1. PROJECT OVERVIEW
PetroVietnam Gas Corporation Block B - O Mon Pipeline Operating Company
(BPOC) is responsible for the development of the Block B - O Mon Gas Pipeline.
This project will be implemented to transport natural gas from a proposed Central
Processing Platform (CPP) located in Block B fields to Ca Mau, O Mon and
Neighboring Industrial Zones in provinces along the pipeline route.
The Block B-O Mon Gas Pipeline Project includes the following facilities:
 Approximately 246.4km subsea pipeline with DN 700 (28”)
 Mui Tram, Ca Mau Landfall station (LFS)
 Approximately 152.4km onshore pipeline with DN 750 (30”) from Mui Tram
LFS to O Mon GDC
 Nine Line Block Valve Stations (LBV)
 A pipeline lateral section from LBV#2 to Ca Mau GDS: approximately
400m DN 250 (10”)
 Ca Mau Gas Distribution Station (GDS)
 A pipeline section from O Mon Gas Distribution Centre (GDC) to each O
Mon Power Plant
 O Mon Gas Distribution Centre (GDC)
The project investment objective is to contribute to the economic development in
Southwest provinces and to secure gas/power supply in Vietnam.

2. GENERAL INFORMATION AND REQUIREMENTS

2.1 Language and Units of Measurement

The content, references, attachments and any supplementary information for all
engineering documents shall be in English unless specified otherwise. After the
engineering package has been approved Vietnamese translations of the
approved engineering documents will be provided.
Units of measurement for all engineering documents shall be in the System
International (SI).

2.2 Purpose of Document
The transient hydraulic analysis is performed for the proposed pipeline
connecting the Central Processing Platform (CPP) to O Mon Gas Distribution
Center via intermediate facilities (Mui Tram Landfall Station (LFS) and Ca Mau
Gas Distribution (GDS)).
The steady-state hydraulic analysis simulations defined the operating envelope
that was used to size equipment and control valves and to determine their
turndown requirements. In reality it will be rare for the pipeline to be operating in
a steady-state condition because the gas consumers have a varying offtake
throughout the day. The effects of this variation will be one of the situations
studied in the transient hydraulic analysis.
In addition there are other scenarios that are entirely transient such as initial
startup, shutdowns, restarts, and depressurization that will be studied to assure
the facilities can handle these and to determine the duration of such events.

3. SYSTEM MODEL
The hydraulic model of the facilities (Mui Tram LFS, Ca Mau GDS, and O Mon
GDC) can be done relatively simply by a combination of fixed flow resistance
elements along with the variable resistance pressure control valves. This is
depicted schematically below.
During the simulation, the control valves will work in conjunction with a controller
module and will open in an attempt to maintain the downstream set pressure.
Eventually the valve will go wide open and be at maximum Cv. From that point
on it will behave just as the other fixed flow resistance elements.

Assessment should be made as to whether to treat these branch pipelines as


separate pipelines in the model or to lump their flow resistance into the
appropriate facility flow resistance. Aspect to be considerd are enhanced model
accuracy versus increased model runtime due not only the pipeline segment
models themselves but also the reduced time step needed to include these small
systems in the overall model. It is expected that these branch pipelines can be
modelled in the transient mode.

The total flow if all power plants are at design consumption is 20.286 MMSCMD.
When the total consumption for a case is less than this, the individual power
plant consumptions need to be proportionally reduced.

Details of the facility modeling methodology are presented in Appendix 1.

4. NON-STEADY STATE CASES

4.1 Product Ramp Up

Objectives: System response. There does not seem to be a realistic scenario for
this.

Case R-1:

Gas production rate will be ramped up from minimum turndown flow rate of 2.067
MMSCMD to the flow rate of 20.3 MMSCMD per the production buildup schedule
appearing in Appendix 1.
Deliverables:
Plot of flow from CPP versus time.
Plots of pressure at CPP, LFS inlet, LFS outlet, GDS, and GDC inlet versus time.

4.2 Platform Shutdown


Objectives: Determine the time until the last consumer drops offline.

Case P-1

CPP Shutdown, study the time taken for the redelivery pressure at Power Plant
(PP) to reach the minimum pressure. This occurs when all consumers drop
offline due to insufficient pressure. Initial condition is Steady State Case 1B .

Continue until pipeline settleout is reached.

Case P-2: same as P1 except initial condition is Steady State Case 2A3

There will be two variations of these cases related to the gas consumption during
this event. In Cases P-1A and P-2A consumption will be at the maximum rate
until the consumer drops offline. In Cases P-1B and P-2B consumption will be
initially at the maximum rate. After one hour, consumers will drop to the minimum
consumption rate. O Mon Power Plant 1 will ramp down from maximum to
minimum over a period of one hour. The other gas turbine power plants will be
considered to step down to minimum consumption immediately at that time.
Consumers will run at their minimum offtake until the they drop offline

4.3 Line Pack


Objectives:

Determine the time taken after an onshore facility shutdown, with the CPP still
sending out gas, until the pipeline inlet pressure at the CPP reaches Maximum
Delivery Pressure of 137.9 Barg, High High Pressure Shutdown of 145 Barg, and
Pipeline Design Pressure of 152.6 Barg. Initial condition is Steady State Case
1C.
Case L-1: O Mon GDC shutdown . Initial condition is 1C Steady State Case

Case L-2: LFS shutdown. Initial condition is 1C Steady State Case

Case L-3: No GDC operation, only GDS Operation. Initial Steady State Case to
be developed.

4.4 Offshore Pipeline Blowdown (Depressurization)


Objectives:

The objective is to determine time required for the offshore pipeline pressure to
decrease to 0.2 barg. The following blowdown cases are to be studied:

Case B-1:

Offspec gas case: Initial condition is Steady State Case 1A. Pipeline is
depressurized to a portable flare through a restriction orifice located at Mui Tram
LFS at an initial rate of 204,000 kg/h.
Deliverables:
Plots of pressure at CPP and LFS inlet versus time.
Plots of temperature at CPP and LFS inlet versus time.
Plots of flow to the LFS vent versus time.

Case B-2:

Offshore pipeline leak detection case (big leak case): One of the main concepts
in the depressurization cases is the technique of letting the consumers draw
down the pipeline pressure. This will be more effective and far more economical
than venting or flaring the gas.
The initial condition is Steady State Case 2A3. Depressurize the pipeline line
using the restriction orifice located at Mui Tram LFS and also drawdown by the
power plants.
Deliverables:

Case B-3:
Offshore pipeline leak detection case (small leak case): Initial condition is Steady

The Power Plants shall run at normal flow until the re-delivery pressure at end-
users is at minimum pressure. Then, the Offshore pipeline shall be blowdown
through the restriction orifice located at Mui Tram LFS.

4.5 Restart Operation

Objectives:

Case S-1:

The flow rate into the pipeline is shut off (running start of CPP). The pipeline will
be shutdown for a period of 4 hours and restarted with the gas flowrate being
ramped up per the production buildup schedule appearing in Appendix 1.
Starts at the 4 hours point from case P-1.
Case S-2:

 The flow rate into the pipeline is shut off and the pipeline is shutdown for a
period of 4 days and restarted with the gas flow rate from the CPP being
ramped up per the production buildup schedule appearing in Appendix 1.
 Starts from case P-1 pipeline settleout condition.
 Power plants restart as soon as there is sufficient pressure

Hydrate formation and liquid dropout check shall be performed at the time when
the pipeline is started up after shutdown.

4.6 Pipeline Initial Start-Up


Objectives:

Initial Condition

Offshore and onshore pipeline dewatering completed. Pipelines are filled with
nitrogen to a pressure of 0.5 Barg.
Inlet SDV and PCV’s at LFS are closed. All onshore pipeline LBV’s, their
bypasses and inlet SDV’s at the GDS and GDC are closed.

Step I-1:

Ramp up offshore pipeline inflow from 0 MMSCMD to 2.067 MMSCMD over a


period of 48 hours. Run until pressure at the CPP is 82.7 Barg.
Leak testing of the portion of the LFS upstream of the PCV will take place during
this step.
Deliverables:

Plots of temperature at CPP and LFS inlet versus time.

Hydrate formation and liquid dropout check shall be performed

Step I-2:

Open pressure control valve at the LFS 5% open. Determine time taken for
pressure at first LBV station to reach 10 barg.

Plots of pressure at CPP, LFS inlet, LFS outlet and LBV1 versus time.

Plots of temperature at CPP, LFS inlet, LFS outlet and LBV1 versus time.

Hydrate formation and liquid dropout check shall be performed


Step I-3:

Allow 30 minutes for leak testing at LBV1. During that time flow from the LFS is
stopped.
Then restart flow from the LFS and open 6-inch bypass at LBV1 to admit flow to
second section of the pipeline. Determine time taken for pressure at second LBV
station to reach 10 barg.
Deliverables:
Plots of pressure at CPP, LFS inlet, LFS outlet, LBV1 and LBV2 versus time.

Plots of temperature at CPP, LFS inlet, LFS outlet, LBV1 and LBV2 versus time.

Hydrate formation and liquid dropout check shall be performed


Step I-4:

Allow 30 minutes for leak testing at LBV2. During that time flow from the LBV1 is
stopped.
Then restart flow from LBV1 and open 6-inch bypass at LBV2 to admit flow to
second section of the pipeline. Determine time taken for pressure at the third LBV
station to reach 10 barg.
Deliverables:

Plots of pressure at CPP, LFS inlet, LFS outlet, LBV1, LBV2 and LBV3 versus
time.

Plots of temperature at CPP, LFS inlet, LFS outlet, LBV1, LBV2 and LBV3 versus
time.

Hydrate formation and liquid dropout check shall be performed


Steps I-5 to 11:

Repeat the same sequence of steps for LBV’s 3 through 9 until pressure at the O
Mon GDC Inlet reaches 10 Barg.
Deliverables:
Similar to previous steps, just increasing numbers of LBV ststions to report.
Step I-12: Nitrogen removal step

Open inlet SDV to admit gas to the GDC and vents upstream of the SDV’s for

Development of the initial condition for each case requires a steady state
simulation at the average offtake for each case at both the maximum supply
