1. PURPOSE
The purpose of this plan is to describe arrangements in engineering, procurement, construction and
commissioning for implementing the project’s Environmental Management System (EMS).

2. SCOPE
This plan applies to the Pre-Construction and Construction Phases of the project, as defined in the ANDAL,
RKL and RPL, and the Engineering and Procurement during these phases. Initial Operations until Take Over
is considered part of the Operations Phase. This plan will be updated for the Operations Phase at an
appropriate time.

5. PLAN
5.1 Organization and Responsibilities
5.1.1 Organization

5.1.2 Responsibilities
Project personnel responsibilities with respect to environmental management are summarized below.
5.1.3 Project Directors
Are responsible for ensuring that the Project Environmental Management System is suitable, that project
requirements are identified, and that adequate resources are allocated to meet requirements.
5.1.4 Project Quality and Home Office HSE Manager
Is the focal point for BP for Quality and HSE Management System issues and serves as the Management
Representative as required by ISO 9001 and 14001. Provides independent assurance that the Project
Management Systems, and those of Subcontractors are in place and effective. Coordinates Health, Safety,
and Environmental Management System development and implementation with the Site HSE Manager
5.1.5 Site HSE Manager
Is responsible for preparing the overall HSE plan and its implementation at site, including reviewing,
monitoring, auditing, and reporting on the performance of the project EMS.
Coordinates Health, Safety, and Environmental Management System development and implementation with
the Project Quality and H.O. HSE Manager.
5.1.6 Site Environmental Manager
Is responsible for implementation, monitoring, reporting and record keeping of the project EMS at site.
5.1.7 Engineering Manager
Is responsible for the implementation of the Engineering portion of the project EMS.
5.1.8 HSE Engineer
With respect to environmental issues, is responsible for the minimization of the environmental impact of the
project and for supervising the collection and formatting of environmental information. This position works
closely with the Noise Control Specialist, the Air Emissions Specialist and the Waste Management and
Wastewater Specialist to ensure that the work is being performed as required by applicable Indonesian Laws
and Regulations, the ESIA and/ or Permits, and BP Specifications.
5.1.9 Air Emissions Specialists
Air emission specialists are from the Combustion and Rotary Engineering groups. They are responsible for
interfacing with the various disciplines to ensure that the air emission requirements of the project are met as
specified in the Project Specifications and the EIA/ Permit. They review the design of equipment that
produces air emissions, calculate or check process calculations of emissions and inventories emissions,
advise and interfaces with relevant disciplines to avoid emissions that exceed specified limits, and study the
effect of emissions from equipment to the environment to ensure air emissions limitations are met.
5.1.10 Wastewater and Solid Waste Specialists
Wastewater and Solid waste specialists are from the Process and Combustion Engineering Groups. They are
responsible for inventorying all liquid effluent and solid wastes. They will prepare a wastewater and solid
waste report, which will contain the inventories, will describe the facilities, and will describe how the
facilities will meet the wastewater and solid waste requirements. They will interface with the various
disciplines to obtain inventory and process information for the report. They will review the design of
wastewater and solid waste collection, treatment, and disposal facilities to ensure the designs meet the project
requirements.
5.1.11 Noise Specialist
The Noise specialist is responsible for inventorying of all noise producing equipment, determining sound
levels generated by such equipment, and advising and interfacing with the various affected disciplines to
ensure the noise requirements of the project are met. The position will execute a noise study and develop
noise attenuation requirements for machinery, equipment, piping components, steelwork, valves, etc. as
required to meet project specifications. During the design/engineering phase, the position will estimate the

_ __ noise distribution in the plant and at the fence line and beyond using computer modeling techniques. The

Senior Engineering Manager. The position will perform analyses to ensure that catastrophic acoustic fatigue
does not occur. The position will organize and witness noise measurements as required. After the plant
design is complete, the position will confirm that the instructions/recommendations have been properly
integrated into the design so that plant noise limitations will be met.
5.1.12 Procurement Manager
Is responsible for the implementation of the Procurement portion of the project EMS.
5.1.13 Construction Manager
Is responsible for the implementation of the Construction portion of the project EMS.
5.1.14 Commissioning Manager
Is responsible for the implementation of the Commissioning and Operations portion of the project EMS.
Includes environmental related requirements in commissioning and start-up procedures, and provides
feedback to Engineering and Construction on plant operations.
5.1.15 Environmental Inspectors
Are responsible for verifying that activities are conducted in accordance with applicable environmental
requirements.
5.1.16 Project Team Members
Are responsible for implementing their activities in accordance with the applicable requirements of the
project EMS.

5.2 Environmental Aspects


The overall approach to the documentation of the EMS is described in the Project Quality and HSE
Management System Manual (reference 2). Planned or existing procedures for supporting the
implementation of this plan are listed in section 3.1.

5.3 Legal and Other Requirements


The contract includes a requirement that the project conforms to the Indonesian laws and regulations, which
are listed in Attachment 2. Note that not all these laws apply to the LNG plant, since the overall project
includes offshore facilities and pipelines. In addition, BP documents listed in section 3.2 contain
environmental related requirements, including one on conforming to ISO14001, Environmental
management systems – Specification with guidance for use.

5.4 Objectives and Targets


5.4.1 General
Simply stated, BP’s long-term HSE objective is: no accidents, no harm to people and no damage to the
environment. KJP fully supports this overall objective.

5.4.2 Objectives
Specific project environmental objectives for the Pre-Construction and Construction phases are:
y Liquid emissions shall meet or be less than the effluent limits as defined in AMDAL.
y Air emissions shall meet or be less than the air emission limits as defined in AMDAL.
y Solid wastes shall be disposed of in conformance with the environmental requirements as defined in
AMDAL.
y Hazardous wastes shall be disposed of in conformance with the environmental limits as specified by

y No spills or other contaminants to groundwater shall be released nor allowed to contaminant the
groundwater.
y Erosion shall be controlled in accordance with AMDAL.
y Water quality of the creek shall be controlled in accordance with AMDAL.

5.5 Environmental Management Program


5.5.1 General
The program for achieving the environmental objectives and targets includes the following activities:
y Design a facility that meets or exceeds all environmental requirements.
y Train all personnel on the project in environmental awareness and pollution prevention.
y Prevent project personnel disturbing the environment due to:
- Hunting and fishing, or to have or procure dead or live animals or fish.
- Visiting or entering restricted areas.
- Access to the beach beyond agreed upon areas.
- Collection or harming dead or living plants.
- “Hash” runs.
y Audit and document conformance with environmental requirements and objectives.
y Operate and maintain a system of continuous improvement in environmental performance.
y Operate and maintain a pollution prevention program.

5.5.2 Engineering and Procurement


As indicated in section 2, Scope, the definitions of the Pre-Construction and Construction phases are aligned
with the RKL and are oriented towards site activities. For completeness, this plan also includes planned
activities relating to Engineering and Procurement. These activities are executed in the same timeframe as the
Pre-construction and Construction phases.

For Engineering, environmental management relates to the design for minimizing or controlling air
emissions, waste streams and noise from plant operations. Planned activities are included in the
responsibilities of the HSE Engineer, Air Emissions Specialists, Waste Water and Solid Waste Specialists
and the Noise Specialist, described in section 5.1.

For Procurement, environmental management relates to activities in vendor shops and is their responsibility.
To highlight their responsibilities, KJP includes the following statement in each requisition:
“The Vendor shall establish and maintain a health, safety, and environmental management system that meets
local laws and regulations for the workplace, and implement it for activities related to the order.”

The environmental aspects of the Engineering and Procurement activities that take place in the KJP office are
addressed in the JGC Environmental manual for the YOC. These arrangements will be reviewed for their
applicability to the JOC.

5.5.3 Pre-Construction Phase

y Decreased soil stability


y Reduced surface water quality and increased/ decreased quantity
y Increased erosion and sedimentation
y Alteration of drainage patterns
y Reduced habitat for vegetation and wildlife, including endemic or protected species in the LNG footprint
or surroundings, and reduction in population and biodiversity of wildlife in the study area due to being
directly affected or migrating to surrounding areas

The responsibilities for achieving the objectives and targets are described in section 5.1. The means are
described in section 5.9 and the time frame is commensurate with the construction schedule.

5.5.4 Construction Phase


The activities during this phase are defined in the RKL as having no significant impact on the environment.
Consequently, the RPL does not identify any reporting requirements. Nevertheless, the plan is to continue
management of the same impacts identified for the Pre-Construction Phase.

5.5.5 Operations Phase


The environmental impacts identified in the RKL during this phase will be identified before the start of
commissioning, and this plan will be updated accordingly.

5.6 Training, Awareness, and Competence


In general, project personnel performing environmental management related activities are selected on the
basis of education and experience. Personnel in environmental positions will have the training and
experience required by that position.
Project personnel will receive project specific training on the project’s EMS.
In addition, project personnel will be made aware of the EMS and Environmental objectives through the
distribution of EMS documentation, and presentations that will stress:
y The importance of conformance with the environmental policy and procedures and with the
requirements of the EMS,
y The significant environmental impacts, actual or potential, of their work activities and the
environmental benefits of improved personal performance,
y Their roles and responsibilities in achieving conformance with the environmental policy and
procedures and with the requirements of the EMS, including emergency preparedness and response
requirements,
y The potential consequences of departure from specified procedures.

Specialized training will be provided for those who handle hazardous materials, and for those who will serve
on the emergency spill prevention and countermeasure team.
Personnel competence is addressed through periodic performance evaluations.

5.7 Communication
Internal communication on environmental aspects is achieved through periodic reporting requirements.
External communication, i.e., to the public, news media, etc., will be referred to BP.

5.8 Document Control


HSE related documents will be controlled in accordance with the project document control procedures.
A complete set of EMS documents will be located in the project electronic data management system
(INDRA). A set of all relevant environmental laws, rules, regulations, and specifications will also be kept.
All HSE documents will be reviewed periodically, and revised as necessary. Changes to EMS documents
will be reviewed and approved as the original, and will be subject to the Management of Change process.

5.9 Operational Control


Operational activities that have an environmental impact as defined in section 5.5.2 are controlled through
the use of Method Statements and Risk Assessments. Construction activities during the Pre-Construction
Phase (and possibly extending into the Construction Phase) that are controlled in this manner are:
y Marine and Land Surveys
y Tree Harvesting
y Clearing and grubbing
y Road construction
y Dredging
y Concrete placement
y Piling
y Camp construction and operation

5.10 Emergency Preparedness and Response


There are no environmental impacts associated solely with Engineering and Procurement as these activities
occur in an office building or vendor shop.
For the Pre-Construction Phase, procedures will be established to manage emergency preparedness and
response at the jobsite.
Specific procedures will be used to control incidents related to:
y Flammable and Combustible Liquids Use and Storage
y Fuel Truck Operation
y Hazardous Chemicals and Substances
y Housekeeping, Sanitation and Waste Disposal
y Highly Hazardous Chemicals
y Spills

5.11 Checking and Corrective Action


5.11.1 Monitoring and Measurement
As required in the RPL, monitoring and measurement methods related to the impacts described in section
5.5.2 are the following:
y Daily logs of the area cleared and the number and type of trees removed in each general habitat type
y Visual observations of surface erosion at the creek banks to ensure stability, effectiveness, and clearance
y Visual monitoring and measurement of the creek water level

samples analyzed for TSS and turbidity prior to pre-construction activities

Note: Inventories of species and individuals of select fauna are determined and maintained by BP.

5.11.2 Nonconformance and Corrective and Preventive Action


During the Pre-Construction and Construction phases, nonconformances are discovered either by audit, by
inspections, or by analysis of environmental reports. Nonconformances will be entered into the HSE Action
Item Tracking system. The Environmental Manager and the Site HSE Manager will determine corrective and
preventive action. The Environmental Manager and Environmental Inspector will verify that corrective
action is taken. After follow up to determine the effectiveness of the action taken, the nonconformance will
be closed on the HSE Action Item Tracking system.

5.12 Records
Records will be maintained to demonstrate conformance to the requirements of ISO 14001, environmental
laws, AMDAL, and project specifications.
Records include:
y KJP and Subcontractor EMS documents
y Specifications
y Environmental non-conformances, the investigation records, and the proof of corrective action
y Records required for permitting or regulatory purposes, such as tree cutting, water quality and
erosion
y Training materials and attendance
y Measuring instrument inspection, maintenance, and calibration documents
y Audits
y Management reviews.
The records will be legible, identifiable, and traceable to the activity, product, or service involved. Records
will be stored and maintained so that they are readily retrievable and protected against damage, deterioration,
or loss. Record retention times will be established and recorded.

5.13 Environmental Management System Audit


HSE and Quality audits will include the implementation of the EMS and will be carried out at least monthly,
and as circumstances require. The audit will determine whether the Environmental Management System
conforms to planned arrangements for environmental management, including the requirements of
AMDAL, ISO 14001, ISO 9000, and environmental laws, regulations, and project specifications, and it
effectiveness.
The results of the audits will be presented to BP.

5.14 Management Review


KJP will conduct 8 Management Reviews in 6 months intervals, starting at month 3 after EDC. The
Management Reviews will consider the following:
• Client satisfaction feedback,
• Work process improvement initiatives and Lessons Learned,
• Results of audits,

The results of management reviews are documented and address as a minimum:

• Improvement of the effectiveness of the EMS and its processes,
• Improvement of project operations related to client requirements, and
• Resource needs.

M. Policy Base for Environmental Management


The base for environmental management is primarily the set of laws and regulations described below and
consists of Law No. 23 of 1997 on Environmental Management (Undang-Undang Republik Indonesia
Nomor 23 Tahun 1997 tentang Pengelolaan Lingkungan Hidup, September 1997) and Government
Regulation No. 27 of 1999 regarding the Analysis of Environmental Impacts (Peraturan Pemerintah Republik
Indonesia Nomor 27 Tahun 1999 tentang Analisis Mengenai Dampak Lingkungan Hidup). The
implementation of Law No. 23 of 1997 and the resulting Government Regulation No. 27 is greatly influenced
by Law No. 22 of 1999 regarding Regional Governance (Autonomy) (Undang-Undang 22 Tahun 1999
tentang Pemerintahan Daerah) and Government Regulation No. 25 of 2000 regarding the Government
Authority and the Province Authority as an Autonomous Region (Peraturan Pemerintah Republik Indonesia
Nomor 25 Tahun 2000 tentang Kewenangan Pemerintah dan Kewenangan Propinsi Sebagai Daerah
Otonom). The relevancy of these two laws and two regulations to the Tangguh LNG Project is described in
the AMDAL report in Sections 1.2.3 through 1.2.6. The project will comply with these laws and regulations
through its implementation of the RKL and RPL.
The Tangguh LNG Project also will comply and is consistent with the requirements of Law 24/1992
Concerning Spatial Use Planning and Law 41/1999 Concerning Forestry.
A Regional Spatial Use Plan (RTRW) for the Kabupaten Manokwari has not yet been formalized.
Documents in preparation for the RTRW and a further detailed plan for Berau/Bintuni Bay within the
Kabupaten (RDTR) are available and accommodate oil and gas exploitation. The location of this land use on
3,266 ha of land at Tanah Merah has been agreed upon by the Manokwari Government. The Bupati of
Manokwari Regency, through his letter No. 133/1144 dated 16 October 2001 has confirmed that the location
of the Tangguh LNG Project at Tanah Merah is in line with the future spatial plan of the area. BAPEDAL has
confirmed through letter No. 3302/IV/11/2001 dated 27 November 2001 that in principle the Bupati Letter
can be used for the AMDAL process.
With respect to the requirements of the Forestry Law, the site of the LNG plant is designated as State Forest
consisting of 1,030 ha of Limited Production Forest and 2,236 ha of Production Forest. The Minister of
Forestry issued a Principal Approval (No. 52/MENHUT-VII/2001) for the excision of the land from the State
Forest on 19 January 2001, dependent upon the satisfaction of a number of conditions, including amending
the Hak Pengusahaan (Right to Use Forest) = HPH, formal survey of the land on which the plant is to be built,
and rehabilitation of approximately 6,900 ha of Conversion Forest to Limited Production Forest to be
stipulated by the Provincial Office of Forestry. The conditions of the Principal Approval will be completed
prior to the commencement of site development.
