BAC RESOLUTION DECLARING LCRB AND RECOMMENDING APPROVAL

A RESOLUTION RECOMMENDING TO THE PUNONG BARANGAY THE PRICE QUOTATION OFFERED BY
CHRISTINES BAKE CAFÉ’ FOR THE SUPPLY OF FOODS/SNACKS FOR THE CELEBRATION OF WORLD
ENVIRONMENT HEALTH DAY (WEHD) AS SMALL VALUE PROCUREMENT AS MODE OF
PROCUREMENT.

WHEREAS, Section 10 of the Implementing Rules and Regulations of RA 9184 provides that all procurement
shall be done through competitive bidding, except provided in Rule XVI of this IRR.

WHEREAS, Section 53.9 of the IRR of IRA 9184 provides that Small Value Procurement may be resorted to
where the procurement does not fall under shopping in section 52 of this IRR and the amount involved does
not exceed the threshold in Annex “H” of this IRR which is Fifty Thousand Pesos (P 50,000.00) in case of
Barangays.

WHEREAS, Section 53.9 of the IRR of RA 9184 provides that the procuring entity shall draw up a list of at
least three (3) suppliers of known qualifications which will be invited to submit proposals.

WHEREAS, a request for quotation was sent to, namely Christines Bake Café’, Gold N’ Pearl, B’Hapi
Bakeshop for the supply of Food/Snacks for the celebration of World Environment Health Day (WEHD).

WHEREAS, on September 13, 2019, the BAC Secretariat and BAC TWG together with convened for the
opening of the price quotation submitted by the 3 suppliers for the supply of materials for the supply of
Food/snacks for WEHD.

WHEREAS, the BAC recommended Small Value Procurement as the mode of procurement to be adapted as
provided for in Section 53.9 of the IRR of RA 9184.

NOW THEREFORE, upon the motion of Hon. Raquel B. Aquino, duly seconded by Hon. Edgar B. Rivero be
it;

RESOLVED to recommend the Punong Barangay (Hope) to approved the lowest Bid of supply of food/snacks
for the WEHD Celebration to Christine Bake Café’ at Seven Thousand Six Hundred pesos only (P 7,600.00)
and Small Value Procurement as the Mode of Procurement to be adapted as provided in Section 53.9 of the
IRR of RA 9184.

RESOLVED FURTHER, to furnish copy of this resolution to all agencies concerned for their information.

I hereby certify the correctness of the foregoing resolution which was duly attested and
approved by the Sangguniang Barangay during its regular session held on September 17, 2019.
