PART B

1. PURPOSE

This standard defines the minimum requirements and procedures to be applied in the design of
station platforms, and associated structures.

2. SCOPE

2.1 The standards contained within this document apply to new or reconstructed station
platforms and associated structures for both permanent and temporary construction.
Requirements for building services in platform buildings are not included.

These standards are not intended to apply to T&RS maintenance platforms, freight docks,
etc, where other particular requirements may apply.

2.2 These requirements need not be applied retrospectively.

2.3 These requirements shall be applied wherever it is reasonably practicable. Where existing
conditions prevent the application of part of this standard, dispensation shall be obtained
from the Railway Inspectorate where the requirements of the “Railway Construction and
Operation Requirements” can not be achieved, or from Group Standards in all other cases.

3. DESIGN

3.1 General Principles

3.1.1 Platforms shall be designed in accordance with the requirements of the Health &
Safety Executive given in “Railway Construction and Operation Requirements”
except where enhanced by this standard. All works to platforms except where of a
minor nature shall be submitted for approval to HM Railway lnspectorate.

3.1.2 Platforms shall be designed in accordance with the relevant European and British
Standards or equivalent.

3.1.3 Platforms shall be designed, subject to the minimum dimensions given in this
document, for the foreseeable maximum number of passengers and, where
applicable, vehicle usage.

3.1.4 Materials used in underground or under-raft stations in the construction of


platforms, associated buildings, lighting and platform furniture shall comply with
the requirements of Group Standard GC/ZTOl 13; “Fire Safety Approval for
Materials for use in Underground Stations”.

4. LOADING

4.1 Platforms from which vehicular access is excluded shall be designed to carry a nominal
(unfactored) imposed live load due to crowd loading of 5 kN/m2.

4.2 Where vehicular access will be permitted the platform(s) shall be designed for the
maximum anticipated loading as follows:

a) for traffic restricted to light delivery vans the structure shall be designed to carry
7.5 tonne gross weight vehicles as specified in DoT standard 13D21/93 using the
appropriate reduction factors to be applied to HA loading for an Assessment Live
Loading of 7.5 tonnes;

b) where emergency vehicles have access the live loading shall be to FE(1) as specified
in DoT standard BD 21/93,

c) where commercial or operating considerations require a higher loading this shall be


deduced from DoT standard BD 37/88.

4.3 At stations where B.R.U.T.E. traffic exists, or is likely to be utilised, the platforms shall be
designed to carry a nominal (unfactored) imposed load of 7.5 kN/m2 or a nominal
(unfactored) single point load of 10 kN, whichever produces the maximum effect upon the
element under consideration.

4.4 Train derailment loading to the platform structure need not be considered.

4.5 Consideration shall be given to the effect of snow and wind loading on platform canopies.
For platform structures wind loading and the aerodynamic effects of passing trains shall be
considered.

4.6 Canopies shall be designed for maintenance access from above, and to carry loading
specified in BS 6399 Part 1, Clause 6, to accommodate this requirement.

On platforms where vehicular access or B.R.U.T.E traffic will be permitted, canopy


columns shall be designed to withstand the collision loading appropriate to the vehicle type
and its velocity or shall be protected by adequate barriers.

4.7 Platform fencing in accordance with paragraph 6.7.2 shall be designed to accommodate
crowd loading in accordance with BS 3049 Class C.

5. DIMENSIONAL REQUIREMENTS

5.1 Clearances to rdatform edge

5.1.1 The requirements for clearances to station platforms and associated structures
specified in Health & Safety Executive “Railway Construction and Operation
Requirements” shall apply.

5.1.2.1 On straight track where Trans Manche Super trains operate or are
proposed to operate the clearance to the platform edge from the nearest
rail measured in the plane of the top of the rails shall be 763 mm for
speeds up to 165 km/hr.

For speeds greater than 165 km/hr and up to 200 km/hr the clearance to
the platform edge shall be 771 mm.

On routes where there is provision for out of gauge loads or wide


vehicles, or where a future need has been established, an increased
clearance may be required subject to approval by HM Railway
Inspectorate.

In all other cases the clearance of the platform edge from the nearest rail
measured in the plane of the top of the rails shall be 730 mm.

5.1.2.2 The tolerance on the clearance dimensions in paragraph 5.1.2.1 shall be


+ 15.0 mm, . 0.() mm.

5.1.2.3 On curved track, or where there are switches and crossings within station
platform limits, the effect of centre and end throw of rail vehicles passing
and proposed to pass through the station shall be considered. Where
necessary the clearance dimension required in paragraph 5.1.2.1 shall
be increased.

5.1.3 Foundations to platform support structures below sleeper level shall have a
minimum horizontal clearance from the nearest rail of 730 mm plus an allowance
for track curvature to a minimum depth of 600 mm below underside of sleeper.

5.2 Platform widths

5.2.1 The minimum dimension of a single platform measured from the edge of the
platform to the face of the nearest building structure or platform furniture shall be
2500mm for speeds up to 165 km/hr and for speeds greater than 165 km/hr the
minimum dimension shall be 3000mm. The minimum distance to the face of any
column shall be 2000mm, except where a greater dimension is required by
paragraphs 5.9.1 and 5.11.1.

5.2.2 To calculate the minimum width of an island platform, the width of any column or
platform building, structure, access, or other platform furniture shall be added to
the minimum requirements specified in paragraph 5.2.1.

5.2.3 For underground and under-raft stations, the platform width shall be such that
emergency evacuations of the platform maximum design passenger capacity or a
fully loaded train may be effected within the time period specified by the relevant
Fire Authority.

5.3 Platform Ienqths

5.3.1 Platforms shall be long enough to accommodate the longest train booked to call on
the station with additional allowances for inaccurate stopping and operational
requirements.

5.3.2 Where practicable the allowance for inaccurate stopping shall be 4000 mm.
However, where structures or other physical limitations preclude the construction of
a platform of the required length, this allowance may be reduced to 2000 mm.

For dead-end platforms and all platforms at main line stations the allowance for
inaccurate stopping shall be 5000 mm.

5.3.3 In calculating platform lengths, the allowance for joining two trains to form a single
train, shall be 6000 mm, including 4000 mm allowance for inaccurate stopping of
the second train.

5.3.4 The allowance for dividing a train, to form two separate trains shall be 2000 mm.

5.3.5 The distance between the face of a buffer stop and the front of the train shall be
2000 mm.

5.3.6 The end of the platform must be located sufficiently far from the starting signal to
ensure that the driver has a clear view. In all cases the Signal Sighting Committee
is to be consulted and the appropriate procedures are laid down in Group Standard
GS/ST 0500 ‘Standard for Signal Sighting’.

5.4 Platform alicmment

5.4.1 Wherever possible, platforms shall be located on straight track.

5.4.2 The platform edge shall be smooth to the eye.

5.4.3 Wherever a platform extension abuts an existing platform and the existing platform
edge is at a sub-standard clearance, the discrepancy in alignment of the platform
shall be removed over a length commensurate with complete platform coper unit
lengths, but at a rate not steeper than 1 in 80.

5.5 Ramps to platform ends

5.5.1 Platforms shall be terminated in ramps which shall not be steeper than 1 in 8, and
where possible shall be the same width as the platform.

5.5.2 Where physical constraints prevent a full width ramp being provided the maximum
ramp width possible shall be provided and consideration given to fencing the
platform end in accordance with paragraph 6.7. Such a fence shall not infringe the
structural clearances required in Health & Safety Executive “Railway Construction
and Operation Requirements”.

5.5.3 Where a section of redundant platform is demolished a new platform ramp shall be
provided.

5.6 Platform Ionqitudinal slo~es and crossfalls

5.6.1 Where a platform coper forms the platform edge the surfacing shall be constructed
to provide a fall away from the rear edge of the platform coper to the following
limits:-

Minimum 1:80
Maximum 1:20

The optimum fall shall be 1:40.

Platform copers shall be level from the platform edge to the rear of the coper.

Where no coper to the platform edge is provided, the crossfall shall commence at
the platform edge.

5.6.2 Wherever practicable platforms shall be constructed on the level, but nevertheless
on a longitudinal gradient not steeper than 1 in 500.

5.6.3 Where a platform extension abuts an existing platform constructed to sub-standard


levels, the discrepancy in levels shall be removed by constructing a ramp on the
existing platform not steeper than 1 in 20.

5.7 Platform heiaht

5.7.1 The limiting dimension shall relate to the stepping distance from the nose of the
platform to the stepboard or floor of passenger rolling stock.

The following maximum dimensions shall be complied with wherever practicable:

Horizontal 275 mm
Vertical 250 mm
Diagonal 350 mm

Platforms constructed to the standard heightof915 mm, with a tolerance of


+0 mm, -25.0 mm, above the plane of the top of the rails and complying with the
clearances referred to in paragraph 5.1.1 will satisfy the stepping distances.

5.7.2 The 50 mm clearance to the platform from the kinematic envelope as detailed in
the Health and Safety Executive “Railway Construction and Operation
Requirements” shall apply but this dimension may be reduced to 30 mm due to a
suspension failure (e.g. air bag deflation) which significantly changes the kinematic
envelope.

5.7.3 In considering platform heights due allowance shall be taken for vertical curvature
of the track.

5.7.4 Except where supported on bridge structures, the foundation to the platform
adjacent to the cess shall be founded not less than 600 mm below top of sleeper
level.

5.8 Platform wall recess

5.8.1 A recess minimum 300 mm wide and not less than 600 mm high shall be provided
to the platform wall beneath the platform edge. This recess shall be kept clear of
cables or other obstructions preventing its use as an emergency refuge.

5.8.2 Safety steps from track to platform edge shall be provided in the platform wall
recess at maximum 20000 mm longitudinal spacing along a platform.

On double tracks the safety steps shall be staggered to provide a longitudinal


spacing along the track of 10000 mm.

5.8.3 Safety steps shall be provided 575 mm, ~ 50 mm below platform edge, and shall
be 450 mm wide, with a 300 mm tread.

Clearance to the safety steps shall be the same as the platform edge at the step
locations in accordance with paragraph 5.1.2.

5.9 Platform canopies

5.9.1 Columns and other supports for platform canopies shall be located to provide a
minimum clearance of 2000 mm from the face of any column to the platform edge,
or 3000 mm where the line speed is in excess of 165 km/hr.

Canopy suppotis shall not unduly restrict the movement of passengers.

5.9.2 Consideration shall be given to the horizontal clearance to the canopy from the
platform edge being 2000 mm, or 3000 mm where the line speed is in excess of
165 km/hr, in order that maintenance can be effected without a requirement for
possessions or isolations.

5.9.3 Vertical clearances to the canopy above the platform shall be minimum 2500 mm
up to 2000 mm from platform edge or up to 3000 mm where the line speed
exceeds 165 km/hr. At distances beyond 2000 mm or 3000 mm from the platform
edge, as applicable, the minimum headroom shall be 2300 mm.

5.9.4 Where platforms signs, television indicator monitors, CCTV cameras, or lighting
are supported from the canopy, the canopy structure shall be constructed to
provide the headroom specified in paragraph 5.9.3 to the equipment.

5.9.5 Platform canopies shall in addition comply with the requirements of the
electrification gauge shown in Appendix C, where overhead electrification exists or
is proposed.

5.10 Platform access/egress

5.10.1 For underground and under raft stations the number, width and locations of exits
from the platform shall be sufficient to ensure that the number of persons specified
in paragraph 5.2.3 can be evacuated from the platform in any emergency, within
the period specified by the relevant Fire Authority.

5.10.2 Access ramps, and footbridges shall comply with the requirements of Group
Standard GC/TTOl 50 :“Footbridges, and associated Stairways and Ramps”.
Unobstructed access to, or egress from stairways shall be provided.

Unless entrances to platforms from lifts or foot of escalators, ramps or stairways


are parallel to the platform edge, suitable barriers shall be provided to prevent
persons or objects falling over the platform edge.

5.10.3 Where the platform is not designed to permit vehicle access, barriers shall be
provided to prevent such access, without causing any obstruction to passenger
movement.

5.10.4 Access to and exit from platforms shall be direct, obvious, and where practicable
be on the one level accessible to wheelchair and ambulant disabled persons.

5.10.5 Where the platform design loading includes for vehicle loading, consideration shall
be given to providing access to the platform for emergency vehicles.

5.11 Liahtina and other services

5.11.1 Lighting columns shall not be less than 2000 mm from the platform edge or 3000
mm where the line speed is greater than 165 Km/hr.

Consideration shall be given to Iuminairies suspended from canopies being


positioned not less than 2000mm from the platform edge, or 3000mm where the
line speed is greater than 165 km/hr, in order that maintenance can be effected
without the requirement for possessions or isolations.

5.11.2 All signaling, and high voltage electrification cabling located in ducts shall have
access manholes at locations and spacing along the route as agreed with the cable
owner.

5.11.3 All under-platform cable routes and manholes shall be located at the maximum
distance practicable from the platform edge, but not less than 2000 mm, or 3000
mm when the line speed exceeds 165 km/hr.

5.11.4 Service trunking in canopies shall be located not less than 2000 mm from platform
edge. Where the line speed is in excess of 165 Km/hr this distance shall be
increased to 3000 mm.

6. PHYSICAL DESIGN REQUIREMENTS

6.1 Platform wall and cor)ers to platform edae

6.1.1 Where train collision loading criteria are applicable to columns supporting
structures within station areas, a solid platform wall and platform construtiion shall
be provided to provide protection to the columns from derailed vehicles.

6.1.2 Platform copers shall be provided with a finished surface with slip resistance in
accordance with paragraph 6.2.1 and 6.2.3.

6.1.3 A restraint to platform copers shall be provided to prevent them, in case of bed
separation, from moving and thereby infringing clearances specified in paragraph
5.1.2.

6.1.4 An electrified conductor rail shall not be located adjacent to a platform wall.

6.1.5 Consideration shall be given to the provision of a mesh screen under voided
platforms 500mm from platform edge to prevent rubbish accumulation and
trespass.

6.2 Platform surfacinq

6.2.1 Surfaces to platforms and end ramps shall have a slip resistance finish with a
minimum coefficient of friction (measured in accordance with the Tortus test of the
British Ceramic Research Association) as follows:-

a) when new, the coefficient of friction against rubber shall not be less than 0.65
under wet conditions.

b) the design life of the finish shall be a minimum 5 years for permanent
platforms, and the foreseeable life of the structure for temporary works. The
coefficient of friction shall not be less than 0.45 under wet conditions
throughout the above periods.

c) where the platform is protected from becoming wet at all times, the coefficient
of friction against rubber shall be not less than 0.45 in dry conditions
throughout the life of the surface finish.

6.2.2 Surfacing shall be free from depressions, humps or other irregularities, except
where a tactile surface is provided for visually impaired persons. Breaks in the
surface such as single steps, thresholds to doors, and drainage channels at points
of access shall be avoided.

6.2.3 The surface at the edge of the platform shall be provided with continuous grooving
or other identifiable change in texture. The corner of the platform edge shall be
rounded.

6.3 Platform markinq

6.3.1 The platform edge shall be clearly identified by visible marking. Marking to the
edge of platform ramps need not be provided.

6.3.2 At stations where the line speed is in excess of 165 Km/hr an additional yellow line
100 mm wide shall be provided, 1000 mm clear from the platform edge, together
with signs warning passengers to stand clear when trains pass.

6.3.3 Where platforms are located on curves consideration shall be given to the
provision of “MIND THE GAP notices on the platform edge. Where required such
notices shall be in white paint, and placed as near as is reasonably practicable to
the position of the greatest gap between train and platform at a spacing equal to
the train coach length.

6.4 Drainaae

6.4.1 Adequate provision for the control of storm water in accordance with BS 8301 shall
be provided for platform surfaces, platform buildings, and canopies.

6.4.2 Consideration shall be given to providing drainage manhole covers and gratings
with a secure locking facility to prevent Iifthg by unauthorised persons.

6.4.3 The platform rainwater drainage system shall not discharge into the adjacent track
bed, or its drainage system, and where appropriate shall be to the approval of the
relevant drainage Authority.

6.5 Services routes aenerally

6.5.1 Before any work commences, the location of any existing under platform services
shall be determined, confirmed on site, and arrangements made for either their
diversion, isolation and protection, or removal.

6.5.2 All cable routes for platform services shall be wherever possible located below the
platform surface and for solid fill platforms shall be in ducts. For voided platforms
the use of cable troughing within the void shall be considered for platform services.

6.5.3 Where existing high voltage cables run in troughs within a solid fill platform, and
platform surfacing is to be replaced without affecting the cable route, the cable
route shall be provided with a second lid laid over the fitted lid. The surfacing
reinstatement shall not be in reinforced or mass concrete, and shall facilitate easy
removal in case of cable failure necessitating access to the trough route.

6.5.4 All covers to manholes and cable pits shall be capable of withstanding an imposed
loading commensurate with platform usage and platform design loading specified
in paragraph 4.

6.5.5 Services route identification and location markers shall be provided in platform
surfacing.

6.5.6 Cable pit covers shall be provided with adequate lifting facilities.

Consideration shall be given to the provision of mechanical lifting devices. Cable


pit covers shall be manhandleable, and where no mechanical lifting device is
provided shall be in sections no greater than 25kg.

6.5.7 Consideration shall be given to providing covers with a secure locking facility to
prevent lifting by unauthorised persons.

6.6 Lighting

6.6.1 All platforms, including the access to and exit from the platform, shall be provided
with lighting to enable use by passengers and staff in the hours of darkness or low
light conditions.

The design of platform lighting shall, subject to regular and efficient maintenance,
provide uniform illumination in accordance with:

i) the schedules of maintained illuminance stated in “BRB Code of Practice for


Lighting of Railway Premises” BP/TCOOOl;

ii) Group Standard GM/TTOl 46: “Safety Requirements for Lighting of Railway
Premises”;

and where applicable

iii) Group Standard GM/TTOl 18: “Driver Only Operated Passenger Trains Station
Platform Lighting & Electrical Supplies”.

6.6.2 Emergency escape lighting shall be provided on platforms in underground and


under-raft stations in accordance with Group Standard GO/ZTOl 05: “Escape
Lighting and Emergency Escape Lighting for Premises”.

6.6.3 Consideration shall be given to the provision of lighting columns that can be
lowered for maintenance. Where practicable, when lowered such columns and
associated Iuminaires shall comply with the clearance requirements in paragraph
5.11.1.

6.7 Fencing

6.7.1 The rear edge of a single platform where passengers or staff are not otherwise
protected shall be fenced to a minimum height 1500 mm.

For voided platforms consideration shall be given to the fencing being extended to
ground level to prevent trespass.

6.7.2 Where platforms are on bridges a non-climbable fence or parapet with a smooth ,
imperforate inner face and no gaps, hand or footholds over its full height, shall be
provided.

Such fences to platforms over a railway electrified by the overhead system shall
extend a minimum 3000 mm beyond any uninsulated electrical equipment.

The provision of such fencing shall also be considered for platforms located on
embankments, or where the rear of the platform is adjacent to a railway track.

6.7.3 Fencing shall not contain barbed wire.

6.7.4 Any openings in fencing to the rear of platforms shall not permit the passage of a
100 mm diameter sphere.

6.7.5 Where a length of platform is redundant, and it is not to be demolished a fence


shall be provided at the limit of the platform open to passengers and staff up to the
minimum structural clearance specified in the Health and Safety Executive
“Railway Construction and Operating Requirements”.

Such fencing shall not obstruct access to an existing signal walkway.

Appropriate signs shall be provided.

6.8 Platform canopies

6.8.1 The design of platform canopies shall take account of the maintenance
requirements, and shall include the provision of access ladders, safety harness
anchorages, catwalks upon the canopy and where applicable signing to warn of
fragile roof and overhead line electrification.

6.8.2 Consideration shall be given to preventing access to station canopies or other


structures above the platform by unauthorised persons.

6.9 Sims

6.9.1 Access to and exits from station platforms shall be clearly signed.

Signs shall be provided to indicate station name and, where applicable, platform
number, emergency exits, emergency telephones, help points, and warning notices
for electrical equipment.

6.9.2 Signs shall be provided in accordance with;

i) Instructions for the provision of warning notices on conductor rail electrified


lines.

and ii) Instructions for the provision of warning notices on AC electrified lines

Signs limiting access beyond the top of platform ramps to authorised persons only,
and requiring the wearing of high visibility vests beyond that point shall be
provided. Where applicable signs indicating the correct route for passengers via a
footbridge or a subway shall be provided.

DEFINITIONS

Coper A precast concrete slab forming the platform edge nearest to the rail.

Platform The raised structure within a station providing access to or from a


train.

Platform Length The distance between the top of platform end ramps,

Train Length The distance between the front edge of the leading door in passenger
use, and the rear edge of the trailing door in passenger use.

Escape lighting Those parts of emergency lighting that is provided to ensure that the
means of escape can be safely and effectively used.

Line Speed The maximum speed permitted over that section of track as shown in
the Sectional Appendix.

Underground Station A station which has been so designated in accordance with Fire
Precautions (Sub-Surface) Regulations 1989 by the relevant Fire
Authority.

Under-raft Station A station over which a development building has been erected and
which has been designated by the relevant Fire Authority as requiring
precautions to ensure passenger egress from the platforms during an
emergency.

High Voltage Cable Cable carrying electrical current at a voltage greater than 1000 volts.

B.R.U.T.E Traffic Tractor hauled British Rail Utility Transport Equipment and shall also
include any other tractor hauled station traffic such as bowsers.
