1.0 SCOPE

1.1 Scope of Document

1.1.1 This specification covers the minimum requirements for the design, materials, fabrication,
inspection, testing and preparation for shipment of diesel engine-driven fire pumps, and
motor-driven jockey pump packages. The packages shall be installed in Colombia, South
America, as part of the Full Field Development Project.

1.2 Scope of Supply

1.2.1 SELLER's Responsibility

1.2.1.1 The firewater pump supplier, or their packaging representative, has the overall unit
responsibility to provide and coordinate a compatible pump/driver package and is
henceforth deemed to be the SELLER.

1.2.1.2 Unless otherwise indicated on the data sheets, the firewater pump package equipment and
materials furnished shall include, but not be limited to the following:
• Three (3) Diesel Engine Driven vertical centrifugal fire pumps each complete with:
− Automatic air release
− Pressure gauges
− Diesel engine driver
− Two (2) storage battery units and racks; to be used for starting.
− Generator or alternator
− Fuel supply system
− Independent engine exhaust system
− Engine drive controller with battery charger
− Pressure Relief valve (Atm.)
• One (1) electric motor driven vertical centrifugal jockey pump complete with:
− Pressure gauge

• Three (3) Fabricated steel skids


• All instrumentation and controls for each skid
• One lot electrical wiring and controls for each skid

• One (1) lot of SELLER data as specified in "Seller Data Requirements List (SDRL)"
• One (1) lot of shipping crates, containers, and rust inhibitors, as required.

Power supply feeders shall be available at the following levels:


a) 480 volts, 3 phase, 60 Hz power
b) 120 volts, 1 phase, 60 Hz for controls and battery charger

1.2.2 BUYER's Responsibility

2.0 REFERENCE DOCUMENTS

The equipment supplied under this specification shall comply with the data sheets and
standards listed below. The SELLER shall specifically state in writing at the proposal
stage any and all exceptions to this specification and all referenced specifications. Unless
otherwise indicated, the codes, specifications, and standards referenced in them or
elsewhere in this specification shall be in accordance with the latest edition in effect at the
date of order. Where the latest edition of a referenced code, specification, or standard
changes the original intent of that reference, the SELLER shall notify the BUYER in
writing and resolve the conflict before proceeding. The descending order of invoking

3.0 GENERAL

3.1 Each fire pump unit shall consist of a pump, driver, controller, a common baseplate (for
pump and driver), and accessories, as required for operation, by NFPA 20 and the data
sheets. The pump shall be furnished as a unit by a single vendor and each unit shall be UL
listed or FM approved for fire pump service as a unit with the pump manufacturer
responsible for this unit listing or approval. All fire pumps, jockey pump, drivers,
controllers, diesel day tank and associated accessories shall be mounted on a single skid.

3.2 The SELLER shall provide all materials and work in accordance with all attached data
sheets and shall complete his portion of the data sheets in their entirety and return them
with his quotation. Data items which are not applicable shall be marked "N/A".

3.3 The offered engines will be fueled with diesel fuel as specified in the data sheet. SELLER
to confirm the requirements of the diesel fuel properties.

The SELLER shall submit with his quotation actual emission rates in grams per hp-hr for
his engine selection and shall indicate the source and testing agency.

3.4 The SELLER's proposed fire pump packages shall be required to meet certain noise control
limits for the project location.

The offered pump packages shall not exceed a noise level of 85 dBA at 3 feet from the
edge of the skid, and shall have as a minimum residential or hospital grade engine mufflers.

3.5 The SELLER proposed equipment package shall be quaranteed to meet the performance
levels specified and to function as intended and required by NFPA 20.

4.0 TECHNICAL REQUIREMENTS

4.1 General

The fire pumps shall be designed for automatic starting when the fire protection system
header pressure is low. When such a signal is received, firewater pump shall be started and

continue to run until manually shut off.

Fire Pumps

Fire pumps shall be vertical, and of cast iron bronze trim construction. Pump nozzles shall
meet ANSI B16.1 Class 125 drilling.

4.2.2 Fire pumps shall have a continuously rising curve from 150% of rated pumping capacity
through rated capacity and pressure to a maximum shutoff pressure not to exceed 140 % of
rated pressure. At 150% of rated capacity, head shall exceed 65% of rated head.

4.2.3 Impellers shall be of the enclosed type of bronze construction. The rotor assembly of
impeller and shafting shall be dynamically balanced.

4.2.4 Renewable casing wear rings of leaded bronze are required. The wear rings shall be
positively locked in place and shall not be held by tack welding.

4.2.5 The shaft shall be sized to transmit the maximum horsepower required by the largest
diameter impeller available over the full range of the head-capacity curve for the pump
selected.

Pumps shall be capable of at least a 5% increase in head at rated capacity by installing new
impellers.

Grease lubricated, frictionless ball bearings shall be used for the impeller shafting. Bearing
shall have a minimum L-10 bearing life of three (3) years.

4.2.6 Each pump shall be supplied with the following accessories mounted.
• One suction pressure gauge, 4½" diameter dial, compound marking of 30" Hg vacuum
and 100 psig pressure. The gauge shall be mounted on pump suction with an inspectors
gauge fitting and snubbing cock. The gauge shall have a phosphor bronze bourdon
tube.
• One discharge pressure gauge, 4½" diameter dial, 0-300 psig. The gauge shall be
mounted on pump discharge with an inspectors gauge fitting and a snubbing cock. The
gauge shall have a phosphor bronze bourdon tube.
• One approved air release device mounted into the pump casing volute.

4.3 Jockey Pump

The vertical jockey pump shall be an electric motor driven and comply to ANSI B 73.1 M-

4.4 Diesel Engine Driver

4.4.1 The diesel engine supplied with the engine driven pump shall be specifically listed for fire
pump service by Underwriters Laboratories or Factory Mutual.

4.4.2 The Laboratory rated power output of the engine, after derating for site conditions of
elevation and temperature, shall be 5% greater than the maximum power required by the
pump under all conditions of head and flow.

4.4.3 The starting system shall be electrical in accordance with NFPA 20 either 12 or 24 volts
depending on engine selection and shall include two storage battery units with
manufacturers standard battery rack for location above the floor along side the engine.
Sufficiently long battery cables shall be provided for installation of the battery rack along
either side of the engine.

4.4.4 Two means for recharging the storage batteries shall be provided; one shall be the
alternator or generator supplied with the engine, the other shall be an integral battery
charger in the engine controller.

4.4.5 The engine cooling system shall be of the heat exchanger type as detailed in NFPA 20.
The cooling water loop shall be factory installed and piped from pump discharge. The
cooling water loop piping shall be ASTM A120 or A53 galvanized with class 150
malleable iron galvanized fittings. Valves and devices shall be iron body bronze trim 150
lb. WOG.

4.4.6 The engine exhaust system shall be complete with flexible engine to exhaust pipe
connectors including a siamese should the selected engine be a V block. Such additional
piping, fittings, brackets and supports shall be provided as required to mount and fix the
exhaust system and muffler to the engine. The Vendor shall provide a properly sized rain
cap.

4.4.7 A governor shall be provided to regulate the engine speed within a range of 10% between
shut-off and maximum load conditions of the pump. The engine shall also be equipped
with an emergency governor adjusted and arranged to shut the engine down should the
engine speed reach 20% above its rated speed.

4.4.8 The engine fuel system shall include a listed or approved day tank and accessories for the
engine. The day tank assembly shall be installed on a skid as stated in Para. 4.1 of this
specification. The day tank shall be designed in accordance with UL-142 "Steel
Aboveground Tank for Flammable and Combustible Liquids". Accessories shall include:

An adjustable high/low level switch unit with separate form C contacts approved for
the service.
A vent flash arrestor
A lockable fuel supply valve
• An anti siphon fuel return check valve

• A fuel level indicator

The fuel tank shall have as a minimum the following connections:


• Vent connections
• Fill connection
• Overflow connection
• Fuel supply
• Fuel return
• Drain
• Fuel level indicator connection(s)
• High and low level switch connection(s)
• Manway connection

The engine fuel system shall be provided with the flexible connectors at the engine end to
dampen the vibration to the fuel lines.

4.4.9 Diesel engine instrumentation shall be provided in accordance with NFPA 20 and shall
consist of an engine mounted instrument panel as well as an engine electrical junction box
for field connection to the engine controller. The engine junction box shall have a NEMA
4X rating. In addition to the above instrumentation an engine hour meter is required for
emission monitoring and shall be provided.

4.4.10 SELLER to provide up to a 5 mm. wire mesh type screen to keep bugs away from the inlet
air filter. The intake bug screen shall be of sufficient area to insure that the velocity of the
air through the screen shall be less than 5 ft./sec.

4.5 Electric Motor Driver

Electric motors shall comply with NFPA 20, and service factors shall not be used in
determining the size requirements. Electric motors shall be in accordance with the electric

motor data sheets.

4.6 Engine Controller

4.6.1 The engine controller shall be listed or approved and shall have a NEMA 4X enclosure or
approved equal. The controllers shall be skid mounted and shall include 316 stainless steel
pressure sensing line materials as described in NFPA 20 including two check valves with
3/32" orifices.

4.6.2 The engine controller shall be provided with an adjustable 0-60 second time delay for
sequential start.

4.6.3 The controller shall have an integral battery charger with voltage and amperage meters.
BPX Colombia shall furnish 120 VAC, single phase power for the battery charger.

4.6.4 The controller shall have customer terminal strips for engine connections, power, and
remote alarms.

4.6.5 The controller shall have all alarms and contacts as specified in the data sheets.

4.7 Jockey Pump Controller

4.7.1 The controller for electric motor driven jockey pump shall be an across-the-line type.

4.7.2 The controller enclosure shall meet the requirements of NEMA 4X classifications.

4.7.3 The controller shall be suitable for automatic operation to start the pump on low pressure
and to stop the pump on high pressure.

4.7.4 The controller shall include the following features:


• Externally operable circuit breaker disconnecting switch.
• Across-the-line motor starter.
• Three position switch for "Manual", "Off", and "Automatic" operating modes.
• Pressure switch with adjustable pressure settings for pump start and pump stop. The
adjustable range of the switch shall be from 100 psig to 150 psig.

4.8 Relief Valves and Waste Cones

The SELLER shall provide, one main relief valve and one closed waste cone, of iron body
construction with bronze trim. Item shall be UL Listed or FM approved for fire pump
service and shall be flanged in accordance with ANSI B16.1 Class 125.

4.9.1
Fabricated Skids

A common fabricated skids shall be furnished to support the pumps, drivers, controllers,
diesel day tank assembly etc.

4.9.2 The structural skids shall be designed in accordance with the specification FFD/G-S-ME-
031, "Skid Mounted Assemblies" Para. 5.0.

4.9.3 The skids shall be designed to withstand all forces of movement under maximum load
conditions so that shaft misalignment is kept within prescribed tolerances.

4.9.4 Skid shall be of a rigid construction which will not distort during hoisting and shipment. It
shall incorporate the following features as minimum:
• Two earthing bosses. Each item of equipment shall be suitably bonded to the skid by a
separate earthing strap to ensure earthing continuity.
• Should be suitably reinforced for transporting on a flat bed truck.
• The center of gravity of the skid shall be marked on the skid in a prominent manner.

4.9.5 The driver support shall be provided with alignment positioning screws to facilitate
longitudinal and transverse horizontal adjustments. The blocks holding these positioning
screws shall be attached to the skid so that they will not interfere with the installation or
removal of the motor. All welding must be completed prior to machining of the motor
support area. Screws shall be minimum ½" diameter, UNF with hex type head. All bolts
and retaining blocks shall be 316 S.S. The SELLER shall provide slotted shims that can be
installed without removing motor holddown bolts. The driver support elevation shall be
such that a minimum 1/8" shims consisting of no more than five (5) individual shims shall
be installed at each driver support point after final alignment is made. Tapered and
laminated shims are not allowed. All shims shall be 300 series stainless steel. Skid
holddown bolts shall be furnished by the BUYER.

4.10 Piping

With his quote, SELLER shall provide a description and specification by ANSI and ASTM
identifier for BUYER's review of all piping and valve materials quoted.

4.11 Couplings and Guards

Drivers shall be connected to horizontal shaft pumps by means of a spacer type flexible
coupling of a design that has been successfully proven in such service. For electric driver
the coupling shall be a disc pack type, and for diesel driver, the coupling shall be propeller
shafting with universal joint. Service factors shall be 1.5 for electric drive and 1.8 for

diesel drive.

Removable coupling guards meeting the requirements of OSHA for machine guarding shall
be provided.

4.12 Protective Coatings

The pump units shall be painted in accordance with attached Specification FFD/G-G-PI-
004, "Shop & Field Painting".

All pump units shall be painted OSHA Red.

4.13 Nameplates
• Stainless steel nameplates shall be attached to the pumps, drivers, and controllers.
• Nameplates shall meet NFPA-20 requirements where applicable. All nameplates data
shall be in English units.

5.0 QUALITY ASSURANCE

5.1 General

5.1.1 SELLER shall implement a quality system that complies with the requirements of
specification FFD/G-G-QE-001, "General Quality Requirements."

5.1.2 BUYER's surveillance rights and planned surveillance activities are specified in FFD/G-G-
QE-001, "General Quality Requirements," and in the surveillance pans included in this
inquiry/purchase order package.

5.1.3 SELLER shall perform inspections and tests as specified in this specification, on data
sheets, and/or in referenced codes, standards, and specifications.

5.2 Material Traceability

SELLER shall provide material traceability to pressure-retaining parts in accordance with


FFD/G-G-QE-006, "Material Traceability Requirements."

5.3 Inspection

Hydrostatic and performance testing of all pumps shall be in accordance with NFPA 20.

Engine shall be subjected to a 2 (two) hour "Break-in Test Run" required at no load
conditions. The following test data shall be observed and recorded at ½ hour intervals.

5.3.3 Operational tests of other equipment items shall be required, as identified on the data
sheets. This testing shall include a complete functional check for satisfactory operation of
each equipment item.

5.3.4 Eight pump performance test points are required. Test points shall be taken at shutoff,
minimum stable flow, design flow, and 150% of design flow, respectively. Two more test
points shall be equally spaced between minimum stable flow and design flow. The
remaining two points shall be equally spaced between design flow and 150% of design
flow.

5.3.5 Each complete fire pump assembly, including pump, driver, and controller shall be string
tested in the SELLER's facilities to demonstrate compliance with the equipment
performance and vibration requirements established in this specification.

5.3.6 During testing, while operating at rated pump speed and at rated capacity, plus or minus
10%, the pump shall not exceed a vibration limit of 0.2" per second filtered velocity
measured at the housing on the pump thrust bearing centerline.

Vibration limits shall not be exceeded in any plane. Vibration exceeding specified limits
shall be cause for equipment rejection.

5.3.7 If the pump NPSHR is within three (3) feet of the NPSHA stated on the data sheet, an
NPSH test shall be run to verify successful operation at the specified NPSHA.

5.3.8 BUYER Colombia or its designated representative shall have access to all manufacturing
and assembly sites at all times during normal working hours for the purpose of inspection
and witnessing of the shop tests specified herein.

BUYER reserves the right to inspect the equipment at any time during manufacturing or
testing to assure that the materials, workmanship, and performance are in accordance with

Surveillance of tests may be by BUYER Representative and/or a designated third party.

BUYER's surveillance of SELLER will include, but not be limited to, those activities
shown on the attached Surveillance Plan. BUYER or BUYER's authorized inspector may
call for additional or repeat tests, as they deem necessary, in order to declare the equipment
in compliance with the specifications.

The SELLER's minimum quality system and inspection requirements shall be defined in
their specification and its referenced specifications, codes, standards and/or government
regulations and on data sheets.

6.0 PREPARATION FOR SHIPMENT

6.1 Shipment of equipment accessories, special tools, and spare parts shall be in accordance
with the instructions stated in attached "Instruction to Bidders/Seller's Specification.

7.0 SELLER DATA REQUIREMENTS

SELLER Data Requirements shall be in accordance with the BUYER's "SELLER Data
Requirements List (SDRL).
