Course Description
In the Introduction to Public Administration course, students discuss the differences between the public sector and private sector. The differences are obvious, hence, the frequent discourses
on managerial programs and techniques (such as KPIs, strategic management, quality management and many more). A number of these can be traced back to the private sector before
they made their way into the public sector. Looking at the positive impacts, the study and application of these programs and techniques are paramount both for the academic purpose as
well the practitioner. That is why the discourses should be conceptually addressed and discussed continually. It is imperative to understand the ideals and difficulties in implementing
those managerial programs and techniques especially in the public sector. For example, the discussion should approach these management principles from the political, economic, social,
historical perspectives – however foreign and alien they may be for the private sectors.
This is a must because separating or dismissing these important discourses will indicate a degree of naivety for students of public administration. As for the public administrators
themselves, they will be tempted to prefer shortcuts than a well-thought solution. Without doubt, the lack of conceptual understanding proves to be the main obstacle that is now the
inherent factor in the failure and ineffectiveness of implementation of managerial techniques such as KPI, strategic management and outcome-based budgeting. Therefore, the
understanding of what and where the critical weaknesses are – and what to do about them - among others, are the strengths of the faculty – 'Administrative Science’.

COURSE ASSESSMENTS
1. Lecture
Lecture is conducted in a blended way. From week 1 to 5, where students are still doing their internships, class is conducted in on-line format. Starting from weeks 6 to 12, the
class is conducted physically. Since this course is based mainly on understanding concepts and theories, preparation for students before class is vital. Prior to the lecturer, students
must watch the specified YouTube videos and read the required pages.
Tutorial are also blended, i.e., online (weeks 2-5) and on-site (weeks 6-12). For tutorial, there are two main assessments. The first one is a quiz with 10% marks allocation
covering chapters 1 and 2. It will be held on week 9, during tutorial class, using u-future. In the preparation for this quiz, materials such as recorded lectures, PPT slides and
other pertinent materials will be shared to students from time to time. Second assessment is 2 article summaries. The topic for both summaries should be related to the assignment
topic, each of which carry 5% respectively.
The format for writing this paper in many ways similar to those for writing a simple research paper. In term of discussion, the seminar paper should consist of the following:
