1.0 PURPOSE
This procedure is generated in part conformance of purpose to establish a uniform,
predetermined & controlled methodology to enable monitoring of procured civil &
structural materials under CONST OF MISC. CIVIL WORK FOR CRM PROJECTS
AM/NS-Hazira.

2.0 SCOPE
This procedure covers methodology & control for following activities & related
documentation pertaining to civil & structural material procured by contractors.
 Identification of materials requiring systematic controls of procurement, inspection
and testing.
 Evolving a method for monitoring the inspection & testing of such materials
 This procedure establishes a broad statement of methodology for incoming material
inspection and wherever repugnant with the contract requirements, shall be
superseded by such requirements

5.0 METHODOLOGY
All terms used in this procedure shall have same meaning as defined in the bidding document,
AM/NS specification (AMDEC/AMNSI/120015/S/CV/22/021) and referred IS codes.
As a general rule, all manufactured high value materials of substantial quantity shall be
subjected to incoming material inspection. These shall include cement, reinforcement steel
bars, structural steel sections, GI pipes, manhole covers & frames, anchor bolts, galvanized
gratings, doors, windows, ventilators, special chemicals, false ceiling & false flooring material,
paving bitumen and roofing sheets. The broad methodology of incoming material inspection
shall be as follows.

 Immediately upon receipt of material, the contractor’s quality engineer shall inspect the mate-
rial along with documentation, raise an incoming material inspection report (IMIR) in approved
format and offer the material for inspection to AM/NS within 24 hours of receipt.

 AM/NS field engineer shall inspect the material, co-relate the invoices/challans/ MTCs and shall
decide upon the acceptability of the material & sign the IMIR. Samples may be drawn and sent
for testing at approved laboratories As per approved ITP.

 Based on acceptability of material (especially cement, reinforcement & steel sections,) the
IMIRs shall be offered to AM/NS for acceptance. AM/NS at its discretion may visually verify the
material. Observations/ comments, if any, shall be recorded on the IMIR and the report shall
be signed by AM/NS and returned in original to contractor for further necessary action &
records.

 Copies of signed IMIRs shall be provided to AM/NS weekly with weekly quality reports for their
reference and records.

Materials requiring monitoring and control:

Cement (OPC-53/PPC/PSC/GGBS):

Shall be one of the following


 Ordinary Portland cement-53 conforming to IS: 269 or IS: 8112 IS: 12269
 Portland Pozzolana Cement conforming to IS: 1489 (part-1)
 Portland Slag Cement conforming to IS: 455
 Ground Granulated Blast furnace Slag IS: 16714 :2018
Physical condition of the material shall be visually checked. Invoice/ challan shall be
reviewed to ascertain the source of cement ( i.e approved make/vendors). Manufacturers’
test certificates shall be verified and co-related with invoice & the batch/ week number
printed on the bags. Cement shall be stored in closed stores on elevated platform at least 15
to 20 cm clear of the floor leaving a space of 60 cm around the exterior walls to avoid
deterioration due to moisture. A maximum of 10 bags shall be stacked one over the other. A
corridor of minimum 600 mm shall be left along the walls of the store to allow movement of
personnel and avoid contact of cement bags with walls of the store. Cement older than three
months from the date of manufacture shall not be used until its quality is established by
sampling and testing at approved laboratory. In order to ensure due progress, the
Contractor shall at all times maintain on the site at least such stock of cement as the
Engineer In-Charge may from time to time consider necessary.
The sampling of cement for testing shall be according to IS: 3535-1986. All physical & chemical tests
shall be performed fortnightly in Inhouse laboratory (In external lab if facility is not available) in
accordance with the relevant clauses of IS: 4031 (Part-I to Part-15) 1988 to 1991 & IS: 4032-1985.
The sampling and testing of GGBS material shall be done monthly as per IS: 16714: 2018.

Reinforcement steel:
Reinforcement bars shall be HSD (TMT bars) of grade Fe-500D or specified in contract,
conforming to IS: 1786 and shall be procured from approved make/vendors of AM/NS.
Physical condition of the material shall be visually checked. Invoice/ challan shall be
reviewed to ascertain the source of reinforcement (i.e approved make/vendors).
Manufacturers’ test certificates/ batch test certificates of reinforcement shall be reviewed &
corelated. Sampling & testing of reinforcement shall be done as per approved ITP. samples
shall be collected at the time of receipt and tested at approved laboratory to verify
conformance to relevant codes, at the rate of minimum one sample per 40 MT or part
thereof. The reinforcement shall be stored in such a way as to avoid corrosion, deterioration,
bending twisting and wrapping. Bars of different classifications and sizes shall be stored

separately. Reinforcement shall be stacked above ground level by at least 6” and in cases of
long storage a coat of cement wash shall be given to prevent scaling and rusting at no extra
cost of the owner.

Structural steel:
Structural steel, based on requirements shall conform to IS:2062 (Grade A), IS:808,
IS:1161/IS:1239, IS:4923, IS:412, IS:811 or IS:3502 as the case may be. Physical condition
of the material shall be visually checked. Invoice/ challan shall be reviewed to ascertain the
source of structural steel (i.e approved make/vendors). Manufacturers’ test certificates/
batch test certificates of steel sections shall be reviewed. In case of steel purchased from
open market through dealers/ traders, prior approval of AM/NS shall be obtained and
samples shall be collected at the time of receipt and tested at approved laboratory to verify
conformance to relevant codes, at the rate of minimum one sample per 40MT or part
thereof. However, for material procured in small quantities, the stated requirement of testing
may be waived. The structural steel sections shall be stored in such a way as to avoid
corrosion, bending, twisting and contamination with oil or other chemicals reactions etc..

Admixture
An admixture is defined as “a material other than water, aggregates, cementitious materials,
and fiber reinforcement, used as an ingredient of a cementitious mixture to modify its freshly
mixed, setting, or hardened properties and that is added to the batch before or during its
mixing” (ACI Committee 212, 2010). Physical condition of the material shall be visually
checked. Invoice/ challan shall be reviewed to as certain the source of structural Admixture
(i.e approved make/vendors). Manufacturers’ test certificates
Admixtures are usually tested in the as-supplied condition in accordance with BS 5075
and/or ASTM C 494. The requirements of these standards include relative density, pH, solids
content, chloride ion, ash, total alkali content, and occasionally a standard IR scan. For
formulation purposes, additional testing is carried out for composition and molecular mass by
modern analytical techniques.

Integral waterproofing compound


Liquid integral  waterproofing admixture for all types of concrete and mortar.

checked. Invoice/ challan shall be reviewed to as certain the source of integral Admixture
(i.e approved make/vendors). Manufacturers’ test certificates

Cover block
Sufficient cover is required for the reinforcement in concrete structures for protection against
corrosion. Though several codes of practices have specified minimum cover for various
climatic conditions, it is often not maintained in practice. In this paper, the authors contend
that the Indian Codal provisions relating to concrete cover have to be revised as they do not
account for many factors related to minimum concrete cover. Also, some devices and
methods to increase the quality of cover are discussed. The authors also stress that just an
increase in concrete cover does not ensure durable structure.

Embedded items (Foundation bolts, inserts etc.)


Embedded items based on requirements shall conform to The form of shank shall be as agreed
to between the purchaser and the supplier. However, some typical shank forms and their dimensions
are given in Annex A. as per IS: 5644 of the material shall be visually checked. Invoice/ challan
shall be reviewed to ascertain the source of material (i.e approved make/vendors).
Manufacturers’ test certificates/ batch test certificates of steel sections shall be reviewed. In
case of Bolt purchased from open market through dealers/ traders, prior approval of AM/NS
shall be obtained and samples shall be collected at the time of receipt and tested at
approved laboratory to verify.

Grouting material
The purpose of this is to cement based 1-component, ready to mix, non-shrink, ready to
use, pourable and flowable, expanding engineering grout in dry powder form. It is widely
used for precision grouting in engineering objects subjected to static and dynamic loads
Shuttering oil
material shall be visually checked. Invoice/ challan shall be reviewed to ascertain the source
of material (i.e approved make/vendors). Manufacturers’ test certificates/ batch test
certificates shall be reviewed. In case of purchased from open market through dealers/
traders, prior approval of AM/NS shall be obtained and samples shall be collected at the time
of receipt and tested at approved laboratory & site lab to verify.

Anti-termite
An anti-termite treatment is a pre-and post-construction chemical process that protects a
structure against subterranean termites by treating the soil, masonry, wood, and electrical
fixtures IS 6313-3 (2001): Code of Practice for Anti-termite Measures in Buildings, Part 3

Water-proof coating material


There are many types of waterproofing materials. Some of the best and most common
include; Polyurethane, Cementitious Coating, EPDM Rubber, Rubberized Asphalt,
Thermoplastic, Bituminous Membrane, and PVC Waterproofing Membrane. As per is: IS :
1200 (Part IX) – 1973 material shall be visually checked. Invoice/ challan shall be reviewed
to ascertain the source of material (i.e approved make/vendors). Manufacturers’ test
certificates/ batch test certificates shall be reviewed. In case of purchased from open
market through dealers/ traders, prior approval of AM/NS shall be obtained and samples
shall be collected at the time of receipt and to verify.

Water stopper
The contraction joints in masonry and concrete dams provide passages through the dam
which unless sealed, would permit the leakage of water from the reservoir to the
downstream face. To check this leakage, water-stops are installed in the joints adjacent to
the upstream face. The recent advances in the manufacturing of PVC have increased
confidence in the use of this material for water-stops in dams. This standard has been
formulated to cover the complete specification for PVC water-stops used in the masonry and
concrete dams. The method of use of such water-stops has been covered in IS 12200:2001
‘Code of practice for provision of water-stops at transverse contraction joints in masonry and
concrete dams’ the source of material (i.e approved make/vendors). Manufacturers’ test

GI binding wire
The G.I. wire shall comply with IS: 280 – 2006 with the latest amendments and galvanizing
shall comply with IS: 4826 – 1979 with the latest amendments. the source of material (i.e
approved make/vendors). Manufacturers’ test certificates/ batch test certificates shall be
reviewed. In case of purchased from open market through dealers/ traders, prior approval of
AM/NS shall be obtained and samples shall be collected at the time of receipt and to verify
material shall be visually checked. Invoice/ challan shall be reviewed to ascertain the source
of material (i.e approved make/vendors).Manufacturers’ test certificates/ batch test
certificates shall be reviewed. In case of purchased from open market through dealers/
traders, prior approval of AM/NS shall be obtained and samples shall be collected at the time
of receipt and to verify Visual inspection of material with respect to governing codes &
drawings as well as to verify their physical condition is carried out. Invoices/ challans are
checked to establish source of the material. Manufacturers’/fabricators’ test certificates are
reviewed. Occasionally, at the discretion of PISL/AM/NS, samples may be drawn from the
material and sent for testing at approved laboratories to verify conformance to relevant
codes/ specifications. Material shall be stored type/grade/size wise in such a way as to avoid
damage/ deterioration and contamination. Manufacturers’ recommendations in this regard, if
any, shall be strictly adhered.

6.0 HEALTH, SAFETY AND ENVIRONMENT

 Contractor shall ensure that the machine operators involved must be an experienced/
competent person.
 All PPE is a must in this activity.
 It is to be noted that the special care to be adopted against snake / insects bite
 During the movement of equipment the operator must blow horn to caution the people
around.
 All Measuring & Test Equipment’s used must be well maintained.
 All lifting devices & Tolls used shall be well maintained.
 It is to be taken care that no spillage of fuel or lubricants is allowed at site.
 Contractor shall arrange Regular Tool Box Meeting.
 Contractor shall arrange First Aid Box at site.

7.0 DOCUMENTATION & RECORDS

Incoming material inspection reports (IMIRs) in approved formats shall be raised upon visual
inspection soon after receipt of material. Any deficiencies in the material and / or
documentation pertaining to the material shall be duly recorded on the reports. Once the

deficiencies are rectified, the comments regarding the same shall be stricken off and initialed
by the verifying officers of AM/NS. Non-conforming/rejected material shall be disposed outside
AMNS premises at the cost of contractor.
The contractors shall keep an account of all material as per categorization plan given in AM/NS
Spec.AMDEC/AMNSI/120015/S/CV/22/021, for which IMIRs are generated and shall produce the
same for review on demand from AM/NS.

CAT 1 CRITICAL: The material requiring long term time impact to meet the stipulation
of end user. Completely engineered and inspected as per Contractual requirement.
CAT 2 MAJOR: The materials requiring lesser time impact on end user. Specified to
Industry standards, lower design category (not fully reviewed of detailed Engg. but all
interfaces checked) and with complete compliance with code, however requiring limited
inspection.

CAT 3 MINOR: Standard items, fit for the purpose with minimal Engg. review.
