Assessment

Based on the information, the following were analyzed and assessed:

1. The hold-up incident that occurred on 1:30 PM of May 10, 2023 at the shell Gas
Station, Brgy. Bayanihan, Gapan City, Nueva Ecija. It is possible that the Bombing
incident occurred on 4:30 PM of the same date at Gapan City Gas Station has relation
to hold-up incident occurred at Shell Gas Station;
2. And It is possible that the Robbery Hold-up Incident occurred on 8:50 PM of the same
date at Alfamart, Brgy. San Vicente, Gapan City, Nueva Ecija are believed to be
members of the same group that committed the two previous incidents because of their
same modus operandi and trying to disrupt the area of Gapan City and conduct their
illegal activities. Their target is Vital Installations like Gas Stations and Convenience
Stores.
Recommendation
1. Conduct casing and case build up to other suspicious personalities that are
frequently seen on or near the place of incident;
2. Intensify Police Visibility within AOR and conduct pro-government activities like
Vital Installation Visit, PCR Activities and conduct of sectoral forums;
3. Conduct profiling against identified suspects operating within AOR and conduct
case build-up.
