FAILURE OF BIDDING FOR THE PURCHASE OF SOUND SYSTEM, BARANGAY
9, MALAYBALAY CITY.

WHEEREAS, the Barangay Council of Barangay 9, Malaybalay City advertised the Invitation
to Apply for Eligibility and to Bid for the Purchase of Sound System as posted the same in the G-
EPS and a conspicuous place at the premises of the Barangay 9 continuously for 7 days;

WHEREAS, there was a fist failure of bidding conducted on September 23, 2022;

WHEREAS, there was a second invitation to bid posted in the Barangay 9, Malaybalay City
website, G-EPS and a conspicuous place at the premises of the City of Malaybalay with the
duration of 7 days;

WHEREAS, No bid was received in the time and day of the Bid opening on October 10, 2022
for items of the same;

WHEREAS, there was a second failure of bidding conducted on October 10, 2022 and in
accordance to section 53-A of IRR of RA 9184, a negotiated method of procurement can be
pursued when there has been failure of bidding for the second time;

NOW THEREFORE, we, the Members of the Bids and Awards Committee, hereby
RESOLVED as it is
a. To declare the SECOND FAILURE of bidding for the PURCHASE OF SOUND
SYSTEM, Office of the Punong Barangay.

b. To recommend that the project be undertaken through Negoiated Procurement.

RESOLVED, at BAC Office, Barangay Nine Council of Barangay 9, Malaybalay City, this 10 th
day of October 2022.
