GROUP

1. JOB PURPOSE
To manage, plan, coordinate and monitor the Property Operations, which includes but not limited to Safety and Security,
Customer Service, Legal and Regulatory Compliance, Facilities Management, Engineering and Maintenance, Governance,
Financial Management, Administrative Management, Health, Sanitation and Environmental Aspect.
To contribute/align the implementation and success of the company objectives and strategies with regard to Quality, Safety
and Customer Service that will enhance the property value for the stakeholders.

2. MAIN DUTIES AND RESPONSIBILITIES

DUTIES
A. Safety and Security
1. Inspection of common areas, facilities, equipment rooms and occupied areas (when required)
to ensure safety; and quality of standards are in place or SELF Inspection Audit depending on
the standard frequency of inspection.
2. Implementation of emergency preparedness programs and activities.
3. Implementation of fire safety programs for the property.
4. Ensure Safety and Security of the property occupants/guests and the Assets from internal and
external risks.
5. Facilitate coordination meetings with Asset Protection Division (APD) regarding security
standards.
6. Coordination with the security service provider contracted by the client for the
implementation of security plans and policies.

B. Customer Service
Ensure that customers are satisfied with our services.
1. Ensure that all concerns and requests of the customers are addressed accordingly.
2. Provide timely feedback to customers regarding concerns and requests.
3. Establishment of a customer service program based on APMC standards to ensure optimum
customer satisfaction and experience.
4. Management of client or Customer concerns (recording, tracking and resolution of the
concerns/complaints/requests).
5. Establishment of a good professional relationship with the customers and occupants of the
property.
6. Update the customers on new policies and announcements thru circulars, emails and e-
newsletters.
7. Be consistent in the implementation of house rules and all policies.
8. Keep all amenities if any in a well—kept condition.

C. Legal and Regulatory Compliance


1. Compliance to all legal and regulatory requirements.
2. Ensure timely renewal of all applicable contracts and permits.
3. Attend a Pollution Control Officer (PCO) training, register with DENR and/or LLDA and
perform the duties and responsibilities of a PCO.
4. Attend a Basic Occupational Safety and Health (BOSH) training and perform the duties and
responsibilities of a Safety Officer of the property.

D. Facilities Management & Engineering


1. General supervision over the operations of all electro-mechanical equipment of the
common areas and facilities of the property to keep these in good working condition.
2. Inspection of on-going fit-out works by the client to ensure compliance to the guidelines and
house rules.
3. Assistance in the implementation of the property’s house rules and regulations in coordination
with the owner.
4. Preparation and general supervision of over-all equipment preventive maintenance programs.
5. Recommendation of measures to possible upgrading/updating of the property’s facilities to
further enhance its operation and desirability as business location.
6. Coordination with technical maintenance personnel engaged by the client for repairs and
maintenance activities necessary for the property’s equipment, and make recommendation
to the client for the provision and performance of such repair and maintenance activities.
7. Coordination with the janitorial/housekeeping service provider contracted by the client for
the achievement of the cleanliness/orderliness of the common areas and facilities of the
property.
8. Coordination with public utility companies for its proper maintenance of all needed public
utilities and services.
9. Coordination with government agencies pertaining to the operation of the property.

E. Governance
1. Ensure that all Board resolutions and/ or Principal instructions are recorded and carried out as
required.
2. Ensure the Deed of Restrictions, Master Deed, House Rules and Construction Guidelines
remain relevant to the property’s needs.

F. Financial Management
1. Preparation of operating and capital expenditure budgets on prescribed dates set by principal.
2. Administration of operating expenses within the approved operating and capital expenditures
budget.
3. Preparation of financial reports with variance analysis.
4. Review of existing, and recommendation to adjust the property’s:
▪ Association Dues for office condo
▪ Common Utilities and Services Account Charges (CUSA)
▪ Aircon Charges (A/C Charges)
5. Management of accounts receivable.
6. Generation of OPEX savings through best practices and creative initiatives.
7. Ensure that disbursement process is carried out per standard procedure and check payments
are released only if with sufficient fund.
8. Monitor the collections to check for anomalies by referring to the Daily Collection Reports
and Monthly Bank Statement.
9. Ensure that property and APMC financial standards and control processes are strictly being
followed to ensure integrity.
10. Track the year-end savings forecast and propose measures to minimize income tax exposure
and/or any BIR and permits non-compliance.
11. Prepare purchase requisitions and check against budget.
12. Source and secure appropriate suppliers.

G. Administrative Management
1. Supervision of contracted services but shall not limited for the following:
▪ security

2. Preparation of scope of works and cost estimates for repairs and maintenance works for
recommendation to the client, and conduct of canvassing/ bidding process.
3. Preparation or review [as applicable] of the property’s rules and regulations.
4. Implementation of problem escalation/reporting and complaints handling system.
5. Assistance in representing the client in claiming against the insurance policy obtained by the
client for the property in case any insurable damage occurs involving the property.
6. Ensure organized safekeeping of all documents related to the property
7. Uphold the Data Privacy policies and programs are diligently implemented

H. Corporate Responsibilities
1. Implementation of corporate standards and policies in the operation and management of the
assigned property.

3. JOB SPECIFICATION
3.1. Qualifications
3.1.2 With at least two (2) years of experience in building operations or property management (office, retail,
hotel and residential).
3.1.2 Preferably a licensed Electrical/Mechanical Engineering or Customer Service experience of not less than
three (3) years.
3.1.3 With existing government mandated licenses and certifications (i.e., PCO, BOSH, OSH Practitioner,
etc.) is an advantage.

5. REPORTING RELATIONSHIP

5.1 The Property Manager functionally reports to the Cluster Manager and administratively reports to the
Associate Director.

5.2 The Property Manager works closely with the team members of the Malls and Office Group.

5.3 The Property Manager works closely with the different support units of APMC such as but not limited to
Safety Group, Technical Group, Human Resources Department, Finance, Asset Protection Division, etc.

6. EXTERNAL WORKING RELATIONSHIP

6.1 The Property Manager is expected to work with the following external units:

7. DECISION – MAKING AUTHORITY AND CONTROL

7.1 The Property Manager is fully authorized to make all decisions on the daily technical/engineering operations
of the property but must be consistent and compliant to APMC established standards, procedures, and
processes.

7.2 The Property Manager shall follow the APMC established emergency protocols and escalation procedures.
