ORGANIZATION OF THE BARANGAY BIDS AND AWARDS COMMITTEE

OF BARANGAY MATE, CITY OF TAYABAS

WHEREAS, the Constitution of the Republic of the Philippines expressly succinctly

mandates that the state maintain honesty and integrity in the service and take positive and
effective measure against graft and corruption;

WHEREAS, it is also the policy of the Government that procurement of infrastructure

projects, goods and services shall be competitive and transparent;

WHEREAS, the Sangguniang Barangay of Barangay Mate, City of Tayabas, Quezon

Province shall adopt a standard and uniform set of rules and regulations in the procurement of
infrastructure projects, goods and services and other related activities that embodies a
streamlined procurement process consistent with pertinent provisions of the Republic Act 9184,
otherwise known as “The Government Procurement Reform, Act. 2002”.

WHEREFORE, by virtue of the power vested in me by law as Punong Barangay I,

JOHNNY J. SUMILANG of Barangay Mate, City of Tayabas, do hereby organized the
Barangay Bids and Awards Committee;

SECTION 1. COMPOSITION

SECTION 2. FUNCTION. The Barangay Bids and Awards Committee shall have the
following powers and functions, to wit;

2.1. To advertise and/or posts the invitation to bid;

2.2. To conduct pre-procurement and pre-bid conference;
2.3. To determine the eligibility of the prospective bidders;
2.4. To receive bids;
2.5. To conduct the evaluation of bids, as if it is a balance bid, and not
disadvantageous to the government; and
2.6. To undertake such powers and functions as mat be provided by the
implementing Rules and regulations of RA 9184;
SECTION 3. EFFECTIVELY. This order shall take effect immediately.
