of the tourism sectors. In order to achieve the orientation in the content of chapter 33 clause (3)
of the 1945 Constitution of the Republic of Indonesia, tourism deserves to be a concrete object of
development or renewal in every policy. This is due to the mandate of chapter 33 clause (3) of

resources for the people. To this day, the Regional Government of Bangkalan Regency has paid
little attention to the economic potential of the tourism sector while formulating policy. However
there are still no particular laws governing tourism development strategies for coastal areas in the
Bangkalan Regency Regional Regulation Number 1 of 2020 addressing the Bangkalan Regency
Tourism Development Master Plan for 2020–2035.

Regency, the authors formulate the issue in two ways: first, how is the tourism policy for coastal
areas in Bangkalan Regency currently operating, and second, what are the barriers to tourism

the problem formulation, is to collect information, analyze related tourism policies in Bangkalan
Regency based on related regional regulations, and describe potential factors that become
