LOW VISIBILITY PROCEDURES
1. APPLICATION
Low Visibility Procedures (LVP) will be applied to surface movements of aircraft
landing or taking off on runway 07/25, aircraft handlers (Tugs), vehicles and/or
people in the movement area.
2. ACTIVATION
Low Visibility Procedures (LVP) will apply when:
- Phase I Runway Protection: the horizontal visibility reported in the METAR is
equal to or less than at 2000 meters, or, if the entire runway is not visible
from the Control Tower.
- Phase II Reduced Visibility: the runway visual range (RVR) is equal to or less
than 550 meters, or, in case of RVR out of service, the reported horizontal
visibility is equal to or less than 800 meters.
Flight crews will be informed that Low Visibility Procedures are being applied (LVP)
through ATIS and/or by radio frequency, through the following message:
"LOW VISIBILITY PROCEDURES IN EFFECT".
3. SURFACE MOVEMENTS
The flight crews will verify the location of the aircraft at all times, especially on
the taxiways, checking that the taxiing is executed in conditions of complete
security. In case of disorientation or doubt, they will stop the aircraft and inform
Tower/Ground control immediately.
3.1 In Phase I Runway Protection:
- All vehicles, personnel and/or equipment will be evacuated from the
movement area, except vehicles and/or personnel who are carrying out a task
of great importance and that they obtain authorization from the Control Tower
to complete the task.
- Ground Control (GND) can restrict aircraft movements to keep them in sight
and ensure a level of security. Operations in the movement area that can be
restricted also include simultaneous aircraft towing, runway inspections,
maintenance work, engine tests, cargo towing transfer or any other operation
in said area.
3.2 In Phase II Reduced Visibility:
- The movement of a single aircraft (includes Tug) will be authorized in the
movement area at the same time.
- Aircraft towing on the runway allowed only with the presence of a
"Follow me" vehicle.
4. SUSPENSION
Once Low Visibility Procedures (LVP) have been activated, they may be suspended
when the ATC deems it necessary, without this implying the cancellation of these.
Examples of situations that may lead to suspension of LVPs include, but are
not limited to:
- The inoperability of any of the systems that support the LVP (communications,
lights of runways and/or taxiways, MET equipment, among others).
- Any circumstance that, in the opinion of the ATC, may compromise the safety
of the operations.
5. CANCELLATION
Low Visibility Procedures (LVP) will be canceled when horizontal visibility reported
to be 2000 meters or more with a tendency to improve.
