PROJECT PROPOSAL
S.Y. 2022-2023

I. TITLE: Technical-Vocational Livelihood in an Innovative and Flexible


Teaching-Learning Process (TLE/TVL-Inflex)

II. RATIONALE

Technical Vocational Livelihood (TVL) Education has been recognized


globally as a tool for empowering people, particularly the youth, for sustainable
livelihood and socioeconomic advancement (Okwelle & Deebom 2017). According to
Alhasan and Abdullahi (2013), technical and vocational education and training are
crucial for enhancing youth and community well-being, raising productivity, enabling
people to become self-sufficient, and encouraging entrepreneurship. Promoting TVL
as a desirable program for students who wish to guarantee employment after
graduation is therefore necessary. The majority of people, however, have
preconceived notions about technical and vocational education and training, viewing
it as inferior schooling (Ratnata 2013; Che Rus et al. 2014). Compared to the
academic subjects, the TLE/TVL subjects is the most challenging due to the
unavailability of resources and linkages; and was also given less attention compared
to the academic track (Jaca & Javines 2022).
The Department of Education has been trying to implement various Learning
Continuity Plan (LCP) to deliver quality education and to address learning gaps
experienced by the learners posed by the pandemic. Rusmini Ku Ahmad (2008)
affirmed that the effectiveness of an organization and contribute to the
accomplishment of its goals, and affect its performance include school internal
elements such as: teacher’s commitment, competencies and expertise that include
teacher’s judgement of flexibility, adaptability, innovations and the quality of learning
and teaching and job satisfaction. Integration of technology resources into technical-
vocational training classrooms promises to increase students' learning through active
engagement with technical-vocational concepts and presentation of practical works;
moreover, the pedagogical implications of technology as a mediator of practical
learning are now in most concern with educator.
In view of the above considerations, the proponent of TVL-Inflex project finds
motivation in proposing and wishes to implement a project that will probe on the
effectiveness of innovative and flexible teaching-learning process to enhance
students’ skills acquisition and performance in the field of technical and vocational
livelihood education.

III. SCOPE

The TVL-Inflex project focuses on the field of technical-vocational livelihood


education teaching-learning process from Grade 7 to Senior High school curriculum.
The implementation of the TVL-Inflex program shall be carried out in the Kiburiao
National High School campus this school year 2022-2023. Various activities will be
conducted in strengthening this program upon the approval of the project.

IV. OBJECTIVES

The general objective of the TVL-Inflex program is to establish an innovative


and flexible teaching-learning process to address learning gap experienced by
learners posed by the Covid-19 pandemic.
The specific objectives are:
1. to establish relevant and timely innovation on teaching-learning
process in the field of technical-vocational livelihood education;
2. to sustain quality education through flexible learning to address
learning gaps experienced by learners; and
3. develop collaboration among TLE/TVL teachers.

V. METHDOLOGY

The program in-charge shall coordinate with the School Principal with regards
to the implementation of the school project plan. Meeting and planning shall be done
via LAC session including information dissemination from program and all other
activities.
The following activities shall be carried out during LAC Session:
1. discussion concerning salient problems encountered in the teaching-learning
process during transition from modular distance learning to face-to-face learning
modality;
2. brainstorming of innovative plans and flexible teaching strategies;
3. crafting of the project TVL Innovative-Flexible ways of teaching the learners;
4. drafting and preparing the communication letters and concept paper;
5. teachers’ development of innovative and flexible teaching-learning approaches via
workshop and training provided to teachers;
6. integration of ICT in the development of innovative and flexible teaching-learning
approaches for easy access of teachers’ innovation.
7. request for the project’s approval;
8. project implementation;
9. evaluation of project effectiveness;
10. conducting an action research based on the program’s evaluation.

VI. MONITORING AND EVALUATION

In the project implementation, a tool to monitor and evaluate the effectiveness


of the TVL-Inflex program shall be provided. The innovation and flexible teaching-
learning approaches created or developed by the teachers will undergo quality
assurance to insure excellence in the innovation of instructional materials intended
for technical-vocational livelihood education.
