General Requirements
The Scope of Services includes the provision of all management, supervision, administrative and
technical personnel, transportation, reporting, design, procurement, construction, testing and
commissioning and hand over.
The Second Party shall comply with all the First Party procedures and manuals.
The Second Party shall lead the design process and advise the First Party on all design and technical
aspects.
The Second Party shall deliver all documentation and design including all relevant data, drawings, reports
and other document and files which cover the design deliverables.
The Second Party shall ensure the technological suitability and compatibility of all disciplines, design
decisions and solutions, and ensuring that the design is fit for purpose on all aspects of the design.
The Second Party shall confirm to the First Party all codes, standards and recognized practices that it
intends to adopt throughout the design for the subject to a statement of no objection by the First Party
identifying with detailed justification any alternatives proposed from those identified as per the First Party's
Design and Construction Aids.
The first Party will chair progress meetings to establish the progress of the works and to establish
priorities.
The Second Party shall prepare and issue Minutes of Meetings (MoM) within two (2) days, for any meeting
organized by the Second Party, the First Party, or any external authority.
The Second Party shall provide Other Parties (where applicable) with all required information, drawings,
and schedules etc., to enable them to provide their services and ensure that all design outputs are fully
coordinated with each other.
The Second Party shall ensure that all design elements by Other Parties (where applicable) are fully
coordinated and integrated into the design. The Second Party shall be responsible for securing all
approvals, Statement of No Objection and permits from the relevant stakeholders.
The First Party reserves the right to withhold a statement of no objection for any and all submittals which,
in its judgement does not adequately satisfy the intended level of completion, does not include all
documents, does not meet the requirements of the scope of Services, is not coordinated adequately, is
not complete and/or does not have an overall satisfactory level of quality.
The Second Party shall obtain all required permits and approvals required to perform all works.
The Second Party shall undertake the works to meet the requirements stated in this RFP and the
requirements as per local laws and directives as well as local authorities and official institutions.
Submission shall be in accordance with a program submitted by the Second Party and subject to a
statement of no objection by the First Party
The Second Party shall be responsible for all site investigations and surveys it requires for the
performance of the Works.
The quality of all materials, prefabricated parts and instruments as well as the quality of workmanship
shall be such that the system meets the required design life – Refer to Annex 05 (Design and Construction
Aids) and Appendix A.3 – Performance Specification. The equipment shall be of well-proved design and
from a renowned manufacturer.
The scope of services incorporates a series of design stages. At each stage of the design a statement of
no objection from the First Party are required prior to proceeding to the next design and/or construction
stage.
The Second Party shall provide other studies not mentioned in this document, but necessary to meet the
requirements of this RFP, and shall be provided no additional cost to the First Party.
Utility companies and the appropriate Government authorities should be consulted regarding the effect
of the project on their existing and proposed services and regarding any facilities required for the project.
All design provided by the Second Party shall be in English (UK) and Arabic except where required for by
local authorities or service providers and shall include all relevant data, drawings, diagrams, reports and
other documents as appropriate. Technical specifications shall be prepared and submitted in Construction
Specification Institution (CSI) format.
The Second Party shall obtain statement of no objection from the First Party for the removal or diversion
of existing services belonging to utility service providers and require the statement of no objection from
the relevant stakeholders. Special attention shall be paid by the Second Party to possible traffic disruption
during construction and during future maintenance operation.
All unsuitable and surplus excavated materials shall be immediately removed, loaded and transported off
the Site area by the Second Party to approved locations by First Party and Second Party shall abide by
the relevant local regulations.
Interface Management
Stakeholder Management
The Second Party shall ensure continued management of key project stakeholders in interpreting and
executing the Project commitments. This shall include identifying and meeting the various internal
stakeholders, understanding their needs and reflecting them in the design where feasible, meeting
external stakeholders and manage their requirements and seek their approval where necessary,
interfacing with the various permitting authorities and receiving their input and approvals, supporting the
First Party in negotiations.
The Second Party shall be responsible for securing all approvals and permits from the relevant authorities
and utility providers.
The Second Party shall provide a Stakeholder Management Plan (SMP) that shall detail all the project
stakeholders that have an interest in the project and detail a schedule of consultations. The SMP shall be
used for the coordination of stakeholder inputs to the project and particularly where there is coordination
required between stakeholders with an interest in the project. The SMP shall detail the Stakeholders that
have approval authority, as it affects the Works.
At each design and construction stage, the Second Party shall provide a Stakeholder Compliance Report
that evidences the incorporation or otherwise of stakeholder requirements. The report shall be divided by
individual sections for each stakeholder; detail each requirement from each stakeholder and detail the
deliverable reference, deliverable section and drawing extract that demonstrates compliance.
The Second Party shall employ computerized methods in carrying out the work. All surveys, drawings or
documents submitted by the Second Party shall be recorded in digital form. The Second Party shall
provide the First Party with copies of these records in a format subject to no objection by the First Party.
Drawings shall be in a format suitable for input to the latest version of AutoCAD, and ArcGIS and subject
to a statement of no objection by the First Party.
All data, drawings and documents prepared under this Project shall, subject to a statement of no objection
by the First Party, become the property of the First Party and shall be at the sole disposal of the First
Party. Such data, drawings and documents shall not be subsequently altered without the prior permission
of the First Party.
The Second Party shall adhere to the First Party CAD manual and the First Party standard numbering
procedure for all documents and shall ensure consistent and unified numbering and coding is followed in
the preparation of all drawings and CAD media,
The Second Party shall provide a detailed design package for the project and associated systems. The
Second Party shall plan, organize and perform the work, which shall include but not be limited to the
following:
1. Conduct an Interactive Planning session and develop overall project schedule that incorporates
procurement, detailed engineering, construction, testing and commissioning activities for this
project.
2. Conduct the required Best Practices, and Studies.
3. Develop drawings, equipment and material specifications for all components of the facilities and
associated systems.
4. The Second Party shall develop drawings and specifications using all applicable standards,
procedures, codes and requirements of the First Party for the Works.
5. Generate new drawings as necessary and revise the existing drawings (if any) that are considered
as project-scoping drawings, to show new construction Works, modifications, and study findings.
6. Provide demolition drawings of facilities that shall be omitted or relocated, if any within the scope
boundary.
7. Provide a list of long lead Materials and Equipment.
8. Generate a list of bulk materials.
9. Attend and provide technical support for periodic meetings with involved departments of the First
Party including but not limited to the Technical Review and Project Review Meetings.
10. Conduct all necessary site visit/survey to acquire all required information and verification of existing
site conditions.
11. Prepare design in accordance with the First Party's Design and Construction Aids (Annex 05) and
as may be updated from time to time.
12. The Design report shall be submitted at each Design Stage and shall be one document compiling
all design disciplines. Design report must contain a section on Safety in Design; Codes Standards
and Criteria with narrative of application in the design; design development, options considered
decisions and outcomes; details of presentations and workshops; investigations, methodologies,
modeling and outcomes.
Design Stages
The Second Party shall perform his Services in discrete work stages. The Second Party shall resolve any
comments arising from design reviews conducted following submissions at the various design stages.
Review comments may cover a wide range of aspects, including constructability, maintainability, cost
effectiveness, aesthetics, community acceptance, interfaces, end-user requirements, alignment with the
First Party requirements, and fit for purpose.
The Second Party shall obtain a statement of no objection by the First Party for each of the design stages
prior to progressing to the next stage.
Project Inception
The Second Party shall submit within ten (10) days of Notice to Proceed the following initial documents
for a statement of no objection by the First Party. Refer to Appendix E for required Project Inception
Deliverables.
The Second Party shall undertake the following for this stage:
1. Perform site assessment of all existing equipment and utility infrastructure
2. Preliminary calculations specific to this Scope of Work (such as load calculations)
3. Attend, chair and document workshops as required.
4. Consult relevant stakeholders and consider their requirements.
5. Obtain all information required to undertake the detailed design.
6. Identify all permits or approvals that shall be required to perform the Works.
The deliverables for the schematic stage shall incorporate all the above and include as minimum the
following:
• Site Assessment report with identified problems and mitigation measures
• Schematic layouts.
• Schematic report incorporating all the above, including full and complete design, drawings,
sketches, etc.
• Outline specifications for all components of the project which shall include material and
equipment.
• Filled quality checklists for delivered drawings, specifications, calculations, and reports.
This stage submission allows a review prior to construction drawings and confirm that the Detailed Design
Stage meets the First Party’s requirements.
Refer to Appendix E for required Detailed Design Stage Deliverables, that shall include but not be limited
to
• Final drawings, detailed specifications, calculations, design criteria.
• All documents required for permits / approvals, including associated submission forms / letters.
• Technical specifications and equipment data sheets of different components of the project in
CSI format.
• Detailed Bill of Quantities.
If any permits / approvals require submission prior to this stage in order to prevent delay to construction,
they shall first be reviewed by the First Party for statement of no objection.
Detailed Design Stage deliverables that are Subject to No Objection by the First Party shall be submitted
as IFC documentation.
Submission of Deliverables
Procurement
The Second Party shall be responsible for the procurement and provision of the materials to build the
Works or undertake any investigations & surveys. The Second Party shall prepare a Materials Assignment
Schedule and detailed procurement plan and shall seek a statement of no objection from the First Party
of all materials that shall be used in the works.
Construction Activities
Refer to Annex 05 (Design and Construction Aids) and Annex 07 (General Requirements) for specific
requirements that shall apply to the Second Party.
The Second Party shall develop and submit Construction Execution Plan of the project to the First Party
for a statement of no objection and shall outline the general approach to the project, including but not
limited to the following:
• How the project shall be divided into sections (Construction Packaging strategy)
• Resourcing requirements
• Material approvals
• Subcontracting arrangements if any.
• Health and Safety
• Quality Assurance
• Work Breakdown Structure
• Level 5 Construction Schedule
• Interface with other contractors on site
• Constructability workshops
The Second Party shall prepare and submit the Testing and commissioning (T&C) work plan and
methodology to the First Party for a statement of no objection. The testing and commissioning plan shall
include but not limited to the following:
• Project description and brief of the scope of work.
• Testing and commissioning strategy procedure.
• Systems and equipment included in the commissioning scope.
• List of equipment test method statements (test procedure).
• Commissioning team and resume.
• Site inspection and observation form
• Pre-commissioning inspection form
• Start-up procedure and pre-functional test checklist.
• The functional performance test form
Quality Assurance
Refer to Annex 05 (Design and Construction Aids) and Annex 07 (General Requirements) for specific
requirements that shall apply to the Second Party.
HSE Requirements
Refer to Annex 05 (Design and Construction Aids) and Annex 07 (General Requirements) for specific
requirements that shall apply to the Second Party.
Local Content
The Second Party is reminded of the Proclaimed Regulation regarding Local Content Expenditure, which
is administered by the Local Content Government Procurement Authority. At each Stage the Second
Party shall submit a Local Content Score Card in accordance with the parameters defined by the Local
Content Government Procurement Authority.
The Second Party shall provide to the First Party any topographical survey, in the execution of the
project. Files shall be in a form able to be imported into the GIS using ArcGIS software and Civil 3D.
BIM
The Second Party shall obtain the following approvals and certifications of compliance with Civil
Defense requirements.
• Prior to final approval of the design stage, the Second Party shall obtain a certificate of
compliance with Civil Defense requirements from an independent third-party reviewer who is
approved by Civil Defense for such purposes.
• Prior to Hand Over, the Second Party shall obtain written approval of the Works from Civil
Defense.
The Second Party shall undertake the works to meet the requirements stated in this RFP and the
requirements as per local laws and directives as well as local authorities and official institutions.
The Second Party scope shall cover removal, restoration and maintenance of surfaces, pavements and
all the necessary clearing, grubbing and preparation of the site; removal and disposal of all debris;
excavation required; the handling, storage, transportation and disposal of all removed material.
Where connections are to be made to any part of the existing mains the Second Party must make all
necessary arrangements subject to no objection by the First party and have all necessary materials.
Utility companies and the appropriate/pertinent Government authorities should be consulted regarding
the effect of the project related to their existing and proposed services and regarding any facilities
required for the project.
Second Party shall give close attention to any excavation, and presence of other existing underground
networks or utilities etc.
The Second Party shall obtain statement of no objection from the First Party for the removal or
diversion of existing services belonging to utility service providers and require the statement of no
objection from the relevant stakeholders.
The Second Party shall be responsible for all site investigations and surveys it requires for the
performance of the Works.

diagrams, reports, and other documents as appropriate. Technical specifications shall be prepared and

Submission shall be in accordance with a program submitted by the Second Party and subject to a
statement of no objection by the First Party.
The Second Party shall undertake the works to meet the requirements stated in this RFP and the
requirements as per local laws and directives as well as local authorities and official institutions.
The works consist of but not limited to the items listed below. All other systems, equipment, etc. as
required for a reliable and safe operation shall be provided whether or not these are enumerated below
in order to provide the following:
• Survey, layout, excavation, installation of generator(s) and panels/pillars foundations where
required, complete with concrete trenches / hand holes, conduits to handle the new equipment
and cabling.
• Install required labels on the substations like substation number, RMU labels and load names for
each circuit breaker.
• Provide backup power supply to the critical areas and loads for the continuous operation of the
land port.
• Investigate and confirm that the sum of the actual demand loads of the suggested grouped critical
loads from other substations will be not exceed 80% of the nameplate rating of the transformer
that is going to be optimized and used as a supply point.
• Provide the routing of the new cables from the new pillars to the incomers of the existing and new
EDB’s from other sub-stations.
• Provide properly-sized cables/feeders by considering and providing voltage drop calculations.
• Grounding connections.
• Provide concrete duct bank for LV cables in road-crossings.
• Provide concrete tiles and warning tape over direct-buried LV cables
• Modify and Reroute if required any existing fencing for the new generator(s) installation. Works
may be required for the proper clearance of the equipment.
• Provide modifications to Earthworks, ground levelling and grading as required for the installation
of the equipment.
Electrical drawings to be established. (for both old and new land ports) as follows:
▪ Low Voltage Single Line Diagrams of all substations
▪ Panel Load Schedules of substations secondary panels indicating buildings feeding
▪ Medium Voltage Single Line Diagrams
▪ Site Plan for Substations area layout and MV loops routing
The Second Party shall provide continuous operation during a power outage on the following Land port
operations and areas but no limited to:
Passengers area- Offices of customs admin, Immigration admin, control booths, women’s searching,
finger printing, toilets, canopy lighting partial or full, server rooms, Cars X-ray building and Buses X-ray
building
Cargo area- X-ray buildings, inspection ramps, immigration office, clearance offices, export shipment,
server rooms, area lighting partial or full, control booths, security room.
Below are the suggested / recommended substation groupings to be modified so backup generators can
be used to feed the buildings and facilities required to be active so the port continues to operate in case
the Utility (Al Nasiriya ) power supply is out of service .
The below table shows the details of the project’s Scope of Work.

Provide three (3) 200 KW backup generators and three (3) 400A weatherproof automatic transfer switches
mounted inside the pumps’ buildings of the wells No.1, No.2, and No.3 shown in Annex 6. The old existing
generator and ATS in the pump room of well No. 2 shall be demolished and removed.
The second Party shall investigate existing conditions confirm transformer and panel loads assumed in the
scope of work and all electrical related works described for feasibility including electrical control systems
as required in scope of work in this RFP. If transformer grouping is proven not feasible.
The Detailed Scope of Work shall be considered as minimum requirements of the First Party. The Second
Party shall propose alternative approach design and/or construction approach to meet the installation
objectives.
It is understood that Second Party`s proposed/alternative design may result in some components listed
above to be excluded, changed or modified and new components to be included. Modification to the scope
of work shall be subject to a statement of no objection by the First Party. Moreover, shall not constitute
grounds for the Second Party to request positive financial variations.
The Second Party shall undertake all works using materials that meet the requirements as specified
in “SAC Standard Engineering Specifications”, ref: SAC-E01-KE0-GL-000034, refer to Annex 05
Design and Construction Aids. The document, and all others listed in Annex 05, are available to the
Second Party upon request. Minimum standards are used to ensure products and materials are fit
for purpose and meet ZATCA requirements.
It is strongly recommended that the Second Party become familiar with the requirements
during the preparation of their bid.
The Second Party shall undertake the Scope of Work in accordance with the following additional
performance requirements
Ensure uninterrupted power supply to the facility buildings and operations by providing temporary power
supply generating units during any power interruption or switch-over.
The Second Party shall provide a temporary power strategy that shall describe the actions to ensure
uninterrupted power supply during the performance of the Works. The temporary power strategy shall be
subject to no objection by the First Party.
The Second Party shall investigate the condition of the existing LV and MV cables and equipment
and provide recommendations of any required refurbishment or replacement to ensure safe and
efficient operations.
General
The Second Party shall deliver, construct, test, commission and hand over the Works in accordance with
the IFC Deliverables (refer to Appendix A of Annex 04), the First Party's Design and Construction Aids
(Annex 05) and the General Requirements (Annex 07).
All equipment and materials to be incorporated in the Works shall be new.
The Second Party scope shall cover removal, restoration and maintenance of surfaces, pavements and
structures, trenching and backfilling work including all the necessary clearing, grubbing and preparation
of the site; removal and disposal of all debris; excavation and trenching as required; the handling, storage,
transportation and disposal of all excavated material; all necessary sheeting, shoring and protection work;
preparation of subgrades; pumping and dewatering as necessary or required; protection of adjacent
property; backfilling; pipe embedment; surfacing and grading; and other related work.
Site Security
Prior to the commencement of construction works, the site shall be properly fenced and secured to protect
site co-users and the general public. Site security shall include but not be limited to chain link fences, gates,
warning signs, hoarding, screening and site security. Site security shall be maintained in a visually aesthetic
state for the duration of the construction period.
Time-lapse cameras shall be installed and operated at all construction sites to record progress. Footage
shall be to be submitted to First Party on a monthly basis. (Cameras not used for this project)
Not Applicable.
At commencement of the construction works phase, the Second Party shall mobilize all personnel, offices,
equipment, plant and materials to site and secure the site for commencement of the construction works.
The Second Party shall obtain all necessary permits and approvals to perform the mobilization activities
and provide such to the First Party prior to commencement of mobilization.
The Second Party shall ensure it does not hinder the activities or progress of other contractors working at
the location and shall ensure co-ordination with such to ensure smooth progress of the Works.
At completion of the construction works, the Second Party shall clean and tidy up the site, including all
structures on the site, to return the site to an as-new condition.
The Second Party shall:
• Repair or replace fittings, fixtures, architectural features, paint work and building surrounds that
may be necessary to return all the buildings and structures on the site to an as-new condition.
• Repair and make good any damage to walls, pavements, brick paving curbs and fences.
• Remove from site building debris, litter, surplus earth, and grade the site.
• Power wash and / or degrease pavements, buildings, and infrastructure.
As Built Drawings
At the completion of the construction Works, the Second Party shall prepare as-built drawings for all
elements of the Works. As built drawings shall be in native, pdf and CADD format and in A1 hard copy
format.
The Second Party in coordination with all Trade Contractors and equipment suppliers shall submit the
Factory Acceptance Testing (FAT) Certificates and Type Testing Certificate (TTC) for all mechanical and
electrical equipment.
The Second Party shall ensure that all resources such as potable water, drainage system, and
permanent/stable power are available prior to the T&C Works. Temporary and unstable power sources
shall not be used to protect electronic equipment such as Variable Frequency Drive (VFD) controllers from
damage.
The Main Contractor shall conduct and pass all construction testing for mechanical and electrical
installation prior to conducting the T&C Works. Construction testing shall include the following.
The Main Contractor shall conduct all required testing for the electro-mechanical system as stand-alone as
per the availability of the Building Services System in the Specification and contract. Once all stand-alone
testing is completed for Low Current Systems, other Building Services Systems, equipment, devices, and
appurtenances for architectural items (as required by the contract), the Main Contractor and his T&C Agent
in coordination with all Trade Contractors shall conduct integration works and testing for; (1) Fire/Life Safety
Systems (2) Low Current Systems Integration, and (3) mechanical systems Integration.
The Second Party shall assign a Third Party certified from NEBB (National Environmental Balancing
Bureau) in order to perform testing, adjusting and balancing activities for HVAC systems and submit a final
report (if the scope of work includes HVAC work).
The Second Party shall submit a final commissioning report prepared by the Commissioning team to the
supervision consultant for approval. The report shall include an executive summary, a list of participants
and roles, a brief systems description, an overview of commissioning and testing scope and a general
description of testing and verification methods. For each piece of commissioned equipment or system, the
report should contain the disposition of the commissioning team regarding the adequacy of the equipment
and documentation according to contract documents in the following areas:
The Second Party shall handover the Work to First Party in accordance with the First Party's Construction
Aids Hand Over documentation, and shall include, but not be limited to:
• Demobilization plan
• Final testing and commissioning report
Second Party shall be responsible for all defects, repairs or replacement found in the infrastructure build,
during the defect liability period of 12 months following completion and initial handover of works subjected
to no objection by the First Party.
When the Second Party proposes that the final hand over plan has been completed, the Second Party shall
request a statement of no objection by the First Party. Where a statement of no objection by the First Party
is withheld, the Second Party shall, at no additional cost to the First Party, provide the First Party with a list
of remedial actions if any for final hand back plan completion, whilst ensuring no diminution in the Service.
The remedial actions shall be subject to a statement of no objection by the First Party. On completion of
the remedial actions, and any subsequently required remedial actions, the Second Party shall request a
statement of no objection. Until the statement of no objection has been issued by the First Party the Second
Party shall not be relieved of any responsibility for the Services contracted.
AVAILABLE INFORMATION
Contract Data Requirements List Pre-bid site visit shall be mandatory for Second Party to have project
related information. The Second Party shall be required to submit the evidence of site visit along the bid
document.
The Second Party shall develop the detailed Lists of Deliverables that fulfil the requirements of this scope
and shall be based on the Contract Data Requirement List. The Lists of Deliverables shall be subject to a
statement of no-objection by the First Party prior commencing the work.
