Job Description – Lead Document Controller Offplots
Part A: Job Specification

Job Purpose Leads the Document Control, Correspondence and Review/approval activities on
NFE Onshore Project EPC2, 3 and 4. Responsible for administration and
implementation of Qatargas EDMS (Project Information Management System),
and Distribution Matrix. Maintains the integrity of Information Management
procedures via approved System templates and metadata, including
documentation workflow and storage of technical project data and
documentation both hardcopy and electronic. Ensure DFO compliance on Project
Information Handover Procedure. Responsible for ensuring that project
documentation flows between locations and departments (PMT and EPC
Contractor) according to approved plans and procedures during all phases of
project execution.

1. Administrator and implementation of Qatargas EDMS (Project Information Management System)


to the NFE PMT.

2. Coordinate all NFE Onshore Project documentation in both hardcopy and softcopy, ensuring the
maintenance of files represents accurate and up to date information.

3. Ensure system templates are effectively deployed on the Project. Oversee receipt and
distribution of documents received by transmittal from the EPC Contractor’s Document
Controller for correctness and completeness ensuring alignment with Systen templates,
metadata and Document Distribution Matrix (DDM).

4. Conduct distribution via Qatargas EDMS to appropriate personnel to action as required in


accordance with Project Management Team (PMT) requirements and ensure timely follow up on
open and overdue document reviews in accordance with PMT requirements.

5. Support the PMT in all matters related to technical documentation and correspondence ensuring
alignment and understanding on information management requirements to meet Company’s
expectations at final handover and project close-out.

6. Support Information Management Division Manager to review all project related documentation
processes ensuring these support end user requirements. Identify and recommend process
improvements as necessary.

7. Coordinate the Electronic Library System (ELS) activities ensuring letters, Minutes of Meeting,
Record of Conversation, Internal Memorandum and Contractor’s Circulars are accurately
recorded.

8. Control archive security, location planning and space optimisation ensuring the requisite balance
between onsite and offsite storage for easy access and retrieval of data and documentation is
achieved.

9. Responsible for the Final Documentation handover process for NFE Onshore Project ensuring
data and documentation is available to all relevant parties within agreed parameters.

3. Key Result Areas:

• Provides NFE Onshore Project oversight and management of the EPC


Contractors’ development and implementation of Project transportation plans
within RLIC.
• Reviews and approves EPC Contractor’s transportation sequence plans, work
plans, pre-task planning and method statements to ensure comprehensive
safety and risk have been mitigated.
• Responsible to represent NFE Onshore Project as its first responder with the
EPC Contractor for emergency Traffic situations on 24/7 basis for the EPC work.
• Stewards the EPC Contractor’s reporting, investigation, and resolution of Road
Traffic incidents in conjunction with SHES team.
• Provides NFE Onshore Project oversight and management of the EPC
Contractor’s management of the RLIC roadways and all site Interfaces with
roads and traffic.
• Provides oversight and management of the EPC Contractor’s site improvement
projects to efficiently manage travel flow within the EPC Contractors’ sites and
flow onto the RLIC road network. Provides NFE Project liaison to RLIC to
support the EPC Contractor’s Traffic Management efforts.
• Develops and provides routine reports on the status of traffic operations to the
Camp O&M Head. Also supports Construction Mechanical Equipment Team to
ensure all passenger vehicles are in good operations shape working and
supports inspections of all transportation equipment when required.

Qualifications • Minimum of 15 years’ experience in similar discipline with at least 10
years demonstrated senior field experience in lifting operations, lifting
preparation (lift plans), lifting supervision and lifting equipment
inspection.
• Demonstrate extensive experience in lifting & rigging especially in critical &
heavy lifts in offshore Greenfield and Brownfield environment
• Valid Certifications issued by Internationally Recognized bodies as
Competent Lifting Specialist

Knowledge • Minimum of 15 years’ experience in discipline with at least 10 years


and/or demonstrated senior field experience in lifting operations, lifting

Rigging

Part A: Job Specification

Job Purpose • The position is responsible and accountable to review/support/inspect all


lifting plans, equipment, lifting devices, and rigging and lifting gear
pertaining to the scope of EPC-1 at RLIC Site through hand-over to the
Commissioning and Completion Teams in accordance with the
Completion Sequence.
• This position is located at RLIC Site to supervise the execution of the
lifting and rigging works to support construction and system completion,
ensuring compliance with the approved construction sequence and
allowing a seamless transition with the pre-commissioning, then

Job
• Responsible for providing technical, commercial, and functional
Purpose direction related to all aspects of contracting including the formulation
and administration of ITT packages and EPC Contract from Pre-Award
until Close Out
• Maintains contact with other Management personnel and Functional
Managers. Legal and Risk Management to obtain and provide
information regarding contract issues and mitigation strategies

Key Job Accountabilities

1. Job Purpose:

• Lead preparation of ITT packages and coordination of tender process with QG Supply,
PMT and legal.
• Assist in preparation of contracting strategy.
• Preparation, development, and management of EPC Contract / Contract documents
including coordination of full Contract scope definition
• Evaluating EPC contractors bid and making appropriate recommendations to Owner
with respect to acceptability of Contract terms and conditions.
• Administering the EPC contract, documenting and recording all changes, progress
measurements and payments, management of claims, monitoring of
bonds/guarantees, preparation of Contract modifications and closing out the
contract.
• Review contractual terms and conditions to ensure compliance by the EPC
Contractor and ensure Company requirements are continually being met.
• Assist with the review and negotiation of project change order requests submitted
by EPC Contractor.
• Take the lead in preparing contractual responses to the EPC Contractor.
• Interface with EPC Contractor in resolving Contractual and Procurement related
issues.
• Review of RFQ’s and bid summaries for compliance with project requirements and
protection of Owner’s interests.
• Reviewing proposals for alternative vendors proposed by EPC contractor and
evaluating acceptability both technically and commercially.
• Establishing and monitoring regular performance reporting and contributing to the
monthly PMT progress reports.
• Providing leadership and guidance to Contractor’s procurement representatives.

3. Key Result Areas:

• Direct reports to the NFE Onshore Head of Contracts


• Demonstrates ability to plan and schedule work (short term and long term) and
ensures execution of work plan by sub-ordinates
• Review contractual terms and conditions to insure compliance by the EPC Contractor
and ensure Company requirements are continually being met.
• Monitor Contractor’s purchasing, expediting, logistics and field materials
management to insure schedule objectives are met.
• Review and approve contractor’s procurement/contracting procedures and
documents
• Lead the review and negotiation of project change requests submitted by EPC
Contractor.
• Take the lead in preparing contractual responses to the EPC Contractor.
• Interface with EPC Contractor in resolving Contractual and Procurement related
issues.

practices and issues.

8. Knowledge Skills and Experience:


• Bachelor of Science in Engineering or Bachelor Law or Quantity Surveyor experience
• Strong Written and oral communication skills.
• Minimum of ten (10) years of broad contract management (or Quantity Surveying)
contracts and procurement experience on major oil and gas projects.
Part B: Person Specification – Minimum Requirements

Knowledge and/or
