A RESOLUTION AUTHORIZING MR. EDUARDO D. VILLOJAN AND MR.

EDUARDO Q. CELORICO JR. TO ENTER INTO AND SIGN A USUFRUCT
AGREEMENT BETWEEN THE CITY GOVERNMENT OF VALENZUELA AND THE
UNITED LIBIS HOMEOWNERS' ASSOCIATION PHASES I & PHASE II INC., AS A
REQUIREMENT FOR SITE DEVELOPMENT / INFRASTRUCTURE AND OTHER
COMMUNITY PROJECTS OF THE CITY VALENZUELA

WHEREAS UNITED LIBIS HOMEOWNERS’ ASSOCIATION PH - I and

PHASE – II (the ULHOA Phase I and Phase II), a non-stock, non-profit
corporation organized and existing under the laws of the Republic of the
Philippines and registered under Department of Human Settlement and Urban
Development (DHSUD) with principal office at 3 rd Floor United Libis Multi-
purpose Hall, Libis Street Barangay Canumay East, Valenzuela City, Metro
Manila, Philippines;

WHEREAS, the ULHOA Phase I and Phase II own parcels of land consisting in
the aggregate of Fifteen Thousand Six Hundred Eighty-Eight Square Meters
(15,688 sq. m.), more or less, covered by Transfer certificate of Title No. 013-
2016003803, 013-2016003804, 013-2016003805, 013-201600386 and 013-
2016003807, registered with the Registry of Deeds for Valenzuela City, Metro
Manila, situated at Sitio Libis, Brgy. Canumay East Valenzuela City, Metro
Manila (the "CMP Project");

WHEREAS, the ULHOA Phase I and Phase II are composed of Informal Settler
Families (lSFs), who has acquired the CMP Project through the Community
Mortgage Program of the Social Housing Finance Corporation;

WHEREAS, the ULHOA Phase I and Phase II has requested, and the City
Government of Valenzuela has agreed, to provide funds for the construction,
improvement, and maintenance of open spaces, roads, drainage, street lights and
other facilities needed to make the CMP PROJECT safe and livable;

WHEREAS, ULHOA Phase I and Phase II are willing to enter into a usufruct
agreement with the City Government of Valenzuela over the CMP PROJECT,
subject to certain terms and conditions acceptable to both parties;

NOW, THEREFORE, be it RESOLVED, as it is hereby RESOLVED by the

BOARD OF DIRECTORS in a meeting duly assembled, to authorize MR.
EDUARDO D. VILLOJAN AND MR. EDUARDO Q. CELORICO JR., in
their capacity as presidents of UNITED LIBIS HOMEOWNERS’
ASSOCIATION PH - I and PHASE – II respectively, to enter into and sign the
usufruct Agreement between the City Government of Valenzuela, covering the
CMP Project;

RESOLVED, FURTHER that the signatories are hereby authorized to sign any
and all documents relative to the implementation of this Resolution.
