NARRATIVE REPORT

CAPACITATING LEARNERS THROUGH A 2-DAY DISASTER READINESS AND


EMERGENCY RESPONSE TRAINING

The Grade 11- GAS learners of Batobalani National High School attended a 2-Day
Disaster Readiness and Emergency Response Training held on May 4 and 5, 2023 at
Batobalani National High School with the theme “Batang Handa, Malayo sa Banta ng
Sakuna.” Among the participants were 18 male students and 27 females respectively.
Several resource speakers and trainers from Municipal Disaster Readiness and Risk
Management Office (MDRRMO) of Paracale, Camarines Norte were invited to facilitate the
aforementioned activity. Among them were Sir Bladimar Hermogino, Ma’am Maricris Asurto,
Ma’am Kymberly Ann Jardin, Sir Mark Anthony Lalim, Sir Arnie Jay Villa, Sir Mark Penales
and Sir Mark Vergel Calajate. The program was hosted by 2 of the participants namely Ms.
Angel Baytan and Angela Joyce Babagay.

On the 1st day, May 4, an opening remark was delivered by Ma’am Jean Kayzel N.
Rodelas who is also the event proponent and DRRR teacher of the participants. She warmly
welcomed the guests and participants and reminded them of some protocols that they must
follow during the activity. After this, the hosts formally introduced the first presenter among
the invited trainers who is none other than Sir Mark Anthony Lalim. His topic was about
hazard and disaster. At around 9:15 in the morning while Sir Mark’s discussion was still on
progress, the participants were allowed to simultaneously have their snacks while listening to
the speaker to maximize their use of time. Sir Mark’s discussion ended at around 10:30 AM.
Another topic focusing on first aid was introduced by Ma’am Maricris Asurto. She mentioned
a lot about the Dos and Don’ts of first aiding. It was approximately 11:30 AM when Ma’am
Maricris was able to finish her presentation then the participants and trainers took their lunch
break and resumed the session at around 1 o’clock in the afternoon.

On the afternoon of Day 1, the hosts facilitated a short review of the discussions
made by the presenters earlier. To stimulate their vigor in answering, the proponent
prepared few prizes to be awarded to the participants having absolute answers. Thereafter,
Sir Bladimar Hermogino began his discussion about bandaging techniques and transferring
methods. He also reminded the participants to take note of these matters because they
would be doing a return demonstration of these techniques and methods on the following
day. Additionally, he reminded them of the proper attire that participants should wear in the
said day to protect them particularly the ladies from accidentally exposing some of their
sensitive body parts during the return demonstration. The first day of the training concluded
at around 4:40 PM.

The 2nd day of the activity, May 5 started off with the singing of national anthem
followed by a prayer which were both presented audio-visually. To recall the previous
discussions made by Sir Bladimar on the previous day, the hosts facilitated a short Q & A
enjoined by the participants. Similar to yesterday, those who had stated correct answers for
every question had received their prizes respectively. To formally start the program, Sir
Bladimar once again began with his new presentation about Cardiopulmonary Resuscitation
(CPR). After demonstrating first how CPR must be properly done using a mannequin as the
victim, he called in a volunteer to make a return demonstration of CPR in front. At around
10:30 AM, the participants were allowed to take a short break in preparation for the actual
demonstration of CPR in pairs. The call time after the short break was set at 11 AM. After
the participants’ mass demonstration of CPR, they were regrouped into 3. At this point, Sir
Bladimar instructed the participants to be in their groups for the next activity. He proceeded
with teaching them on how to properly use spine board as a means of transferring a victim or
patient. He also taught them how to transfer a victim or patient shall there be no spine
boards available on the scene in order to emphasize that rescuers or responders must be
naturally resourceful. Along with transferring the patient, Sir Bladimar additionally applied
and incorporated first aid techniques to the acting patient to show the participants how to
deal with a somewhat real emergency response scenario. He also taught them the
commands that they must memorize and say in order to facilitate a smooth transfer of victim
to a safer space. Furthermore, he allowed the 3 groups to decide on what role would each
member assume such as the team leader, first aider, secretary and the like to test how well
the participants understand how to handle an emergency situation. Half of the morning
session of Day 2 was almost dedicated in preparation for the return demonstration in the
afternoon.

Different games and practical scenario were totally devoted in the afternoon session
of Day 2 such as Mini Olympics composed of Bandaging Techniques Category and Transfer
Method Category. During the bandaging category, the participants were tasked to form a line
within their group. Each group had a delegated victim to whom they would apply the
bandaging technique they picked from the choices. Under time pressure, the participants
were prompted to move as fast as they can in order to earn a high score. For this category,
the winning group was Group 2. Same mechanics applied in the transfer method category
which was won by the 3rd group. On the last category, which was emergency response
scenarios, the activity started off with an earthquake drill where students were prompted to
duck, cover and hold and evacuate the area. During the evacuation phase, victims were
already positioned in different areas of the campus and each group’s mission was to find
them, apply and perform the necessary emergency response drills depending on the severity
of the situation. All at once, their learning about bandaging techniques, first aid and transfer
methods were simultaneously applied in the said scenarios. Victims were covered with fake
blood as façade to make it look like real in the actual rescue scenario. One by one and the
participants were completely absorbing their designated roles within the group they belonged
to. Victim after victim came to the evacuation area brought and carried by the responders to
be treated. Sir Bladimar and the rest of his team were closely monitoring the students to
check if they were able to perform the necessary action that the victim needs in accordance
to the protocols discussed to them. After the drills, Sir Bladimar allowed the participants to
rest for a while and then instructed them to gather around in the covered court to give his
comments, recommendations, and feedback. He highlighted the points were each team
missed during the demonstration. After the critiquing, Sir Bladimar finally announced the
results of the games and emergency response drills. The overall winner was declared to be
Group 2. Afterwards, the program ended with a closing remark given by Menard Luis Moya
and Ma’am Jean Kayzel Rodelas followed by the awarding of the certificates and photo
documentation.

In total, the whole event was a total success.
