RE: APPLICATION FOR AN EXEMPTION FROM THE TEMPORARY FUEL (DISEAL AND
PETROL) BULK PURCHASE PERMIT AND STORAGE LICENSE SUSPENSION
In reference to the communication dated 4/11/2022, we write to request your office to exempt us from
fuel bulk purchase permit and storage license suspension.
Speedy’s Food Industries Limited’s main operation is poultry farming. We keep four hundred and fifty
thousand (450,000) Layer Chickens and one hundred and forty thousand Grower chickens (140,000)
which add up to five hundred and nighty thousand chickens (590,000) at a time. In addition, we have two
(2) feed mills at Mapanga and Mpemba. These are livestock which requires food and water 24 hours daily
without any disruption. To facilitate this, we need electricity/power continuously for feed production,
water supply, lighting as well feeding in all automatic Chicken houses.
In addition, we have a Hatchery which also needs undisrupted power supply. All the parameters
influencing incubation – such as temperature, humidity, ventilation and the turning of eggs – depends on
uninterrupted power supply. As such, the company cannot survive without electricity/ power supply
As an alternative to the ESCOM power blackouts, we have six (6) generators with 200KV capacity
located at Mapanga, Bvumbwe, Njuli and Mpemba and also a fuel storage facility at Mapnga in order to
meet our requirements of power in case of power outage, hence the need to buy and store fuel enough at
our Company premises.
Therefore, this saves as a formal request to exempt us from the temporary fuel bulk purchase permit
suspension.
