Section 6. Education and
Training.
The City Government of Davao shall ensure that
capacity development programs and information
and education campaigns on MR GAD are
provided to different sectors including but not
limited to the following
⚫ MR GAD Local Teams;
⚫ Barangay Officials and Functionaries;
⚫ Sangguniang Kabataan Officials;
⚫ Target communities of boys and men;
⚫ All elective and appointive officials of the City Government of
Davao,especially the men; and
⚫ Other MR GAD stakeholders
Section 6. Education and
Training.
The capacity development programs and information and education
campaigns on MR GAD, which must be consistent with the culture and
traditions of the muslim and lumad communities, when applicable, may
include the following, among others:
1. Medical Services
2. Psychosocial Services
3. Training Services
4. Legal and Paralegal Services
5. Other Relevant Services
Section 19. Representation in
the Women’s Summit.
⚫ A representative or some representatives
of the MR GAD Program implementers
from among the barangays of Davao City
shall be invited to attend, participate and
share best and promising practices in the
implementation of the MR GAD programs,
projects and activities during the Annual
Women’s Summit.
Section 20. MR GAD Advisory
Council.
1. City Mayor as the Chairperson 10. President of the Association of Barangay
Captains (ABC)
2. City Social Welfare and Development
Officer as Vice Chairperson 11. Sangguniang Kabataan Federation
Chairperson
3. Integrated Gender and Development
Division as the Secretariat 12. City Public Employment Services Officer
4. City Planning and Development 13. City Prosecutor
Coordinator 14. DILG City Director
5. City Health Officer 15. Davao City Police Office Director
6. City Population Division Head 16. Representative from the Muslim
7. Chairperson of the Committee on community preferably a male Islamic
Women,Children,andFamilyRelations scholar;
of the Sangguniang Panlungsod 17. Representative from the lumad
8. Chairperson of the Committee on community
Human Rights of the Sangguniang 18. Five representatives from the private
Panglunsod sector coming from the:
a. NGO working on gender issues especially on men’s
9. Chairperson of the Committee on involvement, If any;
Education of the Sangguniang b. Academe;
Panglunsod c. Faith-based organization;
d. Private Business; and
e. Medical and Health Associations
Section 21. Functions of the
MR GAD Advisory Council.
1. Meet regularly as agreed by the council to discuss matters
relevant to the MR GAD Program of the City Government of
Davao;
2. Convene once every three years to review the effectiveness of
this Ordinance and offer legislative enhancements for further
improvement;
3. Provide recommendations on effectively implementing the MR
GAD Programs of the City Government of Davao;
4. Assess/Evaluate the implementationoftheMRGADPrograms;
5. Continuously search for innovations in the area of men’s
involvement in all gender-related development efforts;
6. Oversee the implementation of this ordinance through the
IGDD; and
7. Others that the council may deem relevant
Section 23. MR GAD Plan.
⚫ Every MR GAD Local Team shall design
an annual MR GAD Plan consistent with
the 5-year strategic goals of Davao City’s
GAD Plan formulated by the IGDD. The
local plans shall be consolidated and
integrated with the larger and more
comprehensive GAD Plan of every
barangay and of the City of Davao.
Section 24. Priority MR GAD
PPAs.
⚫ Men’s contribution in ending violence against women
and children;
⚫ Promotion of men’s participation in reproductive and
sexual health roles;
⚫ Economic and political empowerment of women
especially those who are marginalized, oppressed and
excluded;
⚫ Eliminating all forms of discrimination, marginalization,
subordination and the multiple burden of women; and
⚫ Other provisions of the Magna Carta of Women.
Section 25. MR GAD
Accomplishment Report.
MR GAD Local Teams shall submit within
the last quarter of every fiscal year, an
annual MR GAD Accomplishment Report
using a template devised by IGDD
highlighting, at the minimum, the activities
implemented, challenges in the
implementation, lessons learned from the
implementation of the activities and the
budget utilization in relation to the approved
budget.
Section 26. Recognition of MR
GAD Accomplishments.
Promising and best MR GAD practices shall
be duly recognized by the local government
of Davao City through the IGDD during a
ceremony on the occasion of the annual
Women’s Summit as provided for in the
Women’s Development Code.
Section 28. Confidentiality
Rule.
⚫ All investigations conducted in relation to
this ordinance shall be done in utmost
respect for the privacy and confidentiality
of the victims and the accused, especially
when a minor is involved.
Section 30. Appropriations.
⚫ The implementation of this ordinance shall
be indicated in the Annual Budget of the
City Government of Davao, charged to the
City’s Annual GAD Budget pursuant to RA
9710, or the Magna Carta of Women’s
Rights.
