II. SCOPE OF WORK:

III. METHOD STATEMENT:

1. General regulation.
- Working installation is needed the instruction guide of manufacturer, current
standard and norms.
- There have time schedule plan with manager substation and others
- When working near the electrical equipments which are operating, there will
have a method statement.
- Safety training for workers and people who control the transportation
- Registering and rules for enter and go out at the site
- The working area is followed the main demand :
 Ensuring of the working duration must be progressed and convenient
 Ensuring of the transportation by truck outside the site to warehouse will be
shortest distance
- Electrical diagrams is correctly with real word .
- Ensuring the sanitation standard, safety of fire prevention and control during the
whole of working
- Keeping the contact at any place at site .
- When working at site, in beside of following the technical standard it is done the
instruction guide of manufacturer

- During the working, beside of following the supervisor of Contractor and Client.
If it is possible, we will still listen the opinions of foreign specialists
- There is not relevant for Electrical equipments operating during the working at
site
- Before working in existing substation , it must have the permit
- Only working when the electrical equipments were shut-down and temporary
grounding connecting. The electrical equipments will be turned on and also
temporary grounding will be disconnected when the permit are signed.
- Before working erection for equipment steel supports at nearly operating area,
they must have the safety grounding connection methods

2. Equipment assembling.

2.1. Erection of steel support and cable support.

a/ Mechanical manufacture:
- Mechanical manufacture will be done following the design documents.
- Before mechanical manufacture, it needs to check the dimension, details of
draw. In case, there have further connecting, they will be submitted party A
- Every edge of steel structures must be done smoothly. Steel plate are not cut
with corner smaller 600 to avoid accidents
- Steel cutting is used mechanical method: Every hold in steel structure details
must be drilled; drilling, cutting, bore a hold, compressing, and bending must
be done exactly for erecting easily.
- Bending of steel structure will be done at 850-9500C, the temperature of steel
structure will be cool naturally to avoid mistakes. It is not allowed for using
welding machine to raise temperature during bending of steel structure.
- Flat steels are welded by using electrical welding. Weld must be done following
standard of 20 TCN 170 - 89.
- Every details of steel structures will be marked clearly following the design
draw after finishing

b/ Galvanizing:
- Galvanizing will be done after mechanical manufacture finish. Every galvanized
details will be separated. Hot-dipped galvanized must be followed standard of
18TCN-04-92
- During the Hot-dipped galvanized must be checked usually by using machine
for thick galvanized layer measuring
- During the testing and commissioning for steel structure, Contractor will show
the quality certificates

c/ Erection:
Cable support
- Cable support mainly arranged in cable trays and along wall, cable trench.
- To make use of scaffolding & aluminum ladder to erect cable supports.
- Marking cable support line for power cable and control cable separately.
- Cable supports are located in cable trays and along wall by bolts or anchor-
bolts.

- Cable support will be erected position by hand.


Steel support
- Steel support erecting will be done when foundation concrete has completed
(usually safety 14 days after)
- Before steel support erecting, we will prepare plan well, check the mistakes of
foundation surface and bolts. If there is not any problem, we will start the job.
- Checking before erection:
 Foundation checking: checking the dimension, distance of bolt and
foundation. If there have problems, we will inform Supervisor of Party A
to give the solution
 Checking and arrangement following the types for erecting easily.
 Plan Preparation: it must be clear, wide to erecting easily. Furthermore, it
will be convenient for observation of our supervisor
- Steel structure erecting will be done by manual and crane, if it is possible.
- Bolt tightening: During erection, bolts are tightened by manual only. After
erecting gantry, they are fastened with torque wrench up to value as defined
by Consultant as followed:

- Bolts are tightened by specialized spanner. In addition, they must be full cover
the nuts, flat and spring washers. These nuts will be finger tight on the bolt
and will be rejected if they are considered to have an necessary loose and
tight fit
- Methods for mistake repair:
 If there have problems during steel structure erecting, we will inform
Supervisor of Party A to give the solution such as repair or replace. Steel
structure bended during transportation, storing in warehouse, or erecting
will be fixed or changed. Allowance error will be followed:
 Compression bar: allowance error: ± 2/1000
 Stringing bar: allowance error: ± 6/1000
- If the steel bars are not enough standard above, they will be changed
- All workers, equipments, tools must be presented health certificate, testing
organization and expiration date.
- We will be responsibility for safety during working at high

2.2. Erection of over head crane.

Preparation work:
- Before Overhead crane erection, manufacturer’s technical document and
designed draws will be studied carefully.

- The Tools and equipments will be prepared for Overhead crane erection
followed:
 Specialized scaffolding, trestle column and hand lift, electric welding
machine, specialized hydraulic hand lift.
 Hand Tools: Specialized spanner, adjusted level, level indicator, wooden
plate to support, hand tools box (Spanners, alley keys, adjustable
wrenches, Pliers, hammer, meter, steel saw….), toque wrench, etc.
Erection method:
- Checking the dimension of cushion
- Put the beams on the cushion
- Checking the parallel of two beams put on the cushion
- Wheels of crane and horizontal beam are installed
- Installation for motors of wheels and crane
- Cable pulling and power connection
- Using trestle column and hand lift ( 5 tons) to erect the beams ( I type)
- Crane installation must be done following the manufacturer documents

2.3. Installation of grounding and lightning system.

- Reading carefully guide of instructions before starting to work.


- Preparation means of installation work for grounding and lightning system
follows:
 Cable stand drum, cable cutter, Exothermic connection tools, hydraulic
crimper.
 Necessary tools such as spanner, cloth, other tools …
- Grounding grid shall be installed before finishing foundation works. Wires of
grounding grid are laid at depth of 800mm beneath ground level of substation.
For the wire laid beneath foundations, the depth of wire shall be up to
1000mm. At every position of equipment or gantry foundation, grounding
wire is connected from support or tower to underground grid as per
installation drawing.
- Grounding shall be combined with drilling into ground to put chemicals, if
necessary.
- Portion of grounding grid beneath cable trench, internal road or foundation must
be jointed the grounding wire before casting concrete or lying brick.
- Junctions and cross links of grid must be welded (Exothermic) as per
construction drawing.
- During backfilling, ditch for grounding grid shall be filled with field soil layer
by layer (approx. 200mm thick), watered and tamped tightly. However, these
works are only done after permission of Employer’s Representative.
- After completing of grounding grid, we will measure the resistance of them and
inform for Employer’s Representative.
2.4. Installation of main transformers.
- Check up center line, level, support, foundation… to see if they are in conform
to design standards.

- Transport the accessories of equipment from gathering yard to erection location


by truck.
- To use crane 16/30 ton to erect the accessories of equipment.
- Alignment to reach design parameters.
- Oil treatment (If necessary).
- Inspection & testing of electrical circuit.
- Shut on and commissioning.
- Acceptance and hand-over activities.

Step by step for transformer assembling


 Preparation
- Before installing power transformer, Contractor must study carefully
manufacturer’s technical document. Overall check of hardware is to be ready
for installation.
- Preparing plan of installing transformer includes manpower, means of
construction such as crane truck with minimum height of crane which is 15m
for installing insulating strings, oil filter and dryer, oil pump, 3 phase stable
power supply, tool set for testing oil specimens, rope specialized in installing
transformer, canvas preventing transformer from bad weather such as rain,
wind; cloth, alcohol, etc. During installation, especially in scopes of pumping
oil into transformer, installing oil-piping system, fixing current transformer
into body of transformer, they should be carried out on sunny, hot days.
- Preparing support, laying 220kV, 15kV insulators upright for test before
installation.
- Preparing discharge tester, oil humidity tester.
- Manufacturing flange of oil drainage valve, pipe valve of Buchholz relay, upper
and lower filter valves, valve for getting oil specimens in order to install
pipes, indicator tube, PVC vacuum pipe for pressure balance.

 Check before installation


- Checking transformer outside. Paying attention particularly to damage of
transformer body.
- Checking pressure inside transformer. If the pressure is positive then
transformer is considered tight, if the pressure equals to zero (= 0) then
Contractor must charge inert gas or nitrogen up to 25 kPa in transformer
body. Transformer is considered to be tight, if the minimum pressure is not
less than 23 kPa (0,23 kgf/cm²). Informing immediately PMB before carrying
out next steps.
- Checking breaking voltage of remainder oil in main tank. Breaking voltage must
not be less than 50 kV/ 2,5mm.
- Checking humidity content of remainder oil in main tank. Maximum humidity
content is 25 parts per million (ppm).
- Checking oil in on load tap changer (OLTC) as per manufacturer’s instruction.
- Checking and cleaning insulators, checking cracked, broken trace (if any). For
insulators containing oil, checking oil level, terminal, insulating resistance to
be not less than 5000 M.
- Checking and cleaning ventilating fans, radiators.

- Checking and cleaning piping system to make sure nothing inside pipes,
checking completely accessories such as flange of joint, gasket, etc.

 Getting oil specimens for test


- Oil quantity and method of getting oil specimens depend on quantity of oil in
barrel or tank and conform to manufacturer’s instruction for oil test.
- Procedure for test of oil specimens is performed by Electrical Test Center 3 –
Power Company No. 3, test standards complying with Vietnamese Standards
(EVN) and manufacturer’s.

 Test items before installation


- Test of 22kV, 11kV insulators: insulating resistance shall be  5000 M,
measuring dielectric loss (tan) of insulator and referring to report on
insulation test at factory.
- Getting oil specimens in barrel (5 specimens per barrel) before pumping oil into
transformer. Measurement of breaking voltage, humidity content, of which
parameters are defined in manufacturer’s technical document.
- Test of operation of Buchholz relay contacts, oil flow relay, winding
temperature and oil temperature indicator, oil level indicator, pressure relief
device for transformer.
- Test of bushing current transformer windings before mounting current
transformer column.

 Steps of transformer installation

- Pumping oil into transformer for the first time: oil is pumped into transformer
via valve at the bottom of transformer and nitrogen gas is escaped upper,
drainage valve must be open to prevent transformer from explosion.
- Exhausting oil: after 8 hours of installation, oil must be exhausted to required
level and the work shall be continued on the day after.
 Installing current transformer and HV insulator.
- Disassembling covers carefully to prevent inner terminals from damage and
keeping terminals from falling into interior while disassembling current
transformer. Steady, flexible cord can be used to tie them.
- Installing current transformer column at right position in transformer drawing,
comparing number sign in installation drawing with that of current
transformer column. Centering bolt of current transformer was fixed in
current transformer to avoid erroneous installation.
- Before installing HV insulators, exhausting oil from transformer if there is no
other indication in operating instruction. Installing insulators shall be
performed only if preparation is ready to evacuate and pump oil into
transformer right after installation.
- Before installing HV insulators, they must be cleansed thoroughly, porcelain
part below and inside pipe for passing conducting bar. Using a soft cloth
soaked transformer oil to clean.
- Cable box and current transformer windings are connected and located by
screws or by compressing tightly.
 Installing ventilating system

- Ventilating system with butterfly valve is needless to drain oil for installing
ventilating parts. Installation of ventilating system is performed according to
specific direction in installation drawing. Installing the system comprises
installing ventilating support, radiator, oil conduits, valves, fans, etc.
 Installation of conservator
- Conservator is supplied enclosing magnetically oil indicator. Installing oil
indicator after fixing buoy. Taking care while installing buoy to avoid
oscillation due to gravity as well as abrupt stop. Conservator and its support
are installed in positions on transformer shown in drawing. After that,
drainage valves, air dehumidifier of auxiliary tank can be installed.
- Depressurized valve is also supplied enclosing transformer. The valve should be
checked due to damage occurring during transportation, if any.
 Installing oil conduit system
- Oil pipes are connected to conservator. Buchholz relay and shutdown (solenoid)
valve shall be fixed to these pipes.
- Air dehumidifier is also connected to oil pipe. Oil pipes connected to
conservator are fixed to support. Installing air dehumidifier after evacuating it
and end of air dehumidifier is temporarily used to cut off vacuum tester.
- Gas pipes are connected from ends of ventilating tube and insulating brass.
 Installing temperature indicator and on load tap changer (OLTC)
- Oil temperature indicator and winding temperature indicator are fixed on top of
cable connecting box.
- Bubble indicator is in package and installed at point of time for ex-workshop.
- Bubble indicator is delivered in oil pumping box and installed correctly.
- OLTC is ready-installed; controlling motor is packed separately and installed at
site.
 Pumping oil
- Before pumping oil into main tank and conservator of transformer, transformer
oil must be checked and meet technical requirements. In order to satisfy the
requirements, it must be periodically filtered and dried outside tank until
checking and meeting requirements, after that, oil is pumped into transformer.
After pumped, oil is continuously filtered periodically and dried up to a
defined temperature so that moisture vaporizes almost fully.
- Pumping oil is performed in air pressure of 760 mm Hg. After draining oil for
the first time, transformer must be evacuated via inlet hole of main tank.
Before evacuation, all joints should be checked again. Radiator valves are set
in open position.
- Vinyl tube type oil level indicator is installed with appropriate tubes between ½-
inch sample valve at bottom and 2-inch flange of Buchholz relay.
- Vacuum inside transformer must be kept within 2 hours. Then oil is pumped via
valve until getting level No. 3 of auxiliary tank. Flexible rubber pipes must
not be used, as sulfur of rubber shall react to oil, after that, valve filling oil is
closed.
- Vinyl tube can be uninstalled after valve is closed. Vacuum tester is also
uninstalled and air dehumidifier shall be fixed on support.
- Before using, oil pipes from tank to transformer must be cleansed by
transformer oil itself.
 Remaining works

- Installing grounding wires as per direction symbols marked on transformer.


- Purging condensing gas of Buchholz relay. Switching transporting position of
mercury contact (OFF) into working position (IN SERVICE).
- Purging condensing gas of radiator is performed by opening purging cock at
radiator top.
- Adjustable contacts of temperature indicator should be adjusted in appropriate
position.
 Installing cables
- Cables and hardware for connecting from transformer to control panel are PVC
insulated cable supplied by Supplier. Before installation, the internal cable
system ready-installed in transformer and control panel by manufacturer must
be checked whether cables are damaged or not.

2.5. Auxiliary transformer installation.

Preparation work:
- Preparation for instruction document at the installation site.
- Reading carefully guide of instructions before starting to work.
- Preparation means of installation work for auxiliary transformer as follows:
 Crane truck 5 tons, hand lift.
 Necessary tools such as torque wrench, spanner, cloth, alcohol, adjustment
tools, rope loops, other hand tools …
- Transportation the auxiliary transformer packing-case to installed position and
put it temporary on the ground stability for safety when opening the cover,
cleaning, and preparing for lifting auxiliary transformer.
- It is possible to salvage the wood of package case for checking when install the
auxiliary transformer.
- Checking the components attached
- Checking of HV and LV connecting at drying condition
Installation:
- Checking and cleaning transformer outside.
- Using crane truck to lift up auxiliary transformer, fitting on foundation and
locating it according to designed direction to reduce impulse force. In
addition, installation working must be slow, careful, and exact. When
connecting high and low voltage transformer are connected exactly the design
position, so the installation later will be done easily.
- Auxiliary transformer must be located on the foundation following exactly the
design draw, it is connected to common grounding connecting system
following the construction of manufacturer

2.6. Installation of 15&22kV Capacitor bank.

Preparation:
- Preparation for instruction document at the installation site.
- Reading carefully guide of instructions before starting to work.
- Preparation means of installation work for capacitor bank as follows:
 Crane truck, hydraulic crimper, and hand lift, working safety belt, ladder and
scaffolding.

 Necessary tools such as torque wrench, spanner, cloth, alcohol, adjustment


tools, rope loops, other hand tools, …
- Transportation for the capacitor bank packing-case to installed position nearly
and put it temporary on the ground stability for safety when opening the
cover, cleaning, and preparing for installing capacitor bank.
- It is possible to salvage the wood of package case for chocking when install the
capacitor bank.

Installation work:
Steel structure installation:
- Before installing for steel structure, it must be to check the dimension of
capacitor bank foundation with the drawing such as the distance and the level
of bolts in compliance with the dimension of steel structure.
- Place the steel structure on the foundation and align it for level and vertical,
tighten and lock all the foundation bolts.
- In addition, to check the mounting hole of steel structure and capacitor bank.

Installs 15kV & 22kV capacity bank:


- Using crane truck and manual tools to install capacitor bank and following the
manufacture documents.
- Cleaning the capacitor bank before installation.
- Installation and adjusting support before capacitor installed.
- Capacitor bank is installed on support by using crane truck and hand lift to
reduce impulse force. In addition, during the installation working, it will be
done softly and exactly. Location of capacitor bank connection will be done
exactly to ensure the connecting later.
- Capacitor bank shall be connected in grounding grid system followed the
manufacture is instruction.

2.7. 110 & 220kV GIS Equipments installation.

Preparation work:
- Before 110 GIS equipments installations, manufacturer’s technical document
and designed draws will be studied carefully.
- The Tools and Equipments will be prepared for GIS Substation installation
followed:
 Overhead Crane have been installed during the construction
 Hand Tools: Specialized hydraulic hand lift, hand lift, specialized spanner,
adjusted level, level indicator, light check, wooden plate to support,
scaffolding, vacuum and filling tools, SF6 filling devices…
Installation Method:
- Materials studying for linking between the support and foundation ( the way to
connect bolts into foundation, horizontal - vertical and level of bolts
location)
- People (about 1-2), who have experiment for overhead crane control, will
operate GIS equipment installation safely
- Reading materials and draws before installation

- Equipments are transported to convenient places to install easily. The temporary


hard ground will be chosen to equipment cleaning and bolts opening easily
and ensure
- Cleaning at working site by using vacuum cleaner, cloth, specialized paper and
alcohol before installation
- When GIS equipments are connected, they will be done exactly and following
the instruction guide. So, the workers must work carefully and conform to
manufacturer’s demand
- Main bus bars will be checked without any abrading or mistakes and they are
cleaned and covered lubricant at contact surface. The main bus bars are
connected by using specialized tools
- All pipe cover and connection linked together must be changed another jackets
- Bolts for GIS equipments are used type correctly and tightened enough force by
using torque wrench (N/m)
- All GIS equipments which connected completely are tightened with the standard
force; take the air out (vacuum), checking the leak out, and charging gas is
carried out with pressure following the manufacturer’s document
- Secondary cable Pulling and connecting from GIS equipments to local control
panel, grounding connection are followed manufacturer’s design, finishing for
GIS equipments installation
- Testing will be done by specialists and testing center

Safety regulation
- All employees must be attended the safety training course, and also have
experiment for GIS installation
- Following absolutely safety regulation for GIS installation
- To avoid mistakes, broken, abrading during material transportation
- It needs to check tools taken out the panel after finishing the installation work
- Cleaning after finishing the installation work

2.8. Installation of control, protection, MV&LV panels.

Preparation work:
- Reading and preparation material fully before installation
- Preparation tools:
 Specialized hydraulic hand lift
 Specialized crane truck and truck
 Steel pipe 42mm, 1.5m in length, crowbar, electric drilling machine.
 Spanner, hand tools, water level…
- Before panel installation, it needs to check as below:
 Checking the panel dimension
 Checking the floor dimension
 Checking the distance space of bus bar ( for medium voltage panel and power
board)
- Adjusting for the panel installation position
- Position for panel installation on the support must be marked by pen. Besides,
there is the measuring instruction guide between the real panel dimension and
the panel dimension on the draws

Storage and transportation:


- Panels received need to check following the condition:
 Checking the number of main parts, material and spare parts with the diagram
 It needs to check carefully any mistakes during the transportation. If there are
many problems, it will be presented to Party A
 When Party A does not agree equipments having mistakes, they will not be
installed
 Equipments uncovered will be protected as following:
 Storage is dry, clean, and cover
 Panel put in vertical position
 It is not allowed putting at water source and machines operating.
Installation:
- Weight and dimension of panel are attacked in panel manufacturer’s direction.
The space distance around the panel is at least 150mm. It is not possible, it
can be done by open the bottom part of panel, or disconnect the secondary
cable box on the top of panel ( for the medium voltage panel)

Panel lifting
- Panel is lifted from pallet by crane. Panel lifted from pallet must be used hooks
connected at the top of panel. When the works finished, it needs to remove the
hooks

Panel transported to installation position


- When being down, panels must be laid on some wooden pieces which the
dimension is 50*100 mm chocked up at their edges. First, shim wooden
pieces are put at corner inside of panels by crowbar and the keep go on this
work to the corner in front. The panel disconnection will be done with the
same way
- Putting panel into the installation place is done by using trolley or rolling tools
put on floor
- The best way is used lever to put panel to the installation place. Panels are
connected by bolt
- Before putting the panels into support which is already done on floor, it needs to
check panel structures such as doors (are they opened or closed easily?)
- Grounding connection for panels by grounding grid system is done following of
design draw

Installation and location of MV panel


- It is installed the inside panel first. Panel is adjusted from the highest point.
Panel position in high is also adjusted by 4 bolts; it can be used water gauge if
it is possible. The next panels are done as a same way
- Checking balance and straight of the font panel surfaces, these works are done
by using water gauge and plumb bob. If it is wrong , it will need to be fixed
- Panels coupling: Every panel is connected by bolts showed introduction guide.
The temporary height can be adjusted during the installation. It is necessary to
tighten bolts to hold panels

- Panel fixing into support: before connecting panel into support it needs to check
every panel structures such as door opened easily. If necessary, it can be
adjusted again. The panel installation will be easy when 3,6,9 panels position
are connected firstly. After bus bar of every panels connected, panel will be
tightened into support. It needs to look in instruction guide
- Main bus bar coupling: dimension of main bus bar and materials have been
showed in the documents attached. If it is not enough space to install, it need
to do bus bar first and then doing with panels
- Preparation coupling: If there is a mistake during main bus bar connecting, it
will reflect the current which flowed in power bus bar during operation. So, it
is followed absolutely introduction below:
 Clean and protecting of contact surface between main bus bar
 Clean and protecting of contact surface between copper and aluminum
 Clean of contact surface by chemicals which do not erode metals
 Contact surface is spruced up by using emery paper or emery cloth (320 or
equivalent) or using brush which has short and hard stems. However it is not
used the cleaning material which can make the scratch of contact surface
 Thin layer of aluminum or copper bimetal which are compounded DSAX-RK 2
is plated on contact surface and thin layer brushed by steel brush. However,
contact surface between coppers will be not plated
 Contact surface will be clean and connected together as soon as well
 Redundant compounds will be took away
Main bus bar connecting: bolt tightening for bare force
- The best way of connecting the main bus bars is done form the top of panels.
- Every bolt which is tightened or checked is marked by pen to know the finished
work
- Main bus bar is bimetal of BLBM 565 aluminum or BKLM 556 copper. The
component used to connect is put in box. Before installation , it needs to
check carefully such as mistakes or missing
- Bolts between main bus bar are M12 and tightening force are 70Nm
Grounding connection: There are two types: type is used for connecting of
secondary devices; another type is used to connecting middle voltage devices.
Grounding copper is connected together with earth bar through the panels. The
details of grounding connection have been showed in documents attached
Laying of secondary cable: It is pulled from cable trench. There are two type of
cable trench: one from the middle and one from the top of panel
- At cable trench, there is terminal connecting to hold the fiber optic. Cable are
put through insulator at secondary equipments of panel before coming into the
panel
Panels Coupling: Internal cables are connected by plugs. There are two
connecting types: direction connection on the terminal and connection between
terminals. The coupling is careful between the plugs and positions exactly as
showed in the instruction guide attached
Panel cover installation: If the panel has fire insulation pipes, they are installed
before the panel covers installation. Every medium voltage panel is installed:
 Insulation cover for Circuit Breaker
 Insulation cover for main bus bar box
 Insulation cover for cable trench

- Insulation cover for main bus bar box can be removed if connecting bus bar is
put on VT
- There are two types of insulation cover: insulation cover aluminum is used for
panels or bus bar which the current standard is lower 1250A, Steel plates
bored a hole are used for higher voltage
- Insulation cover is hold by bolts at the corners and edges in front of panel. So, it
can be removed at having the electric arc

Installation of power cable and cover the panel bottom


Installation for power cable: After connecting of terminal kit, cable is located by
U clamp. If the power cable dimension is smaller than U clamp dimension, tape
will be tied round. After connecting the conductor into primary terminal of CT
and equipment, skin cable grounding is connected main grounding bus bar in
panel
Cover the panel bottom: every U support width 60 mm in width will insert
alternately between sides by opposite side. U support width 90 mm is drilled
holes to pulling cable and grounding copper through. After covering the holes
by smooth plate, there are will be 4 smooth plates. 2 plates will have a hold to
cable through. 2 plates at middle will be connected first and then 2 plates at side
will be connected. The plates are hold by using 2 bars at edges as showing the
documents attached

Installation finishing
- It needs to check every tool in panel taken out or not. Inside panel will be clean
carefully and closing of panel cover during the installation.
- The checking method is followed the agreement of party A
- Checking equipments at closing and opening positions…
- Checking grounding connection of equipments.
- Checking the connecting of main circuits.
- Connecting between control and high voltage equipment.
- Connecting between control equipments.
- Interlock.

Safety Regulation of panel installation:


- Following absolutely of processing and safety regulation for panel installation
- Safety ensuring for panel transportation and installation to avoid every clash
caused of panel scratching or mistakes
- It needs to check equipments in panel taken out or not after finishing of
connecting. Inside panel will be clean carefully and closing of panel cover
during the installation.

2.9. Installation of control, MV&LV power cable.

Preparation:
- Documents and draws preparation which is used to cable pulling and
connecting
- Documents and draws preparation and reading before of cable pulling and

- Preparation of equipments needed for cable pulling and connecting is followed:


 Main tools: cable cutters, stripper, multi meters ( digital and analogue), mega
ohm meter , scaffolding, roller cable support, stand drum, hydraulic stand drum
for cable pulling,…
 Handing equipments: electric drilling machine, soldering irons and heat gun,
hand crimpers, adjustable wrenches…

Flexible Pipe:
- Every cable put in ground have to put in PVC tube. The PVC tube dimension is
over 120% larger than cable dimension, and put at least 300mm underground

Cable installation:

introduction guide of manufacturers and design organization, it is included:
 Method of relay and measurement equipments protection
 The area to lay out panel in control room

- Working condition and technical demand, it demands on the materials of
manufacturer and design organization, our company will check at site to give

 When cable pulling in cable trench, cable channel which have two or three lever
of cable support , laying cable must to right position ( communication cable,
instrument cable, control cable can be laying the same cable support, power
cable is another cable support. Fible optic cable is covered flexible tube and
laying separated.
 Looking good for cable pulling, Cable wires is arranged in layer clearly, every
corner there will not have cable breaking, and also avoid abrading of insulated
cover layer .
 Before connecting, it needs to make the tag names. They are written clearly,
good looking , and cable code exactly
 Every tag name of cable core will be marked numbers or words clearly, and
good quality
 Cable which has cable cores will must have cable lugs. Before cable lug
pressing for cable cores, it must be used the specialized tool
- The cable labels must be attached on cables and listed on cable list at 30 m in
length from 2 terminal cable lugs
- The cable bending radius applied shall be not less than the minimum bending
radius specified by the cable manufacturer.
- Cable on support will be lift up and at cable terminals are also clamped into
support. Cable must be arranged by layer and straight
- Cable which are come in or out equipments from junction box to ground will be
clamped into cable hold

- Middle Voltage Cable:


 We will use PVC pipes (60) put on support to reduce rubbing during cable
pulling
 Cable must be laid on a cable stand drum to unroll conveniently and temporary
support. To avoid abrading cable during cable pulling, the people need to stand
following the cable trend
 Cable will be arranged on support and must be stringed tightly on tower by
collars, when cable pulling finished
 When the cable pulling finishes, we will be clean the cable trench, take the PVC
tube off the trench. Then cable trench will be covered, cable terminal will be
done following the manufacturer documents.

Cable terminal:
- The cable outer sheath and PVC insulating layer shall be done off towards grip
or collect of cable end. Cable cores must not be twisted, especially in each
branch; cable wires must be in parallel and tied neatly by plastic fibers. . With
each of cable cores, must spare a long section enough to mark the connecting
terminals or to check. Overall weight of cable shall be supported by clamp
bars or glands and there is no pulling or pressing force effecting on cable
terminals.
- Remainder of spare cable cores must be long enough to reach the fairest poles of
equipment; they are insulated, to be safe and neat in order to ensure safety for
their origin cable. Permissible quantity of spare cable cores shall be 20% for
multi-core cables.
- Cable lugs used are pressing lugs. Terminals, insulating layers and cores are
secured tightly together.
- The end point of cable which have screw connector will be done to fix cable lug
to avoid abrading. The screw which have mistakes will be through away
- Steel outer sheath of HV, LV power cable and control cable shall be grounded at
two cable end

Safety regulation for cable installation and environment


- Cable pulling needs to have people standing along the cable trench to avoid
mistake and adjust the cable bending radius
- Cable drum will be used to pull straight of cable
- Connecting cable will be done after the cable pulling finished, correctly the
cable type and quantity
- When the cable were finished the connecting, to avoid insects coming in the
panel from the ground, the panel below will be cover for operation in future
- Cleaning panel, junction box, take redundant cable out panel

2.11. Execution of connecting primary circuit.

Preparation work:
- Preparation for instruction document at the execution site.
- Reading carefully guide of instructions before starting to work.
- Preparation means of connection work for primary circuit as follows:
 Hydraulic crimper, hydraulic cutter, working safety belt, cable stand drum.
 Necessary tools such as torque wrench, spanned, steel saw, cloth, alcohol,
adjustment tools, rope loops, ladder and scaffolding , …
- To transport the packing-case conductors to connected position nearly and put it
on the cable stand drum stability for unpacking, cleaning, and preparing for
cutting the conductor.

Primary connection and high voltage bus bar:


- Conductors of primary circuit are often aluminum, aluminum pipe and copper.
Before using, aluminum conductors must be cleansed by specialized brush
then applied an electrical joint compound coat at contact surface. Copper
conductors must be free of dust and oxidized stain.
- High voltage conductor will be calculated the changing for temperature.
Connecting location must be ensured for maintenance later. It is not allowed
conductor connecting at the middle of support. Clamp, aluminum conductor
will be used press type
- Conductor and bus bar will be placed at the position for safety insulation
distance, although short circuit happen (distance for insulation followed
regulations)
- Overhead line will be strung before installation equipment
- When the conductor lay on ground, they must be support to avoid abrading.
People and transportation will be not allowed to pass over the conductor. The
terminal conductor clamp, parallel clamp will be clean by using specialized
brush.

- Before bus bar, conductor installation, they should be adjusted straight, and
exact
- For special condition ( Agreement of manufacturer guide or party A) such as
welding at site, conductor and bus bar should be put on support
- When conductor, bus bar installation, they will be not allowed anything touch
on
- At any contact surface which can be abraded easily will be covered graphite
layer

Main requirements of tightening moment:

Installation of pressing dead end clamp:


- When pressing dead end clamp, hexagonal compressing die should be used and
we shall conform to strictly manufacturer’s direction during installation.
- Paper or plastic protective film wrapped on terminal plate should be discarded
before installation; however, grease coat is not allowed to wipe until mounting
terminal plate.
- Coupling joints must be straightened in any case.
- After installing primary circuit, distance from phase to phase and distance from
conductor to support or ground level must be checked to ensure safety
clearance. Besides, primary circuit shall be also installed so that it meets
aesthetic criteria.
- During the installation work, it needs to use specialized tools following the
introduction guide to avoid abrading or mistakes

2.12. Installation of 110kV Capacitor bank and Reactor.

Preparation:
- Preparation for instruction document at the installation site.
- Reading carefully guide of instructions before starting to work.
- Preparation means of installation work for capacitor bank as follows:
 Crane truck, hydraulic crimper, and hand lift, working safety belt, ladder and
scaffolding.
 Necessary tools such as torque wrench, spanner, cloth, alcohol, adjustment
tools, rope loops, other hand tools, …

- Transportation for the capacitor bank and reactor packing-case to installed


position nearly and put it temporary on the ground stability for safety when
opening the cover, cleaning, and preparing for installing capacitor bank and
reactor.
- It is possible to salvage the wood of package case for chocking when install the
capacitor bank and reactor.

Installation work:
Steel structure installation:
- Before installing for steel structure, it must be to check the dimension of
capacitor bank and reactor foundation with the drawing such as the distance
and the level of bolts in compliance with the dimension of steel structure.
- Place the steel structure on the foundation and align it for level and vertical,
tighten and lock all the foundation bolts.
- In addition, to check the mounting hole of steel structure of capacitor bank and
reactor.

Installs 110kV Capacitor bank and Reactor:


- Using crane truck and manual tools to install capacitor bank and reactor
following the manufacture documents.
- Cleaning the capacitor bank and reactor before installation.
- Installation and adjusting support before capacitor installed.
- Capacitor bank and reactor are installed on support by using crane truck and
hand lift to reduce impulse force. In addition, during the installation working,
it will be done softly and exactly. Location of capacitor bank connection will
be done exactly to ensure the connecting later.
- Capacitor bank and reactor will be connected in grounding grid system followed
the manufacture is instruction.

2.13. Battery installation.

Preparation work:
- Technical documents and equipments are read carefully and prepared well
before installation.
- Checking the components attached
- Battery will be installed following manufacturer’s guide, especially in charge
and un-charge, it should be followed the manufacturer’s documents or
specialist.

Installation of Battery
- Battery support will be installed and adjusted before battery put on.
- Battery will be installed following these steps:
 Notify the negative and positive poles
 Batteries will be arrange orderly form low to high and from inside to outside
 Regulation for battery pole installation: Positive pole (+) of this battery will be
linked to negative pole of battery follow. This process will be done with the
same way to get the desired voltage.

 Battery must be arranged in straight line.


 Note: batteries which are put on support will be balance in weigh
- Battery connection: Battery will be cleaned before connecting
- Plastic nuts of battery will be tightened force 8 Nm
- Grease for surface will be covered at connected point
- Connecting power cable into battery poles
- Cover the connecting point

Safety for installation


- It is not allowed to put metallic tools on pole point
- No smoking in battery room.
- Battery room must be cleaned
- Cleaning the batteries
- Checking quantity of battery.
- Charging battery will be done following the manufacturer documents

2.14. Installation of lighting.

Preparation work:
- Reading carefully guide of instructions before starting to work.
- Preparation tools as follows:
 Stand drum, rope loops, working safety belt, ladder and scaffolding, etc
 Necessary tools such as torque wrench, spanner, cloth, adjustment tools,
crimping tool for making connecting lighting, multi-meter and other hand tools,
etc
- Accessories attached
- Checking the connection inside of light
- Using electrical supply to check the light

Installation works:
- Lights used for outdoor and indoor lighting are 220/250W Sodium high
pressure.
- Using lead-covered copper cable for outdoor lighting system and connecting to
cable of light by connect box.
- Outdoor and indoor light shall be installed on the fire wall and wall of control
building. Cable from lighting cubicle in control building to lights must be laid
on support in trench; section must be passed through steel pipe.
- Installation work will be done by manual
- Cleaning the light and lamp hand before installation
- Every installation work will be done softly, exactly.
- After finish: every junction box, cover must be shield to avoid insects and water

2.15. Installation of fire fighting – preventing system.

One of our Sub-contractors shall construct and install the complete fire fighting –
prevention system conforming to the design documents approved by Fire Fighting –
Prevention Agency in Ho Chi Minh City and shall strictly abide by its regulations
with Supplier’s training course at site for staff and workers in substation.

2.16. Installation of supervision camera systems.

In addition, the Contractor shall install a modern supervision camera system for
remote checking by color monitors complying with design, which cater supervision,
security protection outside buildings and around fence of the substation.
