MINUTES OF MEETING

The competent authority has accorded approval for constitution of committee

consisting of the following members at N-279 to examine the details of delay in
"Construction of Kitchen and renovation of Kalyana Mantapa for providing RCC
roof slab". -Reg.
1. Sri Satyender Pal AGM (Fin)
2. Sri R Anbalagan AGM (Civil)
3. Sri M.T Rao AGM (Per)
The committee had site visit and held meeting on

09.02.2023,11.02.2023,06.03.2023, 10.04.2023 & 19.05.2023 to discuss for giving its

recommendations for the proposal regarding details of delay in execution of subject
work resulting in a final time extension up to 31.03.2021 as against schedule due date
of 26.06.2019.

Brief History :
The subject work was awarded to contractor M/s Sanjeev Tyagi and Yogendra
Tomer & Co vide Letter of Intent No CEWI8(417))2018/4140 Dtd: 18.10.2018. The
stipulated period of contract as per LOl issued is 27.10.2018 to 26.06.2019.
The work actually started on 22.07.2019 and completed in all respect on 31.03.2021
Committee observation:

The interim Ist time extension was granted up 31.05.2020 vide No

CEWI8(417)/2018/63 Dated 11.02.2020 placed at P-296/C and
Interim Il nd Time extension up to 31.12.2020 vide CEW/8(417)/2018/578
Dated 08.10.2020 placed at P-306/C.
The Amendment No 1is issued on 15.03.2021 vide CEWI8(417)/2018/772 for
value of Rs 74,98,981.97 for extension of 5.00 Mtr bay of RCOC roofing as per
direction of HOP and final extension of time up to 31.03.2021 placed at P
384/C.

The committee noted that immediately after issue of LOI, the contractor
requested vide letter dated 12.11.2018 placed at P-191/C for handing over the site.
However, as per the decision of the competent authority it was decided to keep holding
the work due to closing of the mine and it will be started after the opening of mine.
As such work couldn't be started as per the instructions. However, due to persistent
demand received by works committee, the management has reviewed the earlier
decision taken back and decided to go ahead with the construction. Accordingly.
contractor has been asked to start the work in the month of March-2019.
