1. PURPOSE:

To evaluate performance of the Contractor periodically.

2. SCOPE:

Performance evaluation of the Contractor and communicate the feedback to Business


Unit.

3. DISPUTE RESOLUTION / ESCALATION

In case of any points of difference in implementation of this process, same shall be


resolved by Head SCM within 7 days of reporting

5. ACTIVITIES AND TIMELINES

1. Before placement of PO/WO by HO/RO on Contractors, SCM shall initiate action


for carrying out performance evaluation based on the criteria.

2. The performance evaluation of Contractors/sub-contractors shall be carried out on


various performance parameters and guidelines listed in the prescribed formats (Format
no. CPR/F-01/R0 for Contractors).

3.SCM shall prepare PE report after evaluation of contractor / supplies/ services.

4. Based on evaluation report, SCM shall give the PE score to Contractor.


Performance levels are as mentioned below:
A) Excellent
B) Very Good
C) Good
D) Satisfactory and
E) Not Satisfactory

5. SCM shall communicate the performance of Contractors based on their score under
following categories:
i) Appreciation letter - for Contractors in (A) & (B)
ii) Feedback letter - for Contractors in (C)
iii) Caution letter - for Contractors in (D)
iv) Delisting letter - for Contractors in (E)

6. DOCUMENTATION:

CRITERIA / GUIDELINES / CHECKLIST USED IN THIS PROCESS:

For Contractor:

i) Performance Evaluation is carried out at an interval of every 6 months (In October


and April). However, in case of contractors executing contracts with WEL for the first
time, first performance evaluation shall be carried out within 3 months of start of
execution of the contract, followed by at regular frequency of 6 months. If the time period
between first and periodic six monthly evaluation is 45 days or less, the Contractor is
evaluated as part of the six month evaluation

ii) Mid-course evaluation may be carried out whenever warranted based on


unsatisfactory performance of the Contractor

Guidelines:
1. Performance of Contractors is critical, impacting success of project. Performance Evaluation shall be
done with due diligence.
2. The scoring for performance rating needs to be carried out pragmatically and objectively.
3. Please do not evaluate based on single incident. Performance Evaluation shall be on overall
performance.
4. Excellent or Not Satisfactory Ratings shall be substantiated with reasons.
