1 OBJECT
The purpose of this document is to describe the general design criteria to be considered for the Plant
Substation civil engineering of OPOR Windfarm project, located in Croatia.

2 SCOPE
This document is applicable to the OPOR windfarm project and will serve as the basis for carrying out
the executive civil design of the project Plant Substation.
However, the Designer must carry out an independent analysis to confirm that these criteria are
reasonable and, where appropriate, propose alternatives in order to carry out the optimal design,

complying with the Local Regulations in force.


In addition, Substation civil design shall be consistent with the preliminary design specified in MAIN
DESIGN.
Plant Substation Civil Design should be understood as the design and preparation of the documentation
related to the following categories:

▪ Foundations of Substation Transformer and other electrical equipment’s

▪ Electrical trenches

▪ Drainage system

▪ Internal Roads

▪ Electrical Building

▪ Fencing

▪ Grading

▪ Signposting

Earthworks for Substation platform definition and ground network are out of this scope.
The generated documentation must be structured and codified according to a list of deliverables to be
agreed with Acciona.

3 DESCRIPTION
The civil design of Project Plant Substation shall be consistent with the preliminary design described in
MAIN DESIGN, and comply with all the Local Standards and Regulations applicable to this kind of
infrastructures.
In the following picture, a plant layout is shown:

4 PROJECT GENERAL REQUIREMENTS

4.1 SAFETY IN DESIGN


The civil design must be carried out in such a way as to guarantee the safety of personnel and materials
during the execution phases of the project and its operation and maintenance.
AE Instruction of "Safety in Design" as well as the restrictions and HOPS conditions included in the Main
Design project must be followed.
In the event of detecting substantial differences that could force changes in the Main Design,
Subcontractor must inform to Acciona in order to validate the change or take the appropriate decision.

4.2 STANDARDS
The design of the project must comply at least the requirements considered in the following regulations
or standards:
1. Croatian Local Standards
(except copies explicitly stamped as CONTROLLED).

2. Eurocodes

The Designer must propose the list of proposed standards and inform Acciona if it is necessary to
include/remove any of them considering the location of the project.
Acciona will be notified of those parts of the design that are not governed by any local regulation in
order to agree on a design standard.
In the event of contradictory elements between different regulations, Acciona will be consulted on the
course of action to follow.

5 DESIGN TECHNICAL REQUIREMENTS

5.1 PRELIMINARY TECHNICAL INFORMATION


The information to be taken into account in the Civil Design of the Plant Substation is listed below:

▪ Topographic and Geophysical Information in force

▪ Hydrological study for drainages calculation

▪ VendorEquipment’s technical documentation that will be presented at later stage (once

▪ Dimensions and requirements for Equipment’s transport and maneuvers (Main transformer

The hypotheses considered for the civil design of the the mentioned scope must be based on the list
of documents above.

In the event of preliminary technical information pending, AE will be notified as soon as possible. It will
be the obligation of the Designer to request AE the necessary documentation that is not available.

5.2 GENERAL TECHNICAL REQUIREMENTS


GENERAL DESIGN CRITERIA
01 The design will aim to meet the requirements defined in this document, minimizing costs (value engineering)

02 It is required to confirm the traffic and types of vehicles that will access the Substation

The foundation design for electrical equipment will take into account the geotechnical study and consider the most technically and

economically appropriate construction solution.

The project has a useful life of 30 years. The different elements must allow proper operation with standard maintenance

activities.

05 All designs, calculations and drawings shall be based on the International System of Units (S.I.).

06 The design will comply with Acciona's "Safety in Design" Instruction, that will be provided by Acciona

5.3 MAIN TRANSFORMER AND OTHER ELECTRICAL EQUIPMENTS FOUNDATIONS

This Section sets the minimum requirements that must be met for the design and execution of
foundations for transformers and rest of electrical equipments located in the Substation.
This specification does not replace the applicable codes and standards where the new facility is to be
built, and local regulations must be consulted for specific compliance.
All foundations will be dimensioned to withstand reaction loads supplied by Equipment Vendors.
Designer shall also consider settlement constraints imposed by Vendor documentation.
Designer shall calculate these foundations considering simple load cases and combining them
according the factors of Local Regulations.

In case of the foundations were located over an artificial platform, this platform will be designed by
Other and provided to Designer by Acciona. The Substation Designer shall consider that this platform
will be able to withstand 1.5 kg/m2 and it will have a minimum slope for rainfall drainage (0.5 %).
If foundations rest on natural ground, they shall be dimensioned according to project Geotechnical
Information.
Foundations materials (concrete, reinforcement, cement, etc) shall comply with local regulations and
recognized International Standards. Type of cement or any additional protection measurement shall
be considered according soil aggressiveness.

5.3.1 TRANSFORMER FOUNDATION

The Main Transformer foundation will be made by means of a pit surrounded by a concrete wall.
Loading walls will be placed on the pit slab, with rails (if required by Transformer) that allow the
equipment to be extracted from the pit for maintenance tasks.
The transformer pit will have internal channels separated by the loading walls, connected to each other,
(except copies explicitly stamped as CONTROLLED).

which will allow the oil to be collected in the first instance. These channels will be covered in their
upper part with a metallic tramex and a thick gravel cover.
The pit dimensions and its perimeter wall will have a capacity according the Local Regulations and at
least of 1.3 times the capacity of the transformer oil container.
The transformer pit must be waterproofed to prevent any leakeage.
The requirements of Instruction I01_GAE07015 on Environmental Criteria must be met.

5.3.2 OTHER ELECTRICAL EQUIPMENT FOUNDATIONS

They shall be footings shallow foundations if possible and shall be dimensioned to withstand reaction
loads supplied by Equipment Vendors.

5.4 ELECTRICAL TRENCHES

Electrical trenches will be precast concrete preferably.


The control cable ducts and the power cables will run through separated trenches.
The entrance of Medium Voltage cables to the substation will be carried out in a single pit if possible.

5.5 DRAINAGE SYSTEM


A drainage system shall be designed to avoid any accumulation of water or its filtration in areas close
to embankments, excavation bottoms, electrical trenches or any other where water accumulation
could lead to an electrical or structural risk.
Drainage network will be designed preferably by means of drain collection pipes and manholes and
ditches close to internal substation roads.
Non entrance of water coming from outside the Substation must be ensured, according to hydrological
study indications.

The water flow calculation must be obtained throught the corresponding hydrological study for thise
specific project.
For foundation pits (i.e main transformer), an oil/water separate exit shall be considered and connected
to the stormwater drainage network.
Stormwater drainage pipes shall be PVC.

5.6 INTERNAL ROAD


Substation Internal Road will serve for the transit of vehicles for supervision, maintenance and
maneuvers. The Designer must ensure the durability of the firm according the expected loads on it.

Roads pavement shall be asphalt-concrete.

5.7 ELECTRICAL BUILDING


Designer shall carry out Electrical Building calculation and design following the proposal included in
Main Design and considering that it is needed to remove 4 prefabricated containers in the warehouse

out an analysis to confirm that building dimensions are enough to locate electrical equipments and
expected services.
Additionally, Designer shall design the required foundations according structure reactions and
geotecnical information.
Designer shall design all required services and installations for the proper use of this building during
maintenance phase and taking into account the local stanndards applicable (fire protection, Heating,
Ventilating and Air Conditioning, etc).
The electrical building shall include an additional emergency exit in the Control Room and readjust
slightly the interal distribution accordingly. Finally, in the event of including windows to the substation,
these should be shielded.

5.8 FENCING
Type of fencing specified in preliminary design specified in MAIN DESIGN shall be followed, and will
comply with the applicable local standards for this item in electrical infrastructures. Height shall be at
least 2m and barbed wired on top.
The fencing design will define all the necessary requirements for its supply and installation.
Additionally, the Designer shall calculate the required foundation for fencing.
The main gate will be sliding with electric power train. In addition, the Designer shall consider a single-
leaf tilt entrance door, with manual closing for entry of pedestrians.
All steel components of substation fences shall be galvanized.

5.9 GRADING
Substation platform top grading shall be made of granular graded stone material without bind, in
minimal thickness of 4 cm.

5.10 SIGNPOSTING
Designer shall consider the signposting required for traffic control and specification of Substation
information (i.e entrance)
Both the necessary signage during the construction works and for the operation phase must be defined.
The signage of the project must comply with the applicable Regulations and requirements of Acciona's
QSE department which will be provided later.
