Course Description

This course provides fundamental knowledge for management in public sector. Students will
be exposed to various approaches and theories in management. The application will be at
the Malaysian public sector context to enhance the students understanding and provides
basic knowledge on public sector management in the country.

Continuous Course Assessment Plan (100%)

1. Lectures and Tutorials

Lectures and tutorials will be held FOUR hours every week thru online (face to face, google meet, google classroom or etc.).
Schedule for the classes are based on existing/current timetable. Students are expected to participate during discussion (lectures
and tutorials). The university ruling on 80% attendance must be observed. Students are encouraged to participate during
lectures/tutorials by asking question, give comments, opinions and equally responsible that the class will be interactive and informative
hours.

2. Midterm Test (20 %)

It is a set of 20 True/False Questions & 10 MCQ. Students are compulsory to answer ALL question. Each question carries 1 mark.
Total marks are 30 and will be converted into 20 %. Type of question will FOCUS mainly on testing the knowledge of students (part 1).
Midterm Final test will be conducted via UFUTURE. Time allocated is 1 hour in Week 7. It covers chapter 1,3,4, and 5. The
preparation for the midterm is subjected to the discretion of LiC in the branches. But LiC in the branches must ensure the format
and time frame to be FOLLOWED strictly.

3. Assignment 1 – 20 % -
Written Assignment – Case Study

It is a group work. Each group must comprise of maximum 5 members (or as allowed by the tutor) in each group, depending on the size
of the class and lecturer/ tutor’s discretion. Student must choose One of the Case study listed below. The case study is related to
current issue management faced by public sector in Malaysia. For example:

i. How Ministry of Health (MOH) manage COVID-19 pandemic in Malaysia;


ii. How Agensi Anti Dadah Kebangsaan (AADK)/National Anti-Drug Agency (NADA) manage Drug Free Nation;
iii. How Ministry of Education (MOE) manage issue of teaching of Maths and Science in English;
iv. How Ministry of Transport (MOT) manage issue E-hailing in Malaysia;
v. How Ministry of Sport & Youth manage issue of E-sport in Malaysia;
vi. How Royal Police of Malaysia (PDRM) manage issue of reducing crime rate in Malaysia;
vii. How Ministry of Home Affair (i.e. Immigration Department) manage issue of illegal immigrant/worker in Malaysia;
viii. How Ministry Housing agend Local Government manage issue of building affordable homes in Malaysia;
ix. How Ministry of Human Resource manage issue of minimum wages in Malaysia;
x. How Ministry of Tourism manage Visit Malaysia year 2020.

Then, each group need to prepare a written report based ONE chosen case study. Students are expected to write the report by
following the format/outline as follows:

1. Chapter 1: Introduction (1 page)


 The description on the problem/issue faced by ministry including when, what, why, who is involved, what is the impact and who will have the consequence
because of the problem/issue.
2. Chapter 2: Managing the Issue – Planning (2 pages)
 Define the concepts of planning including importance and type planning.
 Discuss what is the planning done for managing the problems/issues by the ministry, identify the short- and long-term plan, which parties are involve in doing
the planning, what is the time frame and what is the objective to achieve.
3. Chapter 3: Managing the Issue – Organizing (2 pages)
 Define the concepts of organizing including importance of organizing within the context of finding solution for the problem/issue.
 Discuss what is the organizing strategy done for managing the problems/issues by the ministry, identify and related with any concept such work
specialization, departmentalization, authority, line and Staff Authority, Chain of Command, Span of Control, centralisation and decentralisation, formalisation
in overcoming the problem/issue.
4. Chapter 4: Managing the Issue – Decision Making (2 pages)
•Define the concepts of decision-making including importance of decision-making within the context of finding solution for the
problem/issue.
•Discuss what is the decision-making strategy done for managing the problems/issues by the ministry, identify and related with any concept such as
principles, type and condition of decision making undertaken by the ministry in overcoming the problem/issue.
5. Chapter 5: Managing the Issue – Controlling (2 pages)
Define the concepts of controlling including importance of controlling within the context of finding solution for the
problem/issue.
•Discuss what is the controlling strategy done for managing the problems/issues by the ministry, identify and related with any type and steps of decision-
making undertaken by the ministry in overcoming the problem/issue.
6. Chapter 6: Conclusion – (1 page)
Summary of discussion to manage the issues discussed based on groups’ understanding and observation on the issues.

(Analysis and discussion on the issues must be done by referring to any related newspaper cutting, journals, references
books, relevant websites, or any other reliable sources which support their arguments and discussion. Students may need to
refer to various newspaper articles/sources which support the similar issues/problems.)

Report/Group Project guidelines:

1. The structure of the report shall consist of introduction, body {content/discussion on the issues/ problems}, conclusion,
references (APA Format) and Appendices (newspaper articles). Appendix: May enclose any relevant evidences.
2. Report shall limit to not more than 10 pages (excluding references).
4. Times New Roman 12 and 1.5 spacing
5. Front cover should only contain UiTM Logo, name of faculty and programme, subject code, name and class group, title (eg:
Managing Issue: COVID 19 Pandemic in Malaysia), group members name and numbers, and lecturers’ name and date of
submission.
6. Cite the sources of ALL ideas and quotations used in-texts by using APA Format.

THE SUBMISSION OF GROUP PROJECT NEED TO BE DONE ONLINE VIA U-FUTURE. Total marks for written assignment are 50
marks and will be converted to 20%. (Refer to written assignment rubric given)
4. Assignment 2 – 20 % -

Assignment 2 : Students are required to perform group presentation specifically by conducting S.W.O.T analysis on how the selected
ministry manage the selected case in Malaysian AND articulating or presenting recommendation/suggestion based on
management principles to successfully overcoming the issue.

Format of presentations depends on the creativity of students. Example – Video recording, Slides, Youtube, Powtoon and submit via
UFUTURE for assessment. The length of the video is between 8 to 10 minutes. If student use slides - number of slides is 15 -20.

Total marks for group presentation are 25 marks and will be converted into 20%. (Refer to presentation rubric given)

5. Final Test (50 %) (tentatively on week 14/ subject to changes & will be communicate earlier with the student)

Final Test - 5 Short Essay Questions (Answer All). The online final test covers chapter 1,3,4,5, 8 and 9. Students are compulsory to
answer ALL question. Each question carries 10 mark. Total marks are 50 and will be converted into 50 %. The final test will be
conducted thru UFUTURE. Time allocated is 2 hours.

The preparation for the final online test is subjected to participation from ALL LiC in the branches.
