PURPOSE
The purpose of this plan is to
 Protect people, property and environment in case of an emergency, either natural or
human caused;
 Provide guidelines for using internal and external resources to effectively and quickly
respond to emergencies covered within the scope of this Plan;
 Ensure communication of all essential information to the appropriate personnel as
quickly as possible;
 Identify the responsibilities of Gas & Oil Pakistan Ltd. personnel to meet an
emergency;
 Identify trainings required in order to ensure an effective and a high level of
preparedness at all times.

SCOPE
The Emergency Preparedness and Response Plan is developed to respond to the
following emergencies at the facilities:
 Fire and Explosion;
 Medical Emergencies;
 Natural Disasters (Heavy Rain, Earthquake, etc.);
 Spill;
 Bomb Threat and Bomb Explosion;
 Mob Attack.

PROCEDURE
The Emergency Preparedness Plan is developed to support Gas & Oil Pakistan Ltd.
facilities in preparing for potential emergencies. It assists in the identification of Hazards
and development of the specific Emergency Response Plan.
The details of Emergency Management Organization are given in following sections:

INCIDENT COMMANDER
Purpose
He is responsible to handle and control the emergency by using best available resources.

Functions
 To co-ordinate emergency activities
 To communicate with Area Incident Commanders, establish the nature and extent of
the emergency.
 To control and co-ordinate company resources to isolate and safe the emergency
situation.
 To arrange the immediate notification to all persons on the emergency call out list.
 To ensure that all persons in the danger area have been warned and are evacuated
safely.
 To communicate with outside authorities, where necessary.
Organization
The Head of Administration & Security will act as Incident Commander. During evening/
night shifts and national holidays, Security Supervisors will act as Incident Commander.

FIRE FIGHTING TEAM


Purpose
This team is responsible to control fire and explosion during an emergency.
Functions
 To maintain firefighting equipment in working condition
 To move firefighting equipment to the emergency site.
 To extinguish the fire.
 To control Smoke and Explosion.
 To cordon off affected area and restrict entry of non-concerned people.
 To carryout rescue and evacuation of trapped personnel.
Organization
The firefighting team is led by Area Incident Commanders. During shifts and national
holidays, Security Supervisors will act as leader of firefighting team. The details of the
team including team leader and members for general and other shifts are given in the
ERT - Appendix I.

SPILL CONTROL TEAM


Purpose
To contain and recover oil and chemical spills or leaks
Functions
 To raise the alarm if major spill.
 To maintain spill control equipment in working condition.
 To move spill control equipment to the emergency site.
 To contain and recover spills of chemicals and oil.
 To cordon off affected area and restrict entry of non-concerned person.
 To carryout rescue and evacuation of trapped personnel.
Organization
The Spill Control Team is led by Area Incident Commanders. During shifts and national
holidays, Security Supervisors will act as leader of Spill Control Team. The details of the
team including team leader and members for general and other shifts are given in the
ERT –
FIRST AID TEAM
Purpose
The purpose of this team is to provide first aid to injured personnel.
Functions
 To maintain the first aid equipment in working condition;
 To move first aid equipment to the emergency site;
 To provide medical care to injured person (s) within the Gas & Oil Pakistan Ltd.
facilities;
 To send the injured person (s) to the clinic or hospital as appropriate;
 To accompany the injured personnel to the hospital, as directed by the Area Incident
Commanders;

The First Aid Team is led by Area Incident Commanders. During shifts and national
holidays, Security Supervisors will act as leader of First Aid Team. The details of the team
including team leader and members for general and other shifts are given in the Appendix
I.

SECURITY TEAM
Purpose
To provide necessary access control to the Gas & Oil Pakistan Ltd. facilities during an
emergency and assist the ERT during fire, oil/ chemical spill and medical emergencies.
Functions
 To keep the entrances closed during the outbreak of fire and any other emergency and
exercise strict control in traffic.
 To assist the emergency teams in firefighting, spill control and first aid if asked by the
concerned Area Incident Commander.
 To guide outside fire brigades to the fire place.
 To stop entry of any unauthorized person/agency such as Press, Media, Security
Agency personnel and Photographer in the premises.
 If asked, the Security Supervisor will assist the Area Incident Commander in contacting
the fire brigade or ambulance.
 To assist in evacuating the casualties if any from the emergency location to the
ambulance.
 To perform any other duty assigned by the Area Incident Commander.
Organization
The Security Team will be led by Head of Admin. The details of the team including team
leader and members for general and other shifts are given in the ERT - Appendix I.

EMERGENCY RESOURCES AND LOGISTICS


Resource Selection
The ERT will select the resources to use during an emergency based upon the type of
emergency as well as the specific emergency procedures developed for Gas & Oil
Pakistan Ltd. facilities.

Emergency equipment is available at Main Gate / Dispensary for handling any emergency
without outside assistance. A list of this equipment is given in Appendices II. The list
consists of type of equipment, quantity of equipment and location of the equipment.
Outside Resources
If an emergency occurs, the following local emergency response agencies would be
requested for assistance depending upon the type of emergency:
Fire Stations;
Ambulance Services;
List of contact numbers of emergency services is given in Appendix III.
Local Medical Facilities
In the event of medical emergency, the injured person will be transported to medical
facility using company or contract vehicle.
For Medical emergencies the injured person or patient will be transported to any nearby
hospital. Contact details and information regarding nearby hospitals is available at Main
locations of Gas & Oil Pakistan Ltd.
Emergency Preparedness Training & Drill
All members of emergency response team will receive initial as well as periodic refresher
training in order to allow them to fulfill their responsibilities during any emergency.
The MR or his designee is responsible for ensuring that personnel receive the required
training before they are expected to perform their duties, and that they receive the
refresher training at the required interval.
Performance of Emergency Response team is Evaluated trough completion of Emergency
Drill Post response report.
Public Relations
Company will reply to all reasonable requests from the media, as long as they do not
interfere with the emergency response.
The MR will be the authorized spokesperson to talk with the media.
All other company employees must be aware that they are not permitted to talk with the
media. If employees are asked by the media to comment on the emergency, they should
politely and co-operatively ask the media to contact the MR or the designee.
The Media representative will not be allowed onto the Gas & Oil Pakistan Ltd. premises
without authorization from the MR. If such permission is received, they will only be
admitted to the emergency site after it is declared that area is saved for entry.
The MR will report accidents to local regulatory agencies as required by local rules and
regulations.

Emergency Notification and Communication


All emergencies at Gas & Oil Pakistan Ltd. facilities will be reported immediately to MR or
his designee. Adequate notification will help in determining the root causes and implement
corrective action to prevent recurrence.

EMERGENCY RESPONSE PLAN


Emergency Evacuation
At Gas & Oil Pakistan Ltd. upon hearing the fire alarm, visitors and staff who have not
been assigned a responsibility in the Emergency Preparedness and Response Plan will
be asked to use the safe emergency exits and assemble at nearest Assembly Point in
department/ section wise. The emergency exits and designated Assembly Points are
available in Appendix IV.
Once assembled at Assembly Point, Area Incident Commander will perform a head count
in order to confirm the presence or absence of staff and visitors. In his absence, Admin
Personnel will perform the head count.
In case any staff is missing, person responsible for head count will report the same to MR
or his designee, who will check the emergency scene for the missing person by taking
appropriate action.
Visitors at the Assembly Point will be permitted to leave the company after check out with
the Main Gate Security.
Personnel may return to their normal work places after the “All Clear” signal has sounded.
Company personnel will not be permitted to leave the company during an emergency
without the permission of Incident Commander.
Notification and Alarm System
The entire facility of Gas & Oil Pakistan Ltd. is equipped with Fire Detection, Alarm
System and Emergency Siren which will be sounded in case of fire or any other
emergency to warn personnel that an emergency exits. The detailed layout plan of fire
alarm system can be seen in Appendix V. The emergency siren will be sounded 03 times
(20 seconds for each time). After the emergency is over, the emergency siren will be
sounded continuously for 20 seconds at uniform pitch.
If only one person or security staff is available at the emergency scene to sound the alarm
(call point), he/she will attempt to quickly control the emergency using immediately

available equipment, e.g. fire extinguisher. While doing so, he/she will shout “Help-Help”
and call ERT Member to sound the alarm.
If two or more persons are at the emergency site, one person will attend the emergency
while the second will call ERT.
Specific Emergency Response Procedures
Since it is impossible to predict exact conditions during an actual emergency, therefore
following list of procedures are developed for Gas & Oil Pakistan Ltd. facilities to provide
guidelines for responding to emergencies that can occur within the facilities.
 Oil or Chemical Spill
 Fire
 Medical Emergencies
 Natural Disaster (Severe weather & earthquakes conditions)
 Bomb Threat
 Mob Attack
The emergency team leaders are responsible for implementing the response defined
within the Specific Emergency Procedure of Fire, medical and Spill Emergencies.
However, those responsible for implementing the response in case of Natural Disaster are
defined in the respective procedure. The details of each specific emergency response
procedures are given in following sections.
Specific Emergency Procedure for Spill
 Evacuate the area and help the people in vacating the affected area.
 Identify the type of material.
 Shut off sources of ignition in case of flammable/ combustible liquid.
 In order to prevent fire during spill emergency, have firefighting equipment and
personnel on standby at scene.
 Isolate area.
 Consult MSDS for the chemical/ physical hazards.
 Approach the incident from upwind if possible. Stay clear of all spills, vapors, fumes
and smoke
 Use necessary PPE.
 Stop leak if it can be done with minimal risk.
 For small spills use a suitable container with correct label.

 Safely dispose of the absorbent material. Waste should be disposed of through third
party waste management contractor.
 Prepare and submit an incident report.
Specific Emergency Procedure for Fire
 Evacuate the area and help the people in vacating the affected area.
 Shut off sources of ignition and electricity.
 Contact incident Commander and emergency services for assistance.
 Use appropriate firefighting equipment to extinguish the fire.
 Notify the local regulatory authorities, if required.
 Prepare and submit an incident report.
Specific Emergency Procedure for Medical Facilities
 Any person injured or affected by the emergency is to be treated by trained emergency
response personnel.
 In case, the injury is severe, the person will be sent to the nearest hospital for further
treatment by the help of ambulance.
 Incident Commander will be notified in every medical emergency.
 Prepare and submit an incident report.
Coordination with Local Emergency Services
The emergency telephone numbers are available at Appendix IV.
The Emergency Telephone Numbers list has to be verified by Incident Commander or
designee on quarterly basis.
Any change in telephone numbers will be informed to the MR or his designee.
Maintenance of Emergency Response Plan and Procedures
 The information within the Emergency Preparedness and Response Plan and Specific
Emergency Procedure will be reviewed at minimum every year.
 The Emergency Preparedness and Response Plan will be revised and issued as soon
as possible if after any emergency, team members felt that the existing Emergency
Preparedness and Response Plan is in-adequate or some changes must be
introduced.
Deactivation of Emergency Response Plan
 The incident Commander is responsible for deactivating the Emergency Preparedness
and Response Plan at the end of the emergency.

 He will make this decision after consulting with the Emergency Team Leaders and
other members of the emergency response teams
 Following general actions will be taken by the Incident Commander in coordination
with respective teams at the conclusion of the emergency:
 Arrange the firefighting equipment used during the emergency to be refilled or returned
to its original state and then return them to their correct location;
 Clean the fire area, after receiving authorization from the Incident Investigation Team
Leader;
 Arrange the spill response equipment used during the emergency, refilled to its original
state and then return them to their correct location;
 Clean the spill area, after receiving authorization from the Incident Investigation Team
Leader;
 Dispose of the recovered and non-reusable absorbent material in an environmental
friendly manner.
