The National Science, Technology, Engineering and Innovation Centre (NSTEIC) was
created to enhance the technological and skill base of Ugandan graduates,
craftsmen, technicians and engineers as well as instructors through the Flexible
Factory Learning & Infrastructure Model covering the technology areas of
construction engineering (including construction machinery technology & civil
engineering technology), automotive technology, agricultural mechanization,
industrial technology, metallurgy (especially. precision welding), and electronic &
electrical R&D. The Centre responds to the need to create more jobs especially for
the youth, improve on the competitiveness of Uganda’s products and firms, promote
a culture of creativity and innovation, and improve the livelihoods of Ugandans.
NSTEIC requires the services of dedicated, competent, innovative and result-
oriented individuals for employment on a contract basis for the posts below;

The individuals recruited will be training others to perform the same skills the
applicants already have. They will provide evidence that they are trainable in a
number of areas necessary in Training of Trainers (ToT). This requires prior and
ongoing experience in the relevant technical field. It also requires the demonstration
of some of the competences in generic ToT.

Job Title Agricultural Engineer

Role Purpose The Agricultural Engineer will be responsible for applying their
knowledge of engineering technology to design agricultural structures,
machinery and equipment as well as re-tooling of engineers, technician
and craftsmen
Duties and Responsibilities:
1. Works with agriculturalists to design structures, equipment, and processes.
2. Works in areas such as power systems and machinery design, structural and
environmental engineering, and food and bioprocess engineering.
3. Performs extensive research and development to improve on agricultural
machinery.
4. Specifies functional requirements during development phase.
5. Participates in design reviews for computer aided designs.
6. Estimate cost, reliability, and safety.
7. Generates specifications for parts and systems
8. Trains graduates, engineers, technicians and operators
9. Ensures designed systems function reliably and for a long time.

harvesting technologies.

Job Title Automotive Engineer

Role Purpose The Automotive Engineer will be responsible for using computer technology
to develop designs for vehicle parts such as engines and transmission
systems. The incumbent will plan manufacturing processes, build and test
components, and predict the behaviour of parts in various situations with
the help of computer modelling software. The incumbent will also be
responsible for re-tooling engineers, technicians and craftsmen

Duties and Responsibilities:


1. Designs and tests parts for moving mechanical systems.
2. Produces visual interpretations of automobiles and their parts.
3. Develops test procedures and tests moving vehicles.
4. Oversees the process of operation, maintenance and storage of mobile
equipment. 5.Trains engineers, graduates, technicians and operators 6.Prepares
cost and timing estimates.
7. Supervises technicians and operators.
8. Specifies functional requirements during development phase.
9. Evaluates the effectiveness of the design and changes if necessary.

Job Title Architect

Role Purpose The Architect will be responsible for planning and designing, and / or
facilitating the execution of all Architectural related programs and services
in accordance with clients’ needs, desires and financial resources.
He / she will also be in-charge of training, retooling and upskilling
craftsmen, technician and engineers.

Duties and Responsibilities:


1. Create project proposals, estimate costs, determine timelines and oversee
construction processes.
2. Develop plans, designs and detailed specifications for infrastructure projects.
3. Undertake feasibility studies, prepare reports and design proposals for projects.
4. Use computer-aided design software (Arch cad) in design and project
management.
5. Specify the nature and quality of materials required
6. Prepare tender applications and presentations
7. Negotiate with contractors and other professionals
8. Prepare applications for planning and building control departments

Job Title Civil Engineer

Role Purpose The Civil Engineer will be responsible for planning, designing and
overseeing construction and maintenance of infrastructural projects and
systems. The incumbent will also be responsible for retooling and
training of craftsmen, technicians and engineers

Duties and Responsibilities:


1. Using Computer software to develop detailed Civil Engineering designs
2. Coordinates soil testing process to be sure that the soil is right for the structure
to be put on it, and that the foundation has the needed strength to hold the
structure.
3. Testing asphalt, concrete, steel, and other building materials to be applied in a
project to be certain they comply with standard and specifications.
4. Determines the economic feasibility of a project by working out its estimated
cost of production, including the cost of equipment, materials, and labour.
5. Applies design software (CAD) in planning and designing hydraulic and
transportation systems, and structures following established government and
industry standards.
6. Participates in design, design review and supervision of civil works.
7. Implement civil engineering related training programmes.
8. Apply project management principles and knowledge in execution of projects.
9. Performs technical review on specifications to ensure clarity, completeness, and
exactness, and to remove restrictive descriptions so as to ensure competitive
bidding.
10. Prepares civil engineering budget.

Job Title Design and Development Engineer

Role Purpose Researches and develops new products, technologies, components,
processes & systems. Responsible for the development and validation of
products, systems and components. Provides support to new business
and product launch team and works to ensure that all aspects of
Computer Aided Design (CAD) are created and fully meet the set
expectations.

Responsible for re-tooling and training craftsmen, technicians and


engineers

Duties and Responsibilities:


1. Captures and specifies design requirements
2. Researches concepts, ideas using mathematical modelling to determine whether
developments & innovations would work and be cost effective.
3. Produces design ideas based on research into technical plans for prototypes
using Computer Aided design (CAD) and Computer Aided Engineering (CAE).
4. Analyses design proposal and technical information in order to identify issues
arising from product development.
5. Attends design reviews to present design ideas and to discuss & critic alternative
solutions.
6. Defines the product functional analysis (based on standards) to translate
customer specifications and internal requirements into the product performance
criteria.

7. Determines material choices capable of meeting performance requirements.
8. Supports the creation and maintenance of process documentation associated
with the analysis process.
9. Execute Design for Assembly (DFA) and Design for Manufacturing (DFM)
assessment on project components and assemblies
10. Participates in Design Failure Modes & Effects Analysis (DFMEA) and makes
sure that the tests identified as recommended actions are incorporated.
11. Controls Bill of Materials (BOMs), CAD models and engineering drawings.
12. Trains engineers, technicians and graduates in assigned areas.

and production

Job Title Electrical Engineer

Role Purpose Design, develop, monitor and implement a program for the electrical
maintenance of plant, machinery and equipment. This may also include
advise on power generation and transmission to ensure that these
continue to operate at optimum levels with a minimum of downtime.

1. Design, maintain, implement, or improve electrical instruments, facilities,
components, equipment products, or systems for industrial, commercial, or
domestic purposes.
2. Perform a wide range of electrical engineering tasks by operating computer-
assisted design or engineering software and equipment.
3. Confer with customers, engineers, and others to discuss existing or potential
engineering products or projects.
4. Monitor and confirm that installation and operations conform to standards and
customer requirements by preparing electrical systems specifications, technical
drawings, or topographical maps.

Job Title Heavy Equipment Operator

Reports to Civil Engineer
Role Purpose To operate heavy equipment and machinery in accordance with Centre
safety and operating procedures and in compliance with regulatory
authorities while ensuring healthy, safe and secure work practices to
support the needs of the Centre.
Responsible for re-tooling and training of craftsmen, technicians and
engineers.

Duties and Responsibilities:


1. Performs routine inspection and maintenance on heavy equipment such as
checking oil, water, and tires
2. Maneuvering the motorized heavy equipment to ensure the accurate removal
and placement of materials.
3. Observing stipulated safety codes at all times.
4. Reporting injuries and other accidents to line managers
5. Advising the line manager of the requisite upgrades, repairs and replacements.
6. Detect mechanical faults and immediately report to the line manager for
appropriate action.
7. Record machine movements and usage systemically in the provided log sheets.
8. Ensure Center equipment and machines are kept clean and tidy, and stored in a
safe manner.
9. Operates graders for levelling and operates tractors to load materials such as
dirt and rocks.
10. Operates backhoe and front-end loaders as required.
11. Operates forklifts and dump trucks to transport trash and materials.
12. Operates various equipment for general site preparation, landscaping, and
related assignments.
13. Monitor the servicing and periodic maintenance of equipment.
14. Detecting and fixing minor repairs and operating problems on the equipment
Role Requirements: (Minimum Required Qualifications)
• Diploma in Automotive engineering or Motor Vehicle technology from a
recognized Institution or its equivalent.
• Evidence of Specialized training from a recognized institution, as well as a valid
operating license for heavy equipment.

• A clean driving record and possession of valid operating License of Classes H,
and or G as a minimum.

Job Title Mechanical Technician (Machinist)

Reports to Production Engineer

Role Purpose Works to strict safety and quality requirements to achieve daily
production targets on Computer Numerical Control Machines and
convectional machining equipment.
Responsible for training/re-tooling craftsmen, technicians and engineers

Duties and Responsibilities:


1. Involved in highly skilled complex and precision work, machining components
from specialized materials using convectional or Computer Numerical Control
machine tools such as Centre Lathes, Vertical & Horizontal milling machines,
Horizontal & cylindrical grinding machines, electrical discharge machines and
multi axis CNC machining centres.
2. Understand specifications of the task at hand and the desired result by reading
and interpreting blueprints, engineering drawings, technical data and
computergenerated programs
3. Sets up, adjusts and operates equipment settings, as applicable to the machine
tools being used.
4. Read and interpret engineering drawings, blueprints, charts and tables or study
sample parts to determine machining operation to be performed, and plan best
sequence of operations
5. Computes dimensions and tolerances and measures and lays out work pieces
6. Sets up, operates and maintains a variety of machine tools including computer
numerically controlled (CNC) tools to perform precision, machining operations
such as sawing, turning, milling, boring, planning, drilling, precision grinding
and other operations

7. Fits and assembles machined metal parts and subassemblies using hand and
power tools
8. Verifies dimensions of products for accuracy and conformance to specifications
using precision measuring instruments
9. Estimates length of time required to complete jobs.
10. Translate instructions into computer commands so the machines can perform

11. Prepare and load raw materials and parts onto the machines
12. Prepare a test run to check if the machines produce outputs according to
specifications.
13. Supervise the machines while they execute the tasks and make any necessary

Job Title Production Engineer

Role Purpose He/She will be responsible implementation of production processes


and procedures, leading productivity improvements in all production
hubs at NSTEIC.
Responsible for re-tooling and training of technicians, graduates and
engineers

Duties and Responsibilities:


1. Manages Key Performance Indicators (KPIs) and ensures that preventative
actions are taken to maximize success.
2. Supervising the manufacturing processes, ensuring quality work is done in a
safe, efficient manner.
3. Diagnosing problems in the production line and providing recommendations and
training.
4. Identifies manufacturing needs for new products in development
5. Design new systems & processes and provides facilities, methods to ensure cost
effective integration of new products or for the improvement of the existing ones.
6. Responsible for programming and safe operation of Computer Numerical Control
Machines (CNCs) working with machinists.
7. Verify dimensions of machined parts or tooling using micrometres, verniers,
callipers, height gauges, optical comparators, coordinate measuring machines
(CMM) or other specialized measuring instruments
8. Maintain, repair and calibrate precision measuring instruments such as dial
indicators, fixed gauges, height gauges and other measuring devices 9.Training of
graduates, engineers and technicians in specialized areas.
10. Assists in shop flow layout and design.
11. Responsible for reducing variability in production by providing and/or using

Job Title Production Manager

Role Purpose He/She shall be in charge of implementing the production vision,


strategy, policies and procedures to aid and improve overall operational
performance – technical management, supervision planning and control
of the manufacturing processes ensuring reliable and efficient
operations.
The incumbent shall be responsible for supervision and management of
the production team and the contingent processes, implementing
production-related training, upskilling and R&D programmes, ensuring
health and safety codes are followed. Responsible for re-tooling and
training of technicians, graduates and engineers

Duties and Responsibilities:


• Designing, implementing and maintaining production systems to deliver
products on time to quality requirements and costs,
• Supervising the manufacturing processes, ensuring quality work is done in a
safe, efficient manner,
• Liaising with other engineers to develop plans that improve production, costs,
and labor required.
• Implementing environmental health and safety procedures and protocols.
• Drawing up production schedules and budgets.
• Drive continuous improvement activities in product quality, cycle times, process
improvements, machine availability through lean techniques.
• To determine any materials and equipment required.

Job Title Technician (Welding)

Reports to Production Engineer

Role Purpose Responsible for assembling pieces of metal together or repairing


defects in metal components using heavy machinery that emits high
heat, melting the metal into shape.
Responsible for re-tooling/training craftsmen and technicians

Duties and Responsibilities:


1. Interprets blueprints, drawings, and measurements to plan layouts.
2. Uses specialized machinery for industrial welding and oversees machines that
perform the same job.
3. Maintains and repairs all welding machinery.
4. Assesses welded surfaces, structures and components to identify errors.
5. Follows and enforces strict safety regulations such as wearing heat-resistant
gloves, protective masks, and safety shoes.
6. Monitors machinery for appropriate usage and temperature.
7. Welds components in flat, vertical, and overhead positions using different
welding technologies as necessary
8. Determine the appropriate welding equipment or method based on requirements
9. Fully participates in 5S and other best work practices
10. Trains a team of welding trainees in modern welding techniques.
11. Identifies and escalates any activity that has potential to cause harm or damage
12. Reports breakdown root causes, equipment faults and concerns to supervisors.
13.Identifies spare parts and consumables needed and logs usage

Role Requirements: (Minimum Required Qualifications)
• Diploma in welding and fabrication.
• 3 years of experience in welding with demonstrated skills in MIG, TIG and Arc
welding
• A valid certificate in welding from an accredited institution is preferred.
• Membership with the Uganda Institution of Professional engineers is an added
advantage
