NARRATIVE REPORT
Special Program in the Arts
LEARNING ACTION CELL
Quarter 1, S.Y. 2022 – 2023

On October 7, 2022, from 3:00-5:00 pm, teacher-specialists of the Special Program in

the Arts (SPA) Department gathered for the first Learning Action Cell (LAC) for the school
year 2022 – 2023. This activity was conducted at the Media Arts Area, second floor of the
SPA Department Office.

The LAC was done according to Deped Order 35, s. 2016 states that “ to analyze and
utilize assessment data, and for a more effective and easier way of SPA teachers to assess
one’s learning performances, they need to modify their assessment through activities with
rubrics respective to the disciplines of SPA. Since the SPA curriculum needs more practical
exercises for validation, skills cannot be numerically quantified, and most outputs are
performance-based, the department opted to divert from the original scheme of the junior
high school planners. Instead of adhering to the original LAC entitled “LAC Session on Test
Construction with TOS Using Bloom’s Taxonomy”, SPA decided to have a tailor-made LAC
for the unique curriculum. Hence, a new title was used – “Customizing Rubrics from
Contextualized Learning Materials”. Teaching strategies that promotes numeracy and
literacy achievements among learners were also discussed.

Also, the original LAC Session title is not a one-size-fits-all, especially for our
curriculum wherein there are different art disciplines. Creating a single summative test as an
output of a two-hour lack would certainly be an impossible task. That is why we decided to
choose another title wherein we could work on our specialization and produce an output with
a simplified task.

The LAC session started with a prayer led by the teacher substitute of Mam April T.
Panganiban, Mam Ma. Kalayaan P. Zamora. After this, Mam Rhodora Barojabo, SPA School
Coordinator energized the participants by heading the TikTok dance exercise. The next 45
minutes were allotted for the sharing of Mam Barojabo on the customization of rubrics per
arts discipline. She talked about how it’s done, important parts and pointers, as well as its
impact on the assessment of performance-based activities of learners. After her stint, an
open discussion was done. Teacher specialists even shared their best practices in creating
and using customized rubrics for their SPA classes.

As the last LAC session speaker, Sir Benster G. Comia took highlighted the reliable
and trusted resources of learning materials of the SPA curriculum, aside from backing up
Mam Barojabo’s talk about rubrics. He introduced important websites that are very beneficial
to SPA teacher specialists. These are HusaySining.com made by the National Commission
for Culture and the Arts (NCCA), the Arts Online by the Cultural Center of the Philippines

(CCP), and the Encyclopedia of Philippine Arts also by the CCP. These websites were
created by reliable and trusted agencies when it comes to our country’s culture and arts.
Despite that, they were not easily noticed by and available to teachers due to dissemination
issues. That is why the last speaker took to the opportunity to share the said comprehensive
resources with colleagues.

The remaining minutes of the LAC session were utilized for the production of
individual outputs for the respective arts discipline. After this, the outputs were presented by
each teacher-specialist. Comments and suggestions to improve the construction of rubrics
were welcomed nicely by all the teacher specialists.

All in all the first quarter LAC session of the SPA department went very smoothly and
successfully. A key person from the Philippine Cultural Education Program (PCEP) of the
National Commission for Culture and the Arts (NCCA) saw the Facebook posting of the
department about the LAC session. He commended the whole SPA department for
conducting a custom-made sharing activity, fit for a unique curriculum. He even said we
should always customize our LAC sessions since our curriculum is way different from the
general academic subjects. This, for sure will benefit our learner artists. Thus, will have a big
impact on the implementation of the Special Program in the Arts.
