Purpose and Scope

The purpose of this method statement is to outline the materials, labour and workmanship required
to undertake the works in a safe and controlled manner, compiling with all relevant legislation,
Standards and Codes of practice etc.

The method statement will be briefed to all appropriate operatives to ensure that they are aware of
the sequence of activities and any Client/Consultant project specific requirements.

Constant monitoring and supervision duty will be undertaken by the contractor and/or UAE
University to ensure work activities are carried out in accordance with the method statement. Any
irregularities shall be immediately actioned.

The method statement describes the working procedures for Engineers/OHS Officers to complete
and all related activities.

Project Methodology

Customer has to provide scaffolding or other means for the safe access to the meter. The reference
meter has to be mounted on to the pipeline.

Personnel Responsibilities

For the works as covered by this method statement, the following personnel have specific duties.

Site Engineer(s)
Specific responsibilities include:
• Ensuring the project is managed in a safe manner and meets the requirements of the project
documentation.
• Ensuring all measuring and test equipment on site is properly calibrated.
• Reviewing and ensuring that all shop drawings and material submittals are presented to the
appropriate bodies with adequate supporting information.
• Preparation of the ITP.
• Shall ensure that operatives comply with the relevant method statements, Toolbox Talks and
general site briefings.
• Ensuring that sub- contractors and suppliers achieve the on-site required standards.
• Monitoring the close-out activities of the project and maintain a smooth hand-over.
• Carrying out phased inspections as required.
• Ensuring that completed works are offered for inspection/approval to external companies within
specific dates/programs.
• Prepare and monitor the project snagging list.

OHS site representative(s)


Specific responsibilities include:
• Assisting in the production of any health, safety and environmental documents.
• Monitoring the implementation of health, safety and environmental requirements.
• Undertaking audits and ensuring that corrective and preventive actions are taken where
required.
• Liaison with the senior site staff on health, safety and environmental related matters.

Supervisor(s)
Specific responsibilities include:
• To ensure that all operatives and appropriate sub-contractors have been briefed as to the
content of the method statement and the works.
• To adequately control the works as required.
• To ensure the works are undertaken in a safe manner.
• To ensure all operatives are adequately training in their respective works.
• Reporting any un-safe practices on site to the OHS Site Representative and/or UAE FMDHS.

Operatives
Specific responsibilities include:
• To undertake their works as specified.
• To work in a safe manner.

General OHS Requirements

• Contractor’s Site OHS Manager will induct all personnel on site prior to commencement of the works.
• Sub-contractor’s OHS Officers will induct their own operatives prior to commencement of works.
• PPE provided as identified as a requirement by the risk assessment e.g. Safety Helmet, Hi Viz,
Coveralls, and Safety Footwear.
• First Aid provision must be made available to all workers onsite and site specific information on what
to do in the event of a medical emergency.
• Access and Egress to and from the workplace must be safe.
• Housekeeping is everyone`s responsibility for keeping the site tidy.
• Working at height suitable arrangements may include; permit to work / edge protection / fall arrest
/ fall restraint must be in place prior to work commencing.
• Electrical equipment should be tested before use by competent operators and used following the
manufacturer’s instructions
• Plant equipment operators must be trained and competent in accordance with manufacturer’s
instruction manual.
• COSHH, before using and handling hazardous substances workers should be trained and instructed
in its use, and aware of the control measures required.
• Noise – Loud noise will damage your hearing unless suitable hearing protection is worn. Action
Levels:
▪ 1st action level – 80dbh assessment required
▪ 2nd action level – 85db hearing protection mandatory
• Hand / Arm Vibration, no person shall operate any tool that exposes the operator to excessive
vibration.
• Excavations – Permit to dig in place. Must be inspected by a competent person at the start of each
shift and recorded. Adequate shoring to be in place, all excavations should be barriered off with a
warning notice / lights in place.
• Confined Space Working – Only trained and competent personnel to work in confined space. Permit
system to be in operation. Suitable and adequate rescue equipment must be provided prior to the
work commencing.
• Manual Handling – Safe lighting techniques should be used at all times. Anything that weighs over
25kg should be lifted mechanically.
• Reporting of Near Misses, Substandard Practice and Conditions – All of the afore mentioned should
be reported by completing the SHOC Cards or reporting to Supervisors or the OHS Department
• Public Safety – Segregation must be maintained between the workforce and the general public at all
time.
• Overhead / Underground Services – Permit system must be in place. Treat all services as live. Any
damage must be reported to FMDHS Department immediately.
• Identify Emergency Access and rendezvous point(s).
• Define working hours as 7am to 7pm Sunday to Thursday. Take into account Summer working and
Ramadan times
• If outside these times notification must be given to the consultant.
• Define proposals for monitoring and control of noise, vibration and dust.
• Define location of spill kit materials in the area of the proposed works.
• Identify waste storage, removal and disposal as per the approved Waste Management Plan
• Ensure that regular monitoring is in place prior to commencing the works.

Welfare Facilities
State where facilities are provided, i.e. at worksite or at the main establishment

Emergency Call Out


• Include local hospital name and telephone number and name of first aiders, fire marshals and
emergency response team on site.
• Emergency contact numbers for incidents (health, safety, traffic and environmental) and as per
emergency response plan.
Risk Assessment
This is by no means the complete list but should be used to highlight general safe working practices on
the site. All hazards and potential hazards must be addressed in the Risk Assessment.
• Risk Assessment is to be included in the Method Statement and all site operatives to be informed
of generic and specific health and safety risks as part of their on-site induction. Once the method
statement and attached Risk Assessment has been approved by FMDHS the contractor will have
approval to begin the work.
• Control of Substances Hazardous to Health (COSHH) assessment, if required

The Risk Assessment for specific site activities is attached to this Method Statement.

Note for Engineers/OHS Officers;


For each identified risk, a full site specific Risk Assessment must be prepared and
attached.

Personal Protective Equipment

Note for Engineers/OHS Officers;


What is the minimum PPE requirement for carrying out the work activities. Please
refer to OHS Department for assistance.
As a minimum, safety helmet, googles, coverall, safety shoes and safety harness if work at height is
required.

Emergency Arrangements

Note for Engineers/OHS Officers;


What to do if things go wrong. Please refer to OHS Department for assistance.
Move to a safe area and inform the emergency response team of the customer. If required
first aider to be informed. All the information’s related to the incident shall be shared to
the response team.

Training

This Method Statement shall be briefed to the appropriate personnel. This is essential for the safe and
successful completion of the operation. Records shall be kept of all briefings.
Prior to these works commencing, a review of the activities shall be undertaken in association with the
operatives undertaking the duties. This will identify where additional training over and above existing
knowledge or experience is required.

The Contractor shall:


• Determine the necessary competence for personnel performing work affecting its quality and provide
training or take other actions as to satisfy those needs.
• Evaluate the effectiveness of action taken.
• Ensure that contractor personnel are aware of the relevance and importance of their activities
and how they contribute to health and safety.
