Heat Treatment of Steel Parts
1. Scope

A. This specification describes the requirements for heat treatment of parts (see para 3 for special
definition) made from carburise case hardening steels, stainless steels, low-alloy steels,
maraging steels, nitriding steels, tool and spring steels.

B. This specification is applicable to legacy parts only if this PCS-1100 is required formally by a
Messier-Bugatti-Dowty document (drawing, inspection schedule, specification, etc). This PCS-
1100 shall not be effective against legacy programs if the legacy heat treatment specification
has not been cancelled and superseded by PCS-1100.

C. This specification supersedes PS319, ITC40-600-00MD and IFC40-600-03MD upon its


cancellation.

D. Heat treatment of raw material (see para 3 for special definition) shall conform to this
document only if heat treatment requirements are not specified by their procurement
specification.

E. Requirements of Messier-Bugatti-Dowty design documents (drawing, inspection schedule), or


Messier-Bugatti-Dowty material and heat treatment specifications, or sealed process approved
by Messier-Bugatti-Dowty, prevail over the requirements of this document.

F. This specification is based on the application of SAE specification given in para 2. Each detail
of this specification which is not modified by the present document has to be applied as
specified in the SAE reference.

G. PCS-1100 at its latest issue shall be made effective within 12 months of the issuing date. The
local quality assurance is responsible to validate the implementation within this time frame.

3. Definitions

A. Competent Authority: Person (or group of persons) within Messier-Bugatti-Dowty authorised to


take decisions for granting exceptions to the present standard. This (these) person(s) is (are)
defined as follows:
“When there is a request for any deviation from the requirements of this specification, the
request shall be processed via the Quality Department responsible for the surveillance of the
area/site of manufacture. All queries relating to any technical aspect of the component must be
addressed to the technical design office responsible for the design of the part within Messier-
Bugatti-Dowty.

Technical design office means the combination of design analysis, stress, performance and
materials competencies within Engineering. Decisions on parts where the component design,
base material, it’s processing, or treatments are concerned, will be provided via the route.
When the query addressees issues which will not affect the life or function of the part, eg
“cosmetic” variations, the decision will be given by the responsible Quality Department.
(Please note that surface finish, protective treatment variances and profile variations must not
be interpreted as “cosmetic”)”.

B. Lot: Parts with the same part number and from the same heat treatment load (in the same
furnace in the same load) and from the same heat (the same remelting heat when steel is re-
melted).

C. Parts: Finished and semi finished parts including raw material, heat treated by the Messier-
Bugatti-Dowty, or his suppliers or sub-suppliers, during the fabrication process.

D. Raw Material: Sheet, plate, foil, bar, rod, wire, extruded shapes, forgings and castings.

4. Health and Safety

A. The following warning is not all inclusive, nor does not completely describe hazards or
precautionary measures applicable to specific procedures or operating environments. Non–
Messier-Dowty personnel must refer to their employer’s safety instructions for information
concerning hazards which may occur during operations described in this specification.

B. This specification involves the use of chemical substances which are hazardous. Messier-
Dowty Inc, or Messier-Dowty Ltd, or Messier-Dowty Mexico SA DE CV, or Messier-Dowty SA,
or Messier-Dowty Suhzou Co;Ltd personnel shall refer to the local heath and safety documents
and Material Safety Data Sheets. For disposition of hazardous waste materials, consult site
environmental engineers for proper disposal methods. Non–Messier-Dowty personnel should
refer to manufacturer’s Material Safety Data Sheet(s) and their employer’s safety instructions.

5. Additional Requirements

A. Heat treatment of Messier-Bugatti-Dowty carburise case hardening steels, stainless steels,


low-alloy steels, maraging steels, nitriding steels, tool and spring steels parts shall be in
accordance with AMS 2759 (including AMS 2759/1, AMS 2759/2, AMS 2759/3, AMS 2759/4,
and AMS 2759/5) and AMS 2769 for vacuum-furnace heat treating, except requirements of the
subsequent points.

B. The heat treatment conditions (which include temperature, temperature uniformity requirement,
soak time, furnace, and hardness) for all carburise case hardening steels, stainless steels, low-
alloy steels, maraging steels, nitriding steels, tool and spring steels shall conform to the
following list. In case of inconsistency, the requirements of the higher document in the order of
ranking shall prevail:

(1) Messier-Bugatti-Dowty document (drawing, inspection schedule, material or heat treatment


specification) and sealed process approved by Messier-Bugatti-Dowty

(2) PCS-1100. The Appendix A lists the specifications to apply in conjunction with this
PCS-1100

(3) AMS 2759 (including AMS 2759/X series), AMS 2769 for machined part, and AMS-H-6875
for raw material (bars, tubes, rings and forgings except for the final heat treatment)

C. The heat treaters shall use the following definitions:

(1) The cognizant quality assurance or engineering organization mentioned by AMS 2759 and
AMS 2769 is the Competent Authority (see para 3)

(2) The lot shall be in accordance with the definition of para 3

D. Pyrometry requirements (calibration of furnace instrument, temperature uniformity, pyrometry
system accuracy, instrument calibration etc) and uniformity temperature equipment shall
conform to AMS 2750.

E. Furnace temperature uniformity requirements are as follows:

(1) For austenitization furnace, AMS2759 requirements shall be applied except when a
temperature uniformity requirement is defined in the material or heat treatment
specifications.

(2) For tempering furnace, AMS 2759 requirement shall be applied unless otherwise specified
by the material specification or Appendix A.

(3) All other treatments in accordance with AMS 2759 requirements

F. Adequate time must be allowed to ensure that the entire furnace charge has attained the
minimum specified temperature.

G. When a temperature with a tolerance is specified, that temperature is to be the furnace control
set point and the tolerance corresponds to the furnace temperature uniformity. When a range
of temperature is specified a suitable set point within the range may be selected.

H. Parts must be returned to ambient temperature between treatments, unless otherwise


specified by an approved instruction Messier-Bugatti-Dowty specifications or Messier-Bugatti-
Dowty heat treatment procedures.

I. Supplementary requirements for Class B furnace per AMS 2759/1 and 2759/2 (furnace with
controlled endothermic, exothermic or carbon-containing nitrogen-base atmospheres) are as
follows:

(1) Atmosphere created by a generator (burning a hydrocarbon to give mixture of CO, N2 and
H2) or by the direct injection into the furnace of alcohol/nitrogen mixture, shall be
maintained in equilibrium with the steel to be treated by addition of a controlled quantity of
a hydrocarbon (propane, butane, natural gas)

(2) Oxygen, CO, CO2 content shall be controllable gases. At least, one of these three gases
shall be measured and continuously recorded.

(3) The neutrality of atmosphere (eg oxygen content) of Class A furnace with inert atmosphere
(argon, helium or nitrogen atmosphere) shall be controlled, measured and recorded for
treatment of steel UTS >1517 MPa (220 ksi)

J. For parts heat treated in vacuum furnace, the following requirements shall be fulfilled:

(1) Test for surface contamination is mandatory for each load. Frequency may be reduced
under the Competent Authority responsibility

(2) Backfilling with nitrogen is permissible during heating up to 700 °C (1292 °F)

(3) When air quenching is required and the used quench medium is gas, the gas quench
speed shall be equivalent to air quenching

(4) Dew point shall be equal or lower than -54 °C (-65 °F)

(5) Dew point shall be measured and recorded. Frequency may be reduced under the
Competent Authority responsibility. For specific furnaces (eg integral oil quench furnace)
any deviation shall be validated by the Competent Authority

K. The temperature of stress relieve treatment per AMS 2759/11 shall be equal or lower than the
ageing temperature minus 20 °C (36 °F).

L. In cases where treatments are sequential, eg pre-heat, harden, deep freeze, temper, care is to
be taken that minimum delay occurs between treatments. If low-alloy steel parts are not
treated after hardening within 24 hours, they must be “snap tempered” at 190 °C (375 °F) for 2
hours min, 24 hours max after hardening. In each case, except after pre-heat, parts are to be
returned to near ambient temperature (below 35 °C, 95 °F) before proceeding with the
sequence of operation.

M. Special care is to be taken with untempered quenched parts which shall not be mishandled,
straightened (or any operation which can induce residual stress), unless authorized by
Competent Authority. High residual stress increases the risk of hydrogen embrittlement when
parts will be plated later in the process of manufacturing.

N. Immersion in liquid nitrogen is prohibited (due to the risk of shrinkage cracks). Sprayed
Nitrogen is authorised provided that liquid nitrogen is not sprayed directly on the parts. For
Aermet 100, immersion in nitrogen is permitted.

O. Care should be taken to ensure effective quenching in blind holes and bores. It may be
necessary to use special fixture to evacuate the vapour inside the part during quenching.

P. The heat treater shall take all the necessary precautions against quench cracking and bending,
or otherwise shall apply the following recommendations:

(1) Parts submitted must be in a suitable condition for the treatment required, and without
severe change of section, mill scale, harmful sharp corners or surface defects or
decarburisation.

(2) Parts must be fully deburred.

(3) Consideration must be given to fixturing of parts to minimize distortion (eg long parts
quenched in liquid shall be quenched in vertical position).

(4) It is mandatory to preheat parts of complex shape and having sudden changes of section
in air up to a temperature depending of the alloy (between 300 °C (572 °F) to 690 °C (1200
°F) for low-alloy steel) and to preheat the furnace prior to normalizing or hardening, in
order to avoid thermal shock and high water content in furnace.

(5) Parts must be clean and dry before treatment.

Q. Quench transfer time must be controlled such that it is demonstrated (eg by testing specimens)
and validated that hardening is consistent for each alloy. For low-alloy steel parts or portions of
low-alloy steel parts whose UTS is higher than 1517 MPa (220 ksi), air-quenched, and
requiring more than four minutes to cool below 650 °C (1200 °F) during quenching, absence of
decarburisation after the final machining of the part must be demonstrated.

R. Unless allowed or required by the Messier-Bugatti-Dowty material or heat treatment


specification, water and polymer quenching type solution must not be used without validation

from the Competent Authority. Polymer and water quenching materials must be approved by
the Competent Authority before use.

S. Permission must be obtained from the Competent Authority before straightening. Record in a
straightening record log or equivalent documentation in order to maintain traceability.

T. If protective coating is used on low-alloy steel parts (copper or nickel plating), stripping of such
plating shall be followed by de-embrittlement operation per AMS 2759/9.

U. Requirement for surface contamination of low-alloy steel shall be in accordance with PCS-
1150 and the following points:

(1) Test for surface contamination shall be done except when 0.51 mm (0.020 in) of metal is to
be removed from all surfaces or when parts are heated below 677 °C (1250 °F)

(2) After a heat treatment, if the decarburisation results obtained as per PCS-1150 are out of
requirement, it is not authorised to recarburise part and vice-versa. Any deviation from this
requirement shall be validated by the Competent Authority

(3) Where it is considered necessary, finished threaded holes in parts made in steel of UTS
greater than 1517 MPa (220 ksi) may be protected during hardening by the use of colloïdal
graphite and threaded steel plugs

V. Classification of tests shall be in accordance with AMS 2759 except the following
requirements:

(1) Surface contamination test: frequency per PCS-1150

(2) Salt bath neutrality test shall be replaced by surface contamination test

(3) Tensile Tests:

(a) Frequency of test per PCS-1004

(b) No alternative sampling plan (eg statistical process control) is authorised without the
Competent Authority authorisation

(4) Hardness test is not required after baking stress relieving except when specifically required
in the material or process specification.

W. Tensile testing shall conform to ASTM E 8, EN 10002 or EN2002-001 at the discretion of the
tester. Hardness testing shall conform to ASTM E 10 or EN ISO 6506 (Brinell), ASTM E 92 or
EN ISO 6507 (Vickers), ASTM A 956 (Leeb) or ASTM E110, ASTM E 18 or EN ISO 6508
(Rockwell). Hardness tests may be carried out with transportable equipment such as Dynatest
SC equipment or same type. Calibration and servicing of hardness testing have to be done
yearly maximum. When a Messier-Bugatti-Dowty material or heat treatment specification is
required, tensile and hardness measurement shall conform to Messier-Bugatti-Dowty
specification. Test piece shall be conformed to PCS-1003.

X. Hardness testing frequency of steel parts has to be defined as following:

(1) UTS > 1517 MPa (>220 ksi), Class 1, 2 and 3 parts: 100% of parts shall be inspected

(2) UTS < 1517 MPa (<220 ksi), Class 1 parts: 100% of parts shall be inspected

(3) Class 2 and 3 parts: 10% of parts controlled (with a minimum of 2 parts)

Y. In case of any non-compliance of the results of the mechanical tests, it is mandatory of:

(1) preserving specimens with their identification

(2) verifying that the test parameters and the test means present no anomaly

(3) verifying that the heat treatment parameters present no anomaly

(4) Etch inspect the specimen to make sure that the quality of manufacturing shows no
evidence of machining abuse and the direction of the material grain flow

(5) reporting all the above information to the Messier-Bugatti-Dowty Material and Processes
Laboratory members and Quality department

(6) carrying out a systematic investigation of specimens (including fractographic examination


when the tensile reduction of area is non-conformed)

Z. AMS 2759 requirements about Furnace Log Entries and Recorder Chart Entries (para 4.5 of
AMS 2759 issue C) may be applied only for new landing gear programmes. The thickness of
parts may not be mentioned on the existing shop traveller card provided that it is checked that
the minimum thickness of the heaviest section of the part is compatible with the ruling section
of the alloy in accordance with the material or process specification. However the thickness of
parts shall be mentioned on any new shop traveller card since November 2006. The initials of
the operators on the shop traveller card may be replaced by other identification methods (eg
code bar).

AA. Record retention time and operators qualification shall conform to SCREQ-001 requirements
or internal Messier-Bugatti-Dowty procedure.

BB. The record shall contain all data necessary to verify conformance to the requirements of PCS-
1100 (and Messier-Bugatti-Dowty material or heat treatment specification when applicable),
including details of times and temperatures employed for each furnace load of parts, and the
identified associated furnace temperature control and monitor charts, must be preserved for
record purpose.

6. Approval and Qualification of the Process

A. Approval of Contractors

(1) Where heat treating is carried out by a subcontractor, the subcontractor shall have been
approved by the Messier-Bugatti-Dowty Quality department.

(2) Any collaborators and sub-contractors for assemblies and/or complete parts, approved by
Messier-Bugatti-Dowty, are not authorised, unless previously agreed by Messier-Bugatti-
Dowty, to sub-contract the heat treatment process to a contractor who is himself not

approved by Messier-Bugatti-Dowty.

B. Approval and Surveillance of the Installations

(1) Every heat treatment installation shall be approved by the Messier-Bugatti-Dowty Quality
Department.

(2) All heat treatment installations shall be checked by regular audits carried out by the Quality
department at Messier-Bugatti-Dowty, for the Messier-Bugatti-Dowty heat treatment
workshops; or the contractor’s Quality department and Messier-Bugatti-Dowty Quality
department, for heat treatment workshops outside Messier-Bugatti-Dowty.

C. AFA Parts

(1) The process shall be validated and a validation report shall be compiled for all AFA parts
including forgings heat treated by forgers at the final heat treatment. The validation is to
consist of checking the appropriate choice of the operating parameters listed in Appendix
B, by thorough tests, destructive if necessary, so as to confirm conformance with the
criteria of this specification.

(2) This validation report shall be approved by the Messier-Bugatti-Dowty Quality department.

(3) The operating parameters listed in Appendix B are to be recorded on a Critical Operation
Sheet (COS) an example is given in Appendix B.

(4) This COS is to include those significant parameters, which are identified by the letter “S”, a
change to any one of which is to require a revalidation.

(5) The requirements of PCD-341 apply.

D. Non-AFA Parts

(1) For non-AFA parts in traceability Class 1 (including forgings heat treated by forgers at the
final heat treatment) a Technical Data Sheet (TDS) shall be compiled in the same form as
the COS, defining the operating parameters which ensure conformance with this standard.

(2) The TDS should be approved by the Messier-Bugatti-Dowty Quality Department.

(3) For parts in Classes 2 and 3, the compilation of a TDS is left to the discretion of the
workshop supervisor (complex heat treatment fixturing, for example).

E. Qualification of the Operators

(1) The operators shall have received training and possess adequate experience in the heat
treatment process. The qualification of new operators in accordance with a written
procedure is necessary.

(2) Operators shall be re-approved at least every 5 years.

(3) Self-checking may be practised only by qualified operators in accordance with a written
procedure.

document, shall start when the material core has reached the specified temperature taking
