accreditation its updates of all documents
from different areas like Instruction whom the assigned Chairman is Dr. Monsalve, Co
Chairman is Mr. Camo and two Faculty members with three students Eldemer, Landagan and
Guazon; Library the assigned Chairman is Mrs. Ramos his Co Chairman is Mrs. Agawa and Two
faculty members with three students named Olivera, Cadiz and Dagarat; Laboratory the
Chairman is Mrs. Fraginal his Co Chairman is Mrs. Tanjay including two Faculty members and
three students Clemente, Bermejo and Berdol, and the other areas discussed the OIC. The
Goals, Objectives, Mission and Vision of USANT and also of the department are another
agenda of the meeting, it was reiterated that these things will be included during the
examination. It was also taken up during the meeting the seminar on Teaching
Methodologies. Part also of the meeting is the Board Examination on September 21-23, 2009
at Bicol College. A scheduled mass at 8:00am, on September 18, 2009 at USANT chapel will be
held and a briefing will be given by the faculty for all examinations.
The faculty were also reminded to undergo familiarization of the laboratory
equipments with regards to subject schedule for second semester, Mr. Monge asked a favor
to have a 4 hour straight schedule. It was also brought out during the meeting the textbooks
for second semester. A request from CHED the list of required textbook so that students will
be given the exact information they need for the specific subjects.

For the Month of August 2009
An emergency faculty meeting was conducted last August 5, 2009 at Criminalistics
Laboratory Custodian, several agenda were taken up like Re Accreditation problems. Parents
meeting on August 16, 2009, USANT Forum at 1:00 PM, Inspection of Textbooks and
Photocopy, Drug testing which will last on Friday August 2009, HEPA Vaccine on August 7,
2009, Intramurals 1 to be held on August 27 – 29 after Midterm Examination, Prelim Grades
to be extended on August 7, 2009, Portfolio of Faculty, CHED monitoring, PFT and lastly the
Mock Court and Judge chamber.
The meeting were attended by seven faculty members, it was presided by the OIC, it
ended up at around 5:48 PM, everyone expect for an excellent cooperation from among the
OIC and Faculty Members.

For the Month of October 2009
Another faculty meeting was held on October 7, 2009 to discuss the
following agenda; Simulation /actual, founder’s day on October 12, 2009
Outreach program October 23, 2009 at Nabua, Final Examination on October 14-
17, 2009, Tesda Assessment, Final Examination – Departmental Examination on
October 16, 2009, Final Grades on October 30, 2009, In service Training –
Saturday of the month, photocopies with seal, MMR Presentation Policy,
Educational Forum on October 30, 2009, submission of syllabi on October 26,
2009 before clearance, book request C/O Mrs. Tanjay.
During the meeting it was given emphasized the matter on drug Test, that
there should be a policy requiring the students to abide with the USANT policy
on drug abuse. That there should also be a rehabilitation center for drug addict
and to coordinate with other agency with regards to physical exercises, there
should be a agreement signed by the parents before this activity started.
On TESDA matter, the result on TESDA assessment is C/O Mr. Paladan of
TESDA Personnel. A meeting will be called for the students who will undergo
assessment. They will be having a briefing on this matter.
Other matter taken up during the meeting was a request for a meeting
with Dr. Ortega and Registrar to talk about the matter pertaining to the TSDA
Security Service.

For the Month of July 2009

Faculty meeting was held on July 7, 2009 to discuss the following agenda;
Re accreditation update of all documents of different areas particularly submit
the additional Certificate for the portfolio, Simulation /actual, President’s day
on July 10, 2009, starting of Physical Fitness test twice a week, Tesda
Assessment, Prelim Examination – Departmental Examination on July 21, 2009,
In service Training – Saturday of the month, photocopies clear copy with seal of
the dean, MMR Presentation Policy.
During the meeting it was given emphasized the matter on drug Test and
HEPA Vaccine that there should be a policy requiring the students to abide with
the USANT policy on drug abuse and HEPA Vaccine. That there should also be a
rehabilitation center for drug addict and to coordinate with other agency with
regards to physical exercises, there should be a agreement signed by the
parents before this activity started.
On TESDA matter, the remaining students will undergo TESDA assessment
C/O Mr. Camo of TESDA Personnel. A meeting will be called for the students
who will undergo assessment. They will be having a briefing on this matter with
the present of concern USANT Officer.
Other matter taken up with regards the Uniform with ID and Cellphone
Ban.
